172.4}, {"text": "this is long-standing work that the city has been initiating this year to look at CAF and ensure that it it evolves to", "start": 172.4, "end": 180.68}, {"text": "meet the needs of the community um and to support Arts organizations and artists in", "start": 180.68, "end": 185.959}, {"text": "Kingston um the report outlines the work done to date that we've done with Safi a", "start": 185.959, "end": 191.48}, {"text": "consulting firm that has helped to facilitate this process and have conversations with Community conduct", "start": 191.48, "end": 197.4}, {"text": "research look at Best Practices and comparable municipalities to really bring forward the recommendations on the", "start": 197.4, "end": 203.959}, {"text": "CAF going forward the report also speaks to and provides an update on some of the eer in", "start": 203.959, "end": 210.08}, {"text": "themes and ideas that have come from the public consultation and it ranges in terms of of what is being brought", "start": 210.08, "end": 216.76}, {"text": "forward from the community but it does look at and identify um potential modifications to all components of the", "start": 216.76, "end": 223.48}, {"text": "CAF program um the report also more critically speaks to and provides this", "start": 223.48, "end": 230.04}, {"text": "committee with a draft of the revised Grant streams to the ccaf going forward", "start": 230.04, "end": 236.519}, {"text": "so this is really the structural piece um that wanted to ensure is shared with this committee for review comment", "start": 236.519, "end": 243.76}, {"text": "feedback as we work to finalize the recommendations on the CAF um as it", "start": 243.76, "end": 250.079}, {"text": "really is again that foundational piece that then uh the other changes that are being proposed sort of work around um", "start": 250.079, "end": 257.16}, {"text": "and and work to support the report also very critically begins to articulate a transition plan", "start": 257.16, "end": 264.16}, {"text": "in 2025 so the general timelines um that we're facing right now uh to complete", "start": 264.16, "end": 270.8}, {"text": "this report to complete the review of the Arts fund and bring forward recommendations we are now aiming to", "start": 270.8, "end": 275.96}, {"text": "bring this to the Arts Recreation and Community policies Committee in February of 2025 which will then go to council", "start": 275.96, "end": 282.639}, {"text": "likely in March of 2025 so that brings us into next year", "start": 282.639, "end": 288}, {"text": "and that in alignment with the existing timelines of the CAF program so the", "start": 288, "end": 293.28}, {"text": "application period the adjudication period and the distribution of funding", "start": 293.28, "end": 299.16}, {"text": "um you know we are looking right now at how to um you know position 2025 as a", "start": 299.16, "end": 304.24}, {"text": "bridging year to ensure that we continue to support organizations that receive", "start": 304.24, "end": 309.4}, {"text": "key operating funding which is sort of deemed sustainable stable funding for Arts organizations in Kingston we will", "start": 309.4, "end": 316.72}, {"text": "be looking to support projects Who currently have ccaf funding and the um", "start": 316.72, "end": 322.6}, {"text": "reality for them that they have to complete their projects by December of 2025 and also looking at ways in which", "start": 322.6, "end": 329.84}, {"text": "we can get new money out the door to new applicants to the ccaf program so that is articulated in the report in terms of", "start": 329.84, "end": 337.56}, {"text": "opportunities to provide one-time funding to groups who do not currently have ccaf uh Grant grants but are", "start": 337.56, "end": 344.56}, {"text": "considered eligible and we're planning to apply in 2025 and then also potentially", "start": 344.56, "end": 350.68}, {"text": "accelerating the development of one of the grant the new proposed granting streams to provide funding to individual", "start": 350.68, "end": 356.8}, {"text": "artists so those are the considerations on the table um right now to help us get", "start": 356.8, "end": 362.919}, {"text": "to this new state for the CAF program um and again I welcome any comments or", "start": 362.919, "end": 368.639}, {"text": "feedback or questions from like I know like for a bridge year of maintaining the amount it's effectively a", "start": 408, "end": 414.479}, {"text": "cut um just with the reality of um", "start": 414.479, "end": 421.52}, {"text": "inflation and things like that and so I think um I would ask perhaps for some", "start": 421.599, "end": 428.4}, {"text": "consideration of that fact um or consideration that it might impact what", "start": 428.4, "end": 434.72}, {"text": "organizations are able to present when they're not able to expect a little bit", "start": 434.72, "end": 440}, {"text": "of bump in funding um in that bridge", "start": 440, "end": 444.96}, {"text": "year thank you for that I'll just I'll just respond respond if I may and and um", "start": 446.599, "end": 452.16}, {"text": "just offer a bit of comment for that thank you for the the feedback on that piece um something that uh we recognize", "start": 452.16, "end": 459.52}, {"text": "as we go into 2025 and this is connected to our timelines around this this particular transition year and", "start": 459.52, "end": 466.28}, {"text": "navigating specific challenges is that we will be bringing the this these recommendations to council after the", "start": 466.28, "end": 473.759}, {"text": "2025 budget has been approved the municipal budget this is strategic in", "start": 473.759, "end": 479.199}, {"text": "that you know we across the corporation are are you know you know developing", "start": 479.199, "end": 484.56}, {"text": "budgets based on targets that have been set and there is going to be um you know", "start": 484.56, "end": 491.68}, {"text": "greater direction for us in terms of the 2025 budget that we have which then can", "start": 491.68, "end": 497.44}, {"text": "be applied to what the transition looks like so I think there is opportunity you", "start": 497.44, "end": 503.24}, {"text": "know depending on um Council approval um and you know what their support for the", "start": 503.24, "end": 508.879}, {"text": "transition plan looks like for us to look at exactly what you're referencing in terms of in relation to Arts operate", "start": 508.879, "end": 516.64}, {"text": "organizations that receive an operating Grant is it about stabilization of 2024 grants is it about an inflationary", "start": 516.64, "end": 523.56}, {"text": "increase what is that um that consideration that needs to be given within the budgets that are being that", "start": 523.56, "end": 530.279}, {"text": "are available to us going into 2025 so it is on top of mind for me in terms of", "start": 530.279, "end": 536.279}, {"text": "how to navigate that but it it it is something that will have have to be assessed once we establish 2025 budgets", "start": 536.279, "end": 542.88}, {"text": "um and contribution for CAF "start": 565.6, "end": 571.36}, {"text": "new um creating a presentation of individual artists", "start": 571.36, "end": 577.36}, {"text": "brants from My Lens um it states up to $3,000 for", "start": 577.36, "end": 583.36}, {"text": "emerging artist and up to 6,000 for established artist um as I said from My Lens it", "start": 583.36, "end": 589.12}, {"text": "would I would think that emerging artists would need more in order try be", "start": 589.12, "end": 594.36}, {"text": "to become in stay as established artist", "start": 594.36, "end": 600.519}, {"text": "so am I looking at that from a different lens", "start": 600.519, "end": 605.64}, {"text": "or thanks for the comment counselor shaves um no I mean it's a it's a it's a", "start": 605.64, "end": 611.64}, {"text": "it's an important question um to ask about scale and Grant limits in the work", "start": 611.64, "end": 617.64}, {"text": "that has been done around the fund review you know looking at Grant amounts and and the ranges there was", "start": 617.64, "end": 624.44}, {"text": "consideration given looking at other municipalities looking at comparisons um", "start": 624.44, "end": 629.519}, {"text": "but in relation to the individual artist Grant stream this really looks at the scale of practice between emerging", "start": 629.519, "end": 635.92}, {"text": "artists and established artists and so while undoubtedly emerging artists are", "start": 635.92, "end": 642.48}, {"text": "looking for you know likely greater support greater opportunity to sort of you know develop and Advance their", "start": 642.48, "end": 649.16}, {"text": "career the scale of practice and the scope of the work that emerging artist versus an established artist takes um is", "start": 649.16, "end": 656.639}, {"text": "quite different and and you know has different requirements and so that is part of the strategy in determining", "start": 656.639, "end": 663.8}, {"text": "those Grant amounts I you know going through this review program I think it will be", "start": 663.8, "end": 669}, {"text": "critical for us to look at Equity within that distribution of Grant dollars to", "start": 669, "end": 674.2}, {"text": "individual artists to ensure that um you know the pot of money is not exclusively", "start": 674.2, "end": 679.959}, {"text": "going to only establish artists in Kingston that it is also being distributed fairly and equally to", "start": 679.959, "end": 686.32}, {"text": "emerging artists um to complete their work so that is the thinking behind it", "start": 686.32, "end": 692.279}, {"text": "um and and why those Grant amounts were set you know it also indicates the types", "start": 692.279, "end": 697.639}, {"text": "of projects that typically emerging artist versus an established artist May secure um and the support that's needed", "start": 697.639, "end": 704.44}, {"text": "um for them to advance that work thank you and I also understand the", "start": 704.44, "end": 712.04}, {"text": "need try to maintain are established artists and that they remain established", "start": 712.04, "end": 717.2}, {"text": "artists the second question which I have which um I caught in your previous", "start": 717.2, "end": 725.12}, {"text": "statement was all the funds have to be used by the end December", "start": 725.12, "end": 731}, {"text": "2025 however correct me if I'm wrong my understanding is there are a number of", "start": 731, "end": 737.399}, {"text": "recipients who have festivals in May June but we don't hand", "start": 737.399, "end": 743.72}, {"text": "out the funds until July so they have to use it the year after so two questions", "start": 743.72, "end": 750}, {"text": "are they going to be receiving funds because they won't be able to use it by December and second maybe it's", "start": 750, "end": 757.639}, {"text": "more this one's more on me being on Council why are we not Hing of these", "start": 757.639, "end": 763.04}, {"text": "funds earlier set say may or March when the budget's already been determined so", "start": 763.04, "end": 769.6}, {"text": "is that some something I need to ask someone about is that a financial question because I tend to think we", "start": 769.6, "end": 776.44}, {"text": "should be handing out these funds especially since the budget's already there the money is there and", "start": 776.44, "end": 783.24}, {"text": "it's not like other departments um aren't operating because the budget is determined in um", "start": 783.24, "end": 793.92}, {"text": "February they have an agreement that they're going to continue for the next two months it's not like we stop operations so I'm not sure if I sort of", "start": 793.92, "end": 800.839}, {"text": "made sense here but um this seems to be a tweak that we need to make as well", "start": 800.839, "end": 806.68}, {"text": "so thank you for that so I'm going to try and articulate part of this transition plan in relation to existing", "start": 806.68, "end": 815.8}, {"text": "festivals that basically receive a recurring project Grant because that's what we're really talking about here and", "start": 815.8, "end": 821.44}, {"text": "the report aims to articulate how we're going to navigate this to ensure that there is no", "start": 821.44, "end": 827.639}, {"text": "interruption to festivals Who currently get a project Grant through ccaf that", "start": 827.639, "end": 833.36}, {"text": "essentially receive a recurring Grant every year so a 2020 so", "start": 833.36, "end": 839.759}, {"text": "festivals in the project stream currently have a 2024 project Grant so", "start": 839.759, "end": 846.24}, {"text": "they received that in July of this year because that is the current CAF Grant", "start": 846.24, "end": 851.839}, {"text": "cycle timeline we open applications in February they close in April we have our", "start": 851.839, "end": 857.72}, {"text": "adjudication meetings in may we bring a report to council and then funding gets distributed in", "start": 857.72, "end": 864.279}, {"text": "July part of the terms and conditions of caf is that any Grant monies that a", "start": 864.279, "end": 871}, {"text": "recipient receives cannot be used for activities that have previously happened so what this means for", "start": 871, "end": 877.32}, {"text": "recurring festivals who receive a project Grant is that when they get their project Grant in July they have to", "start": 877.32, "end": 885.48}, {"text": "apply that to programming ahead of them so for most of the festivals um all of", "start": 885.48, "end": 892.519}, {"text": "the festivals within our project grant program this means that they apply 2024", "start": 892.519, "end": 899.079}, {"text": "CAF project grants to their 2025 programming so they get money in July", "start": 899.079, "end": 906.36}, {"text": "their Festival happens next May June early July and so that money carries", "start": 906.36, "end": 912.199}, {"text": "forward that they apply in 2025 the current Grant timelines for", "start": 912.199, "end": 919.759}, {"text": "projects recognizing this sort of this current cycle and where the when the money gets to project Grant recipients", "start": 919.759, "end": 927.32}, {"text": "is that they have from July until December of the following year to complete their project and to spend down", "start": 927.32, "end": 934.56}, {"text": "that Grant so going into", "start": 934.56, "end": 940.24}, {"text": "2025 what we're recognizing for festivals is that they all currently have money to deliver on 2025", "start": 940.24, "end": 948.8}, {"text": "programming there will be no Gap in a sense of a festival doesn't have money", "start": 948.8, "end": 955}, {"text": "to deliver their Festival again next year they currently have City money to do", "start": 955, "end": 961.199}, {"text": "so but I agree with what you're saying and what we're trying to look at with these changes is we are trying to adjust", "start": 961.199, "end": 968.519}, {"text": "the overall CAF Grant timelines so in this new model in this new framework", "start": 968.519, "end": 974.72}, {"text": "what we're hoping for is that applications will be open September of every", "start": 974.72, "end": 979.959}, {"text": "year and grant funding will be distributed in January February so we", "start": 979.959, "end": 986}, {"text": "are trying to modify the grant timeline a to align with the needs of the", "start": 986, "end": 994.48}, {"text": "recipients but also to align with um the city's fiscal year so in our Municipal", "start": 994.48, "end": 999.759}, {"text": "budget planning process and aligning with our other Arts funding our other", "start": 999.759, "end": 1005.399}, {"text": "funding cultural funding program which is the Heritage fund so we're right now in a moment where it is a little bit", "start": 1005.399, "end": 1011.839}, {"text": "clunky with all of those different pieces but the proposed changes are going to try and correct that and get us", "start": 1011.839, "end": 1018.399}, {"text": "on better schedule where just where funds are being distributed at the beginning of every year that then can be", "start": 1018.399, "end": 1025.199}, {"text": "applied to programming and initiatives in that specific fiscal", "start": 1025.199, "end": 1030.438}, {"text": "year does that answer your question I think for the most part it's", "start": 1030.439, "end": 1036.798}, {"text": "it seems to be a positive direction um in that aspect if I can have one", "start": 1036.799, "end": of getting money into their hands before they have to deliver", "start": 1131.96, "end": 1138.2}, {"text": "that that Festival that year um but it it still you know provides some", "start": 1138.2, "end": 1143.24}, {"text": "flexibility for projects that are one-time projects um and don't have that", "start": 1143.24, "end": 1148.799}, {"text": "same expectation so that is the goal um but you are correct in everything else in terms of the the shift to the the", "start": 1148.799, "end": 1155.12}, {"text": "Grant application and distribution of fund timelines okay I just want to make sure 1182.72, "end": 1190.88}, {"text": "completely um clear I work for the Kingston Symphony so we are one of the organizations that receives funding from", "start": 1190.88, "end": 1199.32}, {"text": "CA um I just wanted to share my concerns about the proposed reduction of", "start": 1199.32, "end": 1204.919}, {"text": "operating funds from $75,000 maximum to", "start": 1204.919, "end": 1210.24}, {"text": "$65,000 maximum in 2026 for operating grants while I do acknowledge the great", "start": 1210.24, "end": 1218.559}, {"text": "benefit that um giving funds directly to artists can do to the community I think", "start": 1218.559, "end": 1224.919}, {"text": "that that's a great idea I also am concerned that in a few years time some", "start": 1224.919, "end": 1231.08}, {"text": "of these larger arts arts organizations are going to face kind of a trifecta", "start": 1231.08, "end": 1236.32}, {"text": "problems firstly being the reduction of funds from CAF secondly I think we're", "start": 1236.32, "end": 1242.32}, {"text": "all kind of bracing ourselves for a change in federal government in the next few years and what that might do to", "start": 1242.32, "end": 1248.72}, {"text": "things like Canada Council grants and thirdly Rising inflation", "start": 1248.72, "end": 1254.559}, {"text": "which makes just keeping the lights on more expensive every year so I worry that in a few years time a lot of these", "start": 1254.559, "end": 1261.799}, {"text": "organizations might find themselves really struggling to keep their programs going because of all these changes kind", "start": 1261.799, "end": 1268.64}, {"text": "of bundling up together um while I think it's crucially important to um support", "start": 1268.64, "end": 1276.039}, {"text": "individual artists I think we also have to note that these larger organizations are the largest employers of artists in", "start": 1276.039, "end": 1283.48}, {"text": "our city and gives artists the stable um and secure income that they need in", "start": 1283.48, "end": 1290.44}, {"text": "order to continue living in our city so I just wanted to share my", "start": 1290.44, "end": 1297.64}, {"text": "perspective thank you for that and I'll just again offer a bit of a comment and and uh very much expected um this to be", "start": 1298.84, "end": 1306.6}, {"text": "a point of conversation uh for this committee um I think a few things on", "start": 1306.6, "end": 1312.4}, {"text": "this I think one of the main things that we want to bring to CAF as we go through this process is greater", "start": 1312.4, "end": 1319.48}, {"text": "adaptability in changes made to the program year-over-year by staff as well", "start": 1319.48, "end": 1325}, {"text": "as the Kingston Arts Council based on evolving Community needs and what I mean", "start": 1325, "end": 1330.039}, {"text": "by that is that our current structure that's been in place since 2007 is um you know a very sort", "start": 1330.039, "end": 1338.36}, {"text": "of importantly structured process but it often has prevented you know some", "start": 1338.36, "end": 1344.679}, {"text": "changes being brought forward to the program based on annual reviews that the Arts Council has consistently LED um you", "start": 1344.679, "end": 1351.76}, {"text": "know making considerations and adjustments to program based on the budget that we are able to secure", "start": 1351.76, "end": 1357.08}, {"text": "year-over-year that again the Arts Community can also be you know play a role in advocating for that potential", "start": 1357.08, "end": 1364.279}, {"text": "growth and greater investment to council that allows then staff and the Arts Council to look at these specific areas", "start": 1364.279, "end": 1371.799}, {"text": "that you're that you're noting around Grant sizes maximum amount um you know", "start": 1371.799, "end": 1377.2}, {"text": "new opportunities for Grant applicants to enter into programs that have typically been perceived as extremely", "start": 1377.2, "end": 1382.799}, {"text": "competitive extremely tight and closed off to new groups so what I'm really", "start": 1382.799, "end": 1388.039}, {"text": "hoping for going through this review and will be in the final report is a bit of um a bit of structure within the", "start": 1388.039, "end": 1395.12}, {"text": "recommendations that allows for adaptability and modifications made on an annual or ongoing basis that we can", "start": 1395.12, "end": 1403.52}, {"text": "be responsive to the realities that are facing the Arts sector and arts organ ganizations in", "start": 1403.52, "end": 1410.08}, {"text": "Kingston the other component to this and looking at you know the Strategic investment of Municipal funds in this", "start": 1410.08, collectives I worry that a range of 3 to", "start": 1565.84, "end": 1572.84}, {"text": "6,000 or up to 3,000 and up to 6,000 uh may be insufficient for a lot", "start": 1572.84, "end": 1579.399}, {"text": "of artists um and I know that one of the issues we've had with CAF project grants", "start": 1579.399, "end": 1584.84}, {"text": "in the past is that there are certain industries that aren't well supported by", "start": 1584.84, "end": 1590.559}, {"text": "the current format of the project grants and I'm thinking specifically about uh musicians aren't well supported or or", "start": 1590.559, "end": 1599.2}, {"text": "traditionally very successful in the CAF project Grant stream um particularly if", "start": 1599.2, "end": 1605.159}, {"text": "they're not putting on like a a major concert series or something like that um", "start": 1605.159, "end": 1612.36}, {"text": "and videographers recently have seen a little bit more success or filmmakers have seen a little bit more success in", "start": 1612.36, "end": 1618.24}, {"text": "in recent years but also aren't exactly fitting into the current structure um and I I just feel that you", "start": 1618.24, "end": 1625.6}, {"text": "know 6,000 or or 3,000 for if you think about", "start": 1625.6, "end": 1631.159}, {"text": "a band trying to record an album um I also think about theater performers", "start": 1631.159, "end": 1636.2}, {"text": "trying to put on a production um or filmmakers who who have massive budgets I I worry that these", "start": 1636.2, "end": 1643.559}, {"text": "amounts aren't really sufficient to support a project", "start": 1643.559, "end": 1648.84}, {"text": "they would be more kind of adding on to a project there are some some industries", "start": 1648.84, "end": 1654.64}, 1894.679}, {"text": "afterwards um as you know this year we adjusted the format of the mayor's Arts Awards and the nominations working group", "start": 1894.679, "end": 1901.159}, {"text": "um so that now the executive director of the KAC in this case me um is the chair", "start": 1901.159, "end": 1907.84}, {"text": "of the subcommittee in an ex official capacity so I I supported by", "start": 1907.84, "end": 1913.88}, {"text": "facilitating um you know preparing the documents keeping in communication with committee members um and really just", "start": 1913.88, "end": 1919.76}, {"text": "helping keep that process going um so some highlights from the process uh we", "start": 1919.76, "end": 1926.12}, {"text": "held all the meetings over Zoom we had a shared Google drive with all of the information about the program including", "start": 1926.12, "end": 1933.32}, {"text": "an introductory presentation timeline and collaborative working documents that we use to move through the", "start": 1933.32, "end": 1940.159}, {"text": "program um as you may know those of you who are familiar with this process the subcommittee members are tasked with", "start": 1940.159, "end": 1946.039}, {"text": "independently researching potential nominees and documenting their research um in those shared documents and then", "start": 1946.039, "end": 1952.639}, {"text": "this year one of the things that we introduced was a public nominations process which was facilitated by the city of Kingston through their website", "start": 1952.639, "end": 1960.399}, {"text": "um and then the information was passed off to myself as chair so those were", "start": 1960.399, "end": 1965.639}, {"text": "added into that kind of research spreadsheet and the committee members were able to go through and review the", "start": 1965.639, "end": 1972.24}, {"text": "nominations and read through them um and in many cases Incorporated those public nominations into their own research and", "start": 1972.24, "end": 1979.399}, {"text": "their um sorry in all cases Incorporated them into their research but in many cases Incorporated them into their kind", "start": 1979.399, "end": 1985.24}, {"text": "of um top picks and presentations for nominees um we held three selection", "start": 1985.24, "end": 1992.12}, {"text": "meetings uh and discussion amongst the members was facilitated with the chair myself ensuring each member had a chance", "start": 1992.12, "end": 1998.72}, {"text": "to weigh in and ask questions at every stage in the process um and as I mentioned public nominations were", "start": 1998.72, "end": 2004.279}, {"text": "brought into discussion through members proposed nominees and then also by myself were applicable and relevant so", "start": 2004.279, "end": 2011.799}, {"text": "it was um you know was kind of a pilot year for that public nominations process", "start": 2011.799, "end": 2017.32}, {"text": "and I I I think personally I felt it it was integrated pretty seamlessly into", "start": 2017.32, "end": 2022.559}, {"text": "the process as I mentioned committee members referred to the public nominees but then also there were opportunities", "start": 2022.559, "end": 2028}, {"text": "throughout the discussion where um for example the committee may be talking about wanting to represent a certain", "start": 2028, "end": 2034.2}, {"text": "field of practice and then in my capacity as chair I was able to kind of refer to that document and say well we", "start": 2034.2, "end": 2039.72}, {"text": "have these nominees who were submitted by the public um who represent these interests that the committee is looking", "start": 2039.72, "end": 2045.679}, {"text": "for for consideration um another thing we did this year was we added a score sheet", "start": 2045.679, "end": 2051.398}, {"text": "just to help members assess um candidates alignment with the awards", "start": 2051.399, "end": 2056.638}, {"text": "criteria it was not a selection tool but more of a discussion tool um that was", "start": 2056.639, "end": 2062.398}, {"text": "provided uh at the uh because the committee desired it um but again we it wasn't kind of of a a top scoring system", "start": 2062.399, "end": 2069.919}, {"text": "it was more just a grounding uh grounding point for the discussions and um the reason we don't I", "start": 2069.919, "end": 2077.32}, {"text": "you know we didn't want to use it as a selection tool is that in my opinion um", "start": 2077.32, "end": 2082.839}, {"text": "and I think that I would would say the committee agrees that the scoring sheet doesn't always allow us", "start": 2082.839, "end": 2088}, {"text": "to um take everything into consideration and particularly thinking about like the", "start": 2088, "end": 2093.358}, {"text": "city's idea lens and really making sure Equity is embedded in the selections um and that were representing different", "start": 2093.359, "end": 2099.4}, {"text": "fields of practice and things like that um but it was a useful tool and we found it helpful um other than that just a few", "start": 2099.4, "end": 2107.04}, {"text": "other highlights we had an overview of the program introductory meeting um at the top of each selection meeting we", "start": 2107.04, "end": 2113.359}, {"text": "began with a refresher on the terms of reference and the specific program goals", "start": 2113.359, "end": 2118.64}, {"text": "we found it was helpful to kind of start with Creator but then shift over to Arts champion and then move back to creator", "start": 2118.64, "end": 2125.16}, {"text": "for the final meeting and and our selections um and then sorry I'm just", "start": 2125.16, "end": 2132.04}, {"text": "kind of scrolling through here yeah that that's more or less the process um I also included at the end of the minutes", "start": 2132.04, "end": 2138.32}, {"text": "some program some um notes from our program discussion so some of the key", "start": 2138.32, "end": 2144.16}, {"text": "items that came up that were of interest to the committee um was there was a lot of discussion around if there should be", "start": 2144.16, "end": 2150.44}, {"text": "specific eligibility criteria with regards to um Geographic eligibility or", "start": 2150.44, "end": 2155.64}, {"text": "how we Define a Kingston based artist um noting that a lot of artists who are", "start": 2155.64, "end": 2161.599}, {"text": "Kingston based and who operate within the city of Kingston may move into neighboring", "start": 2161.599, "end": 2167.079}, {"text": "communities uh largely for affordability and also just you know sometimes for", "start": 2167.079, "end": 2172.48}, {"text": "space but they really are very much a part of Kingston itself so there was there was just a lot of discussion", "start": 2172.48, "end": 2178}, {"text": "around that and thoughts that perhaps that kind of Eligibility criteria could", "start": 2178, "end": 2183.24}, {"text": "be defined in the process um there's discussion of the event location", "start": 2183.24, "end": 2188.8}, {"text": "um and the event format in terms of recipients having a bit more preparation ahead of the event um but that's", "start": 2188.8, "end": 2195}, {"text": "something we we already were had noted from last year and and that's part of", "start": 2195, "end": 2200.04}, {"text": "the logic behind myself stepping into the role of chair is that as the Ed of", "start": 2200.04, "end": 2206.359}, {"text": "the Kingston Arts Council I have the ability to kind of guide the process from nominations through Communications", "start": 2206.359, "end": 2212.68}, {"text": "with the recipients development of the profile videos and then leading right up to the event um so hopefully that means", "start": 2212.68, "end": 2218.8}, {"text": "we'll have a very seamless uh process this", "start": 2218.8, "end": 2223.839}, {"text": "year um we also discuss ways in which the event could be tailored to recipients and how the environment should be set up to ensure the", "start": 2223.839, "end": 2230.16}, {"text": "recipients and their communities feel welcome um thinking about what protocols should be considered or if we could do", "start": 2230.16, "end": 2235.72}, {"text": "things like having a smudging ceremony uh there's also some discussion about Communications so the committee", "start": 2235.72, "end": 2242.72}, {"text": "felt the recipients shouldn't be announced in advance in this particular case um but that we could could ease up", "start": 2242.72, "end": 2249.24}, {"text": "the restrictions on recipients being able to talk to other people about the", "start": 2249.24, "end": 2255.16}, {"text": "fact that they won the award and invite you know their friends and Community to the award so we instead just have a", "start": 2255.16, "end": 2260.52}, {"text": "strict ban on social media promotion um and then there were some suggestions including allowing the recipients to", "start": 2260.52, "end": 2267.56}, {"text": "provide a list to myself in my capacity as chair of folks they would like to invite anonymously so I can send out", "start": 2267.56, "end": 2274.079}, {"text": "direct personal invitations on behalf of the recipients um as well as direct Outreach and", "start": 2274.079, "end": 2279.8}, {"text": "targeted marketing to relevant Community groups um and some uh teaser photos may", "start": 2279.8, "end": 2286.079}, {"text": "be shared from K KAC over social media in the next little bit and then just", "start": 2286.079, "end": 2292.839}, {"text": "final uh thoughts from the committee with regards to the public nominations process we felt I think overall that it", "start": 2292.839, "end": 2300.359}, {"text": "worked very well and did a really good job of supporting the committee in their research and making sure that the public", "start": 2300.359, "end": 2307.04}, {"text": "had voice in The Selection process or in the nominations process "that's kind of my brief overview of the process that we went through this year and the um thoughts and suggestions from the", "start": 2337.56, "end": 2345.48}, {"text": "committee that I wanted to
