event uh the first thing is we have a staff presentation uh council's had that in", "start": 49.8, "end": 56.28}, {"text": "advance on escribe and uh the public I I believe will be interested so um developing the new master plan for parks", "start": 70.159, "end": 75.96}, {"text": "recreation and libraries this past year we've done extensive engagement with stakeholders including our library board", "start": 75.96, "end": 82.28}, {"text": "members Community organizations residents staff and of course Town Council the parks recreational Library", "start": 82.28, "end": 89.079}, {"text": "master plan that were presenting to you this evening provides us with a road map for addressing the needs of our", "start": 89.079, "end": 94.24}, {"text": "community both now and into the future as we prepare for growth it's", "start": 94.24, "end": 99.399}, {"text": "vital that we chart a course that builds a strong and resilient future for parks recreation and Library services in", "start": 99.399, "end": 105.159}, {"text": "Oakville the plan that you'll see tonight will strategically guide the town for the next 10 years with a", "start": 105.159, "end": 110.759}, {"text": "planning Horizon that considers major Capital needs through to the year 2051 we're confident that this plan", "start": 110.759, "end": 117.84}, {"text": "strikes a balance between Community needs and the town's Financial capacity to address those needs all with the goal", "start": 117.84, "end": 124.56}, {"text": "of delivering on council's priority to ensure a vibrant and livable Community for all tonight we're pleased to welcome", "start": 124.56, "end": 132.04}, {"text": "Steve langa from mon teth Brown Consultants who has worked extensively with our staff team to lead the master", "start": 132.04, "end": 138.04}, {"text": "plan process and he will be presenting the plan and sharing the important and exciting recommendations within it over", "start": 138.04, "end": 144.36}, {"text": "to my pleasure to be here tonight presenting the parks recreation and Library master plan uh focused", "start": 161.879, "end": 169.159}, {"text": "really on key updates since we last met in May next slide", "start": 169.159, "end": 174.599}, {"text": "please so the master plan is a road map for uh really intended to guide the town", "start": 174.599, "end": 180.519}, {"text": "as as commissioner um damaso had indicated guiding the town for the next 10 years with that planning Horizon that", "start": 180.519, "end": 186.599}, {"text": "extends to 2051 there are a number of tools and tactics and techniques built into the plan to give the town that", "start": 186.599, "end": 193.04}, {"text": "flexibility as you work towards that planning Horizon and the plan itself will be updated before 2051 so this is", "start": 193.04, "end": 199.519}, {"text": "not the only uh only time to unpack this but it's nice to know uh where we need to go especially when we're dealing with", "start": 199.519, "end": 205.64}, {"text": "major Capital assets that require land and and such Advanced planning a draft of the plan was presented to", "start": 205.64, "end": 212.12}, {"text": "Town Council in May of this year public feedback was then sought on those uh proposed directions and tonight it has", "start": 212.12, "end": 219.36}, {"text": "been updated for your consideration next slide so I'll try to move relatively", "start": 219.36, "end": 224.879}, {"text": "quickly through a set of slides that provide some important context for the plan uh but really to start really just", "start": 224.879, "end": 231.08}, {"text": "wanted to qualify what a master plan is and is not uh in fact the master plan", "start": 231.08, "end": 236.76}, {"text": "itself will and and does employ evidence-based approaches to identify and prioritize those needs over the next", "start": 236.76, "end": 243.319}, {"text": "25 to 30 years it seeks to improve Equity by addressing Geographic gaps", "start": 243.319, "end": 248.56}, {"text": "around the town it identifies growth related needs informs financial planning future Bud budgets aligns with related", "start": 248.56, "end": 256.199}, {"text": "town plans and studies supports the town in becoming partner and Grant ready and is intended to be that living document", "start": 256.199, "end": 263.28}, {"text": "adaptable to changing Trends and uh growth next Slide the master plan sets", "start": 263.28, "end": 269.479}, {"text": "the of course but recognizes that additional work will be necessary in some instances for example we know that", "start": 269.479, "end": 277.68}, {"text": "uh there will be a need through the implementation of the plan to continue to work towards identifying", "start": 277.68, "end": 283.24}, {"text": "comprehensive funding strategies to deliver on key aspects of the plan to", "start": 283.24, "end": 288.28}, {"text": "commit funds to specific projects to address site specific planning consultation and design processes", "start": 288.28, "end": 295.24}, {"text": "negotiate Partnerships or land purchases and uh the continued Focus around Asset Management initiative so uh it's really", "start": 295.24, "end": 302.4}, {"text": "sort of you know as these umbrella documents uh unfold they do set the stage for further work I'd love to say", "start": 302.4, "end": 308.08}, {"text": "it is all here and captured in our 500 plus pages of analysis uh but in in many", "start": 308.08, "end": 313.36}, {"text": "respects it is the starting point for uh some more exciting things uh always to come here in in Oakville next slide in", "start": 313.36, "end": 321.88}, {"text": "terms of scope what we'll be talking about tonight really three key things Recreation facilities and services", "start": 321.88, "end": 327.68}, {"text": "public libraries and services and Par Park facilities and park land next Slide", "start": 327.68, "end": 334.4}, {"text": "the plan itself is based on a number of key foundational elements as mentioned", "start": 334.4, "end": 339.44}, {"text": "trying to draw in evidence as much as possible throughout uh it really starts and and I'll touch on this more in in a", "start": 339.44, "end": 346.479}, {"text": "moment around our public and stakeholder input um which was held through various", "start": 346.479, "end": 352.28}, {"text": "stages of of work over the year and a half that this plan has been under development uh the draft and and the", "start": 352.28, "end": 358.52}, {"text": "plan before you today pulls in demographic analysis in particular growth uh layers and um how and and", "start": 358.52, "end": 365.28}, {"text": "where the the town is changing and then other research and Trends uh what what", "start": 365.28, "end": 371.479}, {"text": "uh activities are uh growing in demand uh what other aspects of our lifestyle", "start": 371.479, "end": 376.919}, {"text": "that Oakville is building uh are important and resonate here uh locally", "start": 376.919, "end": 382.72}, {"text": "next slide I mentioned public and stakeholder engagement uh this has been an item that's been ongoing throughout", "start": 382.72, "end": 389.319}, {"text": "the project our first few stages of work uh culminated in a survey uh Community", "start": 389.319, "end": 395.759}, {"text": "survey we had over 2,000 households representing even more residents that", "start": 395.759, "end": 400.88}, {"text": "participated in that undertaking there were six open house sessions last spring", "start": 400.88, "end": 406.68}, {"text": "uh that spoke to in Spring 20 23 that uh reached out and allowed other interests to participate stakeholders have been", "start": 406.68, "end": 413.759}, {"text": "been been involved throughout and then most recently the green box there this is what's new since uh May of this year", "start": 413.759, "end": 419.96}, {"text": "the draft plan went out for some additional public feedback nearly gner nearly 1,600 responses to a survey next", "start": 419.96, "end": 428.759}, {"text": "slide that survey sought to test and refine the higher priority directions of", "start": 428.759, "end": 433.8}, {"text": "the draft plan with the public it ran for five weeks through through May and", "start": 433.8, "end": 438.84}, {"text": "June of this year it was promoted widely through over 22,000 uh subscribers to", "start": 438.84, "end": 445.199}, {"text": "the to various email networks marketed it extensively through social media roadside signs posters digital screens", "start": 445.199, "end": 452.319}, {"text": "and more and again we had nearly 1,600 responses stakeholders and other community groups were also engaged over", "start": 452.319, "end": 459.12}, {"text": "100 of them uh we we're given the opportunity to review and provide feedback next", "start": 459.12, "end": 465.919}, {"text": "slide just wanted to touch on at a high level the types of input that were received from this this is all", "start": 465.919, "end": 472}, {"text": "documented within the reporting but there were 31 key directions uh really draft actions that were tested at this", "start": 472, "end": 479}, {"text": "stage and strong agreement was was identified really for all of them the", "start": 479, "end": 484.4}, {"text": "agreement was anywhere from 48% to 90% really should bold the the disagreement point there because that was quite low", "start": 484.4, "end": 491.08}, {"text": "at 1 to 13% and then the balance of those responses uh were were", "start": 491.08, "end": 496.24}, {"text": "neutral what we heard through the open-ended comments was was varied U it really depended on on many of these were", "start": 496.24, "end": 502.68}, {"text": "localized concerns um but certain things also resonated across the municipality", "start": 502.68, "end": 508.44}, {"text": "things like maintaining expanding indoor pool pool service levels expanding pick aall facilities both indoor and outdoor", "start": 508.44, "end": 515.479}, {"text": "preserving natural spaces improving playgrounds uh Focus look on Library", "start": 515.479, "end": 520.88}, {"text": "services in Clear View and additional Library programming it's not that you're not doing any of this right now it's", "start": 520.88, "end": 526.68}, {"text": "just you know it speaks to the values of of your community and the desire to see um continued service next", "start": 526.68, "end": 534.8}, {"text": "slide so I'll get into a little bit of of what we heard just from uh we've met", "start": 534.8, "end": 540.72}, {"text": "with Library yville Public Library board we met with Council back in May and a", "start": 540.72, "end": 547.12}, {"text": "number of items and and really just want to shine a light on the fact that these have all been addressed in the in the", "start": 547.12, "end": 553.16}, {"text": "plan that's before you today so we heard a desire to identify conditions under which lighting might be considered for", "start": 553.16, "end": 559.44}, {"text": "selected Sports Fields south of Dundas Street and I'll come back to that more in a bit uh we heard about um ensuring", "start": 559.44, "end": 566.8}, {"text": "that there's additional feedback and opportunity for for public input around an outdoor pool modernization strategy", "start": 566.8, "end": 573.72}, {"text": "that's been identified uh we're asked to reconsider potential demand for a community center in Joshua Meadows area", "start": 573.72, "end": 581.279}, {"text": "and unfortunately that's an area with u a smaller population even with the forecast a smaller population that does", "start": 581.279, "end": 587.2}, {"text": "not meet the the the threshold for uh it its own dedicated Center however we do", "start": 587.2, "end": 592.839}, {"text": "note that additional community centers are being proposed nearby along the troger corridor and also asked to and", "start": 592.839, "end": 601.16}, {"text": "and we heard a bit more about this from the public around identifying conditions where the town might consider a 50 meter", "start": 601.16, "end": 606.959}, {"text": "indoor pool that's been integrated into the plan and as well as the delivery of", "start": 606.959, "end": 612.24}, {"text": "of potential need and and potential delivery of Library space in Midtown Oakville Bronte and Clear View and more", "start": 612.24, "end": 619.72}, {"text": "on that in a moment so we have looked more closely at these items made several adjustments within in the plan itself uh", "start": 619.72, "end": 626.6}, {"text": "notably for the first item above their Sports fields uh the stage three report contains a list of those criteria", "start": 626.6, "end": 632.76}, {"text": "fortunately and as we looked uh we continue to work through our research on that we feel the addition of Lights to", "start": 632.76, "end": 638.32}, {"text": "more future fields in in North Oakville will allow for uh some added capacity uh", "start": 638.32, "end": 643.839}, {"text": "the idea here was never to light every Sports field in in South Oakville uh but rather uh to make sure that there was", "start": 643.839, "end": 650.24}, {"text": "the the capacity needed to ident to address needs moving forward so I think that's been largely minimized the the", "start": 650.24, "end": 656.32}, {"text": "lighting in established neighborhoods uh but there are criteria that are available for that next", "start": 656.32, "end": 663.519}, {"text": "slide so the next two slides I have one here on Recreation and then on libraries this is where I'll probably spend most", "start": 663.519, "end": 669.72}, {"text": "of my time here and and we can absolutely come back to this if there are any uh questions here these slides", "start": 669.72, "end": 675.44}, {"text": "focus on major capital projects necessary to meet the needs of a population of nearly 443,000 people", "start": 675.44, "end": 682.399}, {"text": "within the town by 2051 we're aware that new population forecasts are now emerging uh fortunately the plans growth", "start": 682.399, "end": 689.839}, {"text": "related recommendations are all linked to population thresholds not to time so", "start": 689.839, "end": 695.12}, {"text": "if if you're growing faster this can be accelerated if you're going slower it can be", "start": 695.12, "end": 700.88}, {"text": "decelerated and um it all comes back to ensuring that equity and and", "start": 700.88, "end": 706.839}, {"text": "distribution and that the needs are all tie back to capacity uh and population", "start": 706.839, "end": 712.6}, {"text": "thresholds that are Advanced within the plan so it is a very much a living document and adjustments can be made if", "start": 712.6, "end": 719.639}, {"text": "forecasts do change so eight different items on this particular list focus on", "start": 719.639, "end": 725.04}, {"text": "Recreation facilities again based on that um 26 27 year time Horizon and that", "start": 725.04, "end": 732.959}, {"text": "population of nearly 443,000 people item number one is really beginning to plan for um an expansion and revitalization", "start": 732.959, "end": 741.199}, {"text": "of Glen Abby community center this is a Workhorse of of your Recreation system", "start": 741.199, "end": 746.72}, {"text": "it's something that's um is well used and and continues to be in high demand", "start": 746.72, "end": 752.639}, {"text": "and will require a refresh over time the plan itself does speak to some specific opportunities on site this would require", "start": 752.639, "end": 759.56}, {"text": "additional architectural um analysis to to further flush that out uh item number", "start": 759.56, "end": 765.48}, {"text": "two here is expanding the Ser John coborn Recreation Center the idea of adding a gymnasium and some more program", "start": 765.48, "end": 771.68}, {"text": "space again is is an opportunity that's been identified in the plan and there's some preliminary concept to move that", "start": 771.68, "end": 778.199}, {"text": "forward that's something that we would like to see in the the near term um some", "start": 778.199, "end": 783.36}, {"text": "of these items I will mention are currently unfunded that's where your budget comes in so you're not um if", "start": 783.36, "end": 788.72}, {"text": "you're approving this today you're not approving every project uh in its entirety you're approving it in", "start": 788.72, "end": 794.32}, {"text": "principle to be referred back to your financial capabilities and Partnerships and other considerations that would go", "start": 794.32, "end": 800.48}, {"text": "along uh with that item number three and this is in your your long-term your current 10year capital forecast is a new", "start": 800.48, "end": 807.399}, {"text": "neighborhood community center and library in the pmo uh Village area that's being coordinated with your", "start": 807.399, "end": 812.88}, {"text": "Transit Village uh items number four and seven are talking about twin pad Arenas", "start": 812.88, "end": 819.399}, {"text": "and and multipad Arenas offer efficiency to the town offer efficiency and convenience to users um these are linked", "start": 819.399, "end": 826.68}, {"text": "to other recommendations to um reenv re-envision and reimagine your your", "start": 826.68, "end": 832.32}, {"text": "remaining two single pad Standalone uh facilities in Cano and and Maple Grove", "start": 832.32, "end": 837.92}, {"text": "so uh not looking to necessarily add without some adjustments to the supply", "start": 837.92, "end": 843.759}, {"text": "but trying to get the town ready to make sure that uh these facilities continue to serve the needs for the next you know", "start": 843.759, "end": 851.32}, {"text": "27 to to 50 years and Beyond so those uh items four and seven", "start": 851.32, "end": 857.639}, {"text": "are linked to that there are no land uh there's no not currently any sites identified for that but that's where the", "start": 857.639, "end": 864.12}, {"text": "master plan comes in to plant the flag and talk about the need to do uh to do so I number five is a revitalization of", "start": 864.12, "end": 871.759}, {"text": "of and we're really post 10year now um into into the well into the 2030s", "start": 871.759, "end": 877.56}, {"text": "revitalizing expanding River Oaks Community Center much like the discussion around Glenn Abbey and and", "start": 877.56, "end": 883.36}, {"text": "the ability to add a library to that site uh number six as growth uh", "start": 883.36, "end": 888.399}, {"text": "continues to move north along the troger corridor this would be a multi-use", "start": 888.399, "end": 893.959}, {"text": "community center uh in the troger urban core South area this is something that", "start": 893.959, "end": 899.44}, {"text": "would contain a number of items indoor pools potentially a 25 M 10 Lane uh", "start": 899.44, "end": 904.72}, {"text": "indoor pool for added capacity Plus uh warm up or a warm water tank gymnasiums", "start": 904.72, "end": 909.759}, {"text": "fitness center activity rooms um many aspects of which you'd have you'd be familiar with through uh several of your", "start": 909.759, "end": 916.16}, {"text": "community centers and then item number eight would be uh closer to our 2051 time frame uh", "start": 916.16, "end": 922.839}, {"text": "but still building out and more of a localized Center uh long troger Urban uh", "start": 922.839, "end": 927.92}, {"text": "Corridor nor North troger Urban core North sorry um and again that's uh need", "start": 927.92, "end": 936}, {"text": "need the U site and and a partner uh likely for for several of those next", "start": 936, "end": 942.319}, {"text": "slide I mentioned libraries a few times you'll noticed that many of these Community Building initiatives are are", "start": 942.319, "end": 948.16}, {"text": "linked uh between Recreation and Library we heard from the public that these are models that work really well that they'd", "start": 948.16, "end": 954.279}, {"text": "like to see Advanced wherever possible in some cases it's not but in many cases it is and and should be so this is the", "start": 954.279, "end": 960.959}, {"text": "provision model strategy that was presented to the library board on o October 17th again uh has that 2051 uh", "start": 960.959, "end": 968.88}, {"text": "Vision uh population 443,000 um item number one here and and this has", "start": 968.88, "end": 975.8}, {"text": "been an ongoing initiative and and is is moving forward under this term of council replacement of the the Central", "start": 975.8, "end": 981.36}, {"text": "Library branch and item number two this this is um again moving uh forward quite quickly", "start": 981.36, "end": 989.92}, {"text": "uh new library branch in the troger urban core South uh this is is something", "start": 989.92, "end": 995}, {"text": "that's going to be in in the base of of a Podium and along the troger corridor", "start": 995, "end": 1001.399}, {"text": "um north of north of Dundas item number three undertake a", "start": 1001.399, "end": 1006.639}, {"text": "review of Library services in both Bronte and Clear View so we've identified these are these are localized", "start": 1006.639, "end": 1012.639}, {"text": "areas that um uh we we heard a fair bit of of public input on whether it be", "start": 1012.639, "end": 1019}, {"text": "Clear View and and a desire for that facility to work better for the community um it's it's the smallest and", "start": 1019, "end": 1026.079}, {"text": "and lowest performing Library within that system uh serving a a serving that", "start": 1026.079, "end": 1032.798}, {"text": "Clear View Community want to make sure that's the best service model moving forward uh for for all parties involved", "start": 1032.799, "end": 1039.52}, {"text": "and with Bronte this is an area that's been I I know discussed over several years uh Woodside is nearby uh but not", "start": 1039.52, "end": 1047.918}, {"text": "uh Within theal see the catchment zones uh theoretical catchment zones on the map there um but still over 2 kmet away", "start": 1047.919, "end": 1055.48}, {"text": "from Bronte Village but we're also seeing growth in the Bronte mtsa so the draft that that we looked at in May", "start": 1055.48, "end": 1062.32}, {"text": "talked about adding a library to QP uh Q Park Community and Cultural Center um", "start": 1062.32, "end": 1068.039}, {"text": "broadening that to say we need there needs to be a special look at this community and with various sites uh", "start": 1068.039, "end": 1074.48}, {"text": "considered whether it be in the village QP and and probably and more than likely Ally considering opportunities um or", "start": 1074.48, "end": 1081.559}, {"text": "service in in around the Woodside area as well number four was poo that's a", "start": 1081.559, "end": 1086.84}, {"text": "library branch that's linked to the community center I spoke to earlier um Midtown this is um we were we took a", "start": 1086.84, "end": 1095.44}, {"text": "closer look at this and um certainly heard opinions from from the library board and Council and as that secondary", "start": 1095.44, "end": 1101.44}, {"text": "plan has evolved recognizing there's no Community core uh there's no Central", "start": 1101.44, "end": 1106.88}, {"text": "Public Gathering Place indoor with within that community so the recommendation is um to develop u a", "start": 1106.88, "end": 1114.919}, {"text": "library and Community Hub that would serve as a gathering and meeting space complete with local library services", "start": 1114.919, "end": 1121.96}, {"text": "that location that space model will be Advanced through future planning uh you'd likely be working with a developer", "start": 1121.96, "end": 1128.08}, {"text": "to make sure that the site and the space is is secured uh but given the distance from Central Library that was an", "start": 1128.08, "end": 1135.4}, {"text": "something that uh we reflected on and uh have now layered into the", "start": 1135.4, "end": 1140.679}, {"text": "plan so that was item number five item six River Oaks adding a library branch", "start": 1140.679, "end": 1146.919}, {"text": "at that location and that's in large part to help address a lot of the growth that's happening along that troger", "start": 1146.919, "end": 1152.96}, {"text": "Corridor largely south of of dunda Street uh it it takes advantage of an existing location Builds on those", "start": 1152.96, "end": 1159.2}, {"text": "economies of scale and offers convenience to Residents uh item seven uh possible", "start": 1159.2, "end": 1164.84}, {"text": "Branch expansion this is longer term so it's it's uncoupled a bit from uh the the revitalization of the Glen Abby", "start": 1164.84, "end": 1171.76}, {"text": "Community Center but something a little bit longer term in the Glenn Abby area around a larger Library space again it's", "start": 1171.76, "end": 1177.88}, {"text": "one of the larger ones right now in your system has been recently revitalized and is working very well for the community", "start": 1177.88, "end": 1183.48}, {"text": "so that's a longer term recommendation as well as that uh recommendation for a smaller Branch Library uh in the farther", "start": 1183.48, "end": 1191.2}, {"text": "north of the community there along troger so I know there's lots to unpack there um the next three slides there's a", "start": 1191.2, "end": 1199.039}, {"text": "lot more and really we'll we'll deal much with this if you could Advance please um through through discussion if", "start": 1199.039, "end": 1205.799}, {"text": "there's any questions I just really want to lay out the various Park amenities and and other Recreation amenities that", "start": 1205.799, "end": 1211.88}, {"text": "the plan does deal with so we've talked a lot about community centers many of which have things like indor pools gyms", "start": 1211.88, "end": 1217.28}, {"text": "fitness centers uh senior spaces within them um but all these are really tied to", "start": 1217.28, "end": 1224.76}, {"text": "different targets populationbased Geographic um um membership or or or", "start": 1224.76, "end": 1230.96}, {"text": "registration based targets that make these um town of Oakville specific and", "start": 1230.96, "end": 1237.2}, {"text": "and um flexible as as things do change in the town over the next number of", "start": 1237.2, "end": 1242.679}, {"text": "years I would point out that the indoor pool target has been amended to make it more Dynamic and and reflective of of um", "start": 1242.679, "end": 1249.96}, {"text": "really the evolving design of of pools they're getting larger they're embodying more more components so that one's um uh", "start": 1249.96, "end": 1257.919}, {"text": "now tied to water surface not specifically to population I think that's something that that's going to", "start": 1257.919, "end": 1263.32}, {"text": "serve the town well over over the future next slide", "start": 1263.32, "end": 1268.559}, {"text": "please um just really advancing and and identifying those planning targets and", "start": 1268.559, "end": 1274.4}, {"text": "needs for things like Arenas to sports Fields uh to splash pads uh the sports", "start": 1274.4, "end": 1280.6}, {"text": "fields and and multi-use Fields there's a projection of 33 new Fields needed to", "start": 1280.6, "end": 1287.48}, {"text": "address growth moving forward forward we use the term unlit equivalent that number of of fields could be reduced", "start": 1287.48, "end": 1293.159}, least four councelors Elgar Oma Chisum and dck to", "start": 1376.64, "end": 1382.44}, {"text": "for starters councelor Elgar uh thank you through May Burton uh", "start": 1382.44, "end": 1387.6}, {"text": "thanks for the report I just everything in the report is based on population", "start": 1387.6, "end": 1392.88}, {"text": "that projections is that correct uh through you Mr Mayor not", "start": 1392.88, "end": 1399.12}, {"text": "solely um there there are sever several items uh we look at GE", "start": 1399.12, "end": 1404.52}, {"text": "geography uh we look at Trends we look at public imp put we look at condition", "start": 1404.52, "end": 1410.08}, {"text": "and quality of of existing but in terms of growth related yes uh we want to make sure that facilities are are able to", "start": 1410.08, "end": 1418.08}, {"text": "serve the needs of of a growing population when they uh come into your community and um that that they're in", "start": 1418.08, "end": 1426.2}, {"text": "place uh from that perspective yeah I noticed you kept using the term the number for population", "start": 1426.2, "end": 1432.24}, {"text": "of 443,000 uh like that I guess a projection but that has not been", "start": 1432.24, "end": 1437.48}, {"text": "approved by councel I guess that's why what earlier on I heard you say it'll be based on the projections of population", "start": 1437.48, "end": 1444.159}, {"text": "that's what I just want to confirm So the plan itself when I was presenting the maps for the the bigger", "start": 1444.159, "end": 1450.48}, {"text": "ticket items as well as the the summary on the last couple slides where it talked to needs yes that is based on", "start": 1450.48, "end": 1456.36}, {"text": "443,000 uh growth related items are based on that but the plan itself has", "start": 1456.36, "end": 1462.159}, {"text": "that flexibility so it talks about when you hit 300,000 when you hit 350,000", "start": 1462.159, "end": 1467.24}, {"text": "400,000 these are the types of facilities that would deliver upon those needs may not", "start": 1467.24, "end": 1472.44}, {"text": "some of these may not happen until after 2051 or it could happen quicker and it's all based on uh those planning targets", "start": 1472.44, "end": 1479.48}, {"text": "that layer in um population that reflects back on on timing and and", "start": 1479.48, "end": "or where where does the the you know the thresholds to that's what makes a", "start": 1528.48, "end": 1533.919}, {"text": "complete Community if you have a basketball court one kilometer away from people or a swimming pool so and you had", "start": 1533.919, "end": 1540.36}, {"text": "a bunch of those slides about total po where does that derive from uh great questions for you Mr Mayor", "start": 1540.36, "end": 1547.679}, {"text": "um so the town of Oakville has been doing this planning since uh 200 and um", "start": 1547.679, "end": 1553.72}, {"text": "six if I'm not mistaken and even before then and many communities do use these planning targets uh so we've been", "start": 1553.72, "end": 1560.36}, {"text": "testing these targets as as we've gone along with these Master plans to make sure that they they respond to needs we", "start": 1560.36, "end": 1566.08}, {"text": "talked to the public we talk about willingness to travel how far how long they want to go for certain things uh", "start": 1566.08, "end": 1571.799}, {"text": "different items different amenities have different catchment areas if you want something that's more of a local park amenity like a playground we know that's", "start": 1571.799, "end": 1578.36}, {"text": "going to be a smaller Circle we know the the bigger ticket or our higher order facilities like indoor pools are going", "start": 1578.36, "end": 1584.84}, {"text": "to be a greater willingness to travel um so we look at your current level of", "start": 1584.84, "end": 1590.2}, {"text": "service we look at the current level of service in other Benchmark communities so what's being offered in Moga", "start": 1590.2, "end": 1595.919}, {"text": "Burlington Milton and others how does the town stack up against that and we", "start": 1595.919, "end": 1601.44}, {"text": "rate that against what the community has said their their satisfaction is with say the current level of of", "start": 1601.44, "end": 1607}, {"text": "participation so there's no one uh proven metric that works for every Community across the province uh these", "start": 1607, "end": 1614.159}, {"text": "are made in Oakville but tested against other communities uh uh to to arrive at", "start": 1614.159, "end": 1619.96}, {"text": "them so can we can we know how we stack up against some of the other communities", "start": 1619.96, "end": 1625.72}, {"text": "with regards to what the population proportions are or radius um", "start": 1625.72, "end": 1632.36}, {"text": "because I mean I I I agree with you that that speaks to the service level that we have here in Oakville and and obviously", "start": 1632.36, "end": 1638.64}, {"text": "that's up to us to decide if those numbers are good enough or or if those facilities are good enough for the the", "start": 1638.64, "end": 1645.36}, {"text": "distance or the volume of people um and and I guess where I'm going with that um", "start": 1645.36, "end": 1651.039}, {"text": "is we do have Island communities I know uh councilors and mor 3 know this very", "start": 1651.039, "end": 1656.6}, {"text": "well with clear view uh it's the same thing with us in Lake Shore Woods where they're they're hived away and and", "start": 1656.6, "end": 1662.12}, {"text": "there's nothing over there and there's no no population growth which is going to make them meet these targets because", "start": 1662.12, "end": 1668.72}, {"text": "they're pretty much built out unless we start stacking on top of them so so what do we what do we do for these", "start": 1668.72, "end": 1676.88}, {"text": "sort of like enclav areas um where they might not hit those slides that you", "start": 1676.88, "end": 1682.72}, {"text": "brought up on on slide 13 14 15 with regards to population or areas but how", "start": 1682.72, "end": 1687.84}, {"text": "are we looking to address um maybe their needs and and and where they might be", "start": 1687.84, "end": 1692.88}, {"text": "left behind knowing full well that we can't change our service levels for the whole town but we have to recognize", "start": 1692.88, "end": 1699.64}, {"text": "these Enclave areas uh thank you counselor uh through you Mr Mayor I will point out before we", "start": 1699.64, "end": 1705.72}, {"text": "get started if um that there are in in there's an appendix in the summary document uh there's a column that talks", "start": 1705.72, "end": 1712.2}, {"text": "about that benchmarking rate so we've looked at area municipalities so you can see how you do stack up if if you're", "start": 1712.2, "end": 1717.48}, {"text": "interested there um and and we can direct you to page 78 at least on on my", "start": 1717.48, "end": 1723.12}, {"text": "summary document that's where that starts if you're interested in terms of of Island communities you're never going", "start": 1723.12, "end": 1728.519}, {"text": "to be able to provide say one Community Center for every 45,000 in a defined area there there's some you know there's", "start": 1728.519, "end": 1735.6}, {"text": "flexibility in that um but when you're dealing with areas that are a lower", "start": 1735.6, "end": 1740.84}, {"text": "population that may not meet that threshold uh you often look to other", "start": 1740.84, "end": 1745.88}, {"text": "Alternatives uh maybe they don't you know maybe a community doesn't need a major multi-use Community Center but", "start": 1745.88, "end": 1751.6}, {"text": "some sort of neighborhood Hub that can offer an opportunity and a level of service and you tend to rely you look a", "start": 1751.6, "end": 1757.519}, {"text": "little bit more deeply at at Alternatives um whether it be uh working more closely with with schools and other", "start": 1757.519, "end": 1763.48}, {"text": "providers you look across the municipal border because residents will travel becomes a matter of access and whether", "start": 1763.48, "end": 1770.559}, {"text": "they can access a facility in an adjacent Community to the same degree that they can access one here so uh they", "start": 1770.559, "end": 1777.2}, {"text": "tend to be a little bit in those Edge communities uh that we see tend to be a little bit more Grassroots and finding", "start": 1777.2, "end": 1783.279}, {"text": "things that work well for those communities as opposed to sort of top down planning where we do look at the", "start": 1783.279, "end": 1789}, {"text": "map and we do try to make sure that there's a solid distribution of the uh of the key destination based Community", "start": 1789, "end": 1795.679}, {"text": "uh Community facilities okay yeah and I I I won't take up uh any more time here just with the I think the", "start": 1795.679, "end": 1802.559}, {"text": "thought when that Community was built there's going to be a public school and a Catholic school there and that'll take some of the the the pain and suffering", "start": 1802.559, "end": 1809.96}, {"text": "away on not having any Community elements there and over time when we we get left behind by the by The Province", "start": 1809.96, "end": 1816.36}, {"text": "and the school board all of a sudden there's nothing there and we had always planned to have at least a community gym", "start": 1816.36, "end": 1821.72}, {"text": "or uh a meeting hall for residents or something so um I I think if we rely on", "start": 1821.72, "end": 1827.44}, {"text": "this on future schools to be built we're being a little bit naive uh with regards", "start": 1827.44, "end": 1833.24}, {"text": "to counting that towards our our our recreational amenity space because we", "start": 1833.24, "end": 1838.519}, {"text": "have no say on whether they're going to be built so anyway I'll leave it here but I I would like staff to take a look", "start": 1838.519, "end": 1844.279}, {"text": "again at at the lak sherwoods area because there's nothing in the future going forward for that area there's no", "start": 1844.279, "end": 1850.279}, {"text": "building no bricks no mortars in there's one little strip Plaza that we had talked about doing the same thing we did", "start": 1850.279, "end": 1855.76}, {"text": "in clear viiew about a little Library branch at one point and that just keeps getting", "start": 1855.76, "end": 1861.399}, {"text": "gobbled up and all the land around there is almost done so I might leave that with staff if uh if they don't hopefully uh you know when you said you're being very", "start": 1886.2, "end": 1891.88}, {"text": "cautious about the budget allocations to these uh uh facilities and so forth uh", "start": 1891.88, "end": 1897.44}, {"text": "the the strength of of this report is is I'm when I'm reading is on the facility side and uh um I want to uh speak to um", "start": 1897.44, "end": 1905.519}, {"text": "the the service delivery side and we'll just hold that thought for a second with respect to um uh the decommissioning I", "start": 1905.519, "end": 1913.679}, {"text": "use the word decommission that's I guess my my um language on this one is the pools the outdoor pools uh in sou in", "start": 1913.679, "end": 1921.08}, {"text": "South Oakville uh which is uh three of them and uh looking at uh fogwood in the", "start": 1921.08, "end": 1926.519}, {"text": "future and what we do with that repurposing repurposing my my concern is this is that the comments were made that", "start": 1926.519, "end": 1933.639}, {"text": "uh it's a tradeoff closing these pools because of age facilities uh brings in", "start": 1933.639, "end": 1938.96}, {"text": "this uh word and I need to understand it maybe you can help me understand it destination uh destination um uh", "start": 1938.96, "end": 1946.279}, {"text": "facility could you qualify or quantify what that means uh when you're closing", "start": 1946.279, "end": 1951.799}, {"text": "down outdoor pools thank you through you Mr Mayor um", "start": 1951.799, "end": 1958.44}, {"text": "so I I'll just back up and provide just a little bit more context if I could for the conversation uh currently the the", "start": 1958.44, "end": 1964.96}, {"text": "municipality owns and operates five outdoor pools um we've been seeing and", "start": 1964.96, "end": 1970}, {"text": "are definitely aware of of many communities that have been grappling with decisions around these as they become um as they need more and more", "start": 1970, "end": 1977.48}, {"text": "dollars for for overall it's beyond maintenance it's it's Capital uh Redevelopment of these assets um so the", "start": 1977.48, "end": 1988}, {"text": "recommendation in the plan is uh to undertake an outdoor pool modernization strategy this is something that would", "start": 1988, "end": 1993.48}, {"text": "start with uh public input and be built off of public input but it's a matter of", "start": 1993.48, "end": 1998.96}, {"text": "looking at those five sites and saying are we going to continue to invest in these pools as they are um you know", "start": 1998.96, "end": 2005.6}, {"text": "which means continue you know patch and repair um tanks lines change rooms or do we", "start": 2005.6, "end": 2012.32}, {"text": "start looking to um reimagine them um and when when it comes to reimagine", "start": 2012.32, "end": 2019.24}, {"text": "reimagination uh to use that term it does come with it possibly a trade-off or you know if Council wants five brand", "start": 2019.24, "end": 2025.639}, {"text": "new pools that are going to last another 50 years that that's council's discretion uh and opportunity uh or do", "start": 2025.639, "end": 2031.76}, {"text": "we look at consolidating some of those into fewer sites which would offer um", "start": 2031.76, "end": 2038.08}, {"text": "which would offer potential to serve more neighborhoods in the north say through through a new pool that's", "start": 2038.08, "end": 2043.559}, {"text": "somewhere north of uh in in the north end of town or not um so right because", "start": 2043.559, "end": 2049.52}, {"text": "right now they're all clustered largely around um South Oakville and and Ki and so on to your question around what", "start": 2049.52, "end": 2057.118}, {"text": "a destination pool is pool design has changed as you can reflect on on your indoor pool um inventory has changed", "start": 2057.119, "end": 2065.28}, {"text": "quite a bit over the years um the on that we're seeing for those communities that are building new ones or rebuilding", "start": 2065.28, "end": 2071.04}, {"text": "them they tend to be um larger they tend to be more accessible uh so they have", "start": 2071.04, "end": 2077.44}, {"text": "things like Beach entry they have interactive water features they serve a wider range of users from uh from", "start": 2077.44, "end": 2084.52}, {"text": "children all the way to seniors uh and and and they become more recreational", "start": 2084.52, "end": 2090.44}, {"text": "Destin destinations um so that's why we've used the term destination um it's not just a place to cool off it's also a", "start": 2090.44, "end": 2097.92}, {"text": "place to just attract more users to to these assets they we we're seeing demand", "start": 2097.92, "end": 2103.64}, {"text": "for larger deck space with shade we know that you know the summer is getting warmer we still think there's there's a", "start": 2103.64, "end": 2109.359}, {"text": "need for outdoor pools a lot of communities are not uh reinvesting them they're they're making a choice to move away from them when they meet end of", "start": 2109.359, "end": 2115.76}, {"text": "life that's not the recommendation here we think this is a level of service but we're we're think we want to think about", "start": 2115.76, "end": 2122.119}, {"text": "that next generation of pools and how that can be best met in the municipality so we're seeing you know larger ones", "start": 2122.119, "end": 2128.44}, {"text": "that are just having a much uh larger draw to the", "start": 2128.44, "end": 2134.359}, {"text": "community thank you for for that answer uh however I I have some concerns with with that especi especially because", "start": 2134.359, "end": 2140.72}, {"text": "there agent facilities in established neighborhoods in South Oakville and um", "start": 2140.72, "end": 2146.8}, {"text": "the elimination or the tradeoff uh hopefully uh these facilities will stay in in the South um because everything", "start": 2146.8, "end": 2154.599}, {"text": "above is growth related these are out coming out of capital replenished in that basis my concern is this is that", "start": 2154.599, "end": 2161.52}, {"text": "when you say at destination and larger um decks and so forth if we consolidate that aren't we just now we have to look", "start": 2161.52, "end": 2168.48}, {"text": "for parking for people to drive there large parking areas and uh for uh", "start": 2168.48, "end": 2173.72}, {"text": "because we have a bigger pool I guess I I have difficulties with this one because it's almost a different mindset", "start": 2173.72, "end": 2179.839}, {"text": "we look to walk U walkable communities um and I guess we're ahead of the the", "start": 2179.839, "end": 2185.48}, {"text": "stream 30 years ago when we had two pools there's no parking but it it it it's it's uh the service has been there", "start": 2185.48, "end": 2192.56}, {"text": "for so many years I would have some concerns about reallocating uh those", "start": 2192.56, "end": 2198.4}, {"text": "pools uh to a one destination pool because uh land as you know in South Oakville is very limited uh it would be", "start": 2198.4, "end": 2205.72}, {"text": "um a cost a cost bear to the taxpayers to look at uh Park acquisition large", "start": 2205.72, "end": 2211.16}, {"text": "enough to accommodate that type of in the South now nothing with respect you", "start": 2211.16, "end": 2216.319}, {"text": "said the North and I'm looking at the reports um there's also gross related pools in the north so I'm I would like", "start": 2216.319, "end": 2223.24}, {"text": "i' like staff to go back and review that I think you're go also be looking at uh as you say public input I think there", "start": 2223.24, "end": 2230.119}, {"text": "will be a lot of um discussion with the public on on those what we used to call walk to pools or neighborhood pools uh", "start": 2230.119, "end": 2237.24}, {"text": "in my personal opinion I think they should be uh redone taken out and tank taken out and redone and like you say", "start": 2237.24, "end": 2245.04}, {"text": "reimagine uh those pools so that's something for consideration excuse me I'm losing my", "start": 2245.04, "end": 2250.319}, {"text": "voice here um the other thing I want to talk about briefly and you did touch on page 30 maintaining a affordable for", "start": 2250.319, "end": 2257.8}, {"text": "everyone you know we're looking at these multi-million dollar facilities and we'll be building more as time comes on", "start": 2257.8, "end": 2263.28}, {"text": "but I think the challenge we're having right now is affordability to access to these facilities uh for for our public", "start": 2263.28, "end": 2270.16}, {"text": "um I'd like to see some more um in-depth work done on the affordability through our rates and fees um that is the", "start": 2270.16, "end": 2276.8}, {"text": "biggest concern you know we could have the prettiest and nicest and clean facilities if people can't afford to uh to use them then we", "start": 2276.8, "end": 2284.04}, {"text": "have a challenge so that that's something that really needs to be um identified in the next iteration of of", "start": 2284.04, "end": 2290.599}, {"text": "the report and something specific um can you", "start": 2290.599, "end": 2295.92}, {"text": "tell me why uh a 10 Lane pool was is a kind of a", "start": 2295.92, "end": 2301.119}, {"text": "recommendation or looked at what that's all about thank you yes uh through you Mr Mayor uh to your question question", "start": 2301.119, "end": 2307.8}, {"text": "coun Chism about a 10 Lane pool so um we know you mentioned you know land's", "start": 2307.8, "end": 2313.72}, {"text": "getting harder to come by um and and most of your I your your larger multi-use community centers are in great", "start": 2313.72, "end": 2321.44}, {"text": "locations if this plan if your population doubles in size we don't necessarily feel you need twice as many", "start": 2321.44, "end": 2327.079}, {"text": "of these large centers but we want to make sure that the centers that you have and the ones that are to come are are", "start": 2327.079, "end": 2332.599}, {"text": "built to a capacity that can accommodate that growth so one way to do that is is to make those spaces is maybe a little", "start": 2332.599, "end": 2338}, {"text": "bit larger a little bit more Dynamic uh what a 25 what a 10 Lane pool offers you is four to you know two to four more", "start": 2338, "end": 2345.52}, {"text": "lanes for swim lessons for master swimming for recreational swim for aqua", "start": 2345.52, "end": 2351.04}, {"text": "Fitness and so on all within that same tank so it's an economy of scale um it's", "start": 2351.04, "end": 2356.48}, {"text": "also something that we're we're seeing more demand for uh from a competitive aquatic standpoint it's not a long", "start": 2356.48, "end": 2363.16}, {"text": "course but it's something that can be uh sport friendly and tournament ready", "start": 2363.16, "end": 2368.56}, {"text": "venue for for many types of short short course meets so that would be the ability to to develop that uh expands", "start": 2368.56, "end": 2376.04}, {"text": "Your Capacity expands the the the types of groups and activities that can occur uh within that that enclosure and would", "start": 2376.04, "end": 2384}, {"text": "be tied to more likely you know a sport tourism strategy and and the opportunity to do that would you say that's a", "start": 2384, "end": 2390.64}, {"text": "trade-off for not building or excuse me not recommending a 50 meter pool is that the trade-off um I think think where", "start": 2390.64, "end": 2397.88}, {"text": "where we landed on the 50 meter pool is that uh and much like your surrounding municipalities is is they recognize that", "start": 2397.88, "end": 2404.72}, {"text": "a 50 meter pool has a draw that's well beyond any one single municipality it's", "start": 2404.72, "end": 2409.88}, {"text": "something that's uh required uh for uh a more Regional to", "start": 2409.88, "end": 2415.64}, {"text": "provincial sport model um they have their limitations they also have their", "start": 2415.64, "end": 2421}, {"text": "benefits uh we don't dispute any of those but from in terms of the types of", "start": 2421, "end": 2426.04}, {"text": "services that your recre recation and culture Department offers the learn to swim the the the Aquatic leadership the", "start": 2426.04, "end": 2432.359}, {"text": "aqua Fitness that 25 meter you know slightly larger pool still offers you know offers", "start": 2432.359, "end": 2438.56}, {"text": "you the ability to deliver on that mandate would you consider when you put", "start": 2438.56, "end": 2444.24}, {"text": "a 10 meter pool in you're you're um it becomes a safety issue with respect to 10 meters for um scanning with", "start": 2444.24, "end": 2450.599}, {"text": "lifeguards and so forth because the pool's so large and I why I say that we've we've had a difficult time uh", "start": 2450.599, "end": 2457.68}, {"text": "years back with what we have an eight an eight lane pool because of uh scanning and so forth lifeguarding when you when", "start": 2457.68, "end": 2464.44}, {"text": "you enlarge the tank it creates um supervision issues um and scanning and", "start": 2464.44, "end": 2470.56}, {"text": "so forth when people are in the pool for recreational absolutely it's it's fine for uh competitive swimming and so forth", "start": 2470.56, "end": 2476.119}, {"text": "but that's something is a challenge I think um I'd like to see you go back and and re revisit that are we doing it for", "start": 2476.119, "end": 2482.839}, {"text": "competitive swimming or are we doing it for uh uh Department programs uh learn to swim uh and doing that it might be a", "start": 2482.839, "end": 2489.64}, {"text": "different design but um I'm you can tell I'm not in favor of a 10 meter pool uh", "start": 2489.64, "end": 2495.599}, {"text": "excuse me 10 Lane pool on that one so um thank you very much thank you worship", "start": 2495.599, "end": 2501.839}, to a review of of the models in in Bronte as", "start": 2564.52, "end": 2569.68}, {"text": "as well as clear view and just by by the virtue of undertaking that local review in the Bronte area would be {"text": "stages uh parks and Open Spaces support complete communities loved the", "start": 2649.44, "end": 2655.76}, {"text": "descriptions and I think we certainly all agree with that one and the number one goal being design develop and", "start": 2655.76, "end": 2662}, {"text": "maintain vibrant public spaces that encourage and support personal health", "start": 2662, "end": 2667.76}, {"text": "yeah had is at hello in terms of creating complete communities which", "start": 2667.76, "end": 2676.079}, {"text": "is have been talked around this table a fair amount I understand the cost", "start": 2676.079, "end": 2682.599}, {"text": "pressures I understand uh our reductions in our ability to", "start": 2682.599, "end": 2688}, {"text": "fund these through uh various charges how do we get to supporting the", "start": 2688, "end": 2694.559}, {"text": "dense areas in southwest West Oakville Southeast Oakville North Oakville uh", "start": 2694.559, "end": 2701}, {"text": "where we're going to have in uh very high densities looking at uh the Midtown", "start": 2701, "end": 2707.359}, {"text": "area we have oakter fogger Community Center pretty close by um I can't see", "start": 2707.359, "end": 2715}, {"text": "any parents taking their children across traler or Cornwall um or for that matter Crossing", "start": 2715, "end": 2722.92}, {"text": "traler to the east or to the West Side how do we", "start": 2722.92, "end": 2728.96}, {"text": "your report talks about we have to relook at services and how it works in high-rise what does that look", "start": 2729.48, "end": 2738.16}, {"text": "like um through you Mr Mayor I mean big question right and and um and one that", "start": 2738.359, "end": 2743.68}, {"text": "will uh likely dominate debate here and and more creative around those arrangements the through the the library", "start": 2869.88, "end": 2877.4}, {"text": "in the brand Haven development that's a uh a large library branch that's being", public realm perspective I know you have your Parks plan 2031 that goes into this in in", "start": 2896.2, "end": 2902.16}, {"text": "great detail uh from a from a Parkland perspective as well thank you for that", "start": 2902.16, "end": 2907.68}, {"text": "[Music] um what would a community Hub look like at the when the Bronte uh GO station", "start": 2907.68, "end": 2915.2}, {"text": "gets developed or when Uptown gets developed is there is it the main floor", "start": 2915.2, "end": 2921.079}, {"text": "or the second floor of a Condo building is just what would that look like based on on your experience um making sure", "start": 2921.079, "end": 2928.359}, {"text": "that these spaces are accessible and and are viewed as public facilities as vital", "start": 2928.359, "end": 2934.04}, {"text": "um it really means you want main floor you want easy access access you want lots of visibility into these uh you", "start": 2934.04, "end": 2940.24}, {"text": "can't tuck them away in in a in a building uh then they become you know", "start": 2940.24, "end": 2945.44}, {"text": "private spaces or or or at least are viewed as such so um having that street level access is really important needs", "start": 2945.44, "end": 2951.96}, {"text": "to be at visible locations needs to be uh you know accessible by people and", "start": 2951.96, "end": 2957.28}, {"text": "their modes of of Transportation in terms of the exact operational model we think the library is a great connector", "start": 2957.28, "end": 2964.2}, {"text": "and has that ability to uh we're seeing these spaces you probably see it in the report we talk about third uh a third", "start": 2964.2, "end": 2971.2}, {"text": "place and libraries are a third place in the sense your first place is going to be your home your second place is going", "start": 2971.2, "end": 2976.839}, {"text": "to be uh your school or your your your place of employment and there's a lot of blending of that right now um in in", "start": 2976.839, "end": 2984.76}, {"text": "Suburban areas you have backyards you have uh other common areas you have larger community centers that you can go", "start": 2984.76, "end": 2991.2}, {"text": "to um in denser areas that third place where you can go to study with other you", "start": 2991.2, "end": 2997.2}, {"text": "can connect with friends you can learn um and participate from others becomes more vital so and they're they're free", "start": 2997.2, "end": 3004.92}, {"text": "you know affordable welcoming types of spaces the library offers that we're seeing the libraries being used more for", "start": 3004.92, "end": 3010.599}, {"text": "independent study for group study uh for remote work it's not people still love their books and and we anticipate will", "start": 3010.599, "end": 3017.72}, {"text": "continue to uh but it's about much more than that so um that's why we see the library as a as a sort of the connector", "start": 3017.72, "end": 3024.319}, {"text": "and and could very well be sort of the lead agent on that type of space but it could have meeting rooms it could have activity rooms if you want to have a", "start": 3024.319, "end": 3030.559}, {"text": "public meeting in Midtown that's the space where where it can happen it's probably not a gymnasium could but it", "start": 3030.559, "end": 3036.52}, {"text": "could be I mean we don't want to rule that out I think that model will have to evolve based on the opportunities that are presented in that Community thank", "start": 3036.52, "end": 3043.52}, {"text": "you it's interesting looking at the chart you had in terms of uh the number of people uh to", "start": 3043.52, "end": 3050.96}, {"text": "achieve a uh Community Center a recreational center and how we can can't", "start": 3050.96, "end": 3056.839}, {"text": "hit those numbers anymore if you look at some of the growth areas Midtown would", "start": 3056.839, "end": 3062.079}, {"text": "qualify for a community center and a half and yet we're going to be working", "start": 3062.079, "end": 3067.44}, {"text": "with hubs and the 2.2 hectares of active Parkland per thousand residents I can", "start": 3067.44, "end": 3073.28}, {"text": "see how that is disappeared pretty quickly", "start": 3073.28, "end": 3080.28}, {"text": "with the people that came out and provided feedback uh on the plan the", "start": 3080.28, "end": 3086.88}, {"text": "group of people we didn't hear from are the people that are going to move here as we develop and buy condos and and", "start": 3086.88, "end": 3094.64}, {"text": "perhaps have a you know child or try to raise a family if they can have a large enough", "start": 3094.64, "end": 3100.44}, {"text": "condo can you provide us what those buyers what those new Oak vilans would", "start": 3100.44, "end": 3107.48}, {"text": "be looking for we know it's they're going to want a safe near Transit a", "start": 3107.48, "end": 3112.52}, {"text": "parking spot obtain land to spend that kind of money for a dog park but the only green space we're guaranteed of at", "start": 3165.2, "end": 3171.68}, {"text": "this point is a Pioneer Cemetery and uh would be curious if you", "start": 3171.68, "end": 3177.76}, {"text": "had any input that you could provide at a later time in terms of how many four-legged friends we can have in the", "start": 3177.76, "end": 3184.64}, {"text": "area uh through you Mr Mayor I I'll Attack that last one first uh action 71", "start": 3184.64, "end": 3190.96}, {"text": "talks about updating the offleash uh the leas free dog area policy to address those Dynamics we know um toronov v um", "start": 3190.96, "end": 3198.88}, {"text": "Mrs Saga uh they're starting to develop tiered models of you know in in denser", "characteristics the ones in Toronto are irrigated uh because they get a intense use for example um developers are are", "start": 3210.76, "end": 3218.44}, {"text": "starting to be required or at least it becomes part of the negotiation of providing space for at least their tenant their their tenants that do have", "start": 3218.44, "end": 3225.68}, {"text": "dogs um so there's different models that are emerging they're not u a one for one", "start": 3225.68, "end": 3231.4}, {"text": "like it's hard it becomes more of a site specific type of of conversation", "start": 3231.4, "end": lot of them do have dogs and they are looking for uh those types of spaces", "start": 3242.28, "end": 3247.88}, {"text": "um the one thing about denser areas is sometimes it it can offer uh an extra um", "start": 3247.88, "end": 3256.52}, {"text": "critical mass so there's more there's there's some private sector organizations that can come in you know", "start": 3256.52, "end": 3262.359}, {"text": "you think of the fitness space um if they have more people they that might be an opportunity so you might start seeing", "start": 3262.359, "end": 3268.48}, {"text": "more more private Fitness that can meet a level of need not not always the same and not always comparable but uh we do", "start": 3268.48, "end": 3276}, {"text": "see that um that different opportunities emerge um we also talk", "start": 3276, "end": 3282.68}, {"text": "about um you know as as as private space changes come back to that third third", "start": 3282.68, "end": 3287.76}, {"text": "place IDEA Public space needs to change so you do um you're really trying to", "start": 3287.76, "end": 3293.68}, {"text": "make things as multi-use as possible you're extending access as much as possible what are people looking for is", "start": 3293.68, "end": 3300.96}, {"text": "is not the easiest question to answer I think we we look to our Trends we look to know what what activities uh people", "start": 3300.96, "end": 3307.88}, {"text": "are interested in a lot of it depends on demographics are are the housing units and and is the affordability such that", "start": 3307.88, "end": 3314.079}, {"text": "you're getting families or are you getting singles if you're getting a lot of singles eventually they couple up and", "start": 3314.079, "end": 3319.92}, {"text": "you get families um so it's it's it's it's not perfect in the sense of of", "start": 3319.92, "end": 3325.039}, {"text": "being able to address the wider range of needs but trying to at least identify and address the base ones are needed uh", "start": 3325.039, "end": 3331.799}, {"text": "we also know that a lot of the newcomers to your community are going to be uh more ethnically diverse um we've we have", "start": 3331.799, "end": 3341.28}, {"text": "welcomed and have tried to to work to build up that that level of input from your diverse communities in this in this", "start": 3341.28, "end": 3347.559}, {"text": "project it's always a challenge um so I you know I'd love to say it's perfect", "start": 3347.559, "end": 3352.68}, {"text": "it's not uh but when we reach out to stakeholders made it a point of you know trying to reach out to diverse stakeholders get input that way you know", "start": 3352.68, "end": 3359.52}, {"text": "we heard from say your bipo community demand for gymnasiums places Outdoors uh", "start": 3359.52, "end": 3364.599}, {"text": "to to participate that they feel welcome in um you know that maybe you know even in in urbanized environments uh that", "start": 3364.599, "end": 3372.039}, {"text": "that's a benefit as well thank you and last question uh you", "start": 3372.039, "end": 3377.96}, {"text": "talked about looking at the Holdings that we have in terms of being able to", "start": 3377.96, "end": 3383.72}, {"text": "make use of uh property we already own in regard to the Oakville Trafalger", "start": 3383.72, "end": 3389.119}, {"text": "Community Center we have the O the retired Oakville Trafalger High School", "start": 3389.119, "end": 3394.839}, {"text": "uh a joining property uh did you look at that at all I know", "start": 3394.839, "end": 3401.119}, {"text": "there were a couple of other uh locations that were referred to in the port I didn't see anything on the", "start": 3401.119, "end": 3407.52}, {"text": "Oakville foger High School is that something that we hold on to until that you know", "start": 3407.52, "end": 3416.24}, {"text": "Midtown gets going is it the type of space that could be redone uh made use", "start": 3416.24, "end": 3421.44}, {"text": "of could it combine with uh the current uh", "start": 3421.44, "end": 3426.76}, {"text": "Center um the the master plan does not specifically it doesn't did not include", "start": 3426.76, "end": 3432.839}, {"text": "an evaluation of that specific aspect of that site um the accessibility of say", "start": 3432.839, "end": 3439.039}, {"text": "the otcc and and the park and walls Park and and other items other amenities in that", "start": 3439.039, "end": 3445.88}, {"text": "area was considered though and you know it's one of those things where it's close enough but you point earlier not it's", "start": 3445.88, "end": 3452.28}, {"text": "not going to be close enough for everyone so it's at the same time we the", "start": 3452.28, "end": 3457.96}, {"text": "ability to you know then build another Community Center that might duplicate service we need to be mindful of that so", "start": 3457.96, "end": 3464.799}, {"text": "just coming back to making sure that the Midtown and other areas as are as well connected to uh Oakville troger", "start": 3464.799, "end": 3471.68}, {"text": "Community Center and the spaces in in and around the are proud to say that the yville Crusaders or the crew as we're often known is the largest we have 1400", "start": 3612.2, "end": 3618.559}, {"text": "players involved in a wide range of rugby programs year round we're growing fast and our membership has more than", "start": 3618.559, "end": 3624.319}, {"text": "doubled since 2020 this year our youngest player was just three years old and Global", "start": 3916.72, "end": 3923.119}, {"text": "Citizens looking to make Oakville their home and to enrich our social fabric um there are many tales I can think of of", "start": 3923.119, "end": 3929.2}, {"text": "folks who've relocated around the world uh and found Oak F to be their home because of of this club um we're a", "start": 3929.2, "end": 3934.279}, {"text": "magnet for touring sides uh from around the world uh from the UK and other places um and for large scale events and", "start": 3934.279, "end": 3939.839}, {"text": "tournaments and so um we are excited about the opportunity for a sport tourism strategy and would love to be a", "start": 3939.839, "end": 3945.079}, {"text": "part of its implementation and and design I'd like to speak in favor of action 33 uh 4577.04}, {"text": "our players sometimes and difficult to maintain with our equipment additionally our clubhouse is connected to uh is not", "start": 4577.04, "end": 4584.92}, {"text": "connected to me it's no water system yet um and relies on a septic system um", "start": 4584.92, "end": 4590.56}, {"text": "which is which significantly limits our facilities capabilities and hinders our", "start": 4590.56, "end": 4595.96}, {"text": "expansion at our current site um we also uh face issues uh in inadequate change", "start": 4595.96, "end": 4602.719}, {"text": "rooms as the girls were mentioning unfortunately there's not enough uh for players to go around and and", "start": 4602.719, "end": 4608.44}, {"text": "unfortunately there are no showers available for female athletes which "and and unlit uh raising safety concerns and issues for our members um access to", "start": 4621.48, "end": 4627.36}, {"text": "our facilities is hindered is hindered uh by an unpaved Gravel Road need of repairs um the deck is unfortunately showing its age", "start": 4639.92, "end": 4645.56}, {"text": "uh on top of that we have uh limited lighting um only one field is equipped", "start": in terms of the amount of indoor programming that we can offer we can't offer anymore because we", "start": 5625.28, "end": 5631.159}, {"text": "just can't get space so uh it's all kind of on hold done new builds we've done existing Arenas uh", "start": 6588.48, "end": 6593.84}, {"text": "some very old ones such as Kino and uh we have uh quite a comprehensive uh", "start": 6593.84, "end": 6601}, {"text": "array of uh experience and um uh", "start": 6601, "end": 6606.4}, {"text": "capability in that line uh I thought that the uh Mr MC William", "start": 6606.4, "end": 6613.48}, {"text": "and staff and Associates have percolated numerous suggestions and uh ideas into", "start": 6613.48, "end": 6619.04}, {"text": "workable plan for the future and I I really appreciate work they've done and I think it's uh very well rounded out", "start": 6619.04, "end": 6626.84}, {"text": "features include connecting recreational facilities and schools together uh which is a plan many municipalities have", "start": 6626.84, "end": 6633.679}, {"text": "success in enhancing their operations so I think that's a great idea uh flexible planning in these", "start": 6633.679, "end": 6640.04}, {"text": "buildings is essential because that's what's going to allow us to keep up with the various Trends and the uh expanding", "start": 6640.04, "end": 6649.04}, {"text": "uh populations that will be using these facilities also includes the retasking of Arenas", "start": 6649.04, "end": 6656.159}, {"text": "such as Kino and Maple Grove in into alternate facilities without ice uh that", "start": 6656.159, "end": 6662.159}, {"text": "will require a consultation with the community but it's going to keep these", "start": 6662.159, "end": 6667.199}, {"text": "uh buildings viable and there are different ways that they they can", "start": 6667.199, "end": 6672.92}, {"text": "perform u in in Bramton for example there's an arena that was first transitioned into a tennis court then an", "start": 6672.92, "end": 6680.679}, {"text": "indoor soccer field and finally it's made its uh F finally it's preferred", "start": 6680.679, "end": 6687.44}, {"text": "placement as a tumbling and gymnasium facility uh I have one important", "start": 6687.44, "end": 6692.92}, {"text": "recommendation to bring up before any proposed new Properties or upgrades to Properties or", "start": 6692.92, "end": 6699}, {"text": "initiated please involve the Personnel who are working there or who are going to be working there in all your uh", "start": 6699, "end": 6707.119}, {"text": "discussions about the planning and the uh operation of the Arena because they", "start": 6707.119, "end": 6712.88}, {"text": "have a wealth of experience and is so often ignored by uh Architects and", "start": 6712.88, don't understand how important it is to have the right turning radius for Zamboni which is not a very easy uh", "start": 6724.599, "end": 6734.04}, {"text": "vehicle to drive and so there's all kinds there's an ongoing investigation into the feasibility building of building anything on the land at this", "start": 6812.239, "end": 6818.8}, {"text": "location I hope we can get an update very soon on that's in clear viw but I think you're referencing how do you", "start": 7118.44, "end": 7124.4}, {"text": "provide service to an area if you're not accounting for a new facility and and I think the "following up on what counselor or uh commissioner damaso was saying I think you know action number four really", "start": 7225.679, "end": 7232.159}, {"text": "speaks to you know our approach to uh clear view in general looking at you", "start": 7232.159, "end": 7237.48}, {"text": "know the uh drafting the recreation program and service development framework to ensure that program provision is ask all the time they say you know how in Oakville is not that big and how do you have these players and the", "start": 7584.88, "end": 7590.599}, {"text": "answer is always at soccer town and it's it's a we we're very lucky I think is the answer and I think that's a result", "start": 7590.599, "end": 7596.44}, {"text": "of the relationship that we have and the opportunities we've been afforded recommendation to immediately commence development of a racket Sports", "start": 8103.079, "end": 8108.199}, {"text": "strategy for the town of Oakville it is anticipated that this strategy will produce a long-term", "start": 8108.199, "end": 8115.159}, {"text": "sustainable delivery for tennis and pigle ball facilities and their related services in Oak", "start": 8115.159, "end": 8122.159}, "start": 8265.8, "end": 8272.359}, {"text": "fresh dry winter day this flexibility of this sport is a significant draw to its", "start": 8272.36, "end": 8279.439}, {"text": "growing popularity the Oakville pickleball Association is respective of other", "start": 8279.44, "end": 8285.08}, {"text": "racket Sports and does not in any way want to take anything away from tennis", "start": 8285.08, "end": 8290.24}, {"text": "as many of our players um play both Sports however we feel that a racket", "start": 8290.24, "end": 8296.04}, {"text": "Sports strategy will highlight and establish plans to develop new cour", "start": 8296.04, "end": 8301.28}, {"text": "based on established projections for both sports today tennis has a ratio of", "start": 8301.281, "end": 8307.76}, {"text": "one Court per 3,750 residents while pickle ball has a", "start": 8307.76, "end": 8314.12}, {"text": "ratio of one Court per 17,300 residents in Oakville using this", "start": 8314.12, "end": 8321.24}, {"text": "data from the current master plan it is apparent that tennis is in Oakville is", "start": 8321.24, "end": 8327}, {"text": "over served while pick a ball is drastically under served we trust that", "start": 8327, "end": 8333.04}, {"text": "an Oakville racket Sports strategy will highlight this disproportionate use of", "start": 8333.04, "end": 8339.76}, {"text": "Court facilities and recommend a strategy plan to effectively meet the growing and changing needs and", "start": 8339.76, "end": 8346.76}, {"text": "expectations of residents the trend in North America is to establish pickleball hubs that can", "start": 8346.76, "end": 8353.719}, {"text": "service the sport and provide opportunity for local associations and", "start": 8353.719, "end": 8359.16}, {"text": "municipalities to bring tournaments to their local facilities these tournaments", "start": 8359.16, "end": 8364.478}, {"text": "offer significant economic advantages to a municipality as they can draw large", "start": 8364.479, "end": 8370.08}, {"text": "numbers of participants and visitors to the events and substantial revenues to", "start": 8370.08, "end": 8375.478}, {"text": "the town and local businesses the added benefit of hubs is", "start": 8375.479, "end": 8381.359}, {"text": "that they can be established around other sports facilities and away from residential areas where noise from piig", "start": 8381.36, "end": 8388.08}, {"text": "aall can be an issue we we have noted and wish to highlight a number of", "start": 8388.08, "end": 8393.2}, {"text": "opportunities that exist in the list of action items of the draft master", "start": 8393.2, "end": 8399}, {"text": "plan first action 79 Dearfield golf course this deal uh will is scheduled to", "start": 8399, "end": 8407.28}, {"text": "expire in December 2025 we believe that there is room and", "start": 8407.28, "end": 8412.88}, {"text": "opportunity at this location to develop a piab ball Hub with a minimum of eight", "start": 8412.88, "end": 8418.8}, {"text": "dedicated courts as this Hub is not within close proximity to any residences", "start": 8418.8, "end": 8425.88}, {"text": "there would be no issue of noise complaints and the development of this Hub would not impede or impact the golf", "start": 8425.88, "end": 8433.72}, {"text": "course secondly Kino and Maple Grove Arenas have um offer an opportunity to", "start": 8433.72, "end": 8440.84}, {"text": "repurpose there is an opportunity to repurpose these arenas for multi-purpose", "start": 8440.84, "end": 8445.96}, {"text": "Indoor Sports such as basketball badminton tennis and pig ball and in", "start": 8445.96, "end": 8451.64}, {"text": "addition to other sports and community service and community activities third the tennis courts at", "start": 8451.64, "end": 8458.6}, {"text": "Glenn Abbey require Rehabilitation this would be a perfect opportunity to convert these courts to", "start": 8458.6, "end": 8465.84}, {"text": "up to 10 dedicated pickup ball courts this location has sufficient parking and", "start": 8465.84, "end": 8471.52}, {"text": "is adjacent to the community center and not located in close proximity to any", "start": town have their Consultants review the ratio of pickle ball to tennis courts at North Park for", "start": 8485.84, "end": 8492.8}, {"text": "future expansion to ensure that the ratio properly reflects "community center I did see that in the report it said in the Joshua Meadow area", "start": 9787.68, "end": 9794}, {"text": "that there would not be enough population um to to have a community", "start": 9794, "end": 9800.16}, {"text": "center my question was for the map that you had put up number six for the troler", "start": 9800.16, "end": 9807.12}, {"text": "um Urban South area do we have any lands", "start": 9807.12, "end": 9812.479}, {"text": "identified for a for Community Center there but I just from my recollection of", "start": 9812.479, "end": 9819.16}, {"text": "what that area looks like I I'm wondering where exactly we would be able", "start": 9819.16, "end": 9824.76}, {"text": "to put a a community center uh through you acting mayor and thank", "start": 9824.76, "end": partnership um where they were joint own facilities or joint manag facilities I don't know what the", "start": 10717, "end": 10722.68}, {"text": "ownership model was but basically after six it belonged to the town or I think it was maybe even after five or 4:30 it", "start": 10722.68, "end": 10728.72}, {"text": "belonged to the city and they programmed it with their parks and recck department whether it would be lessons or whatever", "start": 10728.72, "end": 10734}, {"text": "the case is did you look at that as a model um when you were doing your recommendations is and and "challenge and I know that's uh what's happening with some of the old older centers um there are communities vau has", "start": 10784.08, "end": 10790.88}, {"text": "one high school vour Village uh Community Center they get shared use of", "start": 10790.88, "end": 10796.16}, {"text": "of gymnasiums and then there's also some other spaces they have a pool um they", "start": 10796.16, "end": 10801.279}, {"text": "can work um what I would say is your your reciprocal use your permitting of", "start": 10801.279, "end": 10807.76}, {"text": "schools is among the best that we've seen in Ontario uh as far as that model", "start": 10807.76, "end": 10813.08}, {"text": "goes the fact that the permitting flows through your your town and the core", "start": 10813.08, "end": 10819.08}, {"text": "users as opposed to going through the school board um there are many municipalities that would much prefer to", "start": 10819.08, "end": 10826.64}, {"text": "have that model and and look at you um with um with um you know great success", "start": 10826.64, "end": 10832.8}, {"text": "there I I think that based on the chattering I'm hearing from councelor chis that he may be uh in a position to", "start": 10832.8, "end": 10839.12}, {"text": "take a bow on that one yes um a little bit of credit um", "start": 10839.12, "end": 10844.96}, {"text": "this is going back um many years ago with the four municipalities uh in the region got together with the Halton", "start": 10844.96, "end": 10851.96}, {"text": "District School Board and the Halton Catholic District School Board and we worked on it and we didn't have no", "start": 10851.96, "end": 10857.96}, {"text": "disrespect to Consultants but we did it inous uh the four municipalities and it took us about a year and a half to put", "start": 10857.96, "end": 10864.319}, {"text": "it together because it was very detailed and we're very proud of the reciprocal agreement that we we've uh put in place", "start": 10864.319, "end": 10870.92}, {"text": "and I'm glad it's still going uh aside from that so so Clarity Clarity with respect to community use of schools and", "start": 10870.92, "end": 10877.319}, {"text": "Community School schools and uh councilor no is is U reminds me back in", "start": 10877.319, "end": 10883.439}, {"text": "the 70s and 80s uh the province uh was putting money uh to municipalities for", "start": 10883.439, "end": 10889.2}, {"text": "Community use of schools so share share the facility half and half and we did have a couple Pilots here in Oakville", "start": 10889.2, "end": 10896.2}, {"text": "and um foger fogwood school was one and Queen Elizabeth Park High School was the", "start": 10896.2, "end": 10901.359}, {"text": "other one um they were limited in success uh there were some challenges with respect to um who had authorities", "start": 10901.359, "end": 10908.6}, {"text": "and and so forth so but the community the community use of schools is very um", "start": 10908.6, "end": 10914.04}, {"text": "uh very good for the town of Oakville and has been very successful so I'll just leave it as that for clarity uh", "start": 10914.04, "end": 10919.84}, {"text": "thank you
