{"text": "everybody my name is Paul molland I am the senior project manager of landfills and I will be talking to you today about landfill gas as it relates to the Glam", "start": 2216.52, "end": 2223.44}, {"text": "Brook landfill to start I'll give a brief background on the Glenbrook landfill", "start": 2223.44, "end": 2229.8}, {"text": "itself it is our only active landfill within the city of Hamilton as you can see on the slide it's 218 a half", "start": 2229.8, "end": 2236.4}, {"text": "hectares 63 of which is for landfilling it opened in 1981 and we currently", "start": 2236.4, "end": 2242.64}, {"text": "receive an average of 155,000 tons per year of waste the site itself currently holds", "start": 2242.64, "end": 2249.28}, {"text": "around 6 million tons of waste at these rates we expect full capacity of the", "start": 2249.28, "end": 2254.44}, {"text": "site in 2057 we have four stages at the landfill", "start": 2254.44, "end": 2260}, {"text": "we're currently landfilling in the stage one and two area and we're cells CD and E are under construction in the stage", "start": 2260, "end": 2266.64}, {"text": "three area of the site and receive solid waste from the city of Hamilton next slide please", "start": 2266.64, "end": 2275.04}, {"text": "this is a Google Maps image of the site the red marker is at the South End of the site which is where our office slopes that are under final cover and vegetated and kind of in the center area just to", "start": 2311.56, "end": 2319.04}, {"text": "the right of the marker you'll see the brown area and the South part of that is stage one which is where we're currently", "start": 2319.04, "end": 2325.48}, {"text": "land filling and we're heading to the north stage two is the north half of that next slide", "start": 2325.48, "end": 2333.119}, {"text": "please so what is landfill gas uh landfill gas gas is a product of waste", "start": 2333.8, "end": 2340.2}, {"text": "as it breaks down within the landfill it and an oxygen-free environment it's", "start": 2340.2, "end": 2345.839}, {"text": "approximately 50% methane and 50% carbon dioxide but it varies as waste varies", "start": 2345.839, "end": 2352.359}, {"text": "itself uh meth we see methane upwards of 65% or as low as 30% in some areas and", "start": 2352.359, "end": 2358.599}, {"text": "there's other there's also Trace gases um that we find in the waste it is the hydrogen sulfide or", "start": 2358.599, "end": 2366.4}, {"text": "other Trace gases that actually produce our odors when dealing with landfills next slide", "start": 2366.4, "end": 2373.599}, {"text": "please we are required to have a landfill gas collection system on site", "start": 2374.2, "end": 2379.64}, {"text": "as part of Ontario regulation 347 which requires sites over 1.5 million cubic", "start": 2379.64, "end": 2385.839}, {"text": "meters that are active to have an active landfill gas collection system uh we are also under Ontario", "start": 2385.839, "end": 2392.68}, {"text": "regulation 232 required to mitigate gas migration subsurface gas migration", "start": 2392.68, "end": 2399.52}, {"text": "offsite so that is another reason why we have the active gas collection system on", "start": 2399.52, "end": 2405.4}, {"text": "site it minimi our system minimizes atmospheric emissions as well as odors and it supports our landfill gas", "start": 2405.4, "end": 2412.319}, {"text": "utilization uh producing electricity for the grid we're approved under three", "start": 2412.319, "end": 2418.599}, {"text": "environmental compliance approvals for Glam Brook two of which relate to our landfill gas collection system the the", "start": 2418.599, "end": 2425.359}, {"text": "wellfield the ass system the areas within our landfill footprint are approved under our waste ECA and our", "start": 2425.359, "end": 2432.88}, {"text": "flare and landfill gas to energy facility are approved under the air ECA next slide", "start": 2432.88, "end": 2440.318}, {"text": "please the landfill gas collection system in the photo you'll see is this is our landfill Gas Energy", "start": 2441.68, "end": 2449.4}, {"text": "facility in flare area at the south end of our landfill it's outside the waist footprint the green containers that", "start": 2449.4, "end": 2457.359}, {"text": "you're seeing contain the two generators for the Gas Energy facility and the cylinder stack at the front of the photo", "start": 2457.359, "end": 2464.4}, {"text": "is our flare stack our gas to energy facility uh contains two 1.6 megawatt engines and is", "start": 2464.4, "end": 2473.44}, {"text": "and takes the vast majority of gas from our gas collection system the flare is", "start": 2473.44, "end": 2478.96}, {"text": "on site as a support for the in case the generators are down it's a backup uh the system also within the", "start": 2478.96, "end": 2486.52}, {"text": "landfill itself consists of vertical Wells and horizontal collectors both of which are perforated", "start": 2486.52, "end": 2492.64}, {"text": "pipes that are placed into the waste and put under vacuum to collect the gas uh", "start": 2492.64, "end": 2497.76}, {"text": "vertical Wells are drilled into the landfill after we reach final Contours and horizontal collectors are placed as", "start": 2497.76, "end": 2503.56}, {"text": "we as waste placement progresses and we're about halfway to final", "start": 2503.56, "end": 2509.599}, {"text": "grade uh the system also includes condensate traps U header and subheader pipes and and valves", cause any issues with our gas uh the gas is filtered and it's all run through", "start": 2603.28, "end": 2609.88}, {"text": "a blower all the all the wells and horizontal collectors are uh put under vacuum from blowers at which point we", "start": 2609.88, "end": 2616.48}, {"text": "can divert the gas to either the flare or the landfill Gas Energy", "start": 2616.48, "end": 2622.079}, {"text": "facility so we like I said the vast majority of the time the flare the valves are set so we're sending the gas", "start": 2622.079, "end": 2627.88}, {"text": "to the Gas Energy facility at which point it's treated again moisture is further removed it's filtered it's", "start": 2627.88, "end": 2634.44}, {"text": "chilled and compressed and it's convert it's refined so it's can be used as fuel for the generators and then ultimately the", "start": 2634.44, "end": 2642.04}, {"text": "generators produce electricity which is sent to the grid which Powers approximately 2100", "start": 2642.04, "end": 2648.64}, {"text": "homes uh next slide please for the system itself we do", "start": 2650.24, "end": 2656.68}, {"text": "conduct monitoring of the wellfield so we have an agreement with Hamilton Renewable Power Incorporated", "start": 2656.68, "end": 2663.8}, {"text": "who contracts tormont a company to operate the landfill Gas Energy facility flare and wellfield bont is responsible", "start": 2663.8, "end": 2671.599}, {"text": "for going through our wellfield monitoring the gas", "start": 2671.599, "end": 2677.04}, {"text": "concentrations in vacuum at all our wells adjusting them appropriately to optimize collection uh we meet with hrp", "start": 2677.04, "end": 2685.16}, {"text": "Inc monthly to review reports received from tormont and go over inspections and", "start": 2685.16, "end": 2692.44}, {"text": "data that we receive and discuss any maintenance that might be necessary on our end uh we also have a technologist", "start": 2692.44, "end": 2698.72}, {"text": "on site who reviews the site daily our staff we have technicians on", "start": 2698.72, "end": 2704.319}, {"text": "staff that complete monitoring at the gas probes around the site so that goes into what I was talking about about gas", "start": 2704.319, "end": 2709.559}, {"text": "migration with Ontario regulation 232 we complete these gas monitoring", "start": 2709.559, "end": 2714.64}, {"text": "events around the site uh six times per year at various gas probes as well as within the office building and", "start": 2714.64, "end": 2720.079}, {"text": "deodorizer shed and they and we monitor for methane carbon dioxide oxygen Trace", "start": 2720.079, "end": 2725.28}, {"text": "gases and we get as I mentioned monthly data from tmont so the the the next slide", "start": 2725.28, "end": 2732.24}, {"text": "shows our shows we completed a project with a consultant wsp Canada this slide shows", "start": 2732.24, "end": 2740.28}, {"text": "landfill gas generation projections from 1981 all the way to", "start": 2740.28, "end": 2748.68}, {"text": "2,121 uh closure is around 2057 as I mentioned so the main takeaway from this", "start": 2748.76, "end": 2754.359}, {"text": "is there's two sets of models and two sets of parameters used to come up with these models the main takeaway I'd like", "start": 2754.359, "end": 2761.319}, {"text": "to point out is that as waste is placed it be it stop it produces methane but", "start": 2761.319, "end": 2767.28}, {"text": "then it drops off quickly you can see from this the way the curves slide after", "start": 2767.28, "end": 2774.04}, {"text": "2058 the the methane Peaks and then it starts dropping down uh next slide", "start": 2774.04, "end": 2781.319}, {"text": "please with our agreement with Hamilton Renewable Power we do receive revenue from the electricity sent to the", "start": 2783.88, "end": 2790.72}, {"text": "grid and this shows our revenue from the last 10 years you'll see in the last two years", "start": 2790.72, "end": 2796.839}, {"text": "this has dropped off and that ties into the last slide I just said where we where methane after being placed the", "start": 2796.839, "end": 2804.92}, {"text": "methane generation potential of the waste longer it's been in the ground is less and less we we get less and less", "start": 2804.92, "end": 2810.48}, {"text": "methane from each well uh and that's why we're seeing the decline in the revenue from Hamilton", "start": 2810.48, "end": 2816.88}, {"text": "Renewable Power as there's only so many areas we can put landfill gas collection infrastructure on", "start": 2816.88, "end": 2823.16}, {"text": "site a next slide please our projects related to landfill", "start": 2823.16, "end": 2829.4}, {"text": "gas recently completed so the last major infrastructure we did was the horizontal collectors in cells A&B in 2020 uh we", "start": 2829.4, "end": 2836.64}, {"text": "did have a larger study being completed regarding around odor mitigation on site", "start": 2836.64, "end": 2841.92}, {"text": "uh as part of that the next two projects the wellfield optimization and the landfill gas generation estimates work", "start": 2841.92, "end": 2846.96}, {"text": "completed so the wellfield optimization we had a consultant come in look at our wellfield and try to balance the system", "start": 2846.96, "end": 2852.88}, {"text": "assist us with balancing the system as well they completed the estimates that", "start": 2852.88, "end": 2858}, {"text": "you saw in that graph we're required to complete the following reports the annual monitoring report is done once a", "start": 2858, "end": 2865.72}, {"text": "year to due at the end of June and it does complete it does contain a lot of uh operations information the", "start": 2865.72, "end": 2873.559}, {"text": "national pollutant release inventory report in greenhouse gas emissions report are due to environment Canada and", "start": 2873.559, "end": 2879.599}, {"text": "they talk about how much gas we generated from the facilities how much gas was burned at the flare how much gas", "start": 2879.599, "end": 2885.119}, {"text": "we collected uh they do we do an estimate of how much emissions we", "start": 2885.119, "end": 2890.24}, {"text": "reduced by having AAS landfill gas collection system as well as how much", "start": 2890.24, "end": 2895.28}, {"text": "estim how much emissions still uh went through the cap of the landfill even though that systems in", "start": 2895.28, "end": 2902.68}, {"text": "place upcoming capital projects we are currently completing a condition assessment of our flare and we expect", "start": 2902.68, "end": 2908.24}, {"text": "that project to be done this year and we are currently in discussions", "start": 2908.24, {"text": "be for our support uh this year um including the expected attendance uh ranging from a th000 to 100,000 um so we", "start": 3153.16, "end": 3161.48}, {"text": "um because council is asked for us previously to provide this support to smaller events um we started using front", "start": 3161.48, "end": 3167.839}, {"text": "end containers um for the the smaller uh events from a th000 to 15,000 expected", "start": 3167.839, "end": 3174.2}, {"text": "attendance uh we also required that these events to be on city property uh must be uh organized by nonprofit", "start": 3174.2, "end": uh this year you can see the table", "start": 3251.119, "end": 3256.4}, {"text": "on the left our diversion rate did improve from the events that we serviced uh from about 15% to about", "start": 3256.4, "end": 3263.4}, {"text": "27% and uh you would expect on the kilogram of the material diverted from the events did increase as well you can", "start": 3263.4, "end": 3270}, {"text": "see that on the table on the right from about 11,000 to to over 14,000 kogam so", "start": 3270, "end": 3275.319}, {"text": "both good news stories um that we've seen an improvement in these", "start": 3275.319, "end": 3281.72}, {"text": "events this table on this slide uh shows the performance of the uh events that we", "start": 3281.799, "end": 3287.2}, {"text": "did Service uh so it breaks down um you know the total waste that each of these", "start": 3287.2, "end": 3292.319}, {"text": "events um generate that total waste includes garbage Recycling and Organics so it's pretty easy to see which the", "start": 3292.319, "end": 3298.88}, {"text": "larger events are uh the next column over you can see how much of that material was actually diverted so you", "start": 3298.88, "end": 3304.72}, {"text": "can see a number of events had had zero diversion and others formed really well", "start": 3304.72, "end": 3310.44}, {"text": "and then on the last uh column you can see the fees charged so those were the Tipping fees that were charged back to", "start": 3310.44, "end": 3315.72}, {"text": "the event organizers who were expected to divert some waste and that waste", "start": fair that did really great I mean um for 4200", "start": 3326.48, "end": 3332.599}, {"text": "out of 4,300 uh kilograms was was diverted so they did a a great", "start": 3332.599, "end": 3339.2}, {"text": "job the photos on this uh slide are actually from the Ancaster fair so you", "start": 3339.24, "end": 3344.68}, {"text": "can see how well they did these are the rolloff containers U the diverted materials um the recycling containers on", "start": 3344.68, "end": 3351.72}, {"text": "the left the Organics in the middle and the uh cardboard sl5", "start": 3351.72, "end": 3356.76}, {"text": "on the on the right hand side uh these are a couple photos I do", "start": 3356.76, "end": 3362.079}, {"text": "apologize they're slightly blurry they're from our contractor um reporting back to us about the contamination that they would have seen and common", "start": 3362.079, "end": 3369.079}, {"text": "contamination the container on the left is a recycling container bin you can see that there are there's cardboard in", "start": 3369.079, "end": 3375.76}, {"text": "there black garbage bags and other things and so that would require it to be rejected the bin on the right um three events imagin in", "start": 3394.079, "end": 3402.039}, {"text": "the park Taste of the Philippines and Hamilton Fiesta Extravaganza You Could See by that total waste that they're", "start": 3402.039, "end": 3407.799}, {"text": "actually smaller events and so this is part of the um objective of what we had in mind for this event or sorry for this", "start": 3407.799, "end": 3415.28}, {"text": "program changing a little a little bit which was providing support to these smaller events uh which was great that", "start": 3415.28, "end": 3421}, {"text": "we could provide support to these um events that we prior to 2024 wouldn't have serviced and you could see that two", "start": 3421, "end": 3427.599}, {"text": "of them performed quite well uh with their diversion uh the table on the bottom are two uh events rockt and fair", "start": 3427.599, "end": 3434.52}, {"text": "and and Latino Fest that um did not decide to um participate in our program", "start": 3434.52, "end": 3440.88}, {"text": "this year or did not participate in our program so rock and fair opted not to and Latino fest with was not able to", "start": 3440.88, "end": 3447.44}, {"text": "participate and you can see by their low diversion rate in 2023 this would have driven our uh increase in in diversion", "start": 3447.44, "end": 3455.559}, {"text": "rate in 2024 our next steps um events that did", "start": 3455.559, "end": 3461.359}, {"text": "not perform well related to Diversion in 2024 would not be provided with waste diversion support in", "start": 3461.359, "end": 3467.72}, {"text": "2025 um as a reminder we we currently have approval to continue with um", "start": 3467.72, "end": 3473.28}, {"text": "collecting recyclables from rents in 2025 so so technically they are a non-eligible source but uh Council", "start": 3473.28, "end": 3480.119}, {"text": "approved that we provide that support in 2025 but moving forward after that we", "start": 3480.119, "end": 3485.44}, {"text": "still do not have um we still have to determine what we would be doing and what assistance we would be providing uh", "start": 3485.44, "end": 3492.039}, {"text": "moving forward and then the last point is um staff will continue to monitor the program this year or sorry in 2025 to", "start": 3492.039, "end": 3498.319}, {"text": "determine its Effectiveness so we want to see hopefully we can see "Plastics uh this strategy included 14 Action items under several pillars and today we're just going to go through", "start": 4301.44, "end": 4307.8}, {"text": "what those action items were as well as uh the status of them and where we are with completing", "start": 4307.8, "end": 4313.639}, {"text": "them so this first slide speaks to our uh strategic pillar of promotion education so first action I is use", "start": 4313.639, "end": 4320.639}, {"text": "current education tools such as you waste guide to educate and reducing single use Plastics this item is", "start": 4320.639, "end": 4325.76}, the city", "start": 4414.76, "end": 4419.8}, {"text": "of Hamilton doesn't collect the waste from we've also uh sent out uh an information um uh information tool to", "start": 4419.8, "end": 4428.12}, {"text": "let them know how they can reduce single-use Plastics in their in their", "start": 4428.12, "end": 4433.199}, {"text": "businesses moving on to to the next strategic pillar which is City infrastructure the first item was", "start": 4433.44, "end": 4439.36}, {"text": "replace drinking Fs in city parks with stations that permit The Filling of water uh bottles so this is obviously an", down how", "start": 5372.56, "end": 5378.44}, {"text": "we're doing uh from September 2023 to 2024 um our tonnages and um our", "start": 5378.44, "end": 5385.679}, {"text": "difference in our percentage so you can see that our curbside garbage is is up a little bit our garbage at our our crc's", "start": 5385.679, "end": 5392.44}, {"text": "is up um our bulk garbage it does say that it's down 14% but I would say that", "start": 5392.44, "end": 5397.56}, {"text": "a big factor there is um our online booking tool has not been in place um so", "start": 5397.56, "end": 5403.36}, {"text": "due to the Cyber event so that that number is probably skewed um considerably um so I wouldn't put too", "start": 5403.36, "end": 5409.32}, {"text": "much into that one the next line is residue from facilities so just so we're", "start": 5409.32, "end": 5414.36}, {"text": "all know what we're talking about there uh the residue is anything that goes to the composting facility or the recycling", 5465.639}, {"text": "cardboard um some other heavy items being um not getting as much of this material this year and so the lighter", "start": 5465.639, "end": 5472.679}, {"text": "the material obviously that impacts our our our tonnages um just as much as the recycling that's", "start": 5472.679, "end": 5480}, {"text": "collected is decreased our residue that's at the recycling facility has decreased as well I will point out that", "start": 5480, "end": 5486.6}, {"text": "there's um the total residential recycling those numbers have to be adjusted slightly because they're adding", have a provincewide program that should be have the same", "start": 5905.119, "end": 5910.159}, {"text": "acceptable materials across the entire Province uh they will have the decision to uh change those acceptable materials", "start": 5910.159, "end": 5918.36}, {"text": "um they would have the ability to change collection days how materials are collected two stream one stream uh", "start": 5918.36, "end": 5925.36}, {"text": "however we have heard in early conversations that they would want to align the collection day with our", "start": 5925.36, "end": 5931.08}, {"text": "collection days so if the garbage day is on a Tuesday um they've said that their", "start": 5931.08, "end": 5936.639}, {"text": "intention is to make sure that it stays on that Tuesday so people don't have two different collection days um but uh", "start": 5936.639, "end": 5944.719}, {"text": "obviously there is the um potential that on January 1st 2026 that there could be significant changes to the blue box", "start": 5944.719, "end": 5951.04}, {"text": "program um when it becomes completely the responsibility of", "start": 5951.04, "end": 5956.08}, {"text": "producers in addition we've also spoken about our community recycling centers um", "start": 5956.08, "end": 5961.199}, {"text": "we may not uh be able to continue that service moving forward and we still have", "start": 5961.199, "end": 5966.8}, {"text": "to have the decision on what it looks like for our non-eligible sources our businesses places of worship special", "start": 5966.8, "end": 5973}, {"text": "events as we've discussed uh what that service looks like as of January 1st 2026 but it's not the responsibility of", "start": 5973, "end": 5980.599}, {"text": "producers um an important thing to note is the reason why we're being able to continue those services in 2025 is that", "start": 5980.599, "end": 5988.48}, {"text": "there's a reduced cost because producers have allowed us to collect that material with the residential which would be the", "start": 5988.48, "end": 5994.56}, {"text": "eligible sources and therefore there's not much change to um the contractor", "start": 5994.56, "end": 5999.639}, {"text": program moving forward um at this point in time they're very", "start": 6119.4, "end": 6125.599}, {"text": "focused on the residential program um that's what the Mandate is that's what the regulation waste tires um for blue box there are four producer responsibility", "start": 6193.199, "end": 6198.44}, {"text": "organizations the largest of which is circular materials um so what would happen is let's say your Proctor and", "start": 6198.44, "end": 6206.159}, {"text": "Gamble your lbls your large companies would sign up under a producer responsibility", "start": 6206.159, "end": 6212.199}, {"text": "organization that um producer has certain targets responsibilities that they need to meet under the regulation", "start": 6212.199, "end": 6218.84}, {"text": "the pro so the producer responsibility organization has a responsibility to all of The Producers they represent to help", "start": 6218.84, "end": 6225.159}, {"text": "them meet their targets so how much cardboard they bring into the system and how much is actually recovered and so", "start": 6225.159, "end": 6231.48}, {"text": "that's how they're doing it it's not L laws isn't collecting the material from the curb they hire circular materials", "start": 6231.48, "end": 6237.92}, {"text": "and the circular materials has a company called reverse Logistics and that company is organizing all the contracts", "start": "end": 6338.199}, {"text": "this ends up going to our landfill like is there any checks and balances in the", "start": 6338.199, "end": 6344.04}, {"text": "system I know these are highend question like so through the chair the resource", "start": 6344.04, "end": 6350}, {"text": "product productivity and Recovery Authority has a responsibility to all do", "start": 6350, "end": 6356.08}, {"text": "all those checks and balances so for example if they see a producer producer responsibility organization doing", "start": 6356.08, "end": 6362.199}, {"text": "something they're not supposed to be doing they have the ability to um um subject have them subjected toins", "start": 6362.199, "end": 6369.8}, {"text": "and they have done that I know in the past based on different things not with the blue box um but I believe it was", "start": 6369.8, "end": 6376.28}, {"text": "with with hazardous waste so um yeah with that that's their responsibility", "start": 6376.28, "end": 6381.8}, {"text": "they are the body that are overseeing the program making sure that um the regulation they interpret the regulation", "start": 6381.8, "end": 6388.719}, {"text": "they make sure that it's actually carried out the way that it's supposed to be based on their interpretation of", "start": 6388.719, "end": 6394.04}, {"text": "the regulation so they are the that that body that's supposed to be overseeing", "start": 6394.04, "end": 6400.04}, {"text": "the program so that's the checks and balances that's in place right now um", "start": 6400.04, "end": 6405.08}, {"text": "and it's their responsibility to make sure that they do that so um the Hazardous weights program that you specifically mentioned yes there are a", "start": 6405.08, "end": 6411.32}, {"text": "lot of producers but I would say there's probably even more producers of blue box material in in Canada in Ontario so I", "start": 6411.32, "end": 6418.28}, {"text": "would say that if um hazardous waste and those other programs transition first", "start": 6418.28, "end": 6423.639}, {"text": "because they are easier to manage um having said that there are significant issues with the Hazardous ways program", "start": 6423.639, "end": 6430.08}, {"text": "that we don't you know happy to provide more information on that if you want um it's not a great it's not a full eppr", "start": 6430.08, "end": 6437.32}, {"text": "program um there's something like eight or 10 products that are under the producer responsibility organization and", "start": 6437.32, "end": 6443.32}, {"text": "the other 35 or 40 municipalities have to pay for themselves for managing which is", "start": 6443.32, "end": 6448.599}, {"text": "a significant issue uh municipalities continue to um provide letters and", "start": 6448.599, "end": they told us why is the program so expensive when they're", "start": 6565.28, "end": 6571.48}, {"text": "funding us um but um they have the opportunity to make it more efficient", "start": 6571.48, "end": 6576.96}, {"text": "and I could see that being their Big Driver moving forward in 2026 how they feel that that is done is", "start": 6576.96, "end": 6585.28}, {"text": "for them to decide it could be that they want everyone to have carts and that", "start": 6585.28, "end": 6590.599}, {"text": "would be their decision and uh a single stream program um it could be that they", "start": that we've got a a clean clean downtown uh this Summer Staff began", "start": 6863.88, "end": 6869.92}, {"text": "working on wraps for the Glutton to be used by the downtown cleanliness group uh and they were designed to um to look", "start": 6869.92, "end": 6877}, {"text": "like animals to have be a little bit more funl looking for for residents um be more eye-catching more fun compelling", "start": 6877, "end": 6883.96}, {"text": "for the public to want to engage online so on the other side of the uh the", "start": 6883.96, "end": 6889.119}, {"text": "Glutton is actually a QR code where
