Innovation and diversity we talk about it all the time and we know that artists and culture", "start": 3249.44, "end": 3255.72}, {"text": "makers make it so and our arts and culture sector plays a crucial role in shaping our identity and our focus and", "start": 3255.72, "end": 3263.68}, {"text": "what our future can be as a city and I'm also deeply concerned about the", "start": 3263.68, the face of rising costs limited", "start": 3274.68, "end": 3280.2}, {"text": "funding and a lack of affordable space there does is not a week that goes by", "start": 3280.2, "end": 3286.4}, {"text": "where my office is not hearing about that call imploring us around support", "start": 3286.4, "end": 3292.16}, {"text": "and help when it comes to Affordable space for the sector and the cost of living crisis has hit our cultural", "start": 3292.16, "end": 3298.799}, {"text": "workers particularly hard artists and culture workers are are struggling to", "start": 3298.799, "end": 3304.88}, {"text": "imagine and build a future in our city and we know that they are so important", "start": 3304.88, "end": 3310.319}, {"text": "and they just don't just contribute to our identity as a city but they also put us on the map and they have to be able", "start": 3310.319, "end": 3318.04}, {"text": "to imagine a future here and our cultural organizations alongside them are experiencing significant challenges", "start": 3318.04, "end": 3324.76}, {"text": "again struggling to find that affordable space in that home to be able to operate and expand their programming because we", my motion requests staff to examine the feasibility of repurposing underutilized", "start": 3337.16, "end": 3344.52}, {"text": "and derck spaces into vibrant homes for our cultural institutions and a is there uh we did our arts in the park", "start": 3442.64, "end": 3448.079}, {"text": "this year uh we had Japanese drummers at alexir Park very very well attended by", "start": 3448.079, "end": 3454}, {"text": "the community and the one thing that the community said is I wish I didn't have to go downtown to get this type of Arts", "start": 3454, "end": 3461.24}, {"text": "entertainment so I'm very very happy to see this report uh see that we are", "start": 3461.24, "end": 3466.68}, {"text": "looking uh at our cultural strategy as something beyond the core that includes", "start": so it's not just formal Arts it's not just uh formal", "start": 3598.2, "end": 3606.599}, {"text": "programming it's all those little nooks and crannies that are filled with beautiful things sometime just what we used to call Guerilla art we have all of our beautiful murals throughout the city", "start": 3619.839, "end": 3625.44}, {"text": "when we think about the richness of the tapestry of the recent events in the US uh we're FAA facing a", "start": 4498.4, "end": 4504.199}, {"text": "competitive environment with respect to foreign direct investment attraction and that the role of the city in addition to", "start": 4504.199, "end": 4510.36}, {"text": "having an FDI attraction agency in Toronto Global is to create the right conditions to land with the least", "start": 4510.36, "end": areas that we have identified as", "start": 4558.12, "end": 4565.199}, {"text": "underserved or in need of Economic Development um what is the plan speaking", "start": 4565.199, "end": 4570.76}, {"text": "to growth economic growth in those areas uh through the speaker to you councelor", "start": 4570.76, "end": 4575.8}, {"text": "canival uh certainly the official plan calls for the addition of 750,000 residents in Toronto by 2051 and we need", "start": 4575.8, "end": 4583.88}, {"text": "half a million jobs in order to uh have a functioning economy give those people the income necessary to live here this", "start": 4583.88, "end": 4590.6}, {"text": "plan in terms of outlying areas neighborhood Improvement areas uh allows for the preservation as mentioned of", "start": 4590.6, "end": 4596.52}, {"text": "employment lands targeted uh labor market development initiatives that", "start": 4596.52, "end": 4601.639}, {"text": "would help reduce the barriers to say construction or or manufacturing jobs", "start": 4601.639, "end": 4607.12}, {"text": "which we know to be durable and high paying uh and we also have a number of", "start": 4607.12, "end": 4612.36}, {"text": "initiatives here such as the uh uh indigenous Center for Innovation and Entrepreneurship which provides targeted", "start": 4612.36, "end": 4619.04}, {"text": "support to the indigenous Community uh thank you um and and following this I", "start": 4619.04, "end": 4625.08}, {"text": "know staff working on a report tracking to phc in December uh that's looking to build and improve upon the existing last question do does staff believe that it's imperative that we have these", "start": 4699.6, "end": 4705.4}, {"text": "incentives to attract economic growth uh in areas that have already been", you know in Willowdale we have the", "start": 4752.32, "end": 4757.76}, {"text": "highest concentration of office space outside of the downtown Corp with a vacancy rate of", "start": 4757.76, "end": 4763.28}, {"text": "30% uh and new developers no longer wanting to match the original uh", "start": 4763.28, "end": 4769.4}, {"text": "secondary plans that did require uh office space it is increasingly going in the", "start": 4769.4, "end": 4776.08}, {"text": "direction where we're building vertical suburbs uh and no longer able to build a", "start": 4776.08, "end": 4781.28}, {"text": "complete Community where people can work live and play I'm just wondering how", "start": 4781.28, "end": 4786.92}, {"text": "does this plan ensure that these specifically Urban growth centers where we're just seeing tremendous density", "start": 4786.92, "end": 4793.44}, {"text": "coming rapidly uh address a uh tapping into potential", "start": 4793.44, "end": 4799}, {"text": "that's already there to ensure that they do become complete communities through the speaker to you", "start": 4799, "end": 4805}, {"text": "councelor Chang thank you for your question uh absolutely while the {"text": "of Divisions such as our own to map their service level planning to where there is residential intensification and", "start": 4815.8, "end": 4822.44}, {"text": "thereafter a need for more services uh in the case of this plan we do call", "start": 4822.44, "end": 4827.88}, {"text": "uh as Council Cal was asking about the need for certain targeted affordable", "start": 4827.88, "end": "question suggest frequently that's Class B and C uh which may be more uh suitable", "start": 4884.159, "end": 4889.639}, {"text": "for conversion we see a continued strength in in class A through triple triaa uh commercial real estate in in", "start": 4889.639, "end": 4896.28}, {"text": "most parts of the city uh there is a office conversion study underway with", "start": 4896.28, "end": employment lands in order to", "start": 5040.719, "end": 5046.239}, {"text": "have the type of economy that we envision in this document uh through the speaker to you Council Mars 133% or 100%", "start": 5046.239, "end": 5053.76}, {"text": "of the 13% 100% of the 13% is that likely to be the case 10 years from now", "start": 5053.76, "end": 5059.719}, {"text": "uh through the speak of you a Subway is being built next to an employment employment area one of those", "start": 5156.239, "end": 5163.92}, {"text": "key businesses is actually a cement factory Duffer and cement which um if", {"text": "still be used and if we don't have that cement factory there that means we", "start": 5175.08, "end": 5180.52}, {"text": "either have to find smaller batches uh we have to bring smaller of there's a um there's a development at between", "start": 5827.679, "end": 5832.8}, {"text": "Hillsdale and Manor on Young Street where yes of course there's debates in the neighborhood around the us on ensuring that we see a return of the smaller", "start": 5844.8, "end": 5850.4}, {"text": "floor plates and what we're concerned about is that whether it be a three-story building or a 10 story", terms of the geography that it would affect because a lot of places have Avenue studies some Avenues already", "start": 7331.44, "end": 7338.199}, {"text": "have studies and some Avenues need to be taken to a slightly different process in this now the other areas will go through", "start": 7338.199, "end": 7345.119}, {"text": "different process now I showed or I asked the clerk to show this map "streets that we could take a look at and do I understand correctly if if Council adopts that map or something similar to", "start": 7396.88, "end": 7403.52}, {"text": "it in a future decision this policy applies uh through the speaker not", "start": 7403.52, "end": 7410.44}, {"text": "exactly uh what I would say is it it would be a logical step and certainly the recommendation of staff that "start": 8840.279, "end": 8845.56}, {"text": "housing crisis and they throw out the need to build this and do that and change change the the market go back and", "start": 8845.56, "end": 8853.52}, {"text": "look at the planning pipeline about the work that we've done at Council remind yourself that we exceeded our housing", "start": 8853.52, "end": 8859.92}, {"text": "Target and that should at least give you good footing to understand that you don't need to be panicked in making a", "start": 8859.92, "end": 8867.12}, {"text": "decision and that you should use good clear logic IC thinking they're really nice outdoor spaces the last thing that I want to", "start": 8966.52, "end": 8972.2}, {"text": "make sure that I impress upon council is the backlash has already started in a", "start": are very controversial there are some circulating ideas is around issues uh around um", "start": 8985.84, "end": 8994.2}, {"text": "people trying to get building permits for six-story buildings on main streets and the theme that is got people", "start": 8994.2, "end": 9002.96}, {"text": "so upset is that I have to have a difficult conversation to say with them that council's changed the rules you", "start": 9002.96, "end": 9009.64}, {"text": "have no say rules and um those those bylaws were put in place", "start": 9009.64, "end": 9016.76}, {"text": "to C by Council to allow these things to be as of right and there's nothing you can say or do", "start": 9016.76, "end": 9024.04}, {"text": "and I think that is the difficulty that people do not feel included in this process in trying to State what's", "start": 9024.04, "end": 9031.64}, {"text": "important to them when there's such a profound change so this is a very profound change I cannot support it and", "start": 9031.64, "end": going to be you've probably heard people saying", "start": 9159.12, "end": 9167.359}, {"text": "you know it's really hard to get approvals it takes takes so long my goodness the the complexity of it housing options for people say who currently live in a in a", "start": 9231.72, "end": 9239.479}, {"text": "three-bedroom house it's an empty nest they want to stay in that neighborhood", "start": sweetheart of their lives and they want to get a starter place to live this", "start": 9250.72, "end": 9256.96}, {"text": "provides an option for those couples it literally expands the range of", "people for those those those biological products it's only the Canadian Blood", "start": 10348.12, "end": 10353.52}, {"text": "Services that can do this for the Canadian Blood Services yes from the best of our understanding this it's", "start": 10353.52, "end": 10359.439}, {"text": "through this company because it's their assignment that this is being done this is is the only way it could be", "start": 10359.439, "end": 10366.359}, {"text": "possible I'm not familiar with the Arrangement that was just described for Council so I'm not prepared to comment", "start": 10366.359, "end":
