wage network", "start": 3094.48, "end": 3101.559}, {"text": "uh working with communities across the province released new living wage rates uh for a number of communities uh", "start": 3101.559, "end": 3109.2}, {"text": "including Hamilton and we're very pleased to announce that Hamilton's updated uh living wage rate is drum roll", "start": 3109.2, "end": 3119.68}, {"text": "please $21.30 and that's a", "start": 3119.68, "end": 3124.88}, {"text": "reflection of uh an increase of about 50 cents from last year um unlike the", "start": 3124.88, "end": 3131.119}, {"text": "provincially mandated minimum wage the living wage rate is an evidence-based", "start": 3131.119, "end": 3136.359}, {"text": "calculation and reflects what workers need to earn on their jobs uh to ensure", "start": 3136.359, "end": 3143.2}, {"text": "uh that they can meet uh basic needs certainly but also importantly participate in community uh Ted H", "start": 3143.2, "end": 3150.64}, {"text": "hilderbrandt from social planning research Council will outline uh some of the specifics that went into Hamilton's", "start": 3150.64, "end": 3157.119}, {"text": "calculation in just a moment um but I wanted to chat a little bit about the", "start": 3157.119, "end": 3162.599}, {"text": "living wage movement and what it means for us here in Hamilton uh a living wage", "start": 3162.599, "end": 3167.64}, {"text": "ensures that workers can make meet their basic needs such as housing food", "start": 3167.64, "end": 3172.72}, {"text": "transportation and child care and still have enough leftover to participate in", "start": 3172.72, "end": 3178.52}, {"text": "community life it's about making sure that those who contribute to the vibrancy of our city aren't forced to", "start": 3178.52, "end": 3185.559}, {"text": "choose between paying the rent and putting food on the table here in Hamilton where we see the rising cost of", "start": 3185.559, "end": 3192}, {"text": "living outpacing incomes the living wage is not just a goal it's a necessity it's", "start": 3192, "end": 3197.72}, {"text": "a tool to address poverty and inequality while promoting economic stability when", "start": 3197.72, "end": 3203.92}, {"text": "workers earn enough to live they spend locally supporting Hamilton's businesses", "start": 3203.92, "end": 3209.52}, {"text": "creating jobs and strengthening our local economy uh we've seen forward", "start": 3209.52, "end": 3215.079}, {"text": "looking employers uh across the community voluntarily adopt living wages", "start": 3215.079, "end": 3220.359}, {"text": "including new uh living wage employers such as neighbor to neighbor uh which have uh just recently", "start": 3220.359, "end": 3227.28}, {"text": "certified they're demonstrating leadership and care for their employees these businesses have seen the bit", "start": 3227.28, "end": 3234.2}, {"text": "benefits firsthand in reduced turnover uh higher morale improve productivity", "start": 3234.2, "end": 3240.319}, {"text": "paying a living wage isn't just the right thing to do it's a smart investment now we have an opportunity to", "start": 3240.319, "end": 3246.76}, {"text": "lead by example as a municipality as well so I'd like to urge Hamilton City", "start": 3246.76, "end": 3251.92}, {"text": "Council to get behind the living wage movement as as Council has been over the last decade really as at the Forefront", "start": 3251.92, "end": 3259.64}, {"text": "of of this uh movement uh we'd like to encourage those doing business with the", "start": 3259.64, "end": 3266.16}, {"text": "city uh so the procurement uh opportunities that the city looks for uh to also pay a", "start": 3266.16, "end": 3273.4}, {"text": "living wage uh to their employees too because public dollars should reflect", "start": 3273.4, "end": 3279.68}, {"text": "public values such as dignity fairness and Community well-being and by embracing this standard we can", "start": 3279.68, "end": 3285.88}, {"text": "demonstrate that we are a city that cares about its people and is taking willing to take real steps to address", "start": 3285.88, "end": 3292.119}, {"text": "the challenges they face I'll now turn it over to Ted to talk a little bit about the specific living wage", "start": 3292.119, "end": 3297.88}, {"text": "calculation here in Hamilton thank you so as Tom mentioned", "start": 3297.88, "end": 3304.92}, {"text": "um you heard the new rate 2130 and this image that you see up here is just a graphic showing some of the elements", "start": 3304.92, "end": 3311.079}, {"text": "that were uh used to calculate the living wage and of course I'd also", "start": 3311.079, "end": 3317.28}, {"text": "uh make you uh aware of the difference between the minimum wage which is 1720", "start": 3317.28, "end": 3322.96}, {"text": "set in October still a $410 difference between minimum wage and our living wage", "start": 3322.96, "end": 3329.2}, {"text": "and so to calculate the living wage um determined by uh determin the cost of a", "start": 3329.2, "end": 3335.2}, {"text": "basket of basic goods and services for three types of families uh two parents with two children a single parent with a", "start": 3335.2, "end": 3341.72}, {"text": "child and a and a single adult and I think I'll just uh draw your attention to those items that we talk about a lot", "start": 3341.72, "end": 3348.599}, {"text": "which are housing and food costs and so the Ontario living wage Network uses uh", "start": 3348.599, "end": 3354.76}, {"text": "cmhc data and we know that that's conservative uh in terms of rents but we've seen the cmhc average Market rent", "start": 3354.76, "end": 3362.039}, {"text": "in Hamilton almost double since 2010 while inflation has increased by about 36% so that means if a rent increased by", "start": 3362.039, "end": 3369.799}, {"text": "inflation since 2010 we would see an average rent of about 9.88 a month but now we we're seeing about", "start": 3369.799, "end": 3375.799}, {"text": "$1,500 according to CC and we know that's even conservative compared to what we see on the market and so this is", "start": 3375.799, "end": 3381.76}, {"text": "and according to some analysis of the CC data that's a larger increase than seen in any other Ontario community here in", "start": 3381.76, "end": 3388.359}, {"text": "Hamilton and in food costs we've seen you know food costs continue to increase", "start": 3388.359, "end": 3393.72}, {"text": "again slow down inflation about 2.4% between September of 2023 and 24 but", "start": 3393.72, "end": 3399.68}, {"text": "it's still above the overall inflation rate of 1.6% and food costs are are taken from", "start": 3399.68, "end": 3405.799}, {"text": "nutritious food basket um that are calculated from our uh local public", "start": 3405.799, "end": 3411.319}, {"text": "health units and again we've seen in in reports from food banks Canada the increase inre in the number of people", "start": 3411.319, "end": 3417.88}, {"text": "that are accessing food banks and so I think this is a really critical item to also consider thank", "start": president of", "start": 3574.839, "end": 3582.52}, {"text": "communications just want to begin with update so following the devastating fire in July 22nd the residence has made some", "start": 3583.44, "end": 3590.52}, {"text": "significant recovery um with all residents returning to either uh uh", "start": 3590.52, "end": 3596.24}, {"text": "their room or transition to permanent housing and gen aiv will go over those numbers now 129 men back in their", "start": 3596.24, "end": 3604.72}, {"text": "spaces um the restoration efforts um allowed for key floors to open and thank", "start": 3604.72, "end": 3610.2}, {"text": "you for many of the counselors many who have visited uh prior to the fire and who've reached out to provide their", "start": 3610.2, "end": 3615.76}, {"text": "support as well we we are actually working with insurance and uh looking at what the restoration would look like for", "start": 3615.76, "end": 3622.079}, {"text": "the third floor to bring it back online um but as we restore um there are many other partners we know that we want", "start": 3622.079, "end": 3628.44}, {"text": "to transition it to a different type of program not under the landlord tenant act but a transitional uh best practice", "start": 3628.44, "end": 3634.68}, {"text": "program and that's hence why we're here today as well the the progress um the progress to", "start": 3634.68, "end": 3641.119}, {"text": "date is because of incredible response I want to thank some people first of all the city of Hamilton crisis response", "start": 3641.119, "end": 3646.68}, {"text": "team was incredible the Red Cross um uh our donors volunteers and an incredible", "start": 3646.68, "end": 3653.68}, {"text": "staff uh they mooved from crisis mode back to strategy within two months we also want to thank the city to date", "start": 3653.68, "end": 3659.92}, {"text": "you've given 28,000 plus um approved through the city enrichment fund which allowed us to hire um a hire and prepare", "start": 3659.92, "end": 3668.96}, {"text": "space for Clinical Services for shelter with the shelter Health Network now that's half a day a week um and to", "start": 3668.96, "end": 3675.359}, {"text": "implement but uh half a day a week is a start but no nowhere near meets the needs that that we're experiencing with", "start": 3675.359, "end": 3681.48}, {"text": "the men that are in our residence um with that we are here today um a part of the budget process to put", "start": 3681.48, "end": 3688.72}, {"text": "in front of you an ask on an annual basis of $350,000 and we'll break that down but", "start": 3688.72, "end": 3695.64}, {"text": "this will cover Staffing um mental health and and addiction", "start": 3695.64, "end": 3701.079}, {"text": "support uh food security minimal some Capital repairs but really it's around that", "start": 3701.079, "end": 3707.76}, {"text": "wraparound support and what the higher what the fire definitely highlighted was the intense needs mental health supports", "start": 3707.76, "end": 3714.079}, {"text": "addictions that many men have and need critical support for uh since our last delegation uh", "start": 3714.079, "end": 3720.119}, {"text": "We've also engaged in other committee discussions around Public Safety uh in", "start": 3720.119, "end": 3725.64}, {"text": "our Precinct and want to thank our our police services for the support they've", "start": 3725.64, "end": 3731.119}, {"text": "provided in in Partnership um but we continue to work through through those and I'm going to", "start": 3731.119, "end": 3737.079}, {"text": "pass right now to jenev V Hil Dash our vice president of health and fitness and residents to share more about um the", "start": 3737.079, "end": 3742.839}, {"text": "specifics of the men who we are put to serve and hopefully I can click this slide", "start": 3742.839, "end": 3750.079}, {"text": "here great thank you Manny I'd like to begin by telling you about two of our residents Jason and Scott one you'll see", "start": 3754.68, "end": 3761.68}, {"text": "a pictured here on the uh the slide during the fire Jason living with COPD was redirected redirecting smoke with", "start": 3761.68, "end": 3768.44}, {"text": "fans and waiting safely to escape another Resident Scott has been living with us for eight years in a face of of", "start": 3768.44, "end": 3775.16}, {"text": "heble um but found renewed strength in community um finding new friends as we uh we mitigated through the fire in the", "start": 3775.16, "end": 3781.799}, {"text": "aftermath their experience has remind us that housing is more than just a roof it's a Lifeline where hope is built", "start": 3781.799, "end": 3788.599}, {"text": "recovery is possible and lives are transformed Jason has Scott represent a very typical profile for us at the YMCA", "start": 3788.599, "end": 3795.76}, {"text": "men's residence a place that serves individuals with complex needs and diverse background although we're", "start": 3795.76, "end": 3801.52}, {"text": "situated in War II one important thing to um have note is that many of the individuals come for multiple W", "start": 3801.52, "end": 3807.48}, {"text": "throughout the city our average resident is 52 uh though ages range from our", "start": 3807.48, "end": 3812.64}, {"text": "youngest being 18 and the oldest being 82 many lack access to Primary Care um", "start": 3812.64, "end": 3818.44}, {"text": "in fact 90% of them and 75% of those with us have mental health and addiction challenges uh many are facing", "start": 3818.44, "end": 3824.839}, {"text": "psychosocial and physical disabilities serving 129 men currently", "start": 3824.839, "end": 3830.359}, {"text": "with a capacity for 174 considering that we have not uh reactivated the third floor yet and still working through", "start": 3830.359, "end": 3835.4}, {"text": "insurance with that the residence is one of Hamilton's few underfunded solutions for homelessness and the monthly weight", "start": 3835.4, "end": 3841.4}, {"text": "weight list for us of 220 underscores the critical need for sustainable support our model prioritizes stable", "start": 3841.4, "end": 3848.599}, {"text": "housing as the foundation for addressing mental health addiction and other challenges by offering individualized", "start": 3848.599, "end": 3854.4}, {"text": {"text": "I would say are there because it's just so deeply affordable at $450 uh a month and if they can't afford", "start": 4016.16, "end": 4023.279}, {"text": "it we subsidize over $200,000 a year through generous donors and the third is experience", "start": 4023.279, "end": 4028.88}, {"text": "whether um some experience in life which cause trauma that forc them to turn to addiction so the profile is either one", "start": 4028.88, "end": 4036.16}, {"text": "of those or an intersection of all three so like I would say environment economics and experience so that's what", "start": 4036.16, "end": 4042.359}, {"text": "we're exper what we're seeing what and I would say 40 30 years ago you would have seen multi there simply because of", "start": 4042.359, "end": 4049.319}, {"text": "transitioning economics cheap place to stay and then now they can find another place to go to that has shifted", "start": 4049.319, "end": 4055.64}, {"text": "completely appreciate that um a follow-up question uh budget chair Wilson you put up 75% face mental health", "start": 4055.64, "end": 4063.72}, {"text": "and addiction challenges now I would um like to think we need the ym in a think we're seeing that challenge more than ever and one of", "start": 4091.76, "end": 4099.08}, {"text": "the the reasons that we've come here is that we don't have the wraparound Operational Support to do what we need", "start": 4099.08, "end": 4104.798}, {"text": "we know is is needed for the quality and service that and the dignity that these these men deserve um gratefully we've", "start": {"text": "stepped up for us in the fire around some case management um so there's a willingness from the partners but what", "start": 4116.92, "end": 4122.159}, {"text": "we're lacking is um the funding to be able to execute on really some best practice and hence that", "start": 4122.159, "end": 4129.04}, {"text": "350,000 ask is hypothetically what that would go towards last question budget 4143.318}, {"text": "old life suicide um was it something that just um self-esteem was lacking and", "start": 4143.319, "end": 4149.238}, {"text": "no hope for the future again just some indication as to what tragically led to 36 deaths in four years and that's my", "start": 4149.239, "end": 4155.679}, {"text": "last question budget chair Wilson yeah I think it's it's a great", "start": 4155.679, reality of what Shelter Systems deal with on a dayto day we've explored and we're going to be exploring further", "start": 4298.639, "end": 4304.88}, {"text": "prior to this fire we went to waterl to the see the House of Friendship met with Jonathan newfeld around the 100 men that he has living in the shelter care model", "start": 4304.88, "end": 4312.6}, {"text": "and that model when I talked to Ontario Health about it said it's a it's an exemplary Flagship program um return on", "start": 4312.6, "end": 4320.56}, {"text": "investment on that is because the healthcare clinic is embedded within the 100 men residents with every support", "start": 4320.56, "end": 4328.08}, {"text": "funded by the The Province and um the Healthcare System who realizes if we can have the clinic within there they not", "start": 4328.08, "end": 4335.12}, {"text": "lining up at the emergency rooms and taking up beds um and so that model is really call", "start": 4335.12, "end": 4341.199}, {"text": "a third third third a third from the region of waterl a third from The Province or the healthcare system from", "start": 4341.199, "end": 4346.8}, {"text": "watero and a third from donors so stay tuned we are going to be thinking about what this looks like why we want the", "start": 4346.8, "end": 4352.32}, {"text": "third floor to begin to play in what that space would look like um and the outcomes from that shelter car model I I um spoke about about what our vision is moving forward but for this ask it's", "start": 4475.44, "end": 4482.32}, {"text": "350,000 for the city budget so may I inquire then what are", "start": 4482.32, "end": 4487.76}, {"text": "the asks for the province and the federal government so a lot of the ask from the", "start": 4487.76, "end": 4494.28}, {"text": "federal government Province are to do with our Capital how will we sustain um", "start": 4494.28, "end": 4499.88}, {"text": "the model and uh with the bricks and mortars cuz the building is very old but in addition we also put an ask for", "start": 4499.88, "end": 4506.48}, {"text": "mental health care supports during the pandemic Ontario Trillium Fund came forward and provided some support for", "start": 4506.48, "end": 4512.719}, {"text": "mental um case worker to be there for mental health and social worker it dis it disappeared during covid so we", "start": 4512.719, "end": 4519.92}, {"text": "continue to go back on that ask um so this would is currently for the model we", "start": 4519.92, "end": 4526.719}, {"text": "have now the other asset for the model we want to go forward with so the", "start": 4526.719, "end": 4535.4}, {"text": "350,000 would pay for a nurse social worker what exactly would", "start": 4535.4, "end": 4544.08}, {"text": "the city be providing the funds for what services would the men", "start": 4544.08, "end": 4550.4}, {"text": "receive uh thank you um the support the request for the 350 would be direct Support Services to uh the men things", "start": 4550.52, "end": 4558.28}, {"text": "like um social worker mental health and addiction um health support case management for them to get things like", "start": 4558.28, "end": 4565.04}, {"text": "file their taxes and to um get identification all the things and also", "start": 4565.04, "end": 4570.12}, {"text": "collaborate through what we're finding is there's some support needed to actually navigate through the system and so it's quite complex to to allow", "start": 4570.12, "end": 4576.84}, {"text": "someone to try to do that independently so there's a lot of case management needed to work through that um in", "start": 4576.84, "end": 4581.96}, {"text": "addition what we're seeing are additional needs for security support reports which would be of no surprise to", "start": 4581.96, "end": 4587.159}, {"text": "um what's happening in the downtown Corp and the", "start": 4587.159, "end": 4594}, {"text": "350,000 it basically sounds like you're going to use that funding to create a", "start": 4594, "end": 4600.679}, {"text": "Supportive Housing model chair can I get confirmation that that", "start": 4600.679, "end": 4606.88}, {"text": "is the exact intent yes that is the intent", "start": levels of government to see whatever support we can get that's helpful but in the context", "start": 4678.36, "end": 4685}, {"text": "that I've been trying to argue for some time now there should be uh supports", "start": 4685, "end": 4691.84}, {"text": "from The Province given that we're spending a significant amount of money on homelessness and they're spending", "start": 4691.84, "end": 4698.8}, {"text": "28.6 million so I appreciate the fact that you are uh request resting support", "start": 4698.8, "end": 4705.84}, {"text": "from The Province on that and to be clear the 350 would be our portion and", "start": 4705.84, "end": 4712.36}, {"text": "any requested funding that you're getting from the province would be above that 350", "start": 4712.36, "end": 4718.96}, {"text": "corre to be clear we've invited MPS who have come to visit and mpps to visit our", "start": 4718.96, "end": 4724.56}, {"text": "men's residents over and over because it's more powerful to see an {"text": "enrichment fund provided a half a day a week to help them um 125 about nine men", "start": 4787.08, "end": 4795.96}, {"text": "live there and yet we're only providing a half a day a week um so um I", "start": 4795.96, "end": 4804.08}, {"text": "understand the funding that you're asking the 350 because it's so important my question is", "start": 4804.08, "end": 4810.76}, {"text": "um um before the fire you were helping", "start": 4810.76, "end": 4816.639}, {"text": "people what changes you want now because it's evident we see the need more often", "start": 4816.639, "end": 4823}, permanent rehousing and the efforts that go into case management sometimes it's", "start": 4839.28, "end": 4845.88}, {"text": "transitioning people to long-term care if they've been screened for that so we'd like to see an enhanced model um", "start": 4845.88, "end": 4852.199}, {"text": "that we can we can do it based on the needs and the more complex challenges that we're seeing and not have it", "start": 4852.199, "end": 4857.679}, {"text": "limited by I've only got four hours worth of support for for this week so I think it's uh enhancing that uh as well", "start": 4857.679, "end": 4864.32}, {"text": "as the you know the ongoing issue of food security um and and safety measures to make sure that the men can live in", "start": 4864.32, "end": 4870.04}, {"text": "dignity thank you for that I was struck by uh you talked about Jason and Scott", "start": 4870.04, "end": 4876.199}, {"text": "you said that Scott live lives there lived there U still lives there I assume for eight years do you um is that the", "start": 4876.199, "end": 4885.28}, {"text": "longest uh stay of a person that needs", "start": 4885.28, "end": 4890.92}, {"text": "housing no the longest stay we've got is actually someone that has uh been there longer than I worked for the Y uh so", "start": 4890.92, "end": 4897}, {"text": "he's been with us for 30 years is our longest staying resident say he's yeah complex Health", "start": 4897, "end": 4903.52}, {"text": "needs um has had um an amputation since staying with us uh managing diabetes but", "start": 4903.52, "end": 4908.56}, {"text": "because um people know who he is and there's care and Trust in knowing he's", "start": 4908.56, "end": 4913.719}, {"text": "got a community there the why he's uh he's chosen to stay there that that's amazing so um so this is more like", "start": 4913.719, "end": 4921.679}, {"text": "permanent housing for this gentleman for something do you get in contact with housing first to see whether they could", "start": 4921.679, "end": 4928.679}, {"text": "transition to a home or uh to an apartment by themsel or whatever or uh", "start": 4928.679, "end": 4935.679}, {"text": "you just let them stay there I mean to be there 30 years it's a long time yeah absolutely and I think one of", "start": 4935.679, "end": 4943.199}, {"text": "the things that we work actually with with is to build trust in relationships to help navigate uh the system and allow", "start": 4943.199, "end": 4948.8}, {"text": "people a choice where uh they may move throughout the system so um sometimes there's lots of choices available the rooms I saw the uh the the rooms and their bed", "start": 4960.28, "end": 4967.12}, {"text": "questions at at this point so I really was impressed and I think uh for mental health my last question considered one of the shelter beds that we're sending people", "start": 4983.28, "end": 4988.36}, {"text": "to no we're not and I'm just wondering yeah I'm wondering why not uh if there", "start": mayor horbath uh so thanks very much a couple", "start": 5001.88, "end": 5008.36}, {"text": "of my questions were covered by councelor Nan and councelor Clark uh but one of the the things I wonder whether you've approached them at all for some kind of funding support and or", "start": 5021.92, "end": 5027.159}, {"text": "recommendation uh for the ministry of uh Health to to fund the services I provincial government refuses uh to pick up the pieces that that should be under their opice and", "start": 5039.56, "end": 5045.8}, {"text": "that is mental health and addictions um it's not something that should be funded from the municipal tax base and yet we", "start": 5045.8, "end": 5053.36}, {"text": "find ourselves always being the ones because these are people in our community uh we understand the need um", "start": 5053.36, "end": 5061.6}, {"text": "very much so but what I I think one of the things that councelor Clark was", "start": 5061.6, "end": 5066.8}, {"text": "referring to and I'm sorry to speak for you councelor Clark I don't mean to uh is that you keep every time we have", "start": 5066.8, "end": 5072.159}, {"text": "these conversations you raised that very issue uh and so just get an understanding of what's what's your um", "start": 5072.159, "end": 5079.159}, {"text": "approach when it comes to the the Gin the uh greater Hamilton Health Network or family health Team or or whatever you", "start": 5079.159, "end": 5085.92}, {"text": "want to call it it used to be the linnn are the uh Ontario health Team rather", "start": 5085.92, "end": campaign right outside", "start": 5482.92, "end": 5488}, {"text": "uh your doors our campaign has since caught the attention of community groups across the country uh several of which", "start": 5488, "end": 5494.639}, {"text": "have adopted it as a template for their own campaigns uh eight months later the public health committee voted and this", "start": 5494.639, "end": 5501.88}, {"text": "Council ratified unanimously to direct staff to implement a maximum temperature", "start": 5501.88, "end": 5507.28}, {"text": "bylaw to protect tenants from the heat garnering national attention as the", "start": 5507.28, "end": 5512.44}, {"text": "first municipality in country to do so uh then this past September we saw a", "start": 5512.44, "end": 5518.159}, {"text": "staff report and recommendation that fell far short of our expected Target uh", "start": 5518.159, "end": 5523.76}, {"text": "while we acknowledge that this recommendation never made it to council and continues to be worked on uh we want", "start": 5523.76, "end": 5530.32}, {"text": "to address some of the arguments or premises that were being presented um it", "start": 5530.32, "end": 5535.76}, {"text": "can't be done it's too complicated it'll be bad for the environment the province", "start": 5535.76, "end": 5540.88}, {"text": "is already taking care of the issue it's not worth our resources to focus on this", "start": 5540.88, "end": 5546.56}, {"text": "um so first off it can be done Hamilton along with practically every other", "start": 5546.56, "end": 5551.719}, {"text": "municipality in the country has the proof of this in their existing temperature bylaws requiring adequate", "start": 5551.719, "end": 5558.04}, {"text": "heat through the winter uh if you were to copy Hamilton's existing adequate heat bylaw and change the term heating", "start": 5558.04, "end": 5564.88}, {"text": "Appliance to cooling Appliance along with a couple of other obvious changes like the prescribed temperature and the", "start": 5564.88, "end": 5571.8}, {"text": "enforced date range uh you would have a bylaw that meets the demands of all of those who have delegated over the past", "start": 5571.8, "end": 5578.08}, {"text": "couple years and we believe the spirit of the motion that Council unanimously ratified back in May of", "start": 5578.08, "end": 5584.76}, {"text": "2022 uh laws requiring landlords to provide heat in the winter didn't always exist uh but today they are ubiquitous", "start": 5584.76, "end": 5592.08}, {"text": "and an expected standard uh they are so because we acknowledged the fact that some people would weigh the value of", "start": 5592.08, "end": 5598.76}, {"text": "their pocketbooks heavier than the Comfort safety or even lives of some of their fellow human beings uh it takes no", "start": 5598.76, "end": 5605.88}, {"text": "imagination to think that there were some elected officials or staff who boked these ideas when they were first", "start": 5605.88, "end": 5613.719}, {"text": "proposed if we could hear their arguments today I wonder what we might think of them would we see any Merit at", "start": 5613.719, "end": 5620.48}, {"text": "all in them um so another issue uh there is proposed leg legis legislation that", "start": 5620.48, "end": 5627.36}, {"text": "touches on tenants use of air conditioners uh this legislation has yet to be passed and it hardly goes far", "start": 5627.36, "end": 5634.32}, {"text": "enough uh the proposed bill would only ensure a tenants right to use their own air conditioner uh tenants do not have", "start": 5634.32, "end": 5640.92}, {"text": "the same options as landlords when it comes to selection of cooling appliances uh the most efficient convenient uh and", "start": 5640.92, "end": 5648.56}, {"text": "long-term cost effective options are not available to tenants if we are concerned about environmental environmental", "start": 5648.56, "end": 5654.8}, {"text": "impacts or a tenant's ability to afford the cost to run a cooling Appliance or", "start": 5654.8, "end": 5659.96}, {"text": "ensuring the highest quality of life for tenants uh then we must compel landlords to install permanent cooling appliances", "start": 5659.96, "end": 5667}, {"text": "and incentivize the most energy efficient and long-term costeffective options available robust protections from the", "start": 5667, "end": 5674.8}, {"text": "heat for tenants will become as ubiquitous as our existing protections from the cold uh we believe it is only a", "start": 5674.8, "end": 5681.48}, {"text": "matter of time Hamilton can either lead on this issue as as it has done from the start and follow through on the", "start": 5681.48, "end": 5688.28}, {"text": "commitment that this Council made back in May of "groups and advocacy groups working on behalf of seniors to urge the city of Hamilton to adopt a maximum temperature", "start": 5796.92, "end": 5802.84}, {"text": "bylaw that would apply to all rental units and set a maximum temperature of 26 degrees indoors and to fund policies", "start": 5802.84, "end": 5811.119}, {"text": "and programs in now budget 2025 to support the implementation of the", "start": 5811.119, "end": 5817.52}, {"text": "policy I want to reiterate that this is an Urgent health and safety issue climate change is here and it's getting", "start": 5817.52, "end": 5823.8}, {"text": "worse and the impacts of climate change are also very unfair in our community is", "start": 5823.8, "end": 5828.92}, {"text": "Extreme is particularly worrisome because it's so dangerous it's been identified as the deadliest weather", "start": 5828.92, "end": 5835.199}, {"text": "related event and it's especially dangerous for seniors for children and infants for individuals with chronic", "start": 5835.199, "end": 5842.36}, {"text": "illnesses with people with Mobility challenges people that are socially isolated or live in what are sometimes", "start": 5842.36, "end": 5848.679}, {"text": "called materially deprived or low-income neighborhoods and it's tenants that bear the brunt of this in terms of extreme", "start": 5848.679, "end": 5854.6}, {"text": "heat indoors because they're often unable to control the temperatures within their own", "start": 5854.6, "end": 5859.679}, {"text": "units the health risk really escalates when it's looking like prolonged", "start": 5859.679, "end": 5865.84}, {"text": "exposure to high indoor temperatures the BC coroners report after an awful 2021", "start": 5865.84, "end": 5872.28}, {"text": "heat event when 619 people died found that people were most in danger when the", "start": 5872.28, "end": 5878.8}, {"text": "indoor temperature was above 26 degrees throughout the event so we need to move", "start": 5878.8, "end": 5884.56}, {"text": "forward with uh a mandatory uh limit but also with policies the tackle that", "start": 5884.56, "end": 5889.92}, {"text": "problem headon is the indoor temperatures um and prolonged exposure indoors in people's homes that's the", "start": 5889.92, "end": 5895.84}, {"text": "biggest risk my colleague um from Hamilton Acorn discussed some of this but in the", "start": 5895.84, "end": 5902.32}, {"text": "timeline of where we're at in Hamilton Hamilton declared a climate emergency about 5 years ago in", "start": 5902.32, "end": 5909.199}, {"text": "2019 and Hamilton's climate change impact adaptation plan in", "start": 5909.199, "end": 5915.159}, {"text": "2022 identified in action 3.3 that it was looking to coordinate", "start": 5915.159, "end": 5920.88}, {"text": "local efforts to address excessive indoor temperatures and Rental", "start": 5920.88, "end": 5926.48}, {"text": "housing the motion that my colleague referred to Boh", "start": 5926.48, "end": 5931.52}, {"text": "23019 was passed in 201 23 by the public health committee and ratified by the", "start": 5931.52, "end": 5936.639}, {"text": "council um and it directed the licensing and bylaw services division to prepare an information report identifying um at", "start": 5936.639, "end": 5944.08}, {"text": "the time 2024 policies and timelines for developing an adequate temperature bylaw", "start": 5944.08, "end": 5949.76}, {"text": "the people most impacted by extreme heat have now endured another two summers in Hamilton since the motion was passed the", "start": 5949.76, "end": 5956.639}, {"text": "summer of 2023 and the summer of 2024 without protections indoors in their", "start": 5956.639, "end": 5962}, {"text": "Apartments where it's most needed and so we want to ensure the funding is set", "start": 5962, "end": 5967.48}, {"text": "aside in this budget to make sure that these policies can move forward before this", "start": 5967.48, "end": 5972.8}, {"text": "summer our budget requests are looking then at um setting the standard of", "start": 5972.8, "end": 5979.159}, {"text": "course which doesn't cost money but to help Implement that that standard we", "start": 5979.159, "end": 5984.56}, {"text": "would be looking for um money for Property Standards inspectors to assist", "start": 5984.56, "end": 5990.239}, {"text": "with the the initial years and implementing the policy we also think it would be useful to look", "start": 5990.239, "end": 5995.76}, {"text": "at funding assistance for um for landlords upgrading their buildings so", "start": 5995.76, "end": 6001.08}, {"text": "although our request um and the standard that set is technology agnostic we would", "start": 6001.08, "end": 6006.239}, {"text": "urge the city to include in this budget um funding assistance for land guards to make upgrades that are environmentally", "start": 6006.239, "end": 6012.8}, {"text": "friendly so looking at heat pump technology instead of traditional air conditioners looking at Energy Efficiency upgrades uh better", "start": 6012.8, "end": 6019.52}, {"text": "installation weather stripping and those those funding requirements could include terms not to", "start": 6019.52, "end": 6025.92}, {"text": "pass along costs to tenants we're also looking for funding for free Transit on extreme heat days", "start": 6025.92, "end": 6032.719}, {"text": "Transit is uh mobile Cooling and it also will help people access resources that", "start": 6032.719, "end": 6037.84}, {"text": "they need to cool down and continued um expansion of the free air conditioning units for eligible low-income", "start": 6037.84, "end": 6045.119}, {"text": "residents that's my delegation thank you very much tenants need an affordable unit to live in we understand that we", "start": 6045.119, "end": 6051.92}, {"text": "appreciate uh the comp lexity of this policy but they also need to be safe in their homes and tenants doesn't speak who has the power and who", "start": 6147.719, "end": 6153.76}, {"text": "is speaking and who doesn't speak and what forms of language to exist to place these", "start": 6153.76, "end": buildings that collapsed the Heritage buildings that", "start": 6185.28, "end": 6191.8}, {"text": "collapsed this week and how that becomes a very explicit metaphor for the", "start": 6191.8, "end": 6200}, {"text": "collapsing social services and I think about the sort of far right who has come", "start": 6200, "end": 6205.239}, {"text": "into this town and actual Nazis who are showing up and how disgust that's one quote that we", "start": 6348.199, "end": 6354}, {"text": "we do not treat them like people there's this consistent dehumanizing Instinct of this refusal to acknowledge those who", one last thing um that I feel like there", "start": 6367.04, "end": 6375.639}, {"text": "these conversations are around danger like the security money that the Y is getting but a social two quotes I'm s", "start": 6375.639, "end": 6383.639}, {"text": "feeling one is in danger does not mean that one is in danger and I think we have to have that consistent conversation again who is in danger who", "um I'm the CEO of indwell and uh this year I was pleased", "start": 6473.639, "end": 6479.52}, {"text": "to read $158 million in the budget towards housing and", "start": 6479.52, "end": 6484.639}, {"text": "homelessness indwell provides Supportive Housing to over 550 people here in", "start": 6484.639, "end": 6491.32}, {"text": "Hamilton and hamiltonians are familiar with our work uh when we move people", "start": 6491.32, "end": 6496.36}, {"text": "into housing they stay housed uh we have a 94% housing stability rate and when", "start": 6496.36, "end": 6504}, {"text": "people move in they get to remove the label of homelessness and leave that at the threshold of their door and people", "start": 6504, "end": 6511.52}, {"text": "people visit emergency rooms 50% less when they move in and when they do it's", "start": 6511.52, "end": 6517.199}, {"text": "because it's a medical emergency uh our multi-disciplinary support teams wrap uh supports around", "start": 6517.199, "end": 6523.719}, {"text": "individuals and support people to meet their goals and hopes and", "start": 6523.719, "end": 6528.84}, {"text": "Ambitions and people make assumptions about where the city housing budget is going to and I get", "start": 6528.84, "end": 6536.44}, {"text": "asked regularly and even from some of you how much of this is going to indwell", "start": 6536.44, "end": 6541.92}, {"text": "and I think it's a reasonable question that I'd like to unpack here last year indwell received a total", "start": 6541.92, "end": 6550.199}, {"text": "of almost 1.4 million or put it another way that works out to about", "start": 6550.199, "end": 6555.48}, {"text": "$7 per person per day for the folks that we provide Supportive Housing", "start": 6555.48, "end": 6560.88}, {"text": "to $7 per DM by contrast many municipalities including Hamilton are", "start": 6560.88, "end": 6567}, {"text": "instead of uh permanent affordable Supportive Housing moving towards a temporary housing solution in tiny", "start": 6567, "end": 6574.159}, {"text": "cabins or sheds and that cost across most municipalities is somewhere between", "start": 6574.159, "end": 6579.32}, {"text": "$140 and $180 per person per day I continually hear from Community", "start": 6579.32, "end": 6586.32}, {"text": "leaders that Supportive Housing is too expensive and it takes too long to build", "start": 6586.32, "end": 6591.96}, {"text": "and therefore we can't consider it so let's dive in a little deeper into these numbers when we dig into the funding", "start": 6591.96, "end": 6598.96}, {"text": "going to indwell most of the funding is actually rent subsidies that flow through the city from higher levels of", "start": 6598.96, "end": 6605.4}, {"text": "government by my count indwell uh received approximately less than", "start": 6605.4, "end": 6610.88}, {"text": "$100,000 that's directly from the Hamilton uh Levy last year that works", "start": 6610.88, "end": 6618.36}, {"text": "out to um about 40 cents per person per", "start": 6618.36, "end": 6623.48}, {"text": "day for the to provide uh housing and support services at", "start": 6623.48, "end": 6629}, {"text": "indwell I am pleased that the C that City housing Hamilton the city of Hamilton and indwell have partnered", "start": 6629, "end": 6635.28}, {"text": "together to open 24 units of housing on King William and these supports are in", "start": 6635.28, "end": 6640.639}, {"text": "this upcoming budget so thank you and our commitment IND dwell's commitment to you is to work to have", "start": 6640.639, "end": 6647.44}, {"text": "these health support costs rightfully transferred to the provincial Ministry of Health for", "start": 6647.44, "end": 6653.639}, {"text": "funding this project is a good example of what's possible but unfortunately 24 units is", "start": 6653.639, "end": 6660.679}, {"text": "just not enough in additions to cost I'd like to inform you about what indwell and our", "start": 6660.679, "end": 6666.4}, {"text": "supporters are bringing to Hamilton by means of direct donations and", "start": 6666.4, "end": 6671.56}, {"text": "Investments Over The Last 5 Years our supporters have donated 8.1 million in", "start": 6671.56, "end": 6677.8}, {"text": "cash donations and another 3 million in gift and kind donations", "start": 6677.8, "end": 6682.88}, {"text": "for our capital projects most recently you might have heard that Trinity Lutheran Church sold us their building", "start": 6682.88, "end": 6689.199}, {"text": "for a million dollars Less in the appraised value a million doll donation right there together that is", "start": 6689.199, "end": 6695.92}, {"text": "$1.1 million in capital donations uh to affordable housing in", "start": 6695.92, "end": 6701.44}, {"text": "Hamilton that has been given and entrusted to indwell in addition each year our supporters donate $1.7 million", "start": 6701.44, "end": 6710.679}, {"text": "in operating donations to our Hamilton programs so when I compare that for", "start": 6710.679, "end": 6718.28}, {"text": "every dollar that the property tax levy puts into indwell Supportive Housing right here in", "start": 6718.28, "end": 6724.04}, {"text": "Hamilton our supporters put in $40 not to mention the tens of millions", "start": 6724.04, "end": 6730.76}, {"text": "of provincial and federal funding that we have been able to attract to Hamilton so I think it's fair to say", "start": 6730.76, "end": 6737.199}, {"text": "it's very cost effective for Hamilton taxpayers in regard regard to it takes", "start": 6737.199, "end": 6743.079}, {"text": "too long we have three projects 105 units that can be opened within 18 to 24", "start": 6743.079, "end": 6748.199}, {"text": "months and three more projects with an additional 250 or more units that are", "start": 6748.199, "end": 6753.36}, {"text": "right behind these in the pipeline the best time to start building", "start": 6753.36, "end": 6758.719}, {"text": "is today unfortunately there are only 15 units of", "start": 6758.719, "end": 6764.92}, {"text": "Supportive Housing by our entire sector under construction right now in the city", "start": 6764.92, "end": 6771.079}, {"text": "and it is time for the budget to reflect the critical need and the shortage of", "start": 6771.079, "end": 6776.4}, {"text": "supportive permanent housing as basic infrastructure our sector is ready to go", "start": 6776.4, "end": 6783.199}, {"text": "and our sector knows how to leverage in p uh private investment and", "start": 6783.199, "end": 6788.8}, that the city be the first to the table in order", "start": 6955.119, "end": 6961.199}, {"text": "to leverage a third a third a third in order to leverage money from the", "start": 6961.199, "end": 6966.88}, {"text": "province and from the feds the municipality has to indicate a willingness to be at the", "start": 6966.88, "end": 6972.679}, {"text": "table with dollars delegate nean did you wish don't dispute that but we have", "start": 6990.36, "end": 6997.92}, {"text": "been pushing for that consistently as a municipality and we have been", "start": 6997.92, "end": 7005.639}, {"text": "spending excessively on H housing and", "start": 7005.639, "end": 7010.92}, {"text": "homelessness without without the province and the FEDS being at the table and that's why we see this weird", "start": 7010.92, "end": 7017.4}, {"text": "dichotomy where you know on homelessness they're giving us $28.6 million and", "start": 7017.4, "end": 7023.52}, {"text": "they're celebrating and as it is an all-time record that they're providing", "start": 7023.52, "end": 7028.679}, {"text": "this funding for homelessness this is the Province Town and yet the municipality on housing and homelessness", "start": 7028.679, "end": 7035.8}, {"text": "is well above $100 million and we're getting 28 from The", "start": 7035.8, "end": 7040.84}, {"text": "Province so we are kicking above our weight and I understand that indell may", "start": 7040.84, "end": 7047.719}, {"text": "not well I'm just we have a difference of facts in terms of the numbers I", "start": 7047.719, "end": 7053.599}, {"text": "understand what indell is saying in terms of how much they're getting out of", "start": 7053.599, "end": 7058.679}, {"text": "this this this uh process but I think it's important that we clarify how much the pro the", "start": 7058.679, "end": 7066.679}, {"text": "municipality is spending on housing and homelessness albe it not sufficient to", "start": 7066.679, "end": 7073.32}, {"text": "indell support of Supportive Housing chair thank you I I think in terms of", "start": 7073.32, "end": 7080.04}, {"text": "our queries to the delegate it is we're here to seek clarification of that which he spoke perhaps we can hold our", "start": 7080.04, "end": 7087.28}, {"text": "questions about uh the formula that is driving and guiding us uh and the role", "start": 7087.28, "end": 7093.719}, {"text": "of local the role of provincial the role of federal on a macro or even a specific", "start": 7093.719, "end": 7099.639}, {"text": "basis that's appropriate ruling I forgive me for my passion but we have", "start": 7099.639, "end": 7105.44}, {"text": "been fighting I fighting is the wrong word advocating for so long to The Province on a you know a third a third a", "start": 7105.44, "end": 7113.239}, {"text": "third on housing on support of on everything and and we're barely getting", "start": 7113.239, "end": 7118.48}, {"text": "there and so my apologies to if I may through the chair respond of", "start": 7118.48, "end": 7124.28}, {"text": "course Mr I would agree with you and uh and my", "start": 7124.28, "end": 7130.28}, {"text": "point of delegating today is to let you know that Supportive Housing Works and it rightfully uh puts the onus of the", "start": 7130.28, "end": 7138.04}, {"text": "supports and the healthcare supports in the province's hand and my encouragement would be to focus on Supportive Housing", "start": 7138.04, "end": 7145}, {"text": "as a solution to encampments and homelessness um it's the best way to to do that and really to challenge uh the", "start": 7145, "end": 7152.28}, {"text": "perception that indwell is getting all the money uh to challenge the perception that this is too expensive and too long", "start": 7152.28, "end": 7158.56}, {"text": "uh to to make happen and and just one last it's more of a an", "start": 7158.56, "end": 7166.8}, {"text": "affirmation um I attended the tours of endel with two ministers and the provincial government uh is very", "start": 7166.8, "end": 7174.239}, {"text": "positive about indell and so it's been frustrating that we're not getting that", "start": 7174.239, "end": 7179.92}, {"text": "Supportive Housing Partnership going so that we can get more units online so I", "start": 7179.92, "end": 7185.32}, {"text": "think we share to share that point Thank you thank you again for your money you actually raise from your community you said 11.1", "start": 7216.679, "end": 7222.56}, {"text": "donation which is amazing uh these people really believe in what you're doing my question is the three projects", "start": 7222.56, "end": 7230.679}, {"text": "and then you said another 250 unit where are they now are they almost finished", "start": 7230.679, "end": 7237.079}, {"text": "and which one is uh just starting can you just explain those three projects for", "start": 7237.079, "end": 7242.76}, {"text": "me yes um through you the through the chair", "start": 7242.76, "end": 7247.92}, {"text": "um uh we have uh three projects that are uh ready for construction um one the", "start": 7247.92, "end": 7255.04}, {"text": "building permit's ready others are right behind that um "projects are are are held up uh in this um confusing spot of of getting the", "start": 7267.599, "end": 7273.92}, {"text": "capital stack ready to go and uh and then further by being able to apply for", "start": 7273.92, "end": 7279.76}, {"text": "Ministry of Health funding and that's one of the challenges that we have you can't apply for Ministry of Health funding uh unless it's within the year", "start": 7279.76, "end": 7287.159}, {"text": "or the coming up year and when you're talking a year and a half to get the building built it's one of the challenges so you essentially have to", board", "start": 7369.719, "end": 7375.599}, {"text": "can can go forward on on each of those projects our board and our supporting Community is is spending uh $2 to3", "start": 7375.599, "end": 7382.76}, {"text": "million to get them to the construction ready where we can apply for federal funding uh and then once they're about", "start": 7382.76, "end": 7389.92}, {"text": "to open we can apply for Ministry of Health funding and that that order is really the", "start": 7389.92, "end": 7395}, {"text": "challenge I appreciate that uh Jeff and and I know where you're coming from uh I", {"text": "London St Thomas somewhere uh else as well and uh yeah this is something we", "start": 7408.88, "end": 7414.76}, {"text": "need to do and move forward so um uh it's so important to do that presentation you talked a a little bit about sort of timelines and costs and so", "start": 7427.32, "end": 7435.679}, {"text": "I wanted to dig into that a little bit you're part of a coalition called", "start": 7435.679, "end": 7442.239}, {"text": "Hamilton is home and so I'm sure you know that the city tries its best to spread money out to all the different", "start": 7442.239, "end": 7447.36}, {"text": "housing providers um you have a bit of line of sight to that is the city doing", "start": 7447.36, "end": 7452.84}, {"text": "an equitable job of that or are you saying that indwells are not receiving as much commenor to other people or", "start": 7452.84, "end": 7457.92}, {"text": "could you identify that or explain that a little bit more clearly through through the chair um I'd", "start": 7457.92, "end": 7464.079}, {"text": "probably answer that in two ways so so um one is Supportive Housing is not", "start": 7464.079, "end": 7471.079}, {"text": "getting this getting the funding that that it needs and that would be um uh us", "start": 7471.079, "end": 7476.28}, {"text": "it would be other Supportive Housing uh providers developers um within the the", "start": 7476.28, "end": 7481.4}, {"text": "uh Hamilton's home Coalition um uh second", "start": 7481.4, "end": 7489.4}, {"text": "um the the the term Equity would if it means that everybody gets exact equal", "start": 7489.4, "end": 7497}, {"text": "amount uh is actually one of the challenges to creating housing", "start": 7497, "end": 7503.88}, {"text": "um we have different assets and abilities than some other organizations", "start": 7503.88, "end": 7508.96}, {"text": "that actually need more support um there are smaller organizations that don't have the", "start": 7508.96, "end": 7516.04}, {"text": "mechanisms for cash flow and so they need you know support from year $1 um", "start": 7516.04, "end": 7522.4}, {"text": "I don't need I don't need the cash in year one we have in this community uh in", "start": 7522.4, "end": 7527.96}, {"text": "in it took us 10 weeks to raise 6 million in uh a social impact Bond uh to", "start": 7527.96, "end": 7534.079}, {"text": "help us uh with the cash flow of of of construction um so that's where we need", "start": 7534.079, "end": 7540.559}, {"text": "to not necessarily deal with us as equal as you would with let's say wonderful", "start": 7540.559, "end": 7545.679}, {"text": "organization like Saka joa um they need a funding commitment in year one uh if I", "start": 7545.679, "end": 7552.119}, {"text": "have a funding commitment for year two or for year three as long as it's a commitment our supporters will use our", "start": 7552.119, "end": 7558.4}, {"text": "own investment to get us across the finish line and so um I I would actually", "start": 7558.4, "end": 7563.44}, {"text": "say don't deal with us equally um deal with um deal with some of the organizations that need different types", "start": 7563.44, "end": 7570.28}, {"text": "of support and maybe maybe then and um and in in that way we can all uh all", "start": 7570.28, "end": 7577.679}, {"text": "succeed no thanks my question was about Equity so you answered it not about equality so thank you uh a couple", "start": 7577.679, "end": 7582.88}, {"text": "questions about costs I remember maybe almost 10 years ago now the cost to", "start": 7582.88, "end": 7588.719}, {"text": "build one unit of deeply affordable housing was around $150,000 to $200,000 in that window and", "start": 7588.719, "end": 7595.28}, {"text": "now we're looking at something closer to $600,000 but since we have you here could you talk about what it costs right now to build one single unit of deeply", "start": 7595.28, "end": 7601.8}, {"text": "affordable housing on the model you have through through you the chair um", "start": 7601.8, "end": 7608.04}, {"text": "our our numbers um there's good news right now um the uh good news for us uh the building", "start": 7608.04, "end": 7614.76}, {"text": "industry has really stopped building new units uh so we're finding um trades are", "start": 7614.76, "end": 7621.04}, {"text": "more available costs I wouldn't say they're necessarily coming down but they they plateaued uh and and that's good", "start": 7621.04, "end": 7627.28}, {"text": "news for us it's not good news for the construction sector that's laying off labor that we really need uh to to stay", "start": 7627.28, "end": 7635.119}, {"text": "in the sector and come back in the next couple years uh the good news for us is I think we have a window of opportunity", "start": 7635.119, "end": 7640.96}, {"text": "there's not a week that goes by that a developer or contractor is not calling me trying to sell me land or try to uh", "start": 7640.96, "end": 7648.84}, {"text": "hire us to build uh to build our our buildings um because they have excess", "start": 7648.84, "end": 7654.04}, {"text": "capacity and their numbers aren't aren't penciling out so I think we have an opportunity right now uh uh we just did", "start": 7654.04, "end": 7661.599}, {"text": "a project in in mesas Saga and uh we came in a million dollar under budget", "start": 7661.599, "end": 7666.84}, {"text": "from what we had projected uh our numbers that were typically is around in", "start": 7666.84, "end": 7672.36}, {"text": "Hamilton is around 500,000 a unit um we're able as we move into Southwestern Ontario like London area uh and", "start": 7672.36, "end": 7680.719}, {"text": "depending on the incentives we're able to bring that down into about 450 uh a unit range depends on the size of the", "start": 7680.719, "end": 7687.559}, {"text": "unit I'm talking about one bedrooms so if you're talking two or threes that would go up from there thanks and how", "start": 7687.559, "end": 7693.679}, {"text": "much does it cost to sustain the unit your over year on average because of course when you're providing Supportive Housing there's costs associated with", "start": 7693.679, "end": 7700.04}, {"text": "providing those supports I'm have those numbers right here so just bear with me for one second um uh", "start": 7700.04, "end": 7708.28}, {"text": "the total costs and I'm talking about the housing costs and the multi-disciplinary team so that's nurses", "start": 7708.28, "end": 7714.719}, {"text": "addictions workers housing support food security all those so um on our what we", "start": 7714.719, "end": 7721.84}, {"text": "call our standard support so that's people that are largely able to live independently and that's what we see people are coming into our enhanced", "start": 7721.84, "end": 7728.28}, {"text": "support programs typically out of homelessness and they're stabilizing in and they're thriving and they're moving towards what we call Standard support so", "start": 7728.28, "end": 7736.04}, {"text": "um uh so just some numbers on on on it's about $95 per person per day in our", "start": 7736.04, {"text": "Support Program provided people with an adequate ability to purchase housing at the low end of", "start": 8358.8, "end": 8365.16}, {"text": "market we've lost something we've heard experts talk about for every unit we've", "start": 8365.16, "end": 8370.399}, {"text": "created of affordable housing in Hamilton uh you'd probably have the number better than me but I think we've lost 28 units of of affordable housing", "start": 8370.4, "end": 8378.719}, {"text": "mostly out of the bottom of the market if people had an adequate income", "start": 8378.719, "end": 8383.96}, {"text": "to be able to purchase from the market um that would be a really great thing I", "start": 8383.96, "end": 8389.359}, {"text": "would be very pleased if the market could provide um even 20% of our waiting", "start": 8389.359, "end": 8396}, {"text": "list uh housing to to at least even 20% but the reality is the gap between what", "start": 8396, "end": 8401.88}, {"text": "people have today at $535 for their housing allowance and we just saw the numbers uh from other", "start": 8401.88, "end": 8408.72}, {"text": "delegates about the cost to provide housing is about $1,500 a month gap", "heard what Jeff was saying around um affordability and I I have to say I", "start": 9062.12, "end": 9067.6}, {"text": "remember when Harris government came in in 1995 and cut uh um Ontario Works 21%", "start": 9067.6, "end": 9074.439}, {"text": "and we've never actually reached that again so part of our housing crisis is definitely a affordability crisis and", "start": 9074.439, "end": 9081.84}, {"text": "when we have more people who need subsidized housing in order to stay housing uh certainly we need to look up", "start": 9081.84, "end": 9087.08}, {"text": "to our Province and and to the federal levels for what they do so whatever kind of advocacy you can do um to push those", "start": 9087.08, "end": 9094.92}, {"text": "rates higher it would be very very appreciative to all citizens because people want to stay housed um we know", "start": 9094.92, "end": 9101.439}, {"text": "that uh in the last couple years uh rents have gone up through the roof and we've seen number of people rent", "start": 9101.439, "end": 9108.359}, {"text": "evictions and all kinds of things where uh folks just can't stay housed because they just can't afford it so I thank you", "start": {"text": "harder to be a city counselor I think in all the years that I've been working um but I originally came here today to", "start": 9120.24, "end": 9127.24}, {"text": "really talk about something that I also need your leadership in because I'm standing here alongside uh Community", "start": 9127.24, "end": 9132.319}, {"text": "Partners Acorn and the Canadian environmental law association to address the Urgent issue that resonates deeply", "start": 9132.319, "end": 9138.52}, {"text": "within our community and is a critical need to confront the challenge exposed to extreme heat particularly affecting", "start": 9138.52, "end": 9145.8}, {"text": "those who are most vulnerable children seniors and those with complex uh medical uh conditions who", "start": 9145.8, "end": 9152.96}, {"text": "disproportionately are in our city areas that have heat Islands the issue of", "start": 9152.96, "end": 9158.04}, {"text": "climate change is not new to this Council and I really appreciate that in 2023 you took the leadership to approve", "start": 9158.04, "end": 9164.68}, {"text": "a maximum heat bylaw um and I really ask you to think about that in your deliber", "start": 9164.68, "end": 9169.96}, {"text": "ations for for budget this year and how can we actually implement it I implore", "start": 9169.96, "end": 9175.479}, {"text": "you to recognize the urgency of our current climate crisis and I think we all see it around us the recent release", "start": 9175.479, "end": 9181.24}, {"text": "of a global metrological Association state of Climate Services report in 2024", "start": 9181.24, "end": 9186.92}, {"text": "that was just released this month highlighted the frequency and intensity of climate extremes flood storms and", "start": 9186.92, "end": 9193.479}, {"text": "heat wave are escalating in alarming rates and I think you can see all the flooding disasters just recently around", "start": 9193.479, "end": 9200.08}, {"text": "the world however heat related hazards tragically emerge as a leading cause of death of all of those things", "start": 9200.08, "end": 9206.92}, {"text": "representing 57% of all climate related fatalities um so this is why we do need", "start": 9206.92, "end": 9213.08}, {"text": "to take action again um as a great City with great grit I know that uh living in", "start": 9213.08, "end": 9218.16}, {"text": "extreme heat conditions can jeopardize your public health it is a Public Health crisis particularly for vulnerable as I", "start": 9218.16, "end": 9224.96}, {"text": "said um many residents particularly those on fixed income enduring Heat waves are poorly equipped housings um", "start": 9224.96, "end": 9232.64}, {"text": "and they're basically trying to survive um uh Hamilton is home to many older buildings situated in the urban heat", "start": 9232.64, "end": 9239.319}, {"text": "Islands as I said notably in the downtown industrial areas the East End and north and Central Hamilton living in", "start": 9239.319, "end": 9246.84}, {"text": "poorly insulated older structures Within These heat island amplifies both the heat intensity and the air pollution um", "start": 9246.84, "end": 9254.84}, {"text": "exasperating you know sort of health risk um so really what we're we're asking for is you know Hamilton has", "start": 9254.84, "end": 9261.24}, {"text": "historically demonstrated leadership in this area having passed a bylaw in 2007", "start": 9261.24, "end": 9266.479}, {"text": "to ensure that tenants have the right to a minimum temperature um it's only a provision that was officially uh uh put", "start": 9266.479, "end": 9274}, {"text": "into the residential tency act in 2019 so you can see that we're often ahead of the province in 2016 councelor Tom", "start": 9274, "end": 9282.08}, {"text": "Jackson took a stand on behalf of senior constituents advocating for the city C", "start": 9282.08, "end": 9287.16}, {"text": "Council to acknowledge climate change by reduc ucing the time landlords had to provide heat to their residents because", "start": 9287.16, "end": 9294}, {"text": "his residents were telling him in September it was too early to turn on the heat and they needed their air conditioning kept on this effort uh led", "start": 9294, "end": 9301.24}, {"text": "to the council approving the policy change thus reducing um the landlord's um responsibility so as we you know um", "start": 9301.24, "end": 9310.279}, {"text": "navigate these heat challenges and I understand that they they cost money but it also costs lives and I know that we", "start": 9310.279, "end": 9317.08}, {"text": "can work together and uh so I want to stand with Acorn and the uh Canadian", "start": 9317.08, "end": 9322.92}, {"text": "environmental law association um and they're asked to this Council um please", "start": 9322.92, "end": 9328.04}, {"text": "put some money aside to complete and phase in the maximum heat bylaw I do know that there's lots of folks who will", "start": 9328.04, "end": 9333.88}, {"text": "tell you that it can't be done but I think steuart showed you that we did do it in 2007 and and our residents are", "start": 9333.88, "end": 9340.6}, {"text": "better off for it um I do believe strongly in collaborating with other governments we got to look up as a city", "start": 9340.6, "end": 9346.68}, {"text": "we got to you know keep stopping just asking the taxpayer to pay all of the things that the the feds and the and the", "start": 9346.68, "end": 9353.96}, {"text": "uh Province are not doing it so we do need to look at how they can provide incentives to landlord to make their", "start": 9353.96, "end": 9360.2}, {"text": "buildings green um we see that they do it sometimes um but we need them to do it on a more commercial level for people", "start": 9360.2, "end": 9366.72}, {"text": "and not pass those increases on to folks we need to expand the the free free bus", "start": 9366.72, "end": 9372.08}, {"text": "tickets on Extreme Heats it's very important um and then also I do think we", "start": 9372.08, "end": 9377.12}, {"text": "need to expand the amount of air conditioning units for those on ODSP who Health who have health issues I know we", "start": 9377.12, "end": 9382.96}, {"text": "did it this year and I can tell you I I also have worked in in paliative care", "start": 9382.96, "end": 9388.319}, {"text": "and I have seen people who are um with comorbidity health issues and being able", "start": 9388.319, "end": 9394.319}, {"text": "to breathe is is incredibly important and I've walked into some of those houses where there is no uh air", "start": 9394.319, "end": 9401.479}, {"text": "conditioning going on and I can absolutely tell you the quality of health is is diminished um so please", "start": 9401.479, "end": 9407.6}, {"text": "consider those things and once again I want to thank you all for for being so", "start": 9407.6, "end": 9413}, {"text": "conscientious about deliberating and really caring for the city and I I know it's really a tough time thank you thank", "start": 9413, "end": 9420.64}, {"text": "you delegate Freeman um councelor Dano please thank you uh chair Wilson um can", "start": 9420.64, "end": 9428.88}, {"text": "I can I ask how is the Community Legal Clinic funded I believe that you're", "start": 9428.88, "end": 9434.56}, {"text": "mainly publicly funded through the provincial government but also through the city of Hamilton", "start": 9434.56, "end": 9440.319}, {"text": "uh we're funded through legal aid Ontario so it's not actually Pro uh uh funded by the government directly and we", "start": 9440.319, "end": 9448.08}, {"text": "last year you were as kind to allow us to continue to protect uh tenants with a tenant defense fund that looks at uh", "start": 9448.08, "end": 9455.479}, {"text": "keeping people from being rent evicted and uh and also looking at uh group", "start": 9455.479, "end": 9460.8}, {"text": "applications for folks and we certainly hope that you look favorably upon that", "start": 9460.8, "end": 9465.92}, {"text": "um you will see that we've already exceeded what we uh put out there as a", "start": 9465.92, "end": 9472.16}, {"text": "um an amount that we were going to help protect tenants thank you tenant says you know", "start": 9472.16, "end": 9477.6}, {"text": "I'll just dra add this I mean there's legislation that's happened in this province that took off rent controls to", "start": 9477.6, "end": 9483.439}, {"text": "people there's all kinds of reasons that folks are being uh really pushed out of their residents and so we need to", "start": 9483.439, "end": 9489.92}, {"text": "protect their rights as much as possible thank you delegate Freeman councelor Deno thank you and", "start": 9489.92, "end": 9496.64}, {"text": "just um so I'm clear legal aid Ontario is Public Funding it's uh it's funded through they", "start": 9496.64, "end": 9504.359}, {"text": "get a portion of their money through the government uh to provide you know the", "start": 9504.359, "end": 9510.2}, {"text": "the legislated legal services that that are required and we're funded through them thank you
