this table and at tables all around this city even difficult or", "start": 914.079, "end": 919.639}, {"text": "opposing views can sharpen our understanding and improve our approaches moving public debate forward in", "start": 919.639, "end": 926.48}, {"text": "meaningful ways it's ALS Al important to remember that behind every number or", "start": 926.48, "end": 931.88}, {"text": "Trend in our Public Health Data are real people and real", "start": 931.88, "end": 938.04}, {"text": "communities this human aspect drives our commitment to Equitable outcomes as we address complex Health needs across our", "start": 938.04, "end": 946.079}, {"text": "city so as you will see on today's agenda we do cover a number of key Health topics in Toronto including", "start": 946.079, "end": 953.36}, {"text": "mental health and harm reduction through the our health our city annual progress report and strategies to boost", "start": 953.36, "end": 960.12}, {"text": "vaccination rates amongst schoolage children and the youth in our city as you heard from the chair last", "start": 960.12, "end": 966.68}, {"text": "year the Board of Health adopted our health our city a five-year Citywide", "start": 966.68, "end": 971.759}, {"text": "plan to address mental health substance use harm reduction and treatment and as", "start": 971.759, "end": 977.639}, {"text": "I hope you'll hear shortly and see for yourself we've made significant progress on our first year priorities and we're", "start": 977.639, "end": 984.48}, {"text": "going to hear about those again today we'll also today discuss public Health's", "start": 984.48, "end": 989.72}, {"text": "work to improve routine immunization rates amongst our youth we know that", "start": 989.72, "end": 995.199}, {"text": "high vaccination rates help prevent disease outbreaks they protect against a", "start": 995.199, "end": 1000.279}, {"text": "number of diseases and certain Cancers and they do reduce infection spread", "start": {"text": "amazing teams that have been involved uh in the development of this strategy and", "start": 1442.12, "end": 1447.48}, {"text": "in the progression of this strategy over the course of the critical component of overall", "start": 1632.24, "end": 1638.799}, {"text": "health and well-being and has become an increasing concern in recent years the percent of adults in Toronto who rated", "start": 1638.799, "end": 1646.279}, {"text": "their mental health as very good or excellent decreased from 73.4% in 2015 down to 55%", "start": 1646.279, "end": 1654.48}, {"text": "in 2021 in 2019 only 44.3% of Toronto youth grades 7 to 12", "start": 1654.48, "end": 1662.039}, {"text": "reported very good or excellent mental health while 16.7% of Toronto youth", "start": 1662.039, "end": 1667.399}, {"text": "reported seriously contemplating suicide in the past year the percent of adults", "start": 1667.399, "end": 1673.48}, {"text": "in Toronto who reported being very satisfied with their life in general decreased inreased from 39.5% in 2015 to", "start": 1673.48, "end": 1682.399}, {"text": "29.8% in 2020 many of us also experience our own personal challenges with mental health", an average", "start": 1726.799, "end": 1732.76}, {"text": "year in Toronto approximately 11,160 hospitalizations", "start": 1732.76, "end": 1738.24}, {"text": "and 15,840 emergency department visits were attributed to smoking among people 35", "start": 1738.24, "end": 1745.96}, {"text": "years and older ongoing action for regulated substances is needed to", "start": 1745.96, "end": 1751.039}, {"text": "prevent and reduce harmful Health outcomes and additional pressures on the", "start": 1751.039, "end": 1756.279}, {"text": "Health Care System next slide please and as we've been talking about for many many months", "start": 1756.279, "end": 1763.08}, {"text": "here at the Board of Health Toronto continues to be in the midst of a drug toxicity epidemic", "start": 1763.08, "end": 1768.76}, {"text": "beginning in 2016 the number of deaths due to opioid toxicity started to increase in Toronto", "start": 1768.76, "end": 1775.12}, {"text": "a further escalation was seen in 2020 in 2023 there were", "start": 1775.12, "end": 1781.96}, {"text": "4514 non-fatal calls for suspected opioid overdoses attended by Toronto Paramedic Services based on preliminary", "start": 1781.96, "end": 1789.919}, {"text": "data there were 525 confirmed and probable opioid toxicity deaths among", "start": 1789.919, "end": 1795.84}, {"text": "Toronto residents in 2023 the number of opioid toxicity deaths", "start": 1795.84, "end": 1801.32}, {"text": "remained high with over 500 deaths recorded per year for the last four", "start": 1801.32, "end": 1806.48}, {"text": "years and we have not seen these numbers return to pre-pandemic", "start": 1806.48, "end": 1811.64}, {"text": "levels these deaths are driven by a toxic unregulated Dr drug Supply which", "start": 1811.64, "end": 1817.24}, {"text": "is now predominantly fentanyl the unregulated drug supply has become increasingly unpredictable and", "start": 1817.24, "end": 1823.96}, {"text": "contaminated with other substances these contaminants complicate the overdose", "start": 1823.96, "end": 1829.399}, {"text": "response and increase risk of Overdose these deaths can be prevented", "start": 1829.399, "end": 1835.799}, {"text": "which is why at Toronto Public Health we continue to call for increased access to a full Continuum of evidence-based", "start": 1835.799, "end": 1842.76}, {"text": "Health Care supports including prevention harm reduction and treatment", "start": 1842.76, "end": 1848.679}, {"text": "services next slide", "start": 1848.679, "end": 1852.24}, {"text": "please on Tuesday August 2024 the government of Ontario announced changes", "start": 1853.76, "end": 1859.919}, {"text": "to supervise consumption and harm reduction services in Ontario The Province announced that they", "start": 1859.919, "end": 1866.2}, {"text": "will be introducing legislation that will prohibit supervised consumption sites located within 200 meters of", "start": 1866.2, "end": 1872.88}, {"text": "schools and licensed child care centers in Toronto this will result in", "start": 1872.88, "end": 1879.12}, {"text": "the closure of five supervised consumption sites by March 31st 2025 including the site that is", "start": 1879.12, "end": 1886.159}, {"text": "currently operated by us at Toronto Public Health the five sites anticipated to", "start": 1886.159, "end": 1892.2}, {"text": "close due to the provincial policy changes include Parkdale Queen M Community Health Center their Queens", "start": 1892.2, "end": 1897.799}, {"text": "West site at 168 ba Street region Park Community Health Center their site at", "start": 1897.799, "end": 1903.2}, {"text": "465 dund Street East South Riverdale Community Health Center their site at", "start": 1903.2, "end": 1908.36}, {"text": "955 Queen East the neighborhood Group kenson market site at 260 Augusta Street", "start": 1908.36, "end": 1915.48}, {"text": "and our Toronto Public Health site at 27 77 Victoria Street we're also aware that", "start": 1915.48, "end": 1921.039}, {"text": "a sixth site in Mars Park operated by South Community Health Center will likely close due to the expiry of a", "start": 1921.039, "end": 1927.48}, {"text": "lease agreement and the subsequent prohibition on relocation of that", "start": 1927.48, "end": 1932.519}, {"text": "site the provin also announced an opportunity to create new Health Service hubs called homelessness and addictions", "start": 1932.519, "end": 1940.279}, {"text": "recovery treatment hubs known as heart hubs the province is expected to invest", "start": 1940.279, "end": 1946.48}, {"text": "378 million for 19 heart hubs across Ontario supervised consumption sites", "start": 1946.48, "end": 1953.519}, {"text": "impacted by the provincially directed closures are being given the opportunity to transition to become these heart hubs", "start": 1953.519, "end": 1961.76}, {"text": "the city of Toronto Toronto public health and our Community Partners have applied to operate a hard", "start": 1961.76, "end": 1967.36}, {"text": "Hub hard Hub applicants have been informed that we can expect to hear", "start": 1967.36, "end": 1973.12}, {"text": "about the status of our applications before the end of the calendar year", "start": 1973.12, "end": 1978.519}, {"text": "while we greatly welcome these investments in the hubs there is still", "start": 1978.519, own experience in Toronto shows that supervised consumption sites save lives they", "start": 2103.44, "end": 2109.24}, {"text": "connect people to Social Services and are Pathways to treatment there are currently 10 of these sites in Toronto", "start": 2109.24, "end": 2117.119}, {"text": "in 2023 across our 10 sites we served a total of", "start": 2117.119, "end": 2123.44}, {"text": "94,3 72 client visits in 2023 our staff across the 10", "start": 2123.44, "end": 2129.92}, {"text": "sites responded to 2,296 overdoses I want you to think about that", "start": 2129.92, "end": 2136.72}, {"text": "because that means over 2,000 calls that didn't get made to 911 in 2023 we collected a total of", "start": 2136.72, "end": 2146.44}, {"text": "500,000 over 500,000 needles across eight of our sites and again in 2023 we provided", "start": 2146.44, "end": 2156}, {"text": "9,867 referrals to Health and Social Services across nine of our", "start": 2156, "end": 2161.88}, {"text": "sites I want to thank each of our partners across the 10 sites many of whom are here with us today thank you", "start": 2161.88, "end": 2169.56}, {"text": "for your service to our community we are grateful for all your work providing life-saving medically necessary services", "start": 2169.56, "end": 2176.64}, {"text": "for our community members on April 1st 2025 it's anticipated that Toronto will", supervised consumption sites are life-saving healthare Clinical", "start": 2206.24, "end": 2214.319}, {"text": "Services I want to take a moment to talk about Toronto public Health supervised consumption site The Works which we have", "start": 2214.319, "end": 2220.48}, {"text": "been operating since 2017 in 2023 we supported", "start": 2220.48, "end": 2228.56}, {"text": "18,572 client visits to our Clinic we responded to 464 overdoses and provided", "start": 2228.56, "end": 2237.48}, {"text": "3,750 referrals to other health and social services to our", "start": 2237.48, "end": 2242.72}, {"text": "clients I want to share with you an incredible experience of one of our clients", "start": 2242.72, "end": 2248.2}, {"text": "I will call her Sarah which is not her real name when Sarah came to us she was", "start": 2248.2, "end": 2254}, {"text": "pregnant and homeless and she asked for our help to recover from injection drug", "start": 2254, "end": 2259.76}, {"text": "use we were able to enroll her in our injectable opioid egis Therapy Program I", "start": 2259.76, "end": 2264.92}, {"text": "program and she began with prescribed small doses of hydromorphone we do not permit carries", "start": 2264.92, "end": 2271.56}, {"text": "in our program all prescription Administration is observed by our nurses on site at our Clinic", "start": 2271.56, "end": 2278.839}, {"text": "over the weeks of Sarah's pregnancy we were able to provide smaller and smaller Doses and she was able to wean off the", "start": 2278.839, "end": 2287}, {"text": "medication our amazing team was able to help her find stable housing and connect", "start": 2287, "end": 2292.44}, {"text": "her with primary care and obstetrics through our partnership with our partner", "start": 2292.44, "end": 2297.56}, {"text": "St Michael's Hospital by the time she was ready to deliver her baby she was housed safely", "start": 2297.56, "end": 2305.24}, {"text": "and her partner was housed too she delivered a healthy baby and now", "start": 2305.24, "end": 2311}, {"text": "Sarah has regained custody of her other two children and she and her family are", "start": 2311, "end": 2316.2}, {"text": {"text": "but it's also where they do their laundry where they catch lunch and eat meals this is so important and I want", "start": 2728.839, "end": 2734.599}, {"text": "everybody to understand that by closing these things these people are not going to move so let's understand that what", "start": 2734.599, "end": 2743.079}, {"text": "we're going to see overall when it comes to wraparound Services apart from being a safe place to use drugs there's also", "start": 2743.079, "end": 2749.76}, {"text": "the drug checking housing Addiction Services safe Supply Outreach workers peer supports", "start": 2749.76, "end": 2757.88}, {"text": "which includes empowerment for people who use drugs so they can get jobs the various other support groups that come", "start": 2757.88, "end": 2764.04}, {"text": "with these institutions testing for HIV hepc in fact at one of the CTS sites uh", "start": 2764.04, "end": 2771.72}, {"text": "South River half of the users there tested positive for hepi they were", "start": 2771.72, "end": 2777.68}, {"text": "placed on treatment 84% of them are now cured harm reduction supplies all of", "start": 2777.68, "end": 2784.359}, {"text": "these things come with this place and of course of course wound care what's going to happen when these", "start": 2784.359, "end": 2790.079}, {"text": "places close well sadly all of that is going to go in many players but more", "start": 2790.079, "end": 2796.319}, {"text": "than that you're going to see more public use of drugs unsanctioned Ops sites in steer Wells Subways on the", "start": 2796.319, "end": 2804.28}, {"text": "TTC everybody's going to say instead of going to timis for a coffee let's go to timis for some", "start": 2804.28, "end": 2811.68}, {"text": "drugs reduced collection of drug paraphernalia for examp example South", "start": 2811.68, "end": 2818.119}, {"text": "Riverdale collects needles three times a day three times a day that will", "start": 2818.119, "end": 2826.92}, {"text": "go but more importantly we're also going to see people having to reuse their drugs and reuse their", "start": 2826.92, "end": 2833.52}, {"text": "supplies this is going to mean that there's going to be a spread of infections viral and bacterial hepsi HIV", "start": 2833.52, "end": 2840.88}, {"text": "he B HIV has a life of 42 days in a syringe HEC 63 days in a syringe I just", "start": 2840.88, "end": 2849.079}, {"text": "want you to keep that in the back of your heads everyone homemade pipes will explode Brillo will slide on people's", "start": 2849.079, "end": 2855.72}, {"text": "throats it's because they can't get the proper screens abscesses cellulitis skin", "start": 2855.72, "end": 2862.599}, {"text": "cancers endocarditis plus several felet medical terms that I'm not going to", "start": 2862.599, "end": 2867.64}, {"text": "touch for fear of Mis mispronouncing increase risk in sexual activities increase ambulance calls", "start": 2867.64, "end": 2877.079}, {"text": "the unavailability of ambulance for re for other emergencies this could be heart", "start": 2877.079, "end": 2882.72}, {"text": "attacks head agent accidents I do not think we understand the vast cope of", "start": 2882.72, "end": 2888.559}, {"text": "what the impact that this will have there are shelters that will be impacted by three shelters be impacted", "start": 2888.559, "end": 2895.04}, {"text": "by these closures so we'll find more substance used in the showers toilets people nodding off which", "start": 2895.04, "end": 2901.92}, {"text": "will lead to altercations that will lead to more violence", "start": 2901.92, "end": 2907.319}, {"text": "and of course I'm not I cannot I cannot begin to tell you how this will affect the staff of the places where people now", "start": 2907.319, "end": 2914.76}, {"text": "go more burnout people leaving the jobs exoduses and then of course there's the", "start": 2914.76, "end": 2921.44}, {"text": "impact to clients to sta when the clients die I'm not I'm leaving that for last", "start": 2921.44, "end": 2928.559}, {"text": "because I think everybody needs to understand how and the fact that people will "end": 2991.04}, {"text": "communities there's no words I can actually use to try to explain how much this will affect afria Caribbean and", "start": 2991.04, "end": 2997.48}, {"text": "black indigenous TOS lgbtiq women youth because they already", "start": 2997.48, "end": 3005.2}, {"text": "have issues in addressing mental mental health assets or Health Care due to the", "start": 3005.2, "end": 3012.76}, {"text": "stigma the lack of funding the lack of training all this well and there's no", "start": 3012.76, "end": 3020.2}, {"text": "other word to put it will just get worse when we that and we are more than", "start": 3184.28, "end": 3190.88}, {"text": "willing to work with you of course for pay we're not cheap let's add that okay I would be remissed to Advocate that", "start": communities as well as shelters the Toronto Transit Commission the TTC has also improved", "start": 3420.28, "end": 3426.96}, {"text": "access to nooc Zone to help prevent and respond to drug overdoses in the transit system so effective January 17th of this", "start": 3426.96, "end": 3434.28}, {"text": "year Fair inspectors are now carrying nxone and the administration of nxone by TTC employees was expanded to operation", "start": 3434.28, "end": 3441.28}, {"text": "supervisors there are a number of initiatives between uh sdfa tsss and the TPS to partner with the ministry of the", "start": 3441.28, "end": 3448.079}, {"text": "Attorney General and the Ontario court of justice to implement two Justice Center programs in", "start": 3448.079, "end": 3453.76}, {"text": "Toronto and a few other initiatives that are aligned with the seven strategic goals that you see on the screen", "start": 3453.76, "end": 3460.92}, {"text": "there next slide please as part uh of this report back we", "start": 3460.92, "end": 3467}, {"text": "also received direction from the Board of Health to review the existing and planned actions to reduce harm", "start": 3467, "end": 3472.64}, {"text": "associated with cannabis vaping and smoking for youth through Outreach and education initiatives for and with", "start": 3472.64, "end": 3478.72}, {"text": "schools so preventing and reducing the harms associated with substance use across the lifespan is one of our seven", "start": 3478.72, "end": 3484.68}, {"text": "priority goals in the strategy and this of course includes taking action to reduce the harms associated with vaping", "start": 3484.68, "end": 3490.68}, {"text": "smoking and cannabis use so there are more details on this in the report but tph is mandated by The", "start": 3490.68, "end": 3497}, {"text": "Province to enforce the smokefree Ontario act which regulates the Sal Supply display and promotion of tobacco", "start": 3497, "end": 3502.88}, {"text": "and Vapor Products at retail and prohibits the smoking of tobacco cannabis and vaping uh in of any", "start": 3502.88, "end": 3509.16}, {"text": "substance in enclosed workplaces and public places and at designated outdoor places in Ontario so in addition to the", "start": 3509.16, "end": 3515.839}, {"text": "health protection uh efforts that we have at tph through inspections and enforcement we are also responsible for", "start": 3515.839, "end": 3521.68}, {"text": "providing health promotion and education services to reduce the harms associated with vaping and substance use so again", "start": 3521.68, "end": 3528.68}, {"text": "there's more details in the report however the highlights include launching an online vaping Hub on the tph school", "start": 3528.68, "end": 3534.599}, {"text": "health web page with which provides culturally responsive resources and programming on vaping prevention", "start": 3534.599, "end": 3540.44}, {"text": "reduction and cessation um as well as providing a significant education for", "start": 3540.44, "end": 3545.52}, {"text": "students in grades seven and eight as well as over the last 12 months Toronto", "start": 3545.52, "end": 3550.92}, {"text": "Public Health has made over 14 recommendations in response to health candidates requests for feedback on the federal tobacco and vaping products act", "start": 3550.92, "end": 3558.72}, {"text": "so these are some of the examples of the actions planned and uh you know executed actions that we've taken in the last", "start": 3558.72, "end": 3565.079}, {"text": "year next slide please so in April of 2023 uh the board", "start": 3565.079, "end": 3572.72}, {"text": "has also recommended that we work with indigenous service providers to co-develop an indigenous mental health substance use and addiction strategy in", "start": 3572.72, "end": 3580.48}, {"text": "response to this recommendation we have worked with Toronto Aboriginal Support Services Council to co-host a two-day", "start": 3580.48, "end": 3586.76}, {"text": "Roundtable on indigenous Wellness so there were several recommendations that emerged from this this initiative", "start": 3586.76, "end": 3592.48}, {"text": "including a request for tph to establish an indigenous Wellness committee that includes all indigenous-led service", "start": 3592.48, "end": 3599.4}, {"text": "providers in the city with the goal of co-developing an action plan to advance indigenous Wellness we have begun this", "start": 3599.4, "end": 3606.28}, {"text": "work and we have held six meetings of this committee uh and this committee is also being Guided by an indigenous", "start": 3606.28, "end": 3613}, {"text": "facilitator I would also just like to mention that parallel work related to indigenous harm reduction is also", "start": 3613, "end": 3619.72}, {"text": "underway so in partnership with the Ontario Aboriginal HIV AIDS strategy an", "start": 3619.72, "end": 3625.119}, {"text": "indigenous harmor ction Circle was officially formed in February of 2023 so this is indigenous Le Circle", "start": 3625.119, "end": 3632.039}, {"text": "that is action oriented and its core mandate includes co-developing culturally appropriate solutions for", "start": 3632.039, "end": 3638.039}, {"text": "indigenous harm reduction and identifying strategies to address the health and willness needs of indigenous", "start": 3638.039, "end": 3643.24}, {"text": "people who use substances I'd like to just take a moment to thank the members of our", "start": 3643.24, "end": 3648.48}, {"text": "indigenous health Team at Toronto Public Health manique diabo Josh Swain and also", "start": 3648.48, "end": 3653.559}, {"text": "Emma Tucker for their work advancing these initiatives next slide", "start": 3653.559, "end": 3659.44}, {"text": "please finally I'll provide a very brief update on progress across the four priorities of year one in the", "start": 3659.44, "end": 3665.88}, {"text": "strategy so the priorities are up on the screen and uh for advancing shelter", "start": 3665.88, "end": 3671.28}, {"text": "Services supportive and affordable housing there were significant advocacy efforts to both the provincial and", "start": 3671.28, "end": 3676.599}, {"text": "federal governments which led to Toronto's New Deal which provides 600 million across 3 years in additional", "start": 3676.599, "end": 3682.319}, {"text": "operating support for shelters and homelessness the city has has also seen advances on affordable and Supportive", "start": 3682.319, "end": 3688.599}, {"text": "Housing um although we know that there's much more to be done in these areas to establish a 24-hour crisis", "start": 3688.599, "end": 3696.039}, {"text": "center this is one of the priorities that is still ongoing the gersen crisis center has also shared a proposal with", "start": 3696.039, "end": 3701.88}, {"text": "Ontario health for 247 crisis stabilization Center for people who use drugs this is a very Innovative model", "start": 3701.88, "end": 3708.44}, {"text": "that would include 247 rest bite and stabilization Crisis Intervention short-term crisis beds peer supports and", "start": 3708.44, "end": 3714.76}, {"text": "follow-up services including linkages to addiction medicine treatment mental health supports and Primary Care the", "start": 3714.76, "end": 3721}, {"text": "report before you for consideration recommends that we reiterate the request to the government of Ontario to fund", "start": 3721, "end": 3727.079}, {"text": "this proposal for police Hospital transfers um I'm pleased to share that on", "start": 3727.079, "end": 3733.279}, {"text": "September 14th 2024 the Toronto Police Service launched a one-year pilot project in collaboration with the", "start": 3733.279, "end": 3739.039}, {"text": "university health network Unity Health Toronto and Humber River Health to expedite the transfer of care of", "start": 3739.039, "end": 3744.839}, {"text": "patients to emergency room staff and reduce the wait times for Frontline police officers so this is a new program", "start": 3744.839, "end": 3750.48}, {"text": "that operates 18 hours a day 7 days a "please as a reminder the Toronto Community crisis service was developed after the tragic deaths um of Regis", "start": 3961.839, "end": 3969.76}, {"text": "Kinski pette Shantel Moore George Floyd and many others in the spring of", "start": 3969.76, "end": 3975.72}, {"text": "2020 and the resulting calls to reform uh to reform police accompanied by a", "start": 3975.72, "end": 3983.44}, {"text": "global movement calling for critical reforms following these calls city", "start": 3983.44, "end": 3989.64}, {"text": "council adopted a set of 36 recommendations in June 2020 intended to", "start": 3989.64, "end": 3995.68}, {"text": "reform policing in Toronto these reforms touch on several areas including", "start": 3995.68, "end": 4001.88}, {"text": "policing Public Safety and crisis response my division Social Development", "start": 4001.88, "end": 4008.2}, {"text": "finance and administration was charged with driving policing reform and building an alternative response for", "start": 4008.2, "end": 4015.2}, {"text": "person in crisis without police involvement we undertook a jurisdictional research and extensive", "start": 4015.2, "end": 4022.76}, {"text": "Community engagement process to develop a community-based maen Toronto Community", "start": 4022.76, "end": 4028.279}, {"text": "crisis service and that is how the Toronto Community crisis service was born and we", "start": 4028.279, "end": 4034.24}, {"text": "begun the service in Pilot areas um at the end of March", "start": 4034.24, "end": 4040.2}, {"text": "20122 last year in November 2023 city council approved the city-wide expansion", "start": 4040.2, "end": 4046.24}, {"text": "of the service by the end of this year and I'm proud to say that we soft launch", "start": 4046.24, "end": 4052.2}, {"text": "this Citywide expansion on July 8th six months ahead of", "start": 4052.2, "end": 4057.68}, {"text": "schedule next slide please the current map of Citywide", "start": 4057.68, "end": before you are our service outcomes since the start of the", "start": 4316.4, "end": 4322.159}, {"text": "service in March 2022 until the end of this summer The", "start": 4322.159, "end": 4327.56}, {"text": "Crisis service has now responded to almost 16,000 calls since its launch by", "start": 4327.56, "end": 4334.04}, {"text": "comparison at this time last year when Council approved the person crisis calls attended by Police", "start": 4388.76, "end": 4395.52}, {"text": "Service although I have to acknowledge that this point was um noted before the", "start": 4395.52, "end": 4402.56}, {"text": "real harms um and uh challenges that um", "start": 4402.56, "end": 4407.88}, {"text": "Colin and others have been speaking about this morning so we expect continue", "start": 4407.88, "end": 4413.96}, {"text": "uh demand uh on this service next slide please almost 6,000", "start": 4413.96, "end": 4420.6}, {"text": "referrals have been made on site and during follow-up visits and 1,200", "start": 4420.6, "end": 4426.32}, {"text": "service users have been connected to case management following the emergency", "start": 4426.32, "end": 4431.76}, {"text": "response I need to reiterate an important part of this service isn't just about responding to people in their", "start": 4431.76, "end": 4438.56}, {"text": "most um vulnerable moment with the right response it is about trying to reduce", "start": 4438.56, "end": 4445.08}, {"text": "person in crisis calls um over time the provision of culturally re uh relevant", "start": 4445.08, "end": 4452.12}, {"text": "supports and an is an important aspect of the service between October 1st 2022", "start": 4452.12, "end": 4458.639}, {"text": "and July 31st of this year 471 culturally relevant supports were", "start": 4458.639, "end": 4465.12}, {"text": "provided to our service users 47% of those supports are indigenous specific", "start": 4465.12, "end": 4471.639}, {"text": "and 16% are Afrocentric and West Indian Caribbean Centric uh", "start": 4471.639, "end": 4478.8}, {"text": "supports and the next and final slide please so our evaluation to date is", "start": 4478.8, "end": 4485.84}, {"text": "showing that the Toronto Community crisis service is positively impacting the lives of torontonians in the ways", "start": 4485.84, "end": 4492.719}, {"text": "that communities activists and academic substances and contextualized Trends in drug related death", "start": 4852.44, "end": 4858.88}, {"text": "investigations as well as policy makers and administrators to support investment in evidence-based policies programming", "start": 4858.88, "end": 4865.88}, {"text": "our service currently collects samples at nine of the city's 10 supervised consumption sites as well as one of the", "start": 4865.88, "end": 4871.199}, {"text": "city's urgent public health for a total of 10 collection sites in Toronto The Works of Toronto public health is", "start": 4871.199, "end": 4877.44}, {"text": "actually the collection site with the highest drug checking sample volumes in the city collecting well over 6,000", "start": 4877.44, "end": 4883.199}, {"text": "samples to date you can imagine the Ontario government's proposed zoning requirements which would see the closure", "start": 4883.199, "end": 4889.52}, {"text": "of six of our 10 collection sites in Toronto would have profound implications for individual service users and the", "start": 4889.52, "end": 4895.96}, {"text": "many other stakeholders some of which I've mentioned that rely on our services findings for example close to 80% of the", "start": 4895.96, "end": 4902.12}, {"text": "samples we've checked since 2019 were collected by the six sites at risk of closure our service was North America's", "start": 4902.12, "end": 4909.239}, {"text": "first community-based off-site drug checking program in response to the toxic drug Supply crisis and we the only", "start": 4909.239, "end": 4915}, {"text": "comprehensive drug checking program in Canada outside of BC we were the first in Canada to inform the public of", "start": 4915, "end": 4921}, {"text": "Veterinary tranquilizer zyline and metodine as well as high potency uh niine opioids circulating in the", "start": 4921, "end": 4927.56}, {"text": "unregulated opioid Supply we've been recognized internationally as leaders in drug checking Service delivery and", "start": 4927.56, "end": 4934.08}, {"text": "regulated drug Market monitoring and are regularly consulted by organizations across Canada the US and Europe locally", "start": 4934.08, "end": 4941.32}, {"text": "the city of Toronto and Toronto Public Health have greatly benefited from our program and regularly used findings to", "start": 4941.32, "end": 4947.32}, {"text": "inform key Public Health Resources such as drug alerts the Toronto overdose information system dashboard and even", "start": 4947.32, "end": 4953.28}, {"text": "the city's 2022 application to decriminalize drugs in the Strategic goals and recommended action section of", "start": 4953.28, "end": 4959.96}, {"text": "the our health our city strategy the funding of drug checking Services is explicitly mentioned under 2A stating", "start": 4959.96, "end": 4966.56}, {"text": "drug checking Services should be permanently funded and options to increase drug checking access should be", "start": 4966.56, "end": 4972.04}, {"text": "explored to date our program has been prominently funded federally by Health candidate substance use and addictions", "start": 4972.04, "end": 4978.08}, {"text": "program but is set to end at uh at the end of June 2025 and despite the fact", "start": 4978.08, "end": 4983.44}, {"text": "that we are Health Service delivery in the province of Ontario uh we have yet to receive any substantial long-term", "start": 4983.44, "end": 4989}, {"text": "funding commitment from The Province uh directly or through affiliate organizations should we not receive a", "start": 4989, "end": 4994.36}, {"text": "long-term funding commitment by June 2025 we will be forced to close our program uh we conclude with a few", "start": 4994.36, "end": 5000.84}, {"text": "critical requests from uh Toronto's Board of Health City Council in the office named collectively as the city of", "start": 5000.84, "end": 5006.36}, {"text": "Toronto first we request the city of and office in our building I come to you today as a minister but also", "start": 5118.92, "end": 5126.56}, {"text": "as a former user of elicit substances to appeal for your support to uphold the", {"text": "oxycotton I lived in a relative comfort that is not the same for others", "start": 5152.56, "end": 5159.32}, {"text": "today since then I have watched this country Province and City's realities", "start": 5159.32, "end": 5166.679}, {"text": "relating to substance use change and evolve and not for the better each of us", "start": 5166.679, "end": 5173.88}, {"text": "in this room know the realities and statistics of how harm reduction saves lives we know that safe consumption", "start": 5173.88, "end": 5180.88}, {"text": "sites and services save lives and yet here we are are again asking that our", "start": 5180.88, "end": 5187.76}, {"text": "friends our neighbors and our community be afforded the opportunity to", "start": 5187.76, "end": 5193.719}, {"text": "live we at College Street are extremely fortunate to host the winter meetings of", "start": 5193.719, "end": 5199.239}, {"text": "the harm reduction advocacy Collective this advocacy Collective comes together", coming to College Street in May I've experienced", "start": 5210.28, "end": 5216.32}, {"text": "people in need and most often these people engage in substance use it", "start": 5216.32, "end": 5222.36}, {"text": "exhausts me that our fights in the past which brought us further to building a community of care are unraveling right", "start": 5222.36, "end": 5229.56}, {"text": "before our very eyes it aggravates me that we must continue to protest and call upon our", "start": 5229.56, "end": 5236.88}, {"text": "levels of the government to assist us in seeking ways to reduce harm most of citizens are being pushed further into the corners in the shadows our neighbors are crying out in", "start": 5248.88, "end": 5257.04}, {"text": "pain and so often I wonder will we ever hear their 5416.04, "end": 5422.04}, {"text": "dealing with a number of secondary issues that frequently are Companions of Ivy drug usage I felt very alone", "start": 5422.04, "end": 5428.44}, {"text": "isolated and trapped inside a deep pit of depression and isolation today I am no longer homeless", "start": 5428.44, "end": 5436.04}, {"text": "my housing situation is far from ideal but I am not looking at the prospect of spending Christmas on the street that", "start": 5436.04, "end": 5442.08}, {"text": "was what I faced last year I'm receiving treatment and counseling", "start": 5442.08, "end": 5449.04}, {"text": "for my secondary conditions I've had to deal with most importantly I no longer", "start": 5449.04, "end": 5454.84}, {"text": "feel alone and trapped in a deep pit of despair that was my reality last year I", "start": 5454.84, "end": 5460.8}, {"text": "have not climbed out of that pit yet but I feel like I have a toll hold all of these things have occurred", "start": 5460.8, "end": 5467.28}, {"text": "because I was buzzed through those doors at 169 baths last year to the staff I encountered there I was more than just", "start": 5467.28, "end": 5473.119}, {"text": "an addict a homeless person mentally ill the staff saw me as fully human and", "start": 5473.119, "end": 5479.08}, {"text": "treated me accordingly when I was hungry they provided food when I was thirsty water", "start": 5479.08, "end": 5484.48}, {"text": "and juice when I was sick they provided Medical Care most important of all when I despaired they provided a sympathetic", "start": 5484.48, "end": 5491.6}, {"text": "year a supportive word of encouragement a shoulder to cry upon and a", "start": 5491.6, "end": 5497.158}, {"text": "hug and amid all of this the knowledge that I was not alone there were people", "start": 5500.28, "end": 5505.52}, {"text": "who cared for me and had my back they believed in me and wouldn't give up on me even in those moments where I had", "start": 5505.52, "end": 5511.88}, {"text": "given up on myself thanks to those workers I was assigned to a case manager who became my greatest", "start": 5511.88, "end": 5517.48}, {"text": "advocate my case manager helped me in countless ways thanks to them the idea I", "start": 5517.48, "end": 5523.4}, {"text": "had lost was replaced I moved first from homelessness to respit care into the shelter system and now into this wouldn't would have happened had I not visited that supervised consumption site just over a", "start": 5535.56, "end": 5541.44}, {"text": "year ago I cannot emphasize to you strongly enough the profound negative impact", "start": 5541.44, "end": 5547.199}, {"text": "shuttering five supervised consumption sites in Toronto will have people will die if this ill-considered plan", "start": electioneering strategy which seeks to turn people like me into convenient Straw Men ahead of a rip", "start": 5562.159, "end": 5568.639}, {"text": "period playing fast and loose with the lives of {"text": "the hardworking Frontline workers nurses and doctors it is fed most intensely by", "start": 5695.04, "end": 5700.32}, {"text": "the clients that access these service daily they are terrified and we are terrified for them the announced closure", "start": 5700.32, "end": 5708.48}, {"text": "of 10 of 17 of our province's safe consumption site is nothing short of a", "start": 5708.48, "end": 5713.6}, {"text": "death sentence for these services and they are starkly aware that our", "start": 5713.6, "end": 5718.639}, {"text": "government is the one handing down that sentence these restrictions are going to", "start": 5718.639, "end": 5724.159}, {"text": "lead to a Public Health crisis unlike we've seen in both number of deaths increased numbers of communicable", "start": 5724.159, "end": 5730.44}, {"text": "diseases and the strain in our health system these proposed changes to the", "start": 5730.44, "end": 5736.48}, {"text": "legislations are not only contrary to evidence-based studies and recommendations but they are also", "start": 5736.48, "end": 5743.36}, {"text": "cruel between 2023 and 2024 the site alone will RSE", "start": 5743.36, "end": 5751}, {"text": "747 overdoses in our SCS there were", "start": 5751, "end": 5757.48}, {"text": "1,991 unique doors this", "start": 5757.679, "end": 5762.88}, {"text": "210% from the 2022 year where we only saw 231", "start": 5762.88, "end": 5769.36}, {"text": "overdoses and 1814 clients according to the government of", "start": 5769.36, "end": 5775.08}, {"text": "Canada website just between January and March of 2024 Canada saw 19,000 1,96", "start": 5775.08, "end": 5781.6}, {"text": "apparent opioid toxicity deaths that is 1,96 living breathing human", "start": 5781.6, "end": 5790.28}, {"text": "beings these numbers to rise and are showing no sign of stopping becomes more", "start": 5790.28, "end": 5796.88}, {"text": "and more toxic and the government shows less and less Goodwill to address it", "start": 5796.88, "end": 5801.92}, {"text": "with evidence-based measures the province's plan to implement these proposed not go far", "start": 5801.92, "end": 5808.08}, {"text": "enough to address the increased death and ignores recommendations of even their own representative findings", "start": 5808.08, "end": 5814.56}, {"text": "this includes that's surrounding one of the local CTS sites where the direct recommendation was and I quote the", "start": 5814.56, "end": 5821.96}, {"text": "review team found a clear need for services at s site based on the number of clients being served and broad range", "start": 5821.96, "end": 5827.76}, {"text": "of Health Services via referrals and integrated services in the community", "start": 5827.76, "end": 5834.44}, {"text": "H this is only one of 48 recommendations made in that individual", "start": 5834.44, "end": 5840.76}, {"text": "inquiry all of which point to one clear conclusion these sites are vital they", "start": 5840.76, attendants shelter workers social workers community members friends", "start": 6109.48, "end": 6116.679}, {"text": "families and parents will all be at risk of experiencing the trauma of preventable", "start": 6116.679, "end": 6121.92}, {"text": "loss I am haunted by the memories of people who have died due to the toxic drug Supply crisis each person was a", "start": 6121.92, "end": 6129.88}, {"text": "life full of Hope dreams love care generosity and each person deserved to", "start": 6129.88, "end": 6135.719}, {"text": "be here today I will replay the last moments that I saw them and guys get a lot of flak for uh from from the public for not", "start": 6317.84, "end": 6325.52}, {"text": "doing from their perspective enough but it's a very complicated and I respect", "start": 6325.52, "end": 6331.88}, {"text": "how complicated this is and how many uh compromises you have to make even", "start": 6331.88, "end": 6339.679}, {"text": "um but as Dr Dillis has said uh and I'm glad that she says this", "start": 6339.679, "end": 6345.96}, {"text": "that public health is about following the facts and the data not", "start": 6345.96, "end": 6351.719}, {"text": "ideology and this province is only operating on ideology there's not a a", "start": 6351.719, "end": 6357.719}, {"text": "shred of evidence that supports what they're saying and I know all of you know this but you 6499.159, "end": 6505.84}, {"text": "by various Health legal and social institutions this stigma permeates throughout our systems and is shown", "start": 6505.84, "end": 6512.28}, {"text": "through a lack of investment in vital services including Addiction Services such as safe consumption sites and", "start": 6512.28, "end": 6518.76}, {"text": "accessible treatment housing with mental health support and shelters when people are treated as", "start": 6518.76, "end": 6525.239}, {"text": "though their struggles with addiction or a Moral Moral failure they are less likely to seek help this creates a", "start": 6525.239, "end": 6532.199}, {"text": "devastating cycle where individuals fall through the cracks system homelessness poverty and addiction do not", "start": 6532.199, "end": 6539.44}, {"text": "discriminate this brings me to a story about a young woman I worked with a couple of years ago she had suddenly", "start": 6539.44, "end": 6545}, {"text": "lost her housing after her apartment was destroyed in a fire on top of this she", "start": 6545, "end": 6550.32}, {"text": "was in a wheelchair with two broken feet living on limited dis as we got to know", "start": 6550.32, "end": 6556.8}, {"text": "each other she shared pieces of her life story immigrating to Canada from Korea as a child falling into to an AB", "start": 6556.8, "end": 6563.36}, {"text": "relationship struggling with addiction and enduring a devastating accident that left her with permanent nerve damage she", "start": 6563.36, "end": 6569.679}, {"text": "no longer had a relationship with her family and was left to navigate navigate the care system on her own when I met", "start": 6569.679, "end": 6576.84}, {"text": "her she was staying at an accessible shelter the stay was only temporary throughout the months I worked with her", "start": 6576.84, "end": 6582.92}, {"text": "she hopped from shelter to shelter all well being in a wheelchair with an extremely low income for transportation or anything to cover her basic needs", "start": 6582.92, "end": 6590.52}, {"text": "without adequate housing and access to genuine mental health care she fell deeper into her addiction and I began to", "start": 6590.52, "end": 6597.36}, {"text": "witness her mental health deteriorate after an emergency hospital say she was finally able to obtain a", "start": 6597.36, "end": 6603.679}, {"text": "longer term bed at a shelter attached to the hospital there multiple social workers", "start": 6603.679, "end": 6609.8}, {"text": "and a lot of strings she was able to find housing and finally stabilize which helped her to manage her addiction this", "start": 6609.8, "end": 6616.239}, {"text": "process was not easy and took almost a year this story is not new or unique and", "start": 6616.239, "end": 6621.88}, {"text": "begs for sister that adequately supports those who are unhoused those who are living with mental health issues addictions and disabilities what ask is", "start": 6621.88, "end": 6629.679}, {"text": "that the city advocates for an investment into vital services such as rapid Mental Health Care harm reduction", "start": 6629.679, "end": 6634.84}, {"text": "Services peer-led crisis teams and dignified and affordable housing for those that need it safe consumption", "start": 6634.84, "end": 6641.679}, {"text": "sites are a vital part of this strategy and must exist alongside heart hubs offering choice and accessibility thank", "start": 6641.679, "end": 6647.84}, {"text": "you for listening thank you so much any any", "start": 6647.84, and", "start": 6708.96, "end": 6715.92}, {"text": "grandparents we strongly support the board's recommendations with respect to our health our city and councelor moy's", "start": 6715.92, "end": 6723.8}, {"text": "amendments endorsing Bill s269 an act respecting a national", "start": 6723.8, "end": 6729.88}, {"text": "framework for advertising in sports betting when Parliament amended the", "start": 6729.88, "end": 6735.599}, {"text": "criminal code in 2021 to legalize sports betting there was no debate of about the", "start": 6735.599, "end": 6743.04}, {"text": "consequences of advertising for sports betting despite the well documented", "start": 6743.04, "end": 6748.4}, {"text": "research about the harmful impacts and the public policy responses from other", "start": 6748.4, "end": 6754.04}, {"text": "countries this was a huge failure since legalization there has", "start": 6754.04, "end": 6760.28}, {"text": "been a virtual tsunami of ads for gambling during televised Sports on", "start": 6760.28, "end": 6767.4}, {"text": "social media in sports facilities and even Cinemas CBC Market Place recently", "start": 6767.4, "end": 6773.639}, {"text": "reported that 21% of the time of sports broadcasts is now devoted to gambling", "start": 6773.639, "end": 6779.639}, {"text": "ads and commentators discussions AB betting possibilities research shows that ads", "start": 6779.639, "end": 6786.88}, {"text": "significantly increase the amount of gambling and exacerbate addiction and", "start": 6786.88, "end": 6792.079}, {"text": "problem gambling while the governments Media Sports corporations and gambling", "start": 6792.079, "end": 6798}, {"text": "companies that profit from sports betting say that it is only harmless fun", "start": 6798, "end": 6804}, {"text": "betting can lead to Serious addiction mental health issues bankruptcy loss of", "start": 6804, "end": 6809.88}, {"text": "homes family breakup even suicide mental health research Canada", "start": 6809.88, "end": 6816.32}, {"text": "recently estimated that 7% of Canadians and 15% of persons aged 18 to 34 experience", "start": 6816.32, "end": 6826.239}, {"text": "problem gambling this means more than a million Canadians problem gambling", "start": 6826.239, "end": 6833.28}, {"text": "is classified by the American psych Psychiatric association as a", "start": 6833.28, "end": 6839.76}, {"text": "nonsubstance related addictive disorder camh reports that since", "start": 6839.76, "end": 6846.84}, {"text": "legalization calls to its helpl line for problem gambling have skyrocketed and the Canadian Safety", "start": 6846.84, "end": 6854.239}, {"text": "Council considers gambling addiction a community safety and crime prevention", "start": 6854.239, "end": 6860.44}, {"text": "issue the most effective strategy of harm", "start": 6860.44, "end": 6866.52}, {"text": "reduction is to ban the ads that's the unanimous consens consensus of research", "start": 6866.52, with clients to in hopes to continue care when they get", "start": 7321.88, "end": 7327.88}, {"text": "turned back to the streets most of our clients get discharged from the hospitals back to the in places that are not fit for such thing such as tents Alleyways bus", "start": 7342.079, "end": 7348.92}, {"text": "shelters trains healing without a home is almost impossible the announced heart hubs are", "start": 7348.92, "end": 7356.639}, {"text": "actually no different than many of the services that are already available they simply just can't replace life- saving", "start": 7356.639, "end": 7364.04}, {"text": "Services that's the only difference as a team we work collaboratively with the", "start": 7364.04, "end": 7369.239}, {"text": "lowest barrier of supporting of support including safe consumption sites droin and churches they're a vital", "start": 7369.239, "end": 7376.679}, {"text": "part of life-saving care they have opened their doors to a community that has been left behind by many services", "start": 7376.679, "end": 7383.079}, {"text": "they provide a break from being outdoors a space free of judgment a space where folks can feel safe and comfortable a", "chronic bloodborne infections for an already vulnerable community closing the door to safer Supply", "start": 7427.559, "end": 7434.52}, {"text": "programs mean that many will have not will not have little bit more about um how the changes being brought forward by the provincial government are", "start": 7626.88, "end": 7633.599}, {"text": "affecting both um our work residents health and well-being and the implications for the r Health our city", "start": 7633.599, "end": 7641.04}, {"text": "strategy uh given that when this was finalized and landed we had not anticipated uh", "start": 7641.04, "end": 7647.84}, {"text": "some of these uh significant uh changes to uh Service uh delivery and access in", "start": 7647.84, "end": 7656.079}, {"text": "the city of Toronto so through the through the chair thank you for the question um clearly", "start": 7656.079, "end": 7662.92}, {"text": "the announcement as you uh note Deputy Mayor mik um came after the establishment of the", "start": 7662.92, "end": 7670.239}, {"text": "strategy and 's no question that the announcement has had impact on us as an", "start": 7670.239, "end": 7675.36}, {"text": "organization uh particularly given that we do provide uh a supervised", "start": 7675.36, "end": 7680.52}, {"text": "consumption service ourselves and as well given that we understand what the nature of the evidence is in respect of", "start": 7680.52, "end": 7687.4}, {"text": "what's needed to address the drug toxicity epidemic that we face and that many other jurisdictions face I think at", "start": 7687.4, "end": 7694.52}, {"text": "this point in time we're speaking to other partners certainly to our with our Community Partners as well to try to", "start": 7694.52, "end": 7701.239}, {"text": "understand what the anticipated impact is we know that there will be challenges", "start": 7701.239, "end": 7706.679}, {"text": "no question uh we know that supervis consumption Services whether they come in that form or in the form of", "start": 7706.679, "end": 7714.36}, {"text": "consumption and treatment services have made a difference you heard my colleagues speak to the numbers of", "start": 7714.36, "end": 7720.159}, {"text": "client visits speak to the number of overdoses reversed and speak to the", "start": 7720.159, "end": 7725.48}, {"text": "nature of services and connections that are made at those sites uh given that they are important pathway ways and", "start": 7725.48, "end": 7731.84}, {"text": "connections to a wide range of services so we know that there will be negative", "start": 7731.84, "end": 7736.96}, {"text": "impacts to health no question certainly to those um in our community who use", "start": 7736.96, "end": 7742.92}, {"text": "drugs but I would argue when we look at Health when any of us in our city is", "start": 7742.92, "end": 7749.159}, {"text": "doing less well we all do worse overall from a health", "start": 7749.159, "end": 7755.8}, {"text": "perspective thank you very much and to that point I mean just here today but", "start": 7755.8, "end": 7761.44}, {"text": "we've been hearing about it uh since for a long time and especially um as these", "start": 7761.44, "end": 7767.079}, {"text": "changes were announced from experts Health experts and and folks who have", "start": 7767.079, "end": 7773.32}, {"text": "expertise in uh the well-being of tonians and delivery of services in you", "start": 7773.32, "end": 7778.84}, {"text": "know neighborhood cohesion uh we've heard from from folks here today really", "start": 7778.84, "end": 7784.599}, {"text": "powerfully who have lived in living experience who work with people um who", "start": 7784.599, "end": 7791.52}, {"text": "have been accessing supports around mental health and substance use and harm reduction and treatment and what data an", "start": 7791.52, "end": 7800}, {"text": "expert analysis are we seeing um and are we marshalling when it comes to the", "start": 7800, "end": 7805.96}, {"text": "impacts of these changes and um if you can speak to or summarize the steps that", "start": 7805.96, "end": 7812.48}, {"text": "we're taking uh as a city to make sure that we are gathering that information", "start": 7812.48, "end": 7817.679}, {"text": "from our emergency services from the uh divisions uh and agencies that we know will feel", "start": 7817.679, "end": 7824.719}, {"text": "the the Ripple effects of this and um and proactive uh step as proactive as", "start": 7824.719, "end": 7832.4}, {"text": "you can be in response to uh to these announcements that we are taking as a", "start": 7832.4, "end": 7837.48}, {"text": "board and and as a city so through the chair uh with respect to uh the announcement and what", "start": 7837.48, "end": 7844.719}, {"text": "we have specifically had to do on our services we certainly had to provide as", "start": 7844.719, "end": 7849.8}, {"text": "did other services that are impacted by this policy change uh a report to uh the", "start": 7849.8, "end": 7856.079}, {"text": "province and and an assessment around what we anticipate will be the challenges and how we will try to", "start": 7856.079, "end": 7862.04}, {"text": "support as much as possible clients who are no longer able to access a service", "start": 7862.04, "end": 7867.119}, {"text": "after March 31st we have also as you know uh Deputy Mayor mik through the uh", "start": 7867.119, "end": 7872.52}, {"text": "our health our city implementation panel started conversation with a wide range of Partners some of whom are City", "start": 7872.52, "end": 7878.719}, {"text": "partners and some of whom are more Community Partners to have the conversation around what is the", "start": 7878.719, "end": 7884.44}, {"text": "anticipated impact of these policy changes what might we expect to see in respect of first responder calls when in", "start": 7884.44, "end": 7891.639}, {"text": "fact there are no longer services available um whether they're supervised", "start": 7891.639, "end": 7897.159}, {"text": "consumption services or consumption and treatment services what might we anticipate by way of public drug use", "start": 7897.159, "end": 7904.32}, {"text": "what might we anticipate by way of calls to the various First Response agencies whether we're talking about paramedics", "start": 7904.32, "end": 7911.48}, {"text": "fire police or the Toronto Community crisis service I think they can all anticipate seeing more volume of service", "start": 7911.48, "end": 7919.28}, {"text": "more calls and the overdoses that would have been reversed within the context of", "start": 7919.28, "end": 7924.44}, {"text": "these Services now presumably will be happening in places outside no longer in", "start": 7924.44, "end": 7931.52}, {"text": "the presence of trained professional staff who are equipped and ready to", "start": 7931.52, "end": 7939.28}, {"text": "manage you know challenging Circ cumstances and as well to actually provide contacts and and referrals to", "start": 7939.28, "end": 7947.159}, {"text": "important and necessary Services everything from treatment to Housing", "start": 7947.159, "end": 7952.32}, {"text": "Connections to social support connections these are the kinds of service that will services that will no", "start": 7952.32, "end": 7958.36}, {"text": "longer be available or will be less readily available uh given the uh the", "start": 7958.36, "end": 7964.679}, {"text": "loss of these important Services thank you any further questions", "start": 7964.679, "end": {"text": "struggles that you've seen as you expanded the sit uh across the", "start": 8004.32, "end": 8011.638}, {"text": "city my apologies through the chair can you I didn't hear the question can you", "start": 8012.88, "end": 8018.4}, {"text": "just yeah so in the presentation uh I saw that the there's been an ex", "start": 8018.4, "end": 8023.719}, {"text": "expansion of the TCC TCS site so I'm just really curious uh what has been", "start": 8023.719, "end": 8029.199}, {"text": "some of the challenges I have experience in the expansion", "start": 8029.199, "end": 8035.28}, {"text": "Citywide to the chair uh my name is moham sh I'm the director of community safety and wellbeing and I'll start with", "start": 8036.44, "end": 8041.559}, {"text": "the answer um one of the challenges we faced was recruiting um 50 additional", "start": 8041.559, "end": 8046.639}, {"text": "crisis workers and case managers so we worked with our uh Partners to do an extensive public uh call for", "start": 8046.639, "end": 8053.52}, {"text": "applications and did a launch with uh mayor chow and attendance in April and then from there we have a a hiring", "start": 8053.52, "end": 8060.48}, {"text": "program where we uh spent close to almost 200 hours training our staff before hitting the road so that uh was a", "start": 8060.48, "end": 8067.719}, {"text": "was a bit of a small barrier um I would also add uh additional barriers that the teams are coming across or the Upstream", "start": 8067.719, "end": 8075.079}, {"text": "U supports that are needed so there's just simply Aren't Enough crisis beds and shelter beds in our city um so our", "start": 8075.079, "end": 8081}, {"text": "teams sometimes have no place to take people and if people are ready for um uh", "start": 8081, "end": 8086.199}, {"text": "post crisis uh case management or post crisis supports there are uh way too", "start": 8086.199, "end": 8091.679}, {"text": "long weight lless as some of the depants have already highlighted so those are some of the challenges we are seeing as", "start": 8091.679, "end": 8097.4}, {"text": "we have expanded our service Citywide um and the third one that I should add there is uh no surprise to everybody but", "start": 8097.4, "end": 8103.559}, {"text": "traffic is certainly a challenge for the mobile teams because they do arrive at people's you know locations to meet with", "start": 8103.559, "end": 8109.599}, {"text": "them so our teams do not have emergency assments they uh they go through the flow of traffic so there is sometimes", "start": 8109.599, "end": 8116.079}, {"text": "significant delays we are monitoring that but on average our response time is about 25 5 minutes so those are some", "start": 8116.079, "end": 8122.119}, {"text": "highle challenges to share so far all right thank", "start": 8122.119, "end": 8128.44}, {"text": "you okay any uh yeah go ahead uh Council", "start": 8128.44, "end": 8133.559}, {"text": "Pricks um during uh colins remarks uh he made a point that prior to the opening", "start": 8133.559, "end": 8140.4}, {"text": "of safe consumption Services the number of deaths from overdose per 100,000 was", "start": 8140.4, "end": 8146.239}, {"text": "seven something and after we opened them it was two something do you have more", "start": 8146.239, "end": 8151.679}, {"text": "information about that more specific information so through the chair I'm going to refer to our staff to see if", "start": 8151.679, "end": 8157.239}, {"text": "they have the specific information we do know though through research that as the", "start": 8157.239, "end": 8162.559}, {"text": "supervised consumption Services were established around the city we do did see an almost 70% reduction in overdose", "start": 8162.559, "end": 8168.96}, {"text": "related deaths within a 1 kilometer radius of each of those sites so I'm happy to get you the rates uh as they", "start": 8168.96, "end": 8175.599}, {"text": "were before and what they were after the implementation of supervised consumption surve services and or cts's but we do", "start": 8175.599, "end": 8183.48}, {"text": "know that for each of the services that are available that we have seen a significant reduction up to almost 70%", "start": 8183.48, "end": 8190.92}, {"text": "reduction in overdose deaths so there's a quantifiable number of people whose lives were have been saved by these", "start": 8190.92, "end": 8197.8}, {"text": "Services through the chair absolutely that might be helpful to know more about", "start": 8197.8, "end": 8203.08}, {"text": "thank you uh councelor Thompson yes thank you", "start": 8203.08, "end": 8210.478}, {"text": "very much Mr chair through you um with respect to the cost of ensuring that", "start": 8210.479, "end": 8218.2}, {"text": "these facilities are in place what is that number so through the chair I can't", "start": 8218.2, "end": 8224.439}, {"text": "speak to the exact cost of the other services or the funding that goes to the services other than the one that we run", "start": 8224.44, "end": 8231.558}, {"text": "but our service is uh a little over 1 and A5 million doll right so have we done no modeling "continue with respect to their decision and so somewhere somehow we have to pick", "start": 8264.88, "end": 8270.319}, {"text": "up the slot back so I'm just wondering what have we done in terms of looking at that as an option because this is a", "start": 8270.32, "end": 8276.399}, {"text": "service that is needed obviously we've heard from the speakers but also we know", "start": 8276.4, "end": 8281.719}, {"text": "that this has been going for many years you and I have been at this for um years", "start": 8281.719, "end": 8287.598}, {"text": "or even longer quite frankly right and so we are aware so I'm just wondering what are we doing in order to sort of", "start": 8287.599, "end": 8294.16}, {"text": "pick up the slack that we know will eventually come about so through the chair very briefly this board did put", "start": 8294.16, "end": 8300.518}, {"text": "for forward a motion when we discuss the budget uh and we know that we do have a city budget discussion and deliberation", {"text": "the board uh to at least explore the possibility of funding for the service", "start": 8313.679, "end": 8319.558}, {"text": "such as it exists now looking specifically at the service that's operated by Toronto Public Health right", "start": 8319.559, "end": 8326.518}, {"text": "so there are two tranches what what we could potentially do to pick up the slack and the fact that the provincial", "start": 8326.519, "end": 8333.16}, {"text": "government has made their statement in terms of termination of their funding as of the 31st so through the chair what I", "start": 8333.16, "end": 8340.478}, {"text": "think I can say with respect to the other services is that we have put together a fact sheet that actually", "start": 8340.479, "end": 8345.638}, {"text": "speaks to the client visits and the impact that that has been provided like what is actually being um addressed by", "start": 8345.639, "end": 8354.558}, {"text": "the other supervised consumption services and consumption and treatment services so when you take that together", "start": 8354.559, "end": 8362.08}, {"text": "assuming that their funding would continue presumably they would see at least that level of volume of clients", "start": 8362.08, "end": 8367.96}, {"text": "and again depending on how much funding is provided um I I would imagine that the um service provision and the number", 8442.88, "end": 8449.319}, {"text": "approach because we didn't want for the areas of the city where the service was not operational until this summer for", "start": 8449.319, "end": 8457.24}, {"text": "people to start to depend on it and then not have it available however um this", "start": 8457.24, "end": 8464.24}, {"text": "fall September um we launched our first Citywide um public education campaign", "start": 8464.24, "end": 8472.12}, {"text": "and so that has included uh similarly social media ads ads in bus shelters", "start": 8472.12, "end": 8477.72}, {"text": "using the TTC system Etc um we are now benefiting from the campaign that is on", "start": 8477.72, "end": 8485.88}, {"text": "um getting torontonians to make the right call and distinguish between 911 211 and 311 and we will continue to do", "start": 8485.88, "end": 8494.319}, {"text": "public education efforts our partners on the ground are also when they're not", "start": 8494.319, "end": 8499.439}, {"text": "responding to calls they're also door knocking going to festivals Etc um so", "start": 8499.439, "end": 8506.24}, {"text": "that we can build uh Community awareness it's going to be um an the go forward um from The Province to understand a little bit more", "start": 8554.52, "end": 8559.8}, {"text": "about what's being proposed with respect to the heart hubs um what services they will be providing how that will or will", "start": 8559.8, "end": 8567.479}, {"text": "not integrate with work we are doing and what gaps they will we anticipate they may", "start": 8567.479, "end": 8573.84}, {"text": "leave so through the chair uh Deputy Mayor Morley thank you very much for the question at a very high level uh as was", "start": 8573.84, "end": 8581.8}, {"text": "presented you know uh earlier this morning these are um this is the new", "start": 8581.8, "end": 8588.399}, {"text": "policy direction is as set out by the province and the notion is to provide funding uh more directed towards", "start": 8588.399, "end": 8596.2}, {"text": "treatment uh we heard a number of our presenters speak specifically to to the", "start": 8596.2, "end": 8602.04}, {"text": "um underlying rationale behind um you know this change um in the policy", "start": 8602.04, "end": 8609.12}, {"text": "Direction so with that uh you know there's no question I think when we look and as you've heard us speak many times", "start": 8609.12, "end": 8615.96}, {"text": "at this table over the many years uh there is certainly a role for treatment", "start": 8615.96, "end": 8621.279}, {"text": "there's no question but we all understand uh and when we look at the evidence that's out there in respect of", "start": 8621.279, "end": 8628.08}, {"text": "how best to support people through through to the best health and to reduce inequities in existing health status", "start": 8628.08, "end": 8635.12}, {"text": "when it comes to issues related to substance use what's needed is a fome", "start": 8635.12, "end": 8640.68}, {"text": "comprehensive Suite of options available certainly from a public health", "start": 8640.68, "end": 8646.08}, {"text": "perspective prevention is one of them we've heard a lot about harm reduction harm reduction is of course another core", "start": 8646.08, "end": 8653.24}, {"text": "component to that and yes treatment is part of that as well you've also heard", "start": 8653.24, "end": 8658.6}, {"text": "some of the deputat here today and you will have seen in our own reporting over the years that policy initiatives", "start": 8658.6, "end": 8665.8}, {"text": "creating an environment that actually supports Better Health and reduces inequities and health status it", "start": 8665.8, "end": 8671.84}, {"text": "certainly applies across the realm of health issues and absolutely it applies", "start": 8671.84, "end": 8677.04}, {"text": "here in respect of substance use so um these are the kinds of things that we", "start": 8677.04, "end": 8683.16}, {"text": "will promote so again as because they're informed by the evidence so there's no", "start": 8683.16, "end": 8689.16}, {"text": "question there is a role for treatment and there is no question we have seen uh", "start": 8689.16, "end": 8694.56}, {"text": "in our community that there is Need For Greater investment in treatment options", "start": 8694.56, "end": 8699.84}, {"text": "available uh optimally we should be looking at um you know making sure that", "start": 8699.84, "end": 8705.76}, {"text": "the broad range of treatment options that meet the needs of you know several", "start": 8705.76, "end": 8711.72}, {"text": "different uh members of our community are actually available and they should", "start": 8711.72, "end": 8717.52}, {"text": "be supported as well by prevention efforts by harm reduction efforts and a policy environment that actually", "start": 8717.52, "end": 8724.16}, {"text": "supports and promotes better health for everybody okay thank", "start": 8724.16, "end": 8729.76}, {"text": "you um I do have one question so Dr", "start": 8729.76, "end": 8735.92}, {"text": "director Oz mentioned the TC tccs program and then you mentioned that", "start": 8735.92, "end": 8742.16}, {"text": "there's a 25 minute to get to a client um can you", "start": 8742.16, "end": 8748.52}, {"text": "perhaps inform the board Board of the council decision this past week around", "start": 8748.52, "end": 8754.16}, {"text": "using the King Street Corridor um happy to update the board uh", "start": 8754.16, "end": 8761.2}, {"text": "through chair U this week at Council through a motion moved by you chair um the tal Community crisis service was", "start": 8761.2, "end": 8767.72}, {"text": "added to the exemption vehicles on the King Street uh route so they will be", "start": 8767.72, "end": 8773.16}, {"text": "able to go on that route to be able to uh reach clients uh in a faster way um", "start": 8773.16, "end": 8778.479}, {"text": "and I think this will help improve overall uh response times um it's I think it's also important for us to", "start": 8778.479, "end": 8784.56}, {"text": "reiterate that it isn't an emergency response um this uh service is intended", "start": 8784.56, "end": 8789.64}, {"text": "to meet people and provide supports who're going through a crisis uh but um", "start": 8789.64, "end": 8795.08}, {"text": "I think part of what we uh will will will monitor over time is our overall um", "start": 8795.08, "end": 8801.64}, {"text": "response times to make sure they are within a reasonable range and right now they are within that range of 25 to 30", "start": 8801.64, "end": 8808.88}, {"text": "minutes and thank thank you and Dr Dilla perhaps you could uh let the team know", "start": 8808.88, "end": 8817.84}, {"text": "any surprises based on this report I mean it was comprehensive but is there anything that in there that you found", "start": 8817.84, "end": 8824.24}, {"text": "surprising and maybe we should uh pay attention to perhaps sorry in", "start": 8824.24, "end": 8830.08}, {"text": "respect of the the progress report itself well you know actually thank you", "start": 8830.08, "end": 8836.319}, {"text": "chair that's a that's a great question um I'm actually impressed at how much", "start": 8836.319, "end": 8841.68}, {"text": "progress has been made in a relatively short period of time I'm not telling you that we have solved all the problems by", "start": 8841.68, "end": 8848.16}, {"text": "any stretch of the imagination but these are really heavy lifts that are called for under the", "start": 8848.16, "end": 8856.24}, {"text": "terms of this strategy um the and these are complex issues that we're dealing with with lots", "start": 8856.24, "end": 8863.279}, {"text": "of opinions as you can see around the room so perhaps I wouldn't characterize", "start": 8863.279, "end": 8868.52}, {"text": "it as surprise but but I might characterize it as um you know I do feel", "start": 8868.52, "end": 8874.84}, {"text": "a real sense of gratitude uh to our partners to our staff um and to all those engaged in", "start": 8874.84, "end": 8882.64}, {"text": "this work it is uh it's a very heavy lift um but I am", "start": 8882.64, "end": 8888.359}, {"text": "heartened by the uh commitment and the passion that people bring to this", "start": 8888.359, "end": 8893.439}, {"text": "important work thank you uh seeing no other speakers", "start": 8893.439, "end": 8901.84}, {"text": "questions uh speakers uh Council perks thank you Mr chair uh to begin with I", "start": 8902.64, "end": 8908.84}, {"text": "want to move a motion that the Board of Health requests the medical officer of Health in consultation with the city", "start": 8908.84, "end": 8915.52}, {"text": "solicitor to provide a summary for the January 2025 meeting of the board of he", "start": 8915.52, "end": 8921.08}, {"text": "of the Board of Health of any legal issues related to the provincial decision to close safe consumption", "start": 8921.08, "end": 8926.72}, {"text": "facilities in Toronto and two request the medical officer of Health in consultation with the chief of police", "start": 8926.72, "end": 8932.92}, {"text": "the Toronto Police Service the fire chief and general manager fire services and the chief Toronto Paramedic Services", "start": 8932.92, "end": 8939.96}, {"text": "to provide a summary for the January 20 2025 meeting of the Board of Health of", "start": 8939.96, "end": 8945.52}, {"text": "likely service impacts related to the provincial decision to close safe", "start": 8945.52, "end": 8950.68}, {"text": "consumption facilities in Toronto um also I'll talk to each of these and and", "start": 8950.68, "end": 8956.6}, {"text": "some additional comments first it is worth remembering that the Supreme Court of Canada ruled uh I think about 10", "start": 8956.6, "end": 8964.479}, {"text": "years ago when the federal government attempted to close safe consumption services in British Colombia that it", "start": 8964.479, "end": 8971.64}, {"text": "would be a violation of the rights to equal access to health", "start": 8971.64, "end": 8977.319}, {"text": "services to close safe consumption sites in British Columbia that governments are not allowed to arbitrarily remove health", "start": 8977.319, "end": 8986.08}, {"text": "services from a particular group which is exactly what Premier Ford is doing", "start": 8986.08, "end": 8991.76}, {"text": "here he may not have described it that way but that is the", "start": 8991.76, "end": 8997.24}, {"text": "point so I think getting a little bit of advice it may have to be in camera I don't know but getting a little bit of", "start": 8997.359, "end": 9003.439}, {"text": "advice about that might be helpful as to the others uh members of", "start": 9003.439, "end": 9008.96}, {"text": "the Board of Health might not know this but over the last couple of years the city of Toronto has been struggling with", "start": 9008.96, "end": 9014.72}, {"text": "response times to 911 calls we actually had work done by the city's auditor general showing that there were real", "start": 9014.72, "end": 9022.6}, {"text": "problems and and there are many different factors that played into that", "start": 9022.6, "end": 9027.96}, {"text": "one of them was the entanglement of all emergency services uh when an overdose call came", "start": 9027.96, "end": 9034.319}, {"text": "all services responded so there's been an effort to try to have that be a", "start": 9034.319, "end": 9039.8}, {"text": "health response rather than a police response or a fire response that disentanglement has", "start": 9039.8, "end": 9046.56}, {"text": "started to show some improvement in the in the response times of fire and", "start": 9046.56, "end": 9052.08}, {"text": "police that will be completely wiped out and we will be in a worse", "start": 9052.08, "end": 9057.56}, {"text": "position if the thousands of overdoses that have been re that are reversed", "start": 9057.56, "end": 9064.2}, {"text": "every year at safe consumption sites suddenly become the responsibility of", "start": 9064.2, "end": 9069.68}, {"text": "our First Responders now it shouldn't have to matter it should be sufficient just to", "start": 9069.68, "end": 9076.2}, {"text": "say that people uh who use drugs are at risk of dying that should be sufficient", "start": 9076.2, "end": 9082.76}, {"text": "but it isn't we have to explain to people how this impacts everyone's", "start": 9082.76, "end": 9088.64}, {"text": "health and access to Emergency Services the final thing I wanted to", "start": 9088.64, "end": 9094.439}, {"text": "talk about and that's not part of my motion is this idea that the heart services are somehow a replacement for", "start": 9094.439, "end": 9102.12}, {"text": "safe consumption Services uh as Dr dilla's predecessor said when we were", "start": 9102.12, "end": 9107.6}, {"text": "considering creating these services he hoped that if he had a family member", "start": 9107.6, "end": 9113.72}, {"text": "or a loved one who used drugs that they would seek", "start": 9113.72, "end": 9119}, {"text": "treatment but more importantly he would hope they stayed alive long enough to", "start": 9119, "end": 9124.08}, {"text": "get to that treatment it's awful to say but you can't treat someone who's", "start": 9124.08, "end": 9129.84}, {"text": "dead the fact of the matter is that for each person there will be a time when", "start": 9129.84, "end": 9136}, {"text": "they're ready to seek treat treatment and you have to have those", "start": 9136, "end": 9142.439}, {"text": "Services ready for when they're ready to seek treatment and we don't in Ontario that's", "start": 9142.439, "end": 9147.92}, {"text": "clear but to say that we're not going to help them stay alive until they reach", "start": 9147.92, "end": 9153.399}, {"text": "that decision is as members of the public said", "start": 9153.399, "end": 9159.399}, {"text": "murder it's as simple as that so as we've heard you we're going", "start": 9159.399, "end": 9166.439}, {"text": "to keep fighting the recommendations already in the report say that we should continue to fight I wanted to add a", "start": 9166.439, "end": 9173.64}, {"text": "little bit more so that we can reconvene in January perhaps with some advice from", "start": 9173.64, "end": 9178.68}, {"text": "some of the city departments that are going to be dealing with this to continue our fight this is a fight we", "start": 9178.68, "end": 9185.04}, {"text": "must win thank you Council perks uh any other", "start": 9185.04, "end": 9190.92}, {"text": "speakers on the item Deputy Mayor Malik thank you very much and um thank", "start": 9190.92, "end": 9197.04}, {"text": "you uh to councelor perks for bringing forward that motion um and it deserves our", "start": 9197.04, "end": 9203.399}, {"text": "support um as was mentioned earlier this month we had the first meeting of the", "start": 9203.399, "end": 9209.6}, {"text": "new our city our health implementation panel and as the medical officer of", "start": 9209.6, "end": 9216.56}, {"text": "Health described the composition of the panel and what I can share with you from", "start": 9216.56, "end": 9223.479}, {"text": "the degree of discussion and the level of expertise and Care around the table", "start": 9223.479, "end": 9228.76}, {"text": "is that that implementation panel is a group of dedicated caring uh and expert", "start": 9228.76, "end": 9235.399}, {"text": "individuals who are working to make a difference in the lives of people who", "start": 9235.399, "end": 9243.16}, {"text": "are impacted and connected to mental health substance use harm", "start": 9243.16, "end": 9249.84}, {"text": "reduction and treatment in our city and the depth of knowledge and experience at that table uh is astounding and we are", "start": 9249.84, "end": 9258.52}, {"text": "well served in the city and in this strategy by their engagement and their", "start": 9258.52, "end": 9264.04}, {"text": "expertise and the willingness to be in this work alongside us as um as", "start": 9264.04, "end": 9272}, {"text": "we grapple with some of the most challenging and the most important um", "start": 9272, "end": 9277.52}, {"text": "issues not just for our time in our city right now but for our future and what", "start": 9277.52, "end": 9282.64}, {"text": "the legacy of our work is as we move forward and following the recommendations before us the panel is", "start": 9282.64, "end": 9290.8}, {"text": "already preparing to prioritize the next steps necessary to implement the our", "start": 9290.8, "end": 9295.96}, {"text": "health our city recommendations and to take the concrete steps forward and to take that role around implementation and", "start": 9295.96, "end": 9302.92}, {"text": "guidance very seriously and when finalizing this report and appointing the panel the", "start": 9302.92, "end": 9309.76}, {"text": "latest actions by the provincial government to the sector were not known and that has been such an important", "start": 9309.76, "end": 9315.56}, {"text": "piece of our discussion here today and that's why this annual report and the", "start": 9315.56, "end": 9320.6}, {"text": "strategy as a whole is so important it's important because we need to continue to", "start": 9320.6, "end": 9326.399}, {"text": "protect services Toronto residents rely on for the well-being of our", "start": 9326.399, "end": 9331.96}, {"text": "neighborhoods and of individuals and for the work that we have to continue to do together to build safer communities and", "start": 9331.96, "end": 9338.8}, {"text": "to ensure that supports are available now more than ever and especially as", "start": 9338.8, "end": 9345.72}, {"text": "other levels of government take away and pull back on those light life saving supports and through expanding our", "start": 9345.72, "end": 9352.6}, {"text": "crisis supports and strengthening Community Partnerships and prioritizing indigenous Wellness important work has", "start": 9352.6, "end": 9359.96}, {"text": "been done and we still have so much more work to do ahead of us and we are not", "start": 9359.96, "end": 9365.64}, {"text": "alone in those efforts and this strategy keeps us and our partners on track and", "start": 9365.64, "end": 9373.76}, {"text": "it makes sure that we are on track regardless of what the circumstances are", "start": 9373.76, "end": 9379.64}, {"text": "and that is so important and so critical and as uh as we move forward in", "start": 9379.64, "end": 9387.2}, {"text": "approving this latest update and in strengthening our continued efforts I do", "start": 9387.2, "end": 9393.2}, {"text": "want to recognize um the important leadership of of course our medical", "start": 9393.2, "end": 9398.84}, {"text": "officer of Health um as uh as she wraps up her time in the role and particularly", "start": 9398.84, "end": 9405.479}, {"text": "to recognize uh the work of OA who I've had the the um honor of being able to", "start": 9405.479, "end": 9411.56}, {"text": "work alongside since the very start of my term and in this effort around the", "start": 9411.56, "end": 9416.92}, {"text": "development of this strategy and also the implementation panel and to thank her for her commitment and her care and", "start": 9416.92, "end": 9426.2}, {"text": "in that dedicated effort that wherever you are our shared alignment around", "start": 9426.2, "end": 9431.56}, {"text": "making Toronto a safer healthier and more Equitable place is unwavering and", "start": 9431.56, "end": {"text": "know even the presentation took a long time but but the work itself is just so", "start": 9497.319, "end": 9502.88}, {"text": "encompassing and many City departments um have been involved in this to support", "start": 9502.88, "end": 9509.399}, {"text": "those who are most marginalized in our city and in our community and of course we must always uh support those who most", "start": 9509.399, "end": 9517.04}, {"text": "marginalized in our city because they need the support um I've been very vocal from the", "start": 9517.04, "end": 9524.2}, {"text": "very outset about the closure of safe consult sites I have done the media circuit I I've gone to various SCS", "start": 9524.2, "end": 9531.439}, {"text": "across the city supporting the staff the Frontline staff talking to the clients who are in the uh centers uh showing my", "start": 9531.439, "end": 9540.12}, {"text": "support to them and I will continue to do that this is a form of downloading of", "start": 9540.12, "end": 9547.04}, {"text": "healthcare services that's what it is um and I know that it's kind of sugarcoated", "start": 9547.04, "end": 9553.16}, {"text": "around the heart hubs and even that is underfunded as well before even comes to the table and we need to also see as", "start": 9553.16, "end": 9559.6}, {"text": "well we need to make sure that the the province is a partner with the city and", "start": 9559.6, "end": 9566.6}, {"text": "they have not been and so I know myself and everyone around this table and", "start": 9566.6, "end": 9572.479}, {"text": "Council and the mayor will continue to advocate for people because people's", "start": 9572.479, "end": 9578.399}, {"text": "lives depend on our advocacy and everyone needs to be seen", "start": 9578.399, "end": 9583.8}, {"text": "and heard as many of deput have mentioned so um we will continue to hold", "start": 9583.8, "end": 9589.64}, {"text": "your feet to the fire until you know this horrible um initiative is {"text": "get back to prepandemic level lels so we have resumed the IPA assessments this", "start": 9917.2, "end": 9923.2}, {"text": "year which includes verifying if students student records are in", "start": 9923.2, "end": 9928.24}, {"text": "compliance with the iSpa if they are not we send three", "start": 9928.24, "end": 9933.96}, {"text": "letters to families they're all spaced out through many weeks for students who", "start": 9933.96, "end": 9940.12}, {"text": "are not in compliance and we provide them with resources and instructions for how those students can get up to date", school year we assessed grade 2 students", "start": 10096.72, "end": 10102.88}, {"text": "from the Toronto castol District School Board the conel uh Catholic scholar", "start": 10102.88, "end": 10108.88}, {"text": "Catholic Mon avanir and as well viam and we found at the beginning of that school", "start": 10108.88, "end": 10114.88}, {"text": "year last year only 33% were compliant with the iSpa but after completing the", "start": 10114.88, "end": 10121.76}, {"text": "assessments at the end of the last school year that rate increased to a dramatic 99%", "start": 10121.76, "end": 10129.439}, {"text": "uh so this is just one example of how these assessments really are effective", "start": 10129.439, "end": 10134.68}, {"text": "now beginning uh at the end of the last school year into right now this fall we", "start": 10134.68, "end": 10140.319}, {"text": "are completing our assessments of the 2016 Birth Cohort among TDSB students", "start": 10140.319, "end": 10147.08}, "end": 11669.04}, {"text": "um instances of cervical cancer out of 100,000", "start": 11669.04, "end": 11674.2}, {"text": "females and the risk of mortality is lower um fourth point is it's", "start": 11674.2, "end": 11680.72}, {"text": "questionable if gardisil is effective in the UK in 2007 the death rate from Sur", "start": 11680.72, "end": 11687.04}, {"text": "cervical cancer was 3.1 in 100,000 females and after 10 years of gisell", "start": 11687.04, "end": 11693.239}, {"text": "being on the market in 2017 the death rate was 2.5 in 100,000 females so it", "start": 11693.239, "end": 11701.239}, {"text": "went down by 0.6 which is not a very significant amount according to a 2011", "start": 11701.239, "end": 11707.64}, {"text": "annals of medicine paper there's no data showing gter cell prevents any cervical", "start": 11707.64, "end": 11713.439}, {"text": "cancer to date the efficacy of HPV vacc in preventing cervical cancer has not", "start": 11713.439, "end": 11719.399}, {"text": "been demonstrated while vaccine risks remain to be fully evaluated Point number five um prior to", "start": 11719.399, "end": 11727.439}, {"text": "the covid-19 MRNA vaccines gardisil was 12530.239}, {"text": "Mild they impact both mental and physical health and can result in chronic illness and disability and", "start": 12530.239, "end": 12536.239}, {"text": "mental health issues including depression covid-19 is currently circulating in the community at very", "start": 12536.239, "end": 12541.52}, {"text": "high levels it's estimated about 1 128 people are infected right now many", "start": 12541.52, "end": 12547.04}, {"text": "infectious diseases can be transmitted through the air whenever a person breathes or talks they exhale aerosols", "start": 12547.04, "end": 12552.359}, {"text": "which can be infectious that includes covid-19 but also RSV measles pressus", "start": 12552.359, "end": 12557.8}, {"text": "all influenzas chickenpox the list goes on and again these infections are not", "start": 12557.8, "end": 12563.04}, {"text": "Mild they can lead to health consequences months and years after the initial infection so poor indoor air quality has", pollutants now students are mandated to attend school", "start": 12576.8, "end": 12582.52}, {"text": "so this counts as an occupational environmental exposure to things like smoke microplastics volatile organic", "start": 12582.52, "end": 12589.96}, {"text": "compounds pollen mold and dust particulates it also means high levels of indoor CO2 which impact Health above", "start": 12589.96, "end": 12597.319}, {"text": "a th000 PPM you may see drowsiness above 2,000 PPM we may see headaches fatigue", "start": 12597.319, "end": 12603.239}, {"text": "and poor concentration again this is affecting students abilities to learn", "start": 12603.239, "end": 12608.56}, {"text": "and their health now we actually have the tools to quickly improve indoor air", "start": 12608.56, "end": 12613.64}, {"text": "quality that means ventilating to dilute air pollutants and filtering to remove particles from the", "start": 12613.64, "end": 12620.199}, {"text": "air ventilation rate can be assessed by measuring indoor CO2 concentration now current building code", "start": 12620.199, "end": 12627.399}, {"text": "adheres to ashery standard 62.1 the onar Society of Professional Engineers is", "start": 12627.399, "end": 12632.88}, {"text": "estimated based on that standard the upper limit should be around 1,000 PPM Health Canada and city of Toronto's own", "start": 12632.88, "end": 12640.439}, {"text": "IAQ policy for office employees also States the same upper limit of about 1,000 PPM", "start": 12640.439, "end": 12646.68}, {"text": "Health Canada has also stated that for {"text": "which is a maximum of 1150 PPM in a high school setting and this shows that we", "start": 12692.399, "end": 12697.76}, {"text": "can't assume that indoor air quality is good it has to be
