cover 2019 but there's a gap uh in terms of what was", "start": 2217.76, "end": 2225.359}, {"text": "paid and what the city is asking for for 2020 is that correct yeah I I can only", "start": billing and addressed the ER and assigned the second tax bill for the property to the correct owner cill", "start": 2961.16, "end": 2967.04}, {"text": "building upon receipt of the bill cab build has been in correspondence with the city and impact concerning the", "start": 2967.04, "end": 2973.119}, {"text": "accuracy of the billing as the new combined property value was unusually elevated versus similar property in the", "start": 2973.119, "end": 2980.52}, {"text": "node an aggregate uh sorry we skip that um so as as a result uh request for", "start": 2980.52, "end": 2988.24}, {"text": "reconsideration was filed with impac for 2024 where they uncovered and formally acknowledged a material error with", "start": 2988.24, "end": 2994.839}, {"text": "respect to uh the measurement of the um in the amount of 72,2 192 which has", "start": 3025.799, "end": 3032.319}, {"text": "been paid in full as of the end of October so today we are respectfully asking that the total amount build for", uh in Edmonton that lasted 20 hours and uh", "start": 3939.559, "end": 3946.279}, {"text": "further in 2021 the auditor general monaros reported hazardous", "start": 3946.279, "end": 3952.72}, {"text": "spills uh and that uh gfl is the only waste management company on the auditor", "start": 3952.72, "end": 3959.799}, {"text": "General's report list of 30 most frequent Spillers with 78 reported", "start": 3959.799, "end": 3965.119}, {"text": "spills between 2016 and 2020 and they point out that gfl as an example of how", "start": 3965.119, "end": 3972.48}, {"text": "Ontario's Environ coun do you have a question yes I do you're a minute in", "start": 3972.48, "end": 3977.88}, {"text": "your five y companies to continue operating despite these growing offenses", "start": "divisions I'm here today to address the 2022 2023 annual human rights report", "start": 5879.199, "end": 5884.719}, {"text": "from the city's human rights office before I move on to the serious concerns raised by this report let me", "start": 5884.719, "end": 5891.679}, {"text": "first start by explaining how complaints can come to the hro from our members and from other unionized workers of the city", "start": 5891.679, "end": 5898.76}, {"text": "and how unionized workers can uh how unionized workers this can negatively impact them in", "start": 5898.76, "end": 5906.8}, {"text": "theory the hro was established as an unbiased service created to address human rights complaints as they pertain", "start": 5906.8, "end": 5913.52}, {"text": "to the city of Toronto we have been told numerous times that the hro attempts to address work work issues from a trauma", "start": 5913.52, "end": 5921.679}, {"text": "based perspective in practice however the office can be lacking and its processes", "start": 5921.679, "end": 5928.239}, {"text": "are flawed for years we have raised issues about the inefficiencies of the hro and", "start": 5928.239, "end": 5934.36}, {"text": "its negative impact on our staff workers experiencing discrimination or harassment are often forced into a", "start": 5934.36, "end": 5941.239}, {"text": "system that produces no positive outcomes prolonging their suffering even worse once an hro complaint is initiated", "start": 5941.239, "end": 5948.32}, {"text": "employees are barred from accessing the Union's grievance process until that process is complete leaving them without", "start": 5948.32, "end": 5954.96}, {"text": "the support and representation they would otherwise receive from their Union this delay leaves harmful workplace", "start": 5954.96, "end": 5961.639}, {"text": "conditions to persist further undermining their health and safety now to the report at hand the", "start": 5961.639, "end": 5969.52}, {"text": "inability of the office to investigate any of the approximately 2,400 inquiries received over two years", "start": 5969.52, "end": 5977.04}, {"text": "is a failure of the city's responsibility to uphold human rights and workplace", "start": 5977.04, "end": 5983.119}, {"text": "fairness in the context of workers who have launched a complaint and no longer have access to that process due to", met I started when we met with the city's people and Equity division", "start": 5996.199, "end": 6001.36}, {"text": "for a routine meeting in this meeting it was we were provided insight into a specialized", "start": 6001.36, "end": 6008.52}, {"text": "internal Investigation Unit also known as the iiu we've been seeking clarity about", "start": 6008.52, "end": 6014.36}, {"text": "this investigation unit ever since over the course of the past year we learned that the IU which exists only to", "start": 6014.36, "end": 6021.28}, {"text": "investigate City of Toronto staff employs former police officers officers", "start": 6021.28, "end": 6026.96}, {"text": "who during their time with the Toronto police were in charge of investigating for the SIU we have heard from our members that", "start": 6026.96, "end": 6033.48}, {"text": "this unit often employs techniques that we know would be used in a police St interrogation throwing papers banging on", "start": 6033.48, "end": 6040.92}, {"text": "tables and asking repetitive and sometimes aggressive questions you can imagine just how", "start": 6040.92, "end": 6048.159}, {"text": "concerning it is to learn that the hro has been unable to tackle any new investigation", "start": 6048.159, "end": 6053.96}, {"text": "and that instead the city's people and Equity team is relying on divisions and on potential internal or external", "start": 6053.96, "end": 6060.56}, {"text": "investigators like the IU to resolve human rights complaints in fact between March and", "start": 6060.56, "end": 6067.48}, {"text": "April of this year the people in equity team at the city has filled three separate vacancies for investigators in", "start": 6067.48, "end": 6073.199}, {"text": "the IU which begs the question if the hro only has seven staff and has been", "start": 6073.199, "end": 6080}, {"text": "unable to take on new investigations why was the decision made to invest more money in a certain type of investigator", "start": 6080, "end": 6086.36}, {"text": "with the IU this report is deeply concerning to Local", "start": 6086.36, "end": 6091.48}, {"text": "79 any proposed changes must be developed in consultation with workers", "start": 6091.48, "end": 6096.599}, {"text": "and their unions to ensure they're effective and actually trauma informed this includes Local 79 and 416", "start": 6096.599, "end": 6105.36}, {"text": "the current risks identified in the report reflect a broken system that needs to prioritize Equity", "start": 6105.36, "end": 6112.56}, {"text": "accountability and the well-being of employees above all else I also want to reiterate that", "start": 6112.56, "end": 6119.04}, {"text": "there is an increased need for accountability and transparency for the people in equity team at thank you for asking that clarifying question so their complaints to the human rights office are internal", "start": 7056.84, "end": 7065.119}, {"text": "um alternative dispute resolution mechanism so we try to take an early resolution approach to issues before", "start": 7065.119, "end": 7071.56}, {"text": "they become litigation it was stated earlier that individuals who come to the", "start": 7071.56, "end": 7076.599}, {"text": "human rights office cannot grieve um and I think there's a bit of a misunderstanding in the process so the", "start": 7076.599, "end": 7083.119}, {"text": "city has a human rights and anti-harassment discrimination policy which applies to all", "start": 7083.119, "end": 7089.36}, {"text": "employees it also applies to management of course and so when an individual makes a human rights complaint under the", "start": 7089.36, "end": 7096.159}, {"text": "policy there's an obligation as an employer to address that concern that those those concerns can", "start": 7096.159, "end": 7102.76}, {"text": "come to the human rights office for extra support and guidance and in some cases they're required to come to our", "start": 7102.76, "end": 7108.159}, {"text": "office for example if we're talking about sexual violence because of the expertise that we provide so individuals", "start": 7108.159, "end": 7115.239}, {"text": "when they have a human rights complaint can file a grievance at any time they can file the grievance immediately they", "start": 7115.239, "end": 7122.079}, {"text": "can file the grievance depending on the process that they've undergone whether it's the division taking on the investigation or the human rights office", "start": 7122.079, "end": 7129.239}, {"text": "there's no barrier for individuals to file a grievance the jurisdictional issue is that if", "start": 7129.239, "end": 7135.88}, {"text": "someone files a grievance or goes to the human rights tribunal which is legal proceeding the human rights sorts of process we let them know about you know the time limitations of that so um we really want", "start": 7208.48, "end": 7214.56}, {"text": "to empower people to make informed decisions on their rights um because we are a neutral office we we um are", "start": 7214.56, "end": 7222.04}, {"text": "constantly educating the organization leadership employees and residents who come to our office um 20 23 so we had about 1,200 um inquiries of those that were", "start": 7310.52, "end": 7318.239}, {"text": "jurisdictional 465 were complaint related so that's about um 39% of all", "start": 7318.239, with a complaint but it can also mean a manager who's received something or has a concern that's coming to us for", "start": 7332.76, "end": 7339.8}, {"text": "advice so it's it can mean a few things basically across all divisions I've been in working in health", "start": 7878.239, "end": 7883.32}, {"text": "and safety representing workers um since 2010 around health and", "start": 7883.32, "end": 7889.8}, {"text": "safety I come from so far back that I understand why the new Fire it's not new anymore but the fls group is in place we", "start": 7889.8, "end": 7897.28}, {"text": "understood what happened in the past and and and why we had to change as systems", "start": 7897.28, "end": 7903.079}, {"text": "that system change has been great I've I believe our own joint health and safety committees have been able to to look at", "start": 7903.079, "end": 7911.96}, {"text": "their responsibilities look at fire extinguishers there's little QR codes now there's different Technologies being", "start": 7911.96, "end": 7917.76}, {"text": "used for these inspections and I believe that the work being done is great work", "start": 7917.76, "end": 7924.36}, {"text": "and congrats on 93% of course we want 100% compliance but uh in general the", "start": 7924.36, "end": 7930.4}, {"text": "work's been great however I'm here on a different issue in the course of this", "start": 7930.4, "end": 7936.679}, {"text": "work our members Local 79 members have been exposed to lead in their work", "start": 7936.679, "end": 7945.32}, {"text": "Birmingham and um what's the other address uh Les Mill Road are police", "start": 7945.32, "end": 7951}, {"text": "facilities that have shooting ranges our workers have been going into", "start": 7951, "end": 7956.159}, {"text": "these work locations unprotected not aware of their rights around designated substances and exposed", "start": 7956.159, "end": 7964.119}, {"text": "to lead there's been other members of other locals that have also been exposed and quite heavily but I am only here to", "start": 7964.119, "end": 7971.159}, {"text": "speak to 79 and and the responsibilities of safety around this um", "start": 7971.159, "end": 7977.559}, {"text": "employer we have eight or 10 forgive me on the numbers folks who have elevated blood levels lead in their blood", "start": 7977.559, "end": 7985.52}, {"text": "sorry and this is a direct result of inspecting the shooting ranges going", "start": 7985.52, "end": 7991.599}, {"text": "in doing their work which is great work coming out exposed to lead repetitively", "start": 7991.599, "end": 7998.719}, {"text": "some of these inspections are monthly um maybe even more frequent I'm not sure", "start": 7998.719, "end": 8004.84}, {"text": "and so there's a problem with that the problem is our corporate health and safety policy says that we will meet or", "start": 8004.84, "end": 8012.119}, {"text": "exceed right the occupational health and safety act and our responsibilities as a", "start": 8012.119, "end": 8017.679}, {"text": "city around health and safety the most disturbing fact was this", "start": 8017.679, "end": 8022.84}, {"text": "became known in november-ish of last year 223 and the work continued the work", "start": 8022.84, "end": 8028.84}, {"text": "Direction continued go into these spaces without the proper", "start": 8028.84, "end": 8033.92}, {"text": "PPE we've just been through a pandemic we are all now aware whether we want to", "start": 8033.92, "end": 8039.4}, {"text": "be or not of what PPE is our members were um still performing", "start": 8039.4, "end": 8047.28}, {"text": "this work into April of 28 or 24", "start": 8047.28, "end": 8052.44}, {"text": "sorry even though some of the ergonom uh sorry the air quality testers from the", "start": 8052.719, "end": 8058.84}, {"text": "city went in and tested the air quality they went in with full", "start": 8058.84, "end": 8064.92}, {"text": "protection which is the way it should be yet the day after and the day after", "start": 8064.92, "end": 8070.52}, {"text": "and the day after our members were going in without protection this is concerning to Local", "start": 8070.52, "end": 8078.52}, {"text": "79 the ministry orders were also concerning because it put the", "start": 8078.52, "end": 8083.559}, {"text": "responsibility on the police stations but those are our members we're employed by a certain", "start": 8083.559, "end": 8090.719}, {"text": "division here at the at the city and they were instructed and directed to go out even as the ought to", "start": 8090.719, "end": 8099.079}, {"text": "of known limit was reached that's our concern for our", "start": 8099.079, "end": 8105.84}, {"text": "membership we had a town hall around this I forget the date now", "start": 8105.84, "end": 8111.44}, {"text": "um sometime in I'm not going to be able to pull that out of my", "start": 8111.44, "end": 8117.88}, {"text": "memory and we heard from Members which we tend to do because they have the stories and on those phone calls they", "start": 8117.88, "end": 8124.599}, {"text": "talk about how this is affecting their lives let affects your abdomen it", "start": 8124.599, "end": 8129.96}, {"text": "affects your BL blood pressure it's transferable if you're pregnant and having a", "start": 8129.96, "end": 8137}, {"text": "child we want to bring this issue forward we want to um give credit to the work that's", "start": 8137, "end": 8145.4}, {"text": "being done but we also want to ensure our workers are safe and protected not", "start": 8145.4, "end": 8151.239}, {"text": "just on a go forward basis but at all points in time I'm going to leave it there thank", "start": 8151.239, "end": 8160.079}, {"text": "you uh thank you uh they inspect Fire", "start": 8193.24, "end": 8200.76}, {"text": "Equipment oh okay okay this now I really need to understand so they go in and they look at the fire extinguishers and", "start": 8200.76, "end": 8208.638}, {"text": "the systems and the records and all the steps in the inspection at those", "start": 8208.639, "end": 8215.2}, {"text": "locations how is that connected though to lead there shooting ranges okay and Lead", "start": 8215.2, "end": 8223.12}, {"text": "bullets exist lead is on the floor lead is currently through the vent systems", "start": 8223.12, "end": 8228.399}, {"text": "sitting there there's been a cleanup done and a subsequent I um testing around lead like touch testing right", "start": 8228.4, "end": 8235.598}, {"text": "there's still lead in the facility even after extensive cleaning so is gets", "start": 8235.599, "end": 8241.28}, {"text": "Disturbed and then breathed in and absorbed and for a inexperienced person like me like dust is that it could be", "start": 8241.281, "end": 8249.2}, {"text": "dust yeah it could be many different it could be lead is generally heavy but it", "start": 8249.2, "end": 8256.04}, {"text": "depends on the particulate size it either is going to sink it's either going to catch on your clothing again", "start": 8256.04, "end": 8263.04}, {"text": "take that clothing home launder it spread it to the family um your shoes obviously your", "start": 8263.04, "end": 8269.478}, {"text": "hands wherever so think of dust in your home wherever there's dust but the potential", "start": 8269.479, "end": 8276.24}, {"text": "for dust is there anything about fire inspection work that elevates the risk", "start": 8276.24, "end": 8281.719}, {"text": "beyond that of anyone else in the building", "start": 8281.719, "end": 8287.16}, {"text": "um I don't think so what elevates the risk is the", "start": 8287.16, "end": 8293}, {"text": "employer okay um can you tell me a little bit more about bullets and lead I I don't", "start": 8293.479, "end": 8299.678}, {"text": "know I'm assuming it's in it's in the ingredient so what is how does that all tie together so you can go to the Mayo", "start": 8299.679, "end": 8306.16}, {"text": "Clinic website if you like and look up lead poisoning and you'll see that bullets are composed of lead and it is", "start": 8306.16, "end": 8312.8}, {"text": "one of the main uh identifiers of potential lead poisoning on that website", "start": 8312.8, "end": 8318.518}, {"text": "because they exist they get shot the the the expenditure happens from the bullet", "start": 8318.519, "end": 8323.88}, {"text": "and Lead can potentially comes out and does come out and to to be very clear", "start": 8323.88, "end": 8329.359}, {"text": "about it on the police side there's no exposure because they're", "start": 8329.36, "end": 8334.518}, {"text": "provided the pp okay right so you have people who are utilizing actually", "start": 8334.519, "end": 8340.16}, {"text": "practice Target right doing target practice or whatever they call it I don't know that", "start": 8340.16, "end": 8345.359}, {"text": "terminology they are doing that work they're doing that stuff and then they", "start": 8345.36, "end": 8350.719}, {"text": "are being supplied the appropriate PPE as they're in the area where the", "start": 8350.719, "end": 8355.96}, {"text": "shooting would occur I'm not saying that lead exists in the office on the third floor if there is a the third floor okay", "start": 8355.96, "end": 8362.12}, {"text": "but it exists in the facility where the shooting would take place then of course you", "start": 8362.12, "end": 8368.638}, {"text": "disrobe our members were never provided that opportunity and trained and", "start": 8368.639, "end": 8373.678}, {"text": "educated on that they were not provided any type of PPE to go in and take and", "start": 8373.679, "end": 8380.719}, {"text": "have the the leads stop being absorbed by them either through ventilations", "start": 8380.719, "end": 8385.76}, {"text": "through breathing or through skin absorption okay right they were pling clothes basically and going in and doing", "start": 8385.76, "end": 8393.399}, {"text": "this work and taking that from workspace to workspace through their vehicle to home so there the difference is is that", "start": 8393.399, "end": 8402.24}, {"text": "um one side was protected one side wasn't and so what's of folks whose job", "start": 8402.24, "end": 8407.68}, {"text": "it would be in to be in that area what's the PPE that they need in to slip over your shoes and and how often do they visit the facilities or are they there every day I", "start": 8426.56, "end": 8431.64}, {"text": "would expect that there's a monthly inspection fire okay you can accumulate a little bit right but it's the it's the continuous accumulation that ends up", "start": 8522.04, "end": 8529.359}, {"text": "having that effect on you right so at some point your body basically says well that's enough and now you're over the", "start": 8529.359, "end": 8536.6}, {"text": "recommended limits and you are now into feeling the physical effects of it right", since April 2024 I assume they've been supplied proper equipment or", "start": 8567.88, "end": 8573.24}, {"text": "they're not going in anymore um I don't believe they stopped going in there's a {"text": "but get I'm getting there then but there was always the struggle to get the PPE", "start": 8586.88, "end": 8592.2}, {"text": "while we were on our town hall one of our members was instructed to go to Birmingham and inspect and there was", "start": 8592.2, "end": 8598.6}, {"text": "still an issue around PPE but you but right but respectfully y um", "start": 8598.6, "end": 8604.52}, {"text": "has to answer to internally to say are you doing what you're supposed to do any", "start": 8694.2, "end": 8699.8}, {"text": "health and safety activist says it's prevention you don't go at this after", "start": 8699.8, "end": 8706.16}, {"text": "the fact I want to see prevention City not only in this specific item because I can", "start": 8706.16, "end": 8714.04}, {"text": "I I could
