{"text": "process um I think that is being consulted with tcsc tenants and", "start": 1117.2, "end": 1123.48}, {"text": "stakeholders that has not been done yet completely there are also", "start": {"text": "inclusive Economic Development uh and I'll provide a bit of context as to why", "start": 1423.24, "end": 1428.32}, {"text": "we're here now um the city and council's commitment towards inclusive Economic", "start": 1428.32, "end": 1435}, {"text": "Development goes back almost a decade uh in October 2015 city council voted to", "start": 1435, "end": 1440.919}, {"text": "adopt Vision objectives recommendations and actions to be included in to Prosperity the Toronto poverty reduction", "start": 1440.919, "end": 1448.64}, {"text": "strategy that among other actions develop models to enhance economic development in lowincome areas so there", "start": 1448.64, "end": 1455.76}, {"text": "has been an ongoing uh commitment of council to see uh Economic Development", "start": 1455.76, "end": 1462.159}, {"text": "become more inclusive in the city of Toronto more recently uh at ecdc the", "start": 1462.159, "end": 1467.88}, {"text": "committee righted Direction uh earlier this year when a report was brought forward by four signatory", "start": 1467.88, "end": 1474.799}, {"text": "divisions uh with a proposed inclusive Economic Development framework uh that more work was needed uh among uh the", "start": 1474.799, "end": 1482.88}, {"text": "issues that uh the committee recognized while being generally supportive of the approach uh there was a desire to see uh", "start": 1482.88, "end": 1491.64}, {"text": "IED as um an element of a broader Economic Development system uh and then", "start": 1491.64, "end": 1498.559}, {"text": "required greater collaboration between labor the not for-profit sector uh", "start": 1498.559, "end": 1503.76}, {"text": "internal to the city across City divisions uh and the private sector so with that direction from July 2024 staff", "start": 1503.76, "end": 1512.2}, {"text": "working with the committee chair undertook a community consultation in September of 2024 where over 20", "start": 1512.2, "end": 1519.919}, {"text": "institutional Community stakeholders who work in Toronto on inclusive Economic Development came together to discuss", "start": 1519.919, "end": 1527.08}, {"text": "definitions principles and the work necessary to arrive at a framework uh", "start": 1527.08, "end": 1532.919}, {"text": "through that work definitions were concluded with respect", "start": 1532.919, "end": 1538.24}, {"text": "to both inclusive Economic Development and Community Economic Development uh in", "start": 1538.24, "end": 1543.679}, {"text": "such a way that Community Economic Development needs to be seen as meeting the social and economic rights of", "start": 1543.679, "end": 1549.159}, {"text": "Toronto residents using City levers to support alongside Community Partners", "start": 1549.159, "end": 1554.72}, {"text": "accessible Pathways to employment of decent work skills training entrepreneurship for residents and", "start": 1554.72, "end": 1560.279}, {"text": "communities that have not historically benefited from economic growth in the past in such a manner IED focuses on", "start": 1560.279, "end": 1567.799}, {"text": "ensuring Democratic processes for inclusive outcomes shaped by and", "start": 1567.799, "end": 1572.88}, {"text": "accountable to communities and neighborhoods um for with respect to", "start": 1572.88, "end": 1578.72}, {"text": "community Economic Development uh this is understood as the place-based", "start": 1578.72, "end": 1584.399}, {"text": "application of IED principles uh one can imagine a Precinct development plan uh", "start": 1584.399, "end": 1592.12}, {"text": "where the community development plan Embraces IED principles uh in the", "start": 1592.12, "end": 1597.32}, {"text": "articulation of specific interventions at the local level so what are those IED", "start": 1597.32, "end": 1602.84}, {"text": "principles uh as arrived at the September consultation with Community uh", "start": 1602.84, "end": 1608.2}, {"text": "there are effectively five that underpin the proposed approach to inclusive Economic Development uh that this report", "start": 1608.2, "end": 1614.72}, {"text": "contains one that It Centers the social social and economic rights of residents", "start": 1614.72, "end": 1620.399}, {"text": "of Toronto number two that it values the meaningful participation of the people impacted by decision-making in Economic", "start": 1620.399, "end": 1627.72}, {"text": "Development policy three it works in close partnership with private sector", "start": 1627.72, "end": 1633.039}, {"text": "labor-based organizations and the not for-profit sector uh and certainly there's been a greater emphasis to", "start": 1633.039, "end": 1639}, {"text": "achieve balance across the latter two uh sectors identified there uh four uh IED", "start": 1639, "end": 1645.679}, {"text": "enables training job Pathways and working condition that provide Economic Security and decent work across a broad", "start": 1645.679, "end": 1652.399}, {"text": "range of sectors and finally five IED creates a conditions for communities and workers to build wealth and for wealth", "start": 1652.399, "end": 1659.44}, {"text": "to remain and circulate in the local economy with respect to next steps as an", "start": 1659.44, "end": 1665.559}, {"text": "immediate Next Step uh with the passage of this report uh through Council should", "start": 1665.559, "end": 1670.72}, {"text": "that occur uh there will be an IED working table that will Leverage The expertise and co-develop with community", "start": 1670.72, "end": 1676.919}, {"text": "of IED framework built off of the uh definitions and principles that we've", "start": 1676.919, "end": 1682.799}, {"text": "just described um and we will bring back a fully fleshed out IED framework to this", "start": 1682.799, "end": 1690.039}, {"text": "Committee in early 2026 which will reflect the alignment of all city of Toronto relevant divisions", "start": 1690.039, "end": 1697.519}, {"text": "in advancing strategies towards inclusive Economic Development uh and in application of the IED", "start": 1697.519, "end": 1704.44}, {"text": "principles such a framework we conclude on this uh would clarify IID roles and", "start": 1704.44, "end": 1711.159}, {"text": "responsibilities across City divisions and agencies uh such as was the desire", "start": 1711.159, "end": 1716.519}, {"text": "of this Committee in July 2024 uh and that would be further defined by a governance and", "start": 1716.519, "end": 1722.039}, {"text": "accountability model to include uh report back structure uh on the progress", "start": 1722.039, "end": 1727.96}, {"text": "of ied's application by the city note also that uh at the last session of", "start": 1727.96, "end": 1734.039}, {"text": "Council in November the uh action plan for Toronto's economy was adopted uh", "start": 1734.039, "end": 1739.72}, {"text": "which provided direction to staff to uh undertake uh this work and return to", "start": 1739.72, "end": 1745}, {"text": "committee uh that's the presentation for you today and we are happy to take any", "start": 1745, "end": 1751.24}, {"text": "questions that you may have Committee and City staff for bringing forward the beginning", "start": 1803.2, "end": 1809}, {"text": "steps towards the development of Toronto's first ever inclusive Economic Development framework this is a really", "start": 1809, "end": 1815.799}, {"text": "great milestone in March the TCB submitted a letter to The Economic and Development Committee raising concerns", "start": 1815.799, "end": 1822.799}, {"text": "about the draft iedf and staff report urging the committee to include more", "start": 1822.799, "end": 1828.44}, {"text": "input and feedback from Community Based organizations and groups we would like to thank councelor Bravo again for", "start": 1828.44, "end": 1835.799}, {"text": "convening stakeholders in September of which included a diverse representation of stakeholders from Community labor", "start": 1835.799, "end": 1843.48}, {"text": "environment private sector foundations and anchor institutions some of the important revisions that we see", "start": 1843.48, "end": 1849.64}, {"text": "reflected in the city's uh report today includes one a revised definition and", "start": 1849.64, "end": 1855.159}, {"text": "principles that is centered on social and economic rights two the recognition that the city", "start": 1855.159, "end": 1861.919}, {"text": "has levers and tools to support and Advan inclusive economic development in Toronto and three a commitment to", "start": 1861.919, "end": 1869.88}, {"text": "co-develop actions and indicators through a working table and a partnered approach this is really great today the", "start": 1869.88, "end": 1877.519}, {"text": "city is facing significant challenges including 16.3% youth unemployment rate the", "start": 1877.519, "end": 1883.96}, {"text": "highest since April 2014 and black youth unemployment ment rate of 24.3% in Toronto 21.7% poverty", "start": 1883.96, "end": 1893.72}, {"text": "rate the highest among all Urban centers in Canada and surrounding regions in the", "start": 1893.72, "end": 1899.36}, {"text": "GTH Rising inequality with the top 10% of Toronto tax filers earn more than", "start": 1899.36, "end": 1907.84}, {"text": "106,7 per year while more than half of Toronto tax uh filers earn below", "start": 1907.84, "end": 1915.32}, {"text": "38,500 per year the discrep is huge which is significantly below the", "start": 1915.32, "end": 1921.639}, {"text": "45,600 considered as a living wage so in recent months we have um been", "start": 1921.639, "end": 1928.32}, {"text": "working a alongside community and labor Partners including social planning Toronto the Toronto and York Region", "start": 1928.32, "end": 1934.2}, {"text": "labor Council and the Toronto um environmental Alliance amongst others to", "start": 1934.2, "end": 1939.48}, {"text": "identify gaps in recommendations for improvement and what we'd like to see the city include is that the city", "start": 1939.48, "end": 1945.799}, {"text": "partner with the working table to 2052.879, "end": 2061}, {"text": "um what is the financial impact of this report again we have all these grandio", "start": 2061, "end": 2067.398}, {"text": "ideas is and uh it's hard to really see the value of it or it being implemented", "start": 2067.399, "end": 2075.44}, {"text": "in some way in the way that we envision it I know in this uh agenda we have the", "start": 2075.44, "end": 2081.839}, {"text": "night economy um report as well and I'm anyways I I'll stop there", "start": 2081.839, "end": 2088.919}, {"text": "for now through the charity you Council Mo thank you for the question uh at this", "start": 2088.919, "end": 2095.76}, {"text": "stage what the report seeks from is approval uh of definitions and a process", "start": 2095.76, "end": 2101.079}, {"text": "to undertake the elaboration of a framework um in such a way uh it'll come", "start": 2101.079, "end": 2106.96}, {"text": "back to committee this Committee in 2026 with more detail around implementation", "start": 2106.96, "end": 2113.56}, {"text": "uh to provide a fin an estimate of financial impacts at this point would be difficult to do um last thing I would", "start": 2113.56, "end": 2120.64}, {"text": "note is however uh IED is in many ways more about the how than the what meaning", "start": 2120.64, "end": 2127.76}, {"text": "the city uh city council just passed this month um a action plan for", "start": 2127.76, "end": 2133.56}, {"text": "Toronto's economy and what this report proposes to do is ensure that in the", "start": 2133.56, "end": 2139}, {"text": "application of each of the me measures to grow the economy that these principles around inclusive Economic", "start": 2139, "end": 2144.92}, {"text": "Development be applied so in that manner we would not anticipate that there would be a significant incremental increase in", "start": 2144.92, "end": 2151.92}, {"text": "the implementation um but that it would be more about working differently within existing resources", "start": 2151.92, "end": 2159.64}, {"text": "are any of these principles being applied now through the charity Council Moyes uh", "start": 2160.16, "end": 2166.2}, {"text": "they are being applied I think in the conversation at this Committee in July of", "start": 2166.2, "end": 2171.76}, {"text": "2024 what we heard from committee members was a sense that while the city", "start": 2171.76, "end": 2177.04}, {"text": "further your the preamble to your question has many strategies it was difficult for the committee and Council", "start": 2177.04, "end": 2184.16}, {"text": "to track the broad implementation of economic inclusive Economic Development", "start": 2184.16, "end": 2189.599}, {"text": "activity and there was a desire for precise definitions co-develop with", "start": 2189.599, "end": 2194.68}, {"text": "Community thereafter a framework an accountability structure and then clear", "start": 2194.68, "end": 2199.839}, {"text": "metrics and a report back uh cycle yeah thank", "start": 2199.839, "end": 2205.04}, {"text": "you thank you um any other questions I guess I'll ask a couple of", "start": 2205.04, "end": 2210.599}, {"text": "questions um the the speaker um identified a few", "start": 2210.599, "end": 2217.319}, {"text": "things things that uh people are excited about um and that's great to hear uh in", "start": 2217.319, "end": 2223.72}, {"text": "relation to the framing around um social and economic rights I believe is new um", "start": 2223.72, "end": 2232.28}, {"text": "and maybe for the first time we are talking in this way um are there any", "start": 2232.28, "end": 2237.72}, {"text": "comments about uh from your perspective how we got here and what it means to recognize", "start": 2237.72, "end": 2245.8}, {"text": "um that people have inherent value Val and rights in every part of the", "start": 2245.8, "end": 2251.359}, {"text": "city uh through you as chair the committee councelor Bravo um yeah the", "start": 2254.88, "end": 2260.359}, {"text": "concept of economic rights as noted um have been discussed by this city council", "start": 2260.359, "end": 2265.96}, {"text": "going back for some time but without perhaps uh the Precision that is sought here secondly uh there's a desire to", "start": 2265.96, "end": 2273.24}, {"text": "relate to best practice uh as it's operating um", "start": 2273.24, "end": 2278.52}, {"text": "globally and there is work certainly that was cited during the September session from the international Covenant", "start": 2278.52, "end": 2285.28}, {"text": "on economic social and cultural rights uh that was ratified by Canada in 1976", "start": 2285.28, "end": 2290.599}, {"text": "and what has been the evolution uh of that conversation and policy circles since so that work will continue towards", "start": 2290.599, "end": 2297.359}, {"text": "the finalization of a framework uh for 2026 coming back to this committee thank", "start": 2297.359, "end": 2303.4}, {"text": "you um in relation to the question of some of the uh Affiliated or um existing", "start": 2303.4, "end": 2311.04}, {"text": "strategies maybe I'll ask um um the ex I", "start": 2311.04, "end": 2316.319}, {"text": "can't executive director I think of Social Development Finance um about how", "start": 2316.319, "end": 2322.839}, {"text": "this framework can interact with the work that sdfa is doing um what are the", "start": 2322.839, "end": 2328.2}, {"text": "possibilities and why are these particular strategies named in relation to this", "start": 2328.2, "end": 2334.24}, {"text": "framework thank you for the question um chair Bravo we are excited about the", "start": 2334.24, "end": 2340.44}, {"text": "inclusive economic develop um development framework because it certainly is oh sorry let me get a", "start": 2340.44, "end": 2347.72}, {"text": "little closer it certainly is about a number of Divisions coming together", "start": 2347.72, "end": 2353.28}, {"text": "working specifically with Community leadership to better integrate um some", "start": 2353.28, "end": 2359.359}, {"text": "of our key strategies and some of our key levers um in support of um embedding", "start": 2359.359, "end": 2366.04}, {"text": "Equity into our Economic Development work so we certainly see um the work", "start": 2366.04, "end": 2372.72}, {"text": "that we're doing um in support of poverty reduction in support of", "start": 2372.72, "end": 2378.319}, {"text": "confronting anti-black racism newcomers Etc that are really about um", "start": 2378.319, "end": 2384.8}, {"text": "underpinning uh Community Economic Development and people's um economic", "start": 2384.8, "end": 2390.96}, {"text": "participation in our city to be um uplifted in this work and it is", "start": 2390.96, "end": 2398.119}, {"text": "reinforcing that multiple divisions and agencies of the city a different way of", "start": 2398.119, "end": 2403.92}, {"text": "thinking and advancing um our work so we see this as an important Evolution uh to", "start": 2403.92, "end": 2412}, {"text": "support uh key strategies that are important to council and Community it's", "start": 2412, "end": 2417.079}, {"text": "great to hear a integrated horizontal approach um to the people that have been", "start": 2417.079, "end": 2423.24}, {"text": "U most excluded in our in our local economy um but who will are going to be", "start": 2423.24, "end": 2428.96}, {"text": "at the table in defining the solutions for themselves um and that's that's good to hear um about this cross- divisional", "start": 2428.96, "end": 2435.92}, {"text": "collaboration finally um to back to um Economic Development um I'd like to ask", "start": 2435.92, "end": 2443.079}, {"text": "about some of the questions that have been raised that are very significant and have came up in our conversations um", "start": 2443.079, "end": 2449.079}, {"text": "about this item before in relation to social ownership like community and public ownership um integrating climate", "start": 2449.079, "end": 2456.8}, {"text": "objectives which are in transform to um the you know the involving care work the", "start": 2456.8, "end": 2463.56}, {"text": "city divisions that are responsible for care works such as child care and some of these conversations um and then the", "start": 2463.56, "end": 2469.599}, {"text": "decent work questions around for example the um growth in Gig work um Can these", "start": 2469.599, "end": 2476.839}, {"text": "be some of the items that the working table lifts up in your view in relation", "start": 2476.839, "end": 2482.56}, {"text": "to building up the framework and Reporting back uh through you chair counsel Bravo", "start": 2482.56, "end": 2488.92}, {"text": "uh yes they can as my colleague the executive director Social Development Finance Administration said uh this work", "start": 2488.92, "end": 2495.48}, {"text": "will continue with Community um and in addition to Rosemary Powell's deputation", "start": 2495.48, "end": 2500.72}, {"text": "there's correspondence received by committee that does provide a list uh that many of the partners who", "start": 2500.72, "end": 2506.04}, {"text": "participate in the September Workshop would like to see continued work on and that provides a good starting point for", "start": 2506.04, "end": 2511.48}, {"text": "the continued conversation thanks very much and that's my time any speakers", "start": 2511.48, "end": 2518.838}, {"text": "I guess I'm going to speak on this I'm I'm really delighted um of where we got", "start": 2520.56, "end": 2526.2}, {"text": "here the participation of community-based Partners um Citywide", "start": 2526.2, "end": 2534.319}, {"text": "organizations uh labor both from the unionized side and also from the non-union side and place-based", "start": 2534.319, "end": 2542.079}, {"text": "organizations have made this so much stronger uh people know their realities", "start": 2542.079, "end": 2547.68}, {"text": "in their own communities they know the problems they face and they should be and have to be involved in crafting the", "start": 2547.68, "end": 2553.76}, {"text": "solutions to those problems I think we find that when we do that we're starting to ask questions about what kind of", "start": 2553.76, "end": 2559.72}, {"text": "economy we actually want and in this case uh we're talking about um the fact", "start": 2559.72, "end": 2565.559}, {"text": "that we're all the economy everybody no matter what their uh condition is part of the Canadian economy it's part of the", "start": 2565.559, "end": 2572.4}, {"text": "Toronto economy um and I like to think of the economy as the place and the way that we take care of our", "start": 2572.4, "end": 2578.2}, {"text": "responsibilities to each other I think that the shift to naming place is incredibly powerful because where we're", "start": 2578.2, "end": 2584.96}, {"text": "making huge advances in terms of um democratizing the local economy it's", "start": 2584.96, "end": 2591.04}, {"text": "rooted in a place and the reason that we're doing that at the city level with uh in with the private sector has been", "start": 2591.04, "end": 2597.88}, {"text": "the demand and the call from local communities and I think about the work that's been done around a um a community", "start": 2597.88, "end": 2604.359}, {"text": "development plan with a secondary plan and and Jane Finch that came from the ground up those demands came from the", "start": 2604.359, "end": 2610.28}, {"text": "ground up um this report recognizes that it takes more than one division in one", "start": 2610.28, "end": 2616.599}, {"text": "place um one strategy to make sure that people who have been disadvantaged while", "start": 2616.599, "end": 2623.52}, {"text": "participating in the economy have uh inherent rights and power and that we", "start": 2623.52, "end": 2628.88}, {"text": "are going to search for those Solutions together the long reporting um timeline", "start": 2628.88, "end": 2634.72}, {"text": "doesn't mean that work won't get done and I will certainly be watching this very closely I think what it means and", "start": 2634.72, "end": 2640.319}, {"text": "what we see in this report is that we're talking about co-creation co-development and this is an important way for uh city", "start": 2640.319, "end": 2648.079}, {"text": "government to turn the chairs outward and to be very integrated with the work that's being done in community and in", "start": 2648.079, "end": 2653.96}, {"text": "many ways that Community is doing with the private sector um so this is a a powerful piece for me as well the", "start": 2653.96, "end": 2660.88}, {"text": "inclusion of specific levers which the uh Rosemary and or deputation mentioned", "start": 2660.88, "end": 2666.16}, {"text": "I think is also crucial here because we're naming the ways which in which municipal government can make a", "start": 2666.16, "end": 2672.44}, {"text": "difference in in democratizing a local economy and looking for more Equitable", "start": 2672.44, "end": 2677.64}, {"text": "outcomes uh this is I think a powerful piece as well um and I I think that", "start": 2677.64, "end": 2684.559}, {"text": "meaningful participation in decision- making being recognized this way as a foundational principle is also something", "start": 2684.559, "end": 2689.96}, {"text": "that I'd like to highlight um I think it's also crucial that we're very clear", "start": 2689.96, "end": 2695.4}, {"text": "uh about how municipal government government can incentivize uh Community wealth building the relationship of", "start": 2695.4, "end": 2701.76}, {"text": "building Community wealth um um to to the capacity of people to see better", "start": 2701.76, "end": 2707.2}, {"text": "outcomes uh better social and economic outcomes more more safety more local", "start": 2707.2, "end": 2712.839}, {"text": "security um a a better futures for um Children and Youth while recognizing", "start": 2712.839, "end": 2719.319}, {"text": "that poverty and um measures to address poverty specifically are still needed I", "start": 2719.319, "end": 2725.28}, {"text": "like to think of community wealth building and poverty reduction as two sides of the same coin and I think that", "start": 2725.28, "end": 2730.839}, {"text": "we're seeing this recognized here and it's very exciting um I'm very much looking forward to the year ahead to this", "start": 2730.839, "end": 2737.92}, {"text": "process and I want to recognize um that none of this would have been possible without the diligent dedicated", "start": 2737.92, "end": 2745.119}, {"text": "openhearted involvement of Staff in this uh the Deep conversations that uh staff", "start": 2745.119, "end": 2750.599}, {"text": "have had uh with counselors in this committee with Community uh the innovative ideas that", "start": 2750.599, "end": 2874.04}, {"text": "pleasure to be here with you this morning to speak to this item uh I just wanted to share my own sort of", "start": 2874.04, "end": 2880.76}, {"text": "perspective on the experience of crafting the indigenous funding framework in partnership with the city", "start": 2880.76, "end": 2886.44}, {"text": "of Toronto namely sdfa uh shout out to Jenny Hoffman uh and Lindsay Jackson and", "start": 2886.44, "end": 2892.92}, {"text": "the folks on their team who have been really instrumental to getting us to the place of having crafted this framework", "start": 2892.92, "end": 2898.72}, {"text": "which we believe will be very transformative as it relates to Notions of Truth and Reconciliation in the", "start": 2898.72, "end": 2904.2}, {"text": "city's broader commitment to working with indigenous people in the city of Toronto uh the indigenous funding", "start": 2904.2, "end": 2910.04}, {"text": "framework is the first of its kind uh I've been in the nonprofit sector for well over two decades having to you know", "start": 2910.04, "end": 2917.28}, {"text": "Advocate and work tirelessly uh to fit within prescriptive funding framework models that are often transactional by", "start": 2917.28, "end": 2923.359}, {"text": "Design uh the indigenous funding framework really does take us away from that sort of transactional notion of a", "start": 2923.359, "end": 2928.599}, {"text": "relationship to uh a deeper relationship that's more human Centric uh that takes", "start": 2928.599, "end": 2933.76}, {"text": "us to a deeper understanding and awareness of what co-develop looks like how to create space for", "start": 2933.76, "end": 2938.88}, {"text": "self-determination how to create parity in finding access and equality uh I", "start": 2938.88, "end": 2944.079}, {"text": "think we've also built in sort of not only principles Concepts um and also I", "start": 2944.079, "end": 2949.24}, {"text": "would say actions through the efforts of the if to date um we've seen some tremendous and extraordinary um", "start": 2949.24, "end": 2956.16}, {"text": "transformation to the sector so you know we we went from a place of looking at open uh data uh on city of Toronto's", "start": 2956.16, "end": 2963.88}, {"text": "Community investment programs across the board where we were seeing you know his historic sort of Trends and patterns of", "start": 2963.88, "end": 2968.92}, {"text": "funding inequality or disparity with respect to funding indigenous nonprofits and initiatives toward you know the last", "start": 2968.92, "end": 2975.119}, {"text": "five years of seeing a steadily uh climbing increase toward funding all initiatives there are an estimated 30 uh", "start": 2975.119, "end": 2982.92}, {"text": "indigenous Le non for-profit Incorporated organizations of the city and countless other collectives and other organizations that have since been", "start": 2982.92, "end": 2989.48}, {"text": "funded through the city of Toronto's efforts as a result of some of the advocacy and collaboration we've done", "start": 2989.48, "end": 2994.96}, {"text": "toward getting us to this point uh We've also seen interest from foundations and", "start": 2994.96, "end": 3000.04}, {"text": "other levels of government and other cities in the work that we're doing with respect to developing this framework and", "start": 3000.04, "end": 3005.559}, {"text": "again we remain very hopeful that you know implementation will take us to a deeper understanding of why creating a", "start": 3005.559, "end": 3011.44}, {"text": "self-determined indigenous funding framework is important uh we've seen as I said extraordinary results as a result", "start": 3011.44, "end": 3017.359}, {"text": "of having a self-determined uh less prescriptive funding model that does not compromise on the Integrity uh or the", "start": 3017.359, "end": 3024.04}, {"text": "values of accountability respect to uh the ways in which funding is managed uh", "start": 3024.04, "end": 3029.119}, {"text": "so it's important to note that as well uh and more importantly again we we've built this sort of relationship I think", "start": 3029.119, "end": 3034.68}, {"text": "that takes us to uh a deeper understanding of you know why these issues matter why self-determination and", "start": 3034.68, "end": 3040.72}, {"text": "Community basket approach of taking what you need and leaving what you don't uh has been uh very promising I think uh", "start": 3040.72, "end": 3047.24}, {"text": "and also very fiscally responsible in my opinion so um just expression of thanks and gratitude to uh our friends at the", "start": 3047.24, "end": 3054.16}, {"text": "city of Toronto for the work to this point and the work that's Yet to Come ya go addition uh to presenting the", "start": 3176.48, "end": 3183.16}, {"text": "shelter Safety Action Plan this report seeks Council authority to implement a new tracking tool for incidents of", "start": 3183.16, "end": 3189.599}, {"text": "anti-black racism provides an update on our work to enhance harm reduction and overdose prevention as well as mental", "start": 3189.599, "end": 3196.319}, {"text": "health case management support for people living Outdoors seeks authority to amend three contracts two for", "start": 3196.319, "end": 3203.079}, {"text": "Community safety teams and one for the Canadian Red Cross and finally we're seeking authority to", "start": 3203.079, "end": 3208.76}, {"text": "reimburse churches and Community organizations that supported our Refugee response in the physical and psychological safety in", "start": 3228.559, "end": 3235.44}, {"text": "shelters uh for staff and service users the final report uh proposed 22", "start": 3235.44, "end": 3241.52}, {"text": "recommendations to improve safety and was received by this Committee in April of this", "start": 3241.52, "end": 3247.2}, {"text": "year over the course of the summer uh we work to develop a 3609.64}, {"text": "Storage for belongings the city should take care to ensure that the important information collected from the camage", "start": 3609.64, "end": 3616.319}, {"text": "study on City policies and through other engagements about how people are experiencing the system are reviewed and", "start": 3616.319, "end": 3622.48}, {"text": "further iterations of the plan but taking a right based approach will also mean more than examining procedures", "start": 3622.48, "end": 3629.2}, {"text": "alone it will mean reviewing the built environment of the shelter system mechanisms for 3763.52, "end": 3768.92}, {"text": "for the recommendations brought forward in the shelter Safety Action Plan Toronto shelter system has been faced", "start": 3768.92, "end": 3774.359}, {"text": "with tremendous pressure since the p pandemic began over 12,000 people are currently in shelters and bridging", "start": 3774.359, "end": 3779.96}, {"text": "programs there are over 200 encampments and over 230 callers to Central intake", "start": 3779.96, "end": 3785.2}, {"text": "are not matched with beds many shelter hotels have closed including the Delta hotel a 400 bed Shelter Hotel that", "start": 3785.2, "end": 3792.16}, {"text": "stopped taking admissions this month over 6,000 people are Refugee claimants supervised consumption sites are", "start": 3792.16, "end": 3798.52}, {"text": "anticipated to close in at the end of March 2025 there is overcrowding in shelters insufficient mental health and", "start": 3798.52, "end": 3805.52}, {"text": "harm reduction supports nimbyism for new and existing projects and an urgent need", "start": 3805.52, "end": 3810.76}, {"text": "for safe adequate affordable and Supportive Housing and better income supports Toronto shelter and support", "start": 3810.76, "end": 3816.72}, {"text": "services requested access to TSN six sector table meetings plus an all member meeting to represent the camage report", "start": 3816.72, "end": 3823.559}, {"text": "and ask for input from our member agencies there was also a full session with the representatives of the shelter", "start": 3823.559, "end": 3828.92}, {"text": "and housing advisory committee it was clear from these sessions that there is a need for", "start": 3828.92, "end": 3834.24}, {"text": "consistency and followup regarding service restrictions within uh organizations and across the sector as", "start": 3834.24, "end": 3840.24}, {"text": "interpretations vary widely standards for accountability transparency Service", "start": 3840.24, "end": 3845.279}, {"text": "delivery and treatment and the application of service restrictions needs to be developed using a trauma informed human rights anti-oppression", "start": 3845.279, "end": 3853.52}, {"text": "and anti-racism approach with a focus on restorative justice more Focus needs to be placed on the physical and", "start": 3853.52, "end": 3859.559}, {"text": "psychological safety of black staff and clients who endure racism", "start": 3859.559, "end": 3864.72}, {"text": "daily staff training is key and there is also a need for more specialized supports for those with many service", "start": "to be available in every shelter uh tsss are addressing this now over a multi-year plan but increased funding", "start": 3877.599, "end": 3884.599}, {"text": "could accelerate this timeline other physical recreational and social programming is also important and will", "start": 3884.599, "end": 3891}, {"text": "create safer environments for both staff and clients uh the government of Ontario recognize that supervised consumption", "start": 3891, "end": 3897.599}, {"text": "sites are crucial to the well-being of those with substance use issues and should be a part of the system which", "start": 3897.599, "end": 3903.16}, {"text": "includes treatment at the new homelessness and addiction recovery treatment centers TSN urges the economic", "start": 3903.16, "end": 3909.64}, {"text": "and Community Development Committee to adopt the recommendations of the general manager of the Toronto shelter and", "start": 3909.64, "end": 3914.96}, {"text": "support services the executive "problematic uh especially when it comes to shelter safety and violence uh the report points to", "start": 3991.72, "end": 3998.279}, {"text": "programming that staff say has worked well and areas for improvement in harm reduction and overdose prevention in", "start": 3998.279, "end": 4005.24}, {"text": "large shelter hotels including all sorts of other uh Community uh like safety", "start": 4005.24, "end": 4011.72}, {"text": "teams encampment reimbursing black uh lead churches there's a lot of good things in there", "start": 4011.72, "end": 4018.2}, {"text": "but uh the city does need to recognize of this impending emergency and the", "start": 4018.2, "end": 4023.96}, {"text": "deadly impact that it will have on the unhoused community um the also I advocate that", "start": 4023.96, "end": 4029.72}, {"text": "you guys stand up to the province uh a publicly opposed policies and approaches", "start": 4029.72, "end": 4035.359}, {"text": "that have evident shows actually will harm people or or make it harder for them to uh secure longer uh secure", "start": 4035.359, "end": 4043.119}, {"text": "permanent housing um and to continue to deliver evidence-based supports within the", "shelter system for everyone it's iterative it's thoughtful it's a phased approach that supports sustainable and", "start": 4138.839, "end": 4145.08}, {"text": "realistic improvements and it sets the foundation for long-term success I think that the move away from punitive", "start": 4145.08, "end": 4151.96}, {"text": "measures such as service restrictions which do little to improve safety and only move individuals who commit harm", "start": 4151.96, "end": 4157.48}, {"text": "further to the margins is a excellent and encouraging part of this plan and", "start": 4157.48, "end": 4162.92}, {"text": "the focus on staff safety trauma inform training Crisis Intervention and deescalation skills will reduce Reliance", "start": 4162.92, "end": 4169.6}, {"text": "on police involvement and emergency services and the psychological health and wellbeing strategy ensure that staff", "start": 4169.6, "end": 4175.12}, {"text": "have the supports and tools that they need to manage their own "is on the uh proposed exploration of a pilot to focus on centralized case management models this is a really", "start": 4186.759, "end": 4193.238}, {"text": "encouraging and welcome proposal I do think that it's important to recognize that Pilots uh exist and they must be", "start": 4193.239, "end": 4200.719}, {"text": "implemented and scaled So to that point I want to uplift the work of the Beyond housing pilot which was a collaborative", "start": 4200.719, "end": 4207.32}, {"text": "project between t the map Center for Urban Health Solutions Dixon Hall and Loft community services this pilot", "start": 4207.32, "end": 4214.719}, {"text": "provided care conferencing long-term case management and continuity of care support for residents and hotel shelters", "start": 4214.719, "end": 4221.56}, {"text": "early evaluations show a clear need for centralized care models particular particularly for clients who frequently", "start": 4221.56, "end": 4226.8}, {"text": "move around the system and we're now working with the coordinated access team to identify opportunities to scale that", "start": 4226.8, "end": 4233.04}, {"text": "up I want to quickly point to some uh a piece of concern that I have around the", "start": 4233.04, "end": 4238.36}, {"text": "behavioral risk alert safety system well the plan to implement reporting tools to improve tracking of harm in the system", "start": 4238.36, "end": 4246.239}, {"text": "uh is important it does not address or prevent harm or violence studies from map Center for Urban Health Solution and", "start": 4246.239, "end": 4252.719}, {"text": "the homeless Hub highlight the risks of a behavior Al alert system flagging individuals as risky can lead to", "start": 4252.719, "end": 4259.159}, {"text": "discrimination further marginalization especially if the system fails to account for the nuanced context of their", "start": 4259.159, "end": 4265.6}, {"text": "behavior over surveillance can also erode privacy Foster distrust and", "start": 4265.6, "end": 4270.8}, {"text": "increase disengagement from Services um for to that end these the uh it's", "start": 4270.8, "end": 4277.36}, {"text": "neither effective in addressing the root causes of harm in the system like the lack of mental health care and", "start": 4277.36, "end": 4283.4}, {"text": "increasingly volatile and unpredicted able substance consider unsafe and Humane and punitive conditions that", "start": 4397.48, "end": 4404.04}, {"text": "exist within the shelter system will fail to offer meaningful solutions for unhoused people and "visits I ensure they still connected to registered nurses and a family physician for medical treatment and interventions", "start": 4422, "end": 4428.4}, {"text": "often trying to also seek shelter for the folks that we support I referred to", "start": 4428.4, "end": 4433.639}, {"text": "them um for additional services that are imperative to their health while they", "start": 4433.639, "end": 4439.04}, {"text": "remain outside our team is often called to places such as emergency departments", "start": 4439.04, "end": 4444.08}, {"text": "general medicine wings and icus to meet clients in hopes to continue care most of our clients get disted from the", "start": 4444.08, "end": 4450.44}, {"text": "hospitals to the streets often medically stapled on paper but left to keep wounds clean and continue followup care and", "start": 4450.44, "end": 4456.76}, {"text": "settings that are not fit for such purposes such as tents Alleyways Parks bu shelters healing without a home or a", "start": 4456.76, "end": 4462.639}, {"text": "shelter is near impossible we're often faced with a torturous effort to seek shelter for folks who desperately want", "start": 4462.639, "end": 4468.84}, {"text": "inside but are greatly successful due to the lack of shelter capacity when if folks when and if folks access shelter", "start": 4468.84, "end": 4476.08}, {"text": "supports the conditions of congregate settings ensure the spread of contagious diseases and a lack of privacy and rest", "start": 4476.08, "end": 4481.76}, {"text": "patronizing rules like curfew no decision making little autonomy no privacy and ability to lock one's door", "start": 4481.76, "end": 4487.44}, {"text": "and more and more shelters are using security whilst working Moon shelters it became clear to me that plan States the number of people in need of shelter and housing in Toronto has continued to grow due to", "start": 4644.199, "end": 4651.48}, {"text": "inadequate income supports lack of affordable housing increased cost of living and additional Refugee claiming", "start": 4651.48, "end": 4657.84}, {"text": "arrivals while additional shelter space warming centers and new housing will help many in need this winter seasonal", "start": 4657.84, "end": 4664.08}, {"text": "plans cannot fully address the increasing demand for shelter instead of instead of devoting appropriate funding", "start": recommendation for um supporting the um churches and", "start": 4901.76, "end": 4909.04}, {"text": "ethnocultural organizations that have come forward and support Ed uh I was", "start": 4909.04, "end": 4915.92}, {"text": "here actually a year ago and I tried to make the case that it was better to fund", "start": 4915.92, "end": 4921.44}, {"text": "those groups at $50 a night than it was to spend $250 a night so I wanted to", "start": 4921.44, "end": 4927.719}, {"text": "thank you for that I notice the money goes to December 31st and hopefully there'll be an ongoing", "start": 4927.719, "end": 4933.92}, {"text": "program the second thing the real reason why I wanted to step up is recommendation nine from the camh", "start": 4933.92, "end": 4942.56}, {"text": "report seems to have fallen through the cracks and when it gets cold and when", "start": 4942.56, "end": 4950.199}, {"text": "you're turning people away every night there's a temptation to say just put the beds a little closer", "start": 4950.199, "end": 4959.04}, {"text": "together there's a temptation to say um you you you can accommodate 100 well now", "start": 4959.04, "end": 4966.639}, {"text": "you can accommodate 105 and I think part of the issue that", "start": 4966.639, "end": 4972.199}, {"text": "compounds the safety issue is when people are", "start": 4972.199, "end": 4978.12}, {"text": "desperate anxious hungry scared and we tell them to sleep one foot closer to", "start": 4978.12, "end": 4986.56}, {"text": "the person beside them I just the reason I wanted to raise this is because I", "start": 4986.56, "end": 4992.159}, {"text": "believe personally we need 20 more shelters and we", "start": 4992.159, "end": 4998.32}, {"text": "need dozens more rapid housing sites so I hope that the issue of overcrowding is", "start": 4998.32, "end": 5005.88}, {"text": "not overlooked and I know your staff come to you every year with the capital pry which is very very good and I", "start": 5005.88, "end": 5012.96}, {"text": "support it but the whole issue last year when we faced this and staff said you", "start": 5012.96, "end": 5018.76}, {"text": "know just move the beds a little closer together I think that compounds your safety issue and I'm concerned about it", "start": 5018.76, "end": 5025.56}, {"text": "so those are the only two things that I wanted to raise you're super busy I really appreciate the work that you're", "start": 5025.56, "end": 5030.679}, {"text": "doing um I personally believe every Village in Toronto Toronto has 35", "start": 5030.679, "end": 5037.199}, {"text": "Villages every village in Toronto should have its own shelter I believe community", "start": 5037.199, "end": 5044.48}, {"text": "members who live there should support it and Champion it and they should volunteer to help", "start": 5044.48, "end": 5051.159}, {"text": "out we've created this weird world where people are fighting these it's asinine", "start": 5051.159, "end": 5057.32}, {"text": "we need people to volunteer we need people to come and do a little Christmas party we need people to come in and run", "start": 5057.32, "end": 5064}, {"text": "trivia nights we need people from the neighborhood to embrace these facilities", "start": 5064, "end": 5069.52}, {"text": "Please wrap up for that's that's where I'm going with this I think our shoulds would be a hell of a lot safer better", "start": 5069.52, "end": 5076.32}, {"text": "for everyone if we could get the community involved and uh thank you for listening thank you any questions of the", {"text": "fears at the beginning have you seen a situation in which um a community has", "start": 5100.96, "end": 5106.719}, {"text": "arrived at that or have you seen a situation in which a community just decided to um consider that people who", "start": 5106.719, "end": 5114.159}, {"text": "are unhoused are part of other neighbors counselor I was involved with the opening of four respit sites this is in", "start": 5114.159, "end": 5121.6}, {"text": "2016 Liberty Village was one of them I remember remember we took the mayor then mayor on a visit of the respit site at", "start": 5121.6, "end": 5129.32}, {"text": "Liberty Village we were just setting it up and there were a bunch of people in the corner decorating a tree and", "start": 5129.32, "end": 5136.04}, {"text": "bringing all kinds of gifts and the mayor at the time said to me who are these folks and I said those are people", "start": 5136.04, "end": 5142.96}, {"text": "from adjacent buildings in Liberty Village from the conduit associations who came in to set up a Christmas tree", "start": 5142.96, "end": 5149.88}, {"text": "and they're bringing gifts and the mayor at the time said I thought people were fighting this I said no absolutely not", "start": 5149.88, "end": 5157.36}, {"text": "people want this to be successful another one at 541 Lakeshore which is", "start": 5157.36, "end": 5162.8}, {"text": "the old U building on Lake Shore it's been repurposed as a respit site I remember we got Neighbors From the condo", "start": 5162.8, "end": 5170.119}, {"text": "associations to come in and do a trivia night to come in and do h a dance this", "start": 5170.119, "end": 5176.04}, {"text": "is back a few years ago but it is absolutely possible and I think frankly", "start": 5176.04, "end": 5182.32}, {"text": "shelter operators and the City when they operate these they need to build in that", "start": 5182.32, "end": 5187.44}, {"text": "Community component rather than setting up a moat you don't want to set up a", "start": 5187.44, "end": 5192.48}, {"text": "mode around these things you want the Neighbors in helping and frankly you", "start": 5192.48, "end": 5197.92}, {"text": "want folks who are in the shelter in the community doing good things and going to church and participating so I think we", "start": 5197.92, "end": 5205.56}, {"text": "should think of these shelters as an asset and the community should want them", "start": 5205.56, "end": 5211.239}, {"text": "to be successful thank you any other questions any other uh people here", "start": 5211.239, "end": 5219.44}, {"text": "wishing to speak on this item as we've opened it up nope thanks very much um", "start": 5219.44, "end": 5225.88}, {"text": "questions of Staff uh councilor Moy questions of Staff thank you through you m speaker", "start": 5225.88, "end": 5234.719}, {"text": "chair uh what kind of consultation did you undertake with Frontline staff around their safety and uh what safety", "start": 5234.719, "end": 5242.4}, {"text": "measures currently exist for staff uh through the chair to you counselor", "start": 5242.4, "end": 5248.6}, {"text": "thanks for the question um so there was some comprehensive engagement that happened with respect to the camate", "start": 5248.6, "end": 5254.52}, {"text": "shelter study in the first place uh you know focus groups individual surveys", "start": 5254.52, "end": 5260.28}, {"text": "with shelter workers um what we've done with the shelter Safety Action Plan is", "start": 5260.28, "end": 5265.639}, {"text": "based on the recommendations from the camh shelter study so engagement with our shelter providers uh through the", "start": 5265.639, "end": 5272.84}, {"text": "Toronto shelter Network happened um but it's going to be very important as we", "start": 5272.84, "end": 5277.96}, {"text": "implement the action plan to continue that engagement through our joint occupational health and safety", "start": 5277.96, "end": 5283}, {"text": "committees uh in staff planning but my question is specific to", "start": 5283, "end": 5288.199}, {"text": "our staff though did you consult with them our shelter staff with our shelter staff through the", "start": 5288.199, "end": 5296}, {"text": "camade shelter study yes okay uh not so much in the development of the action plan and I think there's some feedback", "start": 5296, "end": 5302.48}, {"text": "that you know we we could do better on in that regard and we're committed to doing so as we implement the plan and", "start": 5302.48, "end": 5308.32}, {"text": "also too how do you ensure a trauma informed response for staff so I think it's it's very", "start": 5308.32, "end": 5315.08}, {"text": "important uh and thanks for the question is as we onboard many many more people into this work is that you know there's", "start": 5315.08, "end": 5322.159}, {"text": "there's dedicated training that happens before they um you know are put into the", "start": 5322.159, "end": 5327.44}, {"text": "front lines and are delivering service uh and it's important that that training is is kept up to date over time as we go", "start": 5327.44, "end": 5334.639}, {"text": "forward as well so uh a trauma informed focus is something that um you know", "start": 5334.639, "end": 5339.92}, {"text": "we're very um uh very focused on on delivering for our Frontline staff uh", "start": 5339.92, "end": 5346.92}, {"text": "and we may need to reassess some of the other standard training that they take so we can focus primarily on that trauma", "start": 5346.92, "end": 5353}, {"text": "informed approach okay and one final question uh what steps are you taking or", "start": 5353, "end": 5359.199}, {"text": "will take to implement this action plan in collaboration with Frontline staff", "start": 5359.199, "end": 5365.199}, {"text": "yeah through the chair to you counselor I think it is through those channels that exist in the workplace uh through", "start": 5365.199, "end": 5370.719}, {"text": "our joint occupational health and safety committees um with Local 79 we have a a", "start": 5370.719, "end": 5376.6}, {"text": "quarterly uh workplace violence committee I think that would be a a table that we could you know engage in", "start": 5376.6, "end": 5383.199}, {"text": "the implementation plan discussions as well um you know as well as through staff meetings and and and other venues", "start": 5383.199, "end": 5389.679}, {"text": "available to us okay and to shift a little bit so um it's I'm happy to see", "start": 5389.679, "end": 5396.639}, {"text": "that the churches are being reimbursed up to the end of 2023 but we saw what important role they", "start": 5396.639, "end": 5402.52}, {"text": "played in actually helping us deal with you know the crisis we're faced when it comes to underhouse people and I think", "start": 5402.52, "end": 5409.639}, {"text": "they would be some are willing to continue the work if they continue to", "start": 5409.639, "end": 5414.679}, {"text": "receive support from the city so do you envision that going forward that that", "start": 5414.679, "end": 5420.36}, {"text": "may be a partnership that we can continue to Foster and uh help them to help our citizens uh", "start": 5420.36, "end": 5427.96}, {"text": "through the charity counselor we're in touch with many of the groups that uh participated in 2023 and and continue", "start": 5427.96, "end": 5436.04}, {"text": "conversations in in terms of the best way they can support still people who are arriving in Toronto with their their", "start": 5436.04, "end": 5443.119}, {"text": "settlement needs um and and we're also looking to expand the number of smaller", "start": 5443.119, "end": 5448.8}, {"text": "Refugee house uh types of facilities that can be well integrated in the", "start": 5448.8, "end": 5454.199}, {"text": "community and support people to get a a good start as they arrive so those conversations continue we look for", "start": 5454.199, "end": 5460.48}, {"text": "opportunities because in your own report that was tabled earlier this year it", "start": 5460.48, "end": 5465.719}, {"text": "shows that even though we have increased our shelter BS there's still a gap in", "start": 5465.719, "end": 5472.04}, {"text": "that there's just still people who will not be housed every night and we know", "start": 5472.04, "end": 5477.6}, {"text": "this but I haven't seen the plan to um to close that Gap and this is why I'm", "start": 5477.6, "end": 5484.199}, {"text": "asking about the churches helping us to fill that Gap so again you", "start": 5484.199, "end": 5489.76}, {"text": "know is there do we do we have a plan in place to going forward to work with", "start": 5489.76, "end": 5497.28}, {"text": "those churches because I don't see it here uh so through the through the Char you counsel not in this report I'd say", "start": 5497.28, "end": 5504.6}, {"text": "those conversations continue we've had some planning sessions with the refugee sector to see how we can build capacity", "start": 5504.6, "end": 5512}, {"text": "to meet the various needs and and Faith groups in the city play an important role our current plan with respect to", "start": 5512, "end": 5518.159}, {"text": "closing that Gap is our homeless Services Capital infrastructure strategy that we'll see 20 new shelters open in", "start": 5518.159, "end": 5524.719}, {"text": "this city over the next 10 years allowing us to close some of the bigger sites and there could be opportunities", "start": 5524.719, "end": 5530.48}, {"text": "in that work um to support new uh shelter providers uh in the delivery of", "start": 5530.48, "end": 5537.719}, {"text": "those services for either Refugee claimants or or non-refugee claimants okay thank you", "start": 5537.719, "end": 5544.84}, {"text": "thank you counselor um any other questions I have some questions", "start": 5544.84, "end": 5551.679}, {"text": "um just regarding the the case management", "start": 5551.679, "end": 5558.28}, {"text": "or if we could get their a Care Management um approach um to support", "start": 5558.28, "end": 5564.239}, {"text": "people with complex needs complex needs who live outdoors what are the services that are", "start": 5564.239, "end": 5569.96}, {"text": "currently provided and the are these resources to match the existing needs I", "start": 5569.96, "end": 5575.8}, {"text": "mean we would love to be in a situation where um shelters provided to everyone", "start": 5575.8, "end": 5583.96}, {"text": "who needs it um but some people need additional supports and ideally the shelter is a", "start": 5583.96, "end": 5590.119}, {"text": "place where we connect people to those supports and I'm thinking particularly around around their health um and", "start": 5590.119, "end": 5596.96}, {"text": "meeting them in crisis so what is what is existing right now that shelter", "start": 5596.96, "end": 5603.96}, {"text": "staff and all the internal supports can connect to on on the outside yeah so uh through you uh chair", "start": 5603.96, "end": 5611.96}, {"text": "Bravo um beyond our streets to homes uh Outreach teams that do Street Outreach", "start": 5611.96, "end": 5617.76}, {"text": "there are two programs that provide a Specialized Service so one is our multidisiplinary um Outreach team it's it's housed by", "start": 5617.76, "end": 5625.76}, {"text": "Loft Community Services um and supported by the Inner City Health Associates so two", "start": 5625.76, "end": 5631.52}, {"text": "psychiatrists um nursing staff and and five case managers that uh our Outreach", "start": 5631.52, "end": 5637.4}, {"text": "teams would refer people to for that specialized support they visit encampments and other outdoor um spaces", "start": 5637.4, "end": 5645.76}, {"text": "to connect with people um so far this year they've housed 29 individuals that", "start": 5645.76, "end": 5651.4}, {"text": "have complex needs uh in support of housing the other team is a team that", "start": 5651.4, "end": 5656.679}, {"text": "sits with the Inner City Health Associates uh a mobile team um promoting", "start": 5656.679, "end": 5662.08}, {"text": "access to Primary Care led by a physician and and two nurses again out in the encampments and other public", "start": 5662.08, "end": 5668.639}, {"text": "spaces um and so those are the two groups we met with over the course of this summer to evaluate um you if they", "start": 5668.639, "end": 5675.119}, {"text": "have the uh the resources they need to continue that work uh we're satisfied", "start": 5675.119, "end": 5680.159}, {"text": "currently that they do but that's an ongoing conversation with them in terms of the the supports that they need my", "start": 5680.159, "end": 5686.04}, {"text": "question is so uh there are situations in which the care that we can provide within shelters goes into Health Care um", "start": 5686.04, "end": 5693.32}, {"text": "what does that exist on the outside have do you find situations in which for example a person who's um who has been", "start": 5693.32, "end": 5702.48}, {"text": "who is no longer um safe to stay in the shelter and needs supports for their for", "start": 5702.48, "end": 5708.199}, {"text": "whatever situation they're in what's out there for them right now what um you know we we I'm concerned about the does", "start": 5708.199, "end": 5715.84}, {"text": "the case worker on the shelter side have a case worker to match with on the on the healthcare side which is not a", "start": 5715.84, "end": 5722.119}, {"text": "municipal responsibility but it's still needed yeah through you chair Bravo no I", "start": 5722.119, "end": 5727.84}, {"text": "mean frankly there's still big gaps in the Health Care system with respect to uh places where someone could go that's", "start": 5727.84, "end": 5734.76}, {"text": "an immediate crisis um whether it might be a safe bed or or some other um", "start": 5734.76, "end": 5740.84}, {"text": "location where that they could seek some respit outside of the shelter system or outside of off the street uh and so", "start": 5740.84, "end": 5747.8}, {"text": "there's certainly more Investments that are needed in those services and um I'm thinking you know the the deput", "start": 5747.8, "end": 5755.04}, {"text": "highlighted and I think we're all very concerned about the ongoing impact of um on the city and on our", "start": 5755.04, "end": 5764}, {"text": "residents um particularly within the shelter system and in and those who are", "start": 5764, "end": 5769.199}, {"text": "currently not housed within the shelter system but are um unhoused um are not sheltered under the", "start": 5769.199, "end": 5776.08}, {"text": "shelter system uh of the Ontario government's uh Force closure of supervised consumption Services um", "start": 5776.08, "end": 5784.719}, {"text": "and the and the failure to deliver on immediately in the in the interim operate and what the scope of services they will provide um if these", "start": 5833.92, "end": 5839.88}, {"text": "life-saving services are not available in the Health Care system We Fear more people will move Outdoors into public", "start": 5839.88, "end": 5846.56}, {"text": "spaces to use substances and be at greater risk for um for overdose and", "start": 5846.56, "end": 5851.76}, {"text": "death yeah of course um they've prohibited um the harm reduction pieces", "start": 5851.76, "end": 5859.04}, {"text": "which uh which we we need um so in in relation to what's before us um can you", "start": 5859.04, "end": 5865.639}, {"text": "describe in more detail how uh the you know the learnings and the the research", "start": 5865.639, "end": 5872.28}, {"text": "that's been done the the facilities and so Capital infrastructure will be designed with safety in mind um we'll be be building", "start": 5911.679, "end": 5918.52}, {"text": "smaller shelters that will integrate in a in a better way into communities", "start": 5918.52, "end": 5923.679}, {"text": "they'll uh have Community spaces within them to embrace um members of local", "start": 5923.679, "end": 5930.119}, {"text": "neighborhoods that want to get involved in the delivery of services and understanding what happens within a", "start": 5930.119, "end": 5935.239}, {"text": "shelter and who is there um and so it provides us a great opportunity to move away from some of the larger shelter", "start": 5935.239, "end": 5941.8}, {"text": "hotels that um you know we brought on over the course of the pandemic and and", "start": 5941.8, "end": 5946.84}, {"text": "build out these Assets in communities right across the city of Toronto thank you uh questions uh councelor Fletcher", "start": 5946.84, "end": opportunity to speak to many of them and they were", "start": 6032.119, "end": 6038.32}, {"text": "happy to step forward and assist where needed um but it was difficult right we", "start": 6038.32, "end": 6044.88}, {"text": "actually had to they had to kind of twist our arm and kind of embarrass us at some points and then we came after", "start": 6044.88, "end": 6050.04}, {"text": "the fact to kind of reimburse and backtrack and a iiz and all these other things but um there's a willingness on", "start": 6050.04, "end": 6057.92}, {"text": "their part to continue to assist us in this work and have and housing that people can afford", "start": 6110.48, "end": 6117.08}, {"text": "and this is the original problem here um the shelter system is uh intended to be", "start": 6117.08, "end": 6125}, {"text": "a step into a home uh a transition it's a place of that should", "start": 6125, "end": 6130.239}, {"text": "be the backup not the default and while we want to make them better um this is", "start": 6130.239, "end": 6137.56}, {"text": "It's horrifying to see what's happening not just in the city but across this country there's no community that is", "start": 6137.56, "end": 6143.92}, {"text": "untouched uh by this problem uh no matter how small there are communities of 10,000 people with hundreds of people", "start": 6143.92, "end": 6151.56}, {"text": "who are currently unhoused and so of course the scale of the challenge is", "start": 6151.56, "end": 6157.119}, {"text": "significant here in the city of Toronto which has by far the largest shelter system in in the entire", "start": 6157.119, "end": 6164.199}, {"text": "country the I want to recognize the the leadership of the shelter division um", "start": 6164.199, "end": 6171.239}, {"text": "and the boldness of Contracting and making the relationship with camage to", "start": 6171.239, "end": 6176.84}, {"text": "look at the problem the Dual problem the safety of residents and the the safety", "start": 6176.84, "end": 6182.48}, {"text": "and the conditions of residents and the safety and conditions of the workers the you know the prevalence of um of abuse", "start": 6182.48, "end": 6189.84}, {"text": "or even violence um that is particularly directed at racialized people indigenous", "start": 6189.84, "end": 6196.36}, {"text": "people uh black people and um and people who are lgbtq plus um is something that we", "start": 6196.36, "end": 6203.76}, {"text": "really need to think about care work in general is hugely under stress in the", "start": 6203.76, "end": 6208.96}, {"text": "city of Toronto and in this country um whether it's in child care or elder care", "start": 6208.96, "end": 6215.159}, {"text": "and certainly in and and caring and within the shelter system so uh it's", "start": 6215.159, "end": 6220.56}, {"text": "really important that we attend to this that there's continual conversations with the workers on the front lines um", "start": 6220.56, "end": 6227}, {"text": "and that and with the residents in the shelters um who understand the situation well and are need to be part of the", "start": 6227, "end": 6234.159}, {"text": "solution there's a lot going on in this report it just shows the the range of of", "start": 6234.159, "end": 6239.679}, {"text": "work that this division does um we're talking about shelter safety support for", "start": 6239.679, "end": 6245.84}, {"text": "Refugee claimants um Outreach for people living outside and encampments and so much more um I think that is indicative", "start": 6245.84, "end": 6253.84}, {"text": "of how this is to me the the biggest human emergency that we're facing in the city of Toronto and we need to treat it", "start": 6253.84, "end": 6259.719}, {"text": "that way um I think it's it's really really crucial to um and it's", "start": 6259.719, "end": 6265.56}, {"text": "appreciated for people to come here and say that we need to adopt this plan we need to uh stick to it um because we do", "start": 6265.56, "end": 6273.239}, {"text": "need to uh we do need to build out the shelter system in a way that's responsive to people's needs so I hear", "start": 6273.239, "end": 6280.239}, {"text": "from people who say and including in my ward um you know shelters are unsafe I", "start": 6280.239, "end": 6286.4}, {"text": "don't want them in my neighborhood or um but at the same time I don't want an", "start": 6286.4, "end": 6292}, {"text": "encampment in my neighborhood um and I think that we have to remember that we", "start": 6292, "end": 6297.639}, {"text": "need to we have an obligation to people to bring them inside and to give them the supports that they need um the the", "start": 6297.639, "end": 6304.679}, {"text": "the idea of of it's a it's a it's an indivisible idea that we make shelter", "start": 6304.679, "end": 6310.56}, {"text": "safer um uh for people uh whether workers or residents that's s Community", "start": 6310.56, "end": 6315.679}, {"text": "safety that's a massive intervention and Community safety that people deserve we need to build up this Capital plan you", "start": 6315.679, "end": 6322.56}, {"text": "know we need need to make sure that the first six uh uh shelters that are proposed are underway are built with", "start": 6322.56, "end": 6329.84}, {"text": "supportive community so that we can have the Embrace that one of the deputat talked about these are our neighbors and", "start": 6329.84, "end": 6335.48}, {"text": "I view the people who will occupy any future shelter as constituents of ours um with that need the attention that any", "start": 6335.48, "end": 6342.639}, {"text": "other constituent might need um and I think that when we are united in that", "start": 6342.639, "end": 6348.8}, {"text": "view then we can have a more credible voice in relation to the provis IAL and federal governments who need to step", "start": 6348.8, "end": 6354.92}, {"text": "forward on the housing side on the Supportive Housing side on the health care side um uh and on the income side", "start": 6354.92, "end": 6362.44}, {"text": "because you know we have a lot of people who um who are unable to afford um a", "start": the same time um you know we need to be", "start": 6373.96, "end": 6379.36}, {"text": "United in that in that call so I congratulate the the the staff for the", "start": 6379.36, "end": 6384.48}, 7018.92}, {"text": "participated as a member of task um this funding I think is incredibly important", "start": 7018.92, "end": 7024.92}, {"text": "because traditionally um indigenous organizations we've had to fit into a very structured um process and laborous", "start": 7024.92, "end": 7033.8}, {"text": "in which there are lines for things like Staffing or um um particular over um", "start": 7033.8, "end": 7043.36}, {"text": "particular items but there's never room for things like landbased knowledge or", "start": 7043.36, "end": 7048.56}, {"text": "for cultural teachings so often we had to fit ourselves into these boxes of very specific ideas and then somehow try", "start": 7048.56, "end": 7055.639}, {"text": "and make ourselves appealing enough um to receive the funding with the indigenous um funding framework we have", "start": 7055.639, "end": 7062.239}, {"text": "more flexibility in which to do that and I know that there have been some concerns and in a a newspaper whose name", "start": 7062.239, "end": 7069.48}, {"text": "I will not mention um did an article refer to a lack of accountability they felt and I will stress that there is", "start": 7069.48, "end": 7076.719}, {"text": "accountability and how we've been dealing um with this funding we do account for how we spend it and it's", "start": 7076.719, "end": 7082.199}, {"text": "done in a responsible way that best addressed the needs of our community but does not fit us into a box um", "start": 7082.199, "end": 7089.88}, {"text": "traditionally we have been underfunded often due to population size sometimes", "start": 7089.88, "end": 7094.96}, {"text": "due to a lack of information provided to us and um by using this framework and", "start": 7094.96, "end": 7100.8}, {"text": "the money flowing through task we were able to address some of those inconsistencies uh Truth and", "start": 7100.8, "end": 7106.88}, {"text": "Reconciliation is something that we hear about a lot um and I think for me um truth is very important but", "start": 7106.88, "end": 7113.159}, {"text": "reconciliation looks different in very many ways and it can be as simple as a small acts that we do as people to", "start": 7113.159, "end": 7119.96}, {"text": "acknowledge the lands that we're on and to learn about indigenous um Community but it's also what I consider to be very", "start": 7119.96, "end": 7126.079}, {"text": "large things like the funding um framework uh which helps us be able to", "start": 7126.079, "end": 7131.28}, {"text": "provide for our very vulnerable community in a way that is culturally and spiritually relevant which in the", "start": 7131.28, "end": 7137.28}, {"text": "long run just builds better relationships um between those of us who are who are indigenous and those um who", "start": 7137.28, "end": 7144.239}, {"text": "are not this funding for my organization has gone to cultural teachings um it has", "start": 7144.239, "end": 7151}, {"text": "gone to supporting the mental um health of our uh community members which is", "start": 7151, "end": 7156.48}, {"text": "incredibly important and to building a better relationship um with the city which is incred L important um how we", "start": 7156.48, "end": 7164.48}, {"text": "how the city uh their relationship with our community has not always been good but this has been an incredibly positive", "start": 7164.48, "end": 7170.36}, {"text": "step moving forward I would like to take the opportunity also um to thank the community funding unit for all the work", "start": 7170.36, "end": 7176.96}, {"text": "that they did in regards to this it is my hope that this will become a new framework for how indigenous", "start": 7176.96, "end": 7182.599}, {"text": "organizations receive funding not just within to give a brief refresher on the policy context that we're working in so in", "start": 7788.92, "end": 7795.679}, {"text": "March 2022 The Province and the federal government signed the Ontario Canada", "start": 7795.679, "end": 7801}, {"text": "wide Early Learning and child care agreement and the aim of this agreement is to reduce the cost of child care for", "start": 7801, "end": 7807.04}, {"text": "children age0 to5 to an average of $10 of day $10 a day by", "start": 7807.04, "end": 7812.679}, {"text": "2026 to date fees have been reduced by up to 52.75 for eligible", "start": 7812.679, "end": 7819.76}, {"text": "families to support the implementation of the Canada wide system in Toronto Children's Services has developed and is", "start": 7819.76, "end": 7826.48}, {"text": "implementing a directed growth plan to support the child care space expansion", "start": 7826.48, "end": 7832.48}, {"text": "goals so in August 2024 The Province released the long awaited Canada wide", "start": 7832.48, "end": 7838.36}, {"text": "funding formula the cost-based formula is for programs in Canada wide serving", "start": 7838.36, "end": 7843.639}, {"text": "children age 0 to5 and represents a move from the revenue replacement model that was in place since 2022 to a cost", "start": 7843.639, "end": 7851.52}, {"text": "approach that is based on the provinces calculation of the typical costs of delivering child care so the image on", "start": 7851.52, "end": 7857.88}, {"text": "the screen here shows a visual of how the funding formula uh the new formula works and the basic components of a", "start": 7857.88, "end": 7863.88}, {"text": "licensees Canada wide funding allocation so starting on the left we see that we have the cost based funding allocation", "start": 7863.88, "end": 7870.719}, {"text": "that is the amount that a lensey would receive is equal to a program cost", "start": 7870.719, "end": 7876.28}, {"text": "allocation plus an allocation in Le of profit and surplus minus a base fee Revenue", "start": 7876.28, "end": 7882.639}, {"text": "offset the program cost allocation consists of a benchmark allocation and a", "start": 7882.639, "end": 7888}, {"text": "topup allocations which is which are the Legacy top up for 2025 only a rolling", "start": 7888, "end": 7894}, {"text": "top up or a growth top up this new approach will allow for greater flexibility among operators uh", "start": 7894, "end": 7901.48}, {"text": "as funding reconciliations will be completed at the leny level rather than on a line byline", "start": 7901.48, "end": 7907.559}, {"text": "basis the new funding formula also includes a regional component that recognizes that costs vary for operators", "start": 7907.559, "end": 7914.8}, {"text": "across the province so this this this adjustment is is implemented using a geographic adjustment Factor that's", "start": 7914.8, "end": 7921.639}, {"text": "applied to the Benchmark allocation and is calculated for each lensey the geographic adjustment factor", "start": 7921.639, "end": 7927.639}, {"text": "for Toronto is 1.07 or an increase by 7% there's of course a lot more details", "start": 7927.639, "end": 7934.639}, {"text": "to the funding formula which can be found in our staff report or in the ministry guidelines which we've hyperlinked to the appendix of this", "start": 7934.639, "end": 7940.92}, {"text": "report report as part of the same memo that released the new funding formula The", "start": 7940.92, "end": 7947.639}, {"text": "Province also announced several program changes that will come into effect on January 1st", "start": 7947.639, "end": 7953.4}, {"text": "2025 first fees will be capped at $22 per day for eligible families attending", "start": 7953.4, "end": 7958.719}, {"text": "a Canada wide enrolled Center second Federal and provincial funding will only be available to Canada wide enrolled", "start": 7958.719, "end": 7965.88}, {"text": "lienes or non-ada wide lienes that only serve children age 6 to 12 this includes", "start": 7965.88, "end": 7972.84}, {"text": "General operating funding wage enhancement grants and fee subsidy funding third local priorities funding", "start": 7972.84, "end": 7980.119}, {"text": "will continue to address fee subsidies programming for children age 6 to 12 professional learning and resources for", "start": 7980.119, "end": 7986.8}, {"text": "families with extra support needs and fourth there will be um additional Financial accountability", "start": 7986.8, "end": 7993.119}, {"text": "measures to support the responsible use of public funds this includes standardized financial reporting cost", "start": 7993.119, "end": 7999.719}, {"text": "and eligibility reviews by service system managers and thirdparty compliance assessments for the top 5% of", "start": 7999.719, "end": 8006.28}, {"text": "child care centers or agencies exceeding The Benchmark", "start": 8006.28, "end": 8011.159}, {"text": "allocation so while we've received some new information about the funding formula there are still some pieces that", "start": 8011.84, "end": 8017.239}, {"text": "we are waiting for uh including the remaining funding guidelines further details around the workforce strategy", "start": 8017.239, "end": 8023.4}, {"text": "and confirmation of our final final funding allocation understandably there are many", "start": 8023.4, "end": 8028.679}, {"text": "questions that we are hearing from the sector uh and we just wanted to take a moment on this slide to try to clarify some of", "start": 8028.679, "end": 8034.96}, {"text": "those concerns so as you can see on the left side of this slide we've heard a concern that funding has been frozen", "start": 8034.96, "end": 8041.84}, {"text": "since 2022 and the new formula does not account for increased costs there's also a concern that the new model places", "start": 8041.84, "end": 8048.44}, {"text": "restrictions on how much staff can be paid um an idea that the approach means", "start": 8048.44, "end": 8053.48}, {"text": "more government oversight and less Independence for operators and that the new cost-based", "start": 8053.48, "end": 8059.4}, {"text": "approach will result in less funding resulting in room closures or reduced service we wanted to address some of", "start": 8059.4, "end": 8065.639}, {"text": "these concerns uh what we do know about the province's new funding approach is that the formula allows for scaling", "start": 8065.639, "end": 8071.8}, {"text": "factors and changes to operational plans to account for year-over-year changes the formula includes a wage", "start": 8071.8, "end": 8079.239}, {"text": "floor uh and does not limit wages within Benchmark allocations while there are new", "start": 8079.239, "end": 8086.04}, {"text": "accountability measures provided the significant injection of public funds these measures will support the", "start": 8086.04, "end": 8091.48}, {"text": "responsible use of public dollars with this even with this um the the new", "start": 8091.48, "end": 8096.88}, {"text": "approach grants licenses the flexibility to use their allocation as needed on eligible", "start": 8096.88, "end": 8102.639}, {"text": "costs and the fourth item here on the right by Design The Province estimates that approximately 50% of lenses will be", "start": 8102.639, "end": 8109.639}, {"text": "sufficiently funded through the provincial benchmarks these operators may also have funding room to incur", "start": 8109.639, "end": 8115.4}, {"text": "additional eligible costs to increase wages or improve quality the 50% of licenses with cost", "start": 8115.4, "end": 8122.079}, {"text": "structures that exceed the benchmarks will be supported with topup", "start": 8122.079, "end": 8127.239}, {"text": "funding so again as I mentioned though we are awaiting additional details we do have a sense of what the implications of", "start": 8127.239, "end": 8133.119}, {"text": "the recent provincial announcements might be first as mentioned the new cost-based funding formula is designed", "start": 8133.119, "end": 8139.04}, {"text": "to increase standardization while allowing for more flexibility for operators however the funding formula", "start": 8139.04, "end": 8145.719}, {"text": "does not include any Capital funding to support growth this is especially challenging for the not for profit", "start": 8145.719, "end": 8151.4}, {"text": "sector where barriers to Capital financing are higher uh in the third box here you can", "start": 8151.4, "end": 8157.199}, {"text": "see that the new funding formula also does not build in a formalized wage Grid or standardized benefits plan and I", "start": 8157.199, "end": 8163.599}, {"text": "should note that children's services and city council have made requests of the ministry to develop Workforce strategy", "start": 8163.599, "end": 8169.599}, {"text": "that supports Recruitment and Retention of Staff in the early years in childcare sector which is critical for the current", "start": 8169.599, "end": 8175.639}, {"text": "and future expansion of a high quality and child care system lastly with the increase in", "start": 8175.639, "end": 8181.719}, {"text": "demand for affordable spaces there is a growing concern that families in receipt of fee subsidy may experience reduced", "start": 8181.719, "end": 8187.92}, {"text": "access to Affordable Care so while these changes with the Canada wide system are happening", "start": 8187.92, "end": 8194.518}, {"text": "children's services staff have been working very hard to develop the 2025 at", "start": 8194.519, "end": 8199.76}, {"text": "to 29 childcare and early years service plan for Toronto service plans are a way for us", "start": 8199.76, "end": 8206.08}, {"text": "to respond to community needs and articulate a vision for the key priorities of the sector and in fact", "start": 8206.08, "end": 8212.24}, {"text": "Children's Services has a long history of service planning having produced plans prior to", "start": 8212.24, "end": 8218.478}, {"text": "amalgamation in developing the service plan our core driving principle is to Center the needs of families and", "start": 8218.479, "end": 8223.96}, {"text": "children and we do this through Community engagement including Consulting with parents and Giver uh", "start": 8223.96, "end": 8229.478}, {"text": "parents and caregivers indigenous partners and a broad range of sector stakeholders as you can see on this", "start": 8229.479, "end": 8235.638}, {"text": "slide that we we've connected so far with over 4,000 people through a combination of surveys focus groups and", "start": 8235.639, "end": 8242.399}, {"text": "workshops we've also worked to reach out to indigenous families and Community leaders in the early years and child", "start": 8242.4, "end": 8248.76}, {"text": "care sector we had the honor of speaking with indigenous families and caretakers through a focus group and also have had", "start": 8248.76, "end": 8255.598}, {"text": "conversations with the Aboriginal advisory and planning committee to seek guidance in uh to seek guidance on how", "start": 8255.599, "end": 8261.719}, {"text": "we can use the service plan to advance self-determination in the sector as a result of our research and", "start": 8261.719, "end": 8269.12}, {"text": "consultation conducted to date the emerging areas of focus are listed here on the slide so very briefly what we've", "start": 8269.12, "end": 8275.8}, {"text": "heard is that there is a need to support a thriving Workforce expand and sustain high quality childcare and earlyer", "start": 8275.8, "end": 8282.28}, {"text": "services improve Equitable access to Services prioritize inclusion for", "start": 8282.281, "end": 8287.319}, {"text": "children families and staff connect families with essential family supports and advanced self-determination for", "start": 8287.32, "end": 8293.84}, {"text": "indigenous organizations and families in terms of next steps staff", "start": 8293.84, "end": 8298.92}, {"text": "will continue to pull together and analyze the consultation data and identify actions with an aim of bringing", "start": 8298.92, "end": 8305}, {"text": "the service plan to Council in 2025 we also hope to organize Another Round Table in 2025 where we can provide", "start": 8305, "end": 8312.24}, {"text": "another update on the service plan the funding formula and other important issues facing the", "start": 8312.24, "end": {"text": "avoid further widening of the equity Gap the following actions are immediately", "start": 8384.44, "end": 8389.8}, {"text": "required even before the fees are decreasing to $22 a day next January the", "start": 8389.8, "end": 8396.84}, {"text": "council should mandate that all programs benefiting from Public Funding must be", "start": 8396.84, "end": 8402.08}, {"text": "accountable from for program quality through annual quality assessment that", "start": 8402.08, "end": 8407.8}, {"text": "all programs benefiting from Public Funding must accept subsidized children", "start": 8407.8, "end": 8413.2}, {"text": "that subsidized families must have a priority for admission to municipally operated programs and a minimum", "start": 8413.2, "end": 8420.72}, {"text": "percentage of SP spaces in every Community program shall be guaranteed for Access by children from low-income", "start": 8420.72, "end": 8428.319}, {"text": "families these measures should come into place as soon as possible waiting for", "start": 8428.319, "end": 8433.88}, {"text": "the scheduled late February ecdc meeting or even Another Round Table later in the", "start": 8433.88, "end": 8439.359}, {"text": took me 10 years to convince the bank to give us a credit", "start": 8872.279, "end": 8879.56}, {"text": "card we know the capital funding is an obstacle for growth it's in the report", "start": 8879.56, "end": 8884.92}, {"text": "if we want more child care spaces and expansion in the nonprofit sector we need the provincial government to", "start": 8884.92, "end": 8890.68}, {"text": "release Toronto share of the promised infrastructure money this 625 million", "start": 8890.68, "end": 8896.8}, {"text": "fund was announced by the feds in 2023 and has not yet been", "start": 8896.8, "end": the national subsidy program in the new year uh I", "start": 9001.04, "end": 9008.399}, {"text": "have a three and a half yearold that goes to sunyside daycare and we received a notice on November 1 that our fees", "start": 9008.399, "end": 9014.84}, {"text": "were going to go from $900 to $2,100 a month uh because they were pulling out", "start": 9014.84, "end": 9020.84}, {"text": "of the subsidy program we also have a daughter who was on The Sibling priority", "start": 9020.84, "end": 9026.64}, {"text": "list and so for two kids in daycare at full tuition it meant that we would uh", "start": 9026.64, "end": 9033.359}, {"text": "be paying $4,700 a month we made you know major", "start": 9033.359, "end": 9038.84}, {"text": "life decisions based on the budget that included a Child Care Subsidy and I don't know many other people who can", "start": 9038.84, "end": 9045.319}, {"text": "afford an additional $1,000 to their monthly budget let alone $44,000 a month", "start": 9045.319, "end": 9052.479}, {"text": "the reason that the operators provided to us was simply that the model wasn't working for them and that the program", "start": 9052.479, "end": 9059.279}, {"text": "was too difficult for them to participate in we found out after", "start": 9059.279, "end": 9064.319}, {"text": "talking to other groups of parents that um out of the 14 for-profit daycares", "start": 9064.319, "end": 9070.92}, {"text": "that were opting out of the program seven of them were linked to the same corporate", "start": 9070.92, "end": 9076.24}, {"text": "chain so a community of parents came together we draft Ed a letter with over a 100 signatures to request a meeting", "start": 9076.24, "end": 9084.08}, {"text": "with the ownership and asked that they provide more information and transparency in terms of why they were", "start": 9084.08, "end": 9090.2}, {"text": "pulling out of the subsidy program we applied significant media pressure we", "start": 9090.2, "end": 9096.279}, {"text": "named these owners publicly and finally after a few weeks we received a", "start": 9096.279, "end": 9102.88}, {"text": "three-page nonresponse from the owners that essentially said no to a meeting", "start": 9102.88, "end": 9108.2}, {"text": "they did not provide further clarity uh in terms of why they were pulling out of the subsidy they just reiterated", "start": 9108.2, "end": 9114.04}, {"text": "their position and expressed a hope that the national subsidy program would one", "start": 9114.04, "end": 9119.16}, {"text": "day increase viability and more choice in selecting child care for parents", "start": 9119.16, "end": 9126.04}, {"text": "which I think is really interesting that they honed in on this idea of choice since their entire business model is", "start": 9126.04, "end": 9133.12}, {"text": "taking advantage of a supply and demand Dynamic these owners know that their", "start": 9133.12, "end": 9139.2}, {"text": "weight list is hundreds of kids long and they're banking on the fact that", "start": 9139.2, "end": 9145.64}, {"text": "families will have no other option but to pay the fees that they set in our", "start": 9145.64, "end": 9151.399}, {"text": "particular area in the West End of Toronto there's no space in surrounding nonprofit dayc carees my son has been on", "start": 9151.399, "end": 9158.8}, {"text": "the weight list for almost four years uh families are now scrambling to", "start": 9158.8, "end": 9163.92}, {"text": "find alternative care whether it's unlicensed daycares uh Nanny shares", "start": 9163.92, "end": 9169.52}, {"text": "which requires you to have adequate space in your home uh we're looking at ad hoc care options with family and", "start": 9169.52, "end": 9176.92}, {"text": "friends which we're gonna have to ask you to wrap up but um I can ask you a follow-up question um sure can do you go", "start": 9176.92, "end": 9185.68}, {"text": "ahead and finish your thought I think it's an important ultimately what's happening is", "start": 9185.68, "end": 9191.08}, {"text": "people are taking out lines of credit and they're refinancing their mortgages because they don't have an option but to pay for the care or they're going to", "start": 9191.08, "end": 9197}, {"text": "leave the workforce uh altogether which obviously becomes at an economic disadvantage uh to the entire city I", "start": 9197, "end": 9204.64}, {"text": "worry that these particular owners will profit even more if the cap on for-profit centers is lifted there", "start": 9204.64, "end": 9211.76}, {"text": "obviously should be no place in our society for investors and veter capitalist to make profits in child care", "start": 9211.76, "end": 9218.72}, {"text": "settings and so I have three asks for the committee members to consider today one is that the city prevent any", "start": 9218.72, "end": 9225.2}, {"text": "additional licenses that uh should be given to this particular corporate chain", "start": 9225.2, "end": 9230.479}, {"text": "that the city look at providing Capital Loans to community groups like The affected parents of these for-profit", "start": 9230.479, "end": we're very supportive of the report uh there's a", "start": 9291.68, "end": 9296.76}, {"text": "number of groups who spoken before us on some of the changes and some questions that they put forward I bring it from an", "start": 9296.76, "end": 9303.52}, {"text": "education perspective and uh how uh Child Care Now moving under the Ministry", "start": 9303.52, "end": 9309.2}, {"text": "of Education and the importance that it brings to education there's in the most of the reports that come out education", "start": 9309.2, "end": 9316.439}, {"text": "is mentioned but not highlighted on the impact of learning for children in the", "start": 9316.439, "end": 9322.16}, {"text": "early years and I know there's just one out yesterday the future of work empowering growth we seem to get our", "start": 9322.16, "end": 9329}, {"text": "minds around uh uh you know bring women out of poverty wages those types of", "start": 9329, "end": 9335.359}, {"text": "things but there's little discussion on things like the Pascal report that was a number of years ago the oecd report on", "start": 9335.359, "end": 9342.56}, {"text": "the economic benefits of children in the education and the benefits of providing quality child so I think we just wanted", "start": 9342.56, "end": 9350.08}, {"text": "to highlight a few of those things the other thing is when we talk about we look at these things from a poverty", "start": 9350.08, "end": 9356.8}, {"text": "reduction or antipoverty the structure that's set up for wages that are", "start": 9356.8, "end": 9361.84}, {"text": "proposed in the city of Toronto means that women predominantly working in this these jobs cannot afford to live in the", "start": 9361.84, "end": 9369.319}, {"text": "city of Toronto and if they do they're really living very close to the poverty level or below secondly their pensions", "start": 9369.319, "end": 9376.76}, {"text": "normally defined contribution outside of municipality and education means that they're destined for a life of poverty", "start": 9376.76, "end": 9383.08}, {"text": "when they retire so as we look at these things and we talk all the benefits all the things that come along with it the", "start": 9383.08, "end": 9389.88}, {"text": "structure itself leads uh women to be in poverty for long periods of time and I think the wage structure in particular", "start": 9389.88, "end": 9397.319}, {"text": "the pension saying that people will be going into what they call a defined contribution plan which runs out and", "start": 9397.319, "end": 9402.84}, {"text": "pays very little pension to women and we know as women age and retire that that", "start": 9402.84, "end": 9408.279}, {"text": "uh they they're life of poverty so I think just asking that if the report does deal with the integration of", "start": 9408.279, "end": 9415.96}, {"text": "Education I think healthc care should be included in the early years we know a lot now about how the brain functions in", "start": 9415.96, "end": 9422.92}, {"text": "children and how they learn as the city and uh the school boards I think it should also include uh sick kids as one", "start": 9422.92, "end": 9430.6}, {"text": "of the leaders in this area uh blue review School auor autism Chio hospitals", "start": 9430.6, "end": 9436.68}, {"text": "there's a number that actually deliver uh how children learn so as closing I", "start": 9436.68, "end": 9442.52}, {"text": "just want to see you know that there better education integration then when we talk about economic interest we don't", "start": 9442.52, "end": 9448.64}, {"text": "have a group of employees or members who are going to be destined for poverty if tensions aren't addressed um Capital", "start": 9448.64, "end": 9456.8}, {"text": "funding with the TDSB and the organizing around Capital funding has already been spoken of but a better integration of", "start": 9456.8, "end": 9463.12}, {"text": "how Capital money is assisted we know the school board had their Capital funding gonna have to ask you to wrap up", "start": 9463.12, "end": 9468.72}, {"text": "sorry I'll just wrap up in in in saying that child carees in schools or where", "start": 9468.72, "end": 9474.72}, {"text": "people live are the way to go moving it out of schools or moving it out of", "start": 9474.72, "end": 9479.88}, {"text": "housing where people are is detriment of parents and it's harmful for students", "start": 9479.88, "end": 9485}, {"text": "and they need to focus on having a school based Bas thank you thank you uh", "start": 9485, "end": 9490.04}, {"text": "for that my understanding the chair sorry can you repeat the 6 to 12 6 to2 is $22", "start": 9512.24, "end": 9518.319}, {"text": "a day and0 to5 is $10 a day y so through through the chair and thank you councelor for that for children 0 to5", "start": 9518.319, "end": 9526.84}, {"text": "effective uh January 1st the fee will be $22 a day for 6 to 12 year olds which", "start": 9526.84, "end": 9533.64}, {"text": "are called school age they are not part of the Canada wide program and those operators set their fees based on their", "start": 9533.64, "end": 9540.319}, {"text": "budget and their revenue so they are not part of that program and they do not they do not", "start": 9540.319, "end": 9546.88}, {"text": "benefit from reduced fees was that always the case or is that just the uh well the case of the", "start": 9546.88, "end": 9555.04}, {"text": "introduction of can Canada wide specifically was to um um provide", "start": 9555.04, "end": 9560.92}, {"text": "affordability for children zero to five okay", "start": 9560.92, "end": 9568.2}, {"text": "um And in regards to recommendation two and three it says here to collaborate", "start": 9568.2, "end": 9575.319}, {"text": "with uh and identify strategies uh to enhance Equitable", "start": 9575.319, "end": 9581.12}, {"text": "access has has that always been done or has it", "start": 9581.12, "end": 9587.92}, {"text": recommendation three saying to convene a Roundtable meeting", "start": 9595.52, "end": 9600.6}, {"text": "with indigenous Partners I'm I'm assuming that you're referring to task but again is this {"text": "all in terms of collaborating with the childcare sector that's not new new we do that continuously we also as you", "start": 9615.439, "end": 9622.319}, {"text": "heard we have a long history of service plans this really refers to this iteration of our service plan to make", "start": 9622.319, "end": 9629.88}, {"text": "sure that it reflects the changes that have happened in the sector uh so that is a continuous process that we always", "start": 9629.88, "end": 9636.479}, {"text": "do and in terms of engaging yes with the indigenous and other partners again that", "start": 9636.479, "end": 9642.12}, {"text": "is something that we always do and we really rely on that feedback through the", "start": 9642.12, "end": 9647.439}, {"text": "service plan process to understand the uh concerns from the sector opportunities and that's how we build", "start": 9647.439, "end": 9654}, {"text": "out our action plan for the next five years okay because I mean just reading it it just says like for example to", "start": 9654, "end": 9661.08}, {"text": "convene and to um collaborate it doesn't say that", "start": 9661.08, "end": 9666.16}, {"text": "it's uh continuing so I that was fun a little confusing okay those are my", "start": 9666.16, "end": 9673.8}, {"text": "comments thank you or questions thank you um I do have some", "start": 9673.8, "end": 9680.04}, {"text": "questions um I'll start from the the question raised um by one of the", "start": 9680.04, "end": 9687.359}, {"text": "deput CHP sa Bruno uh regarding the lamentable situation those families have", "start": 9687.359, "end": 9692.68}, {"text": "found themselves um is it one of the request is for the city of Toronto to deny or prevent licenses for Bad actors", "start": 9692.68, "end": 9700.2}, {"text": "and the profit making business of child care is do we have that power is that possible um thank thank you chair uh we", "start": 9700.2, "end": 9708.24}, {"text": "don't have that possible those operators who are leaving the program who are exiting are now no", "start": 9708.24, "end": 9714.96}, {"text": "longer um going to receive any government funding they'll be completely Market driven independent operators The", "start": 9714.96, "end": 9722.319}, {"text": "Province actually controls the licensing so they would continue to receive a license through the province and uh", "start": 9722.319, "end": 9729.04}, {"text": "there there are no sanctions that we can take given they'll no longer be um part of our program nor will they be funded", "start": 9729.04, "end": 9736.439}, {"text": "but I I would like to point out that that's very unfortunate for those families and a number of families we", "start": 9736.439, "end": 9742.92}, {"text": "have worked really closely with uh any operator who comes forward to say they", "start": 9742.92, "end": 9748.279}, {"text": "want to exit the program and by that I mean literally um convening you know", "start": 9748.279, "end": 9753.6}, {"text": "independent meetings Roundtable meetings debunking those myths which you also saw in the presentation like why are you", "start": 9753.6, "end": 9760.56}, {"text": "leaving those are myths we actually think the program operator is going to Faire much better and have much greater", "start": 9760.56, "end": 9767.76}, {"text": "flexibility so we been working with them to try to at least encourage them to stay to you know uh stay on and if it", "start": 9767.76, "end": 9775.8}, {"text": "doesn't work you know fair enough but we actually um feel like this model is an", "start": 9775.8, "end": 9781.08}, {"text": "improvement over the revenue replacement which has been a real problem for operators thank you um so the the cost", "start": 9781.08, "end": 9788.88}, {"text": "based formula um has answered some of the questions from the sector but there's a bunch of outstanding", "start": 9788.88, "end": 9794.439}, {"text": "challenges can is it uh fair to say that it's Capital funding a work for a strategy and a plan for improving um you", "start": 9794.439, "end": 9802.56}, {"text": "know s access is still needed from the provincial and federal governments if we're actually going to sustain and and", "start": 9802.56, "end": 9808.72}, {"text": "grow the system as as we need to uh yeah through the through the chair you'll see in the report that we noted uh well", "start": 9808.72, "end": 9815.52}, {"text": "we're very pleased with the reduction in fees to $22 a day for parents there is", "start": 9815.52, "end": 9820.64}, {"text": "still out outstanding concerns around Capital uh you know this Capital program", "start": 9820.64, "end": 9826.319}, {"text": "has been launched without $1 of capital funding so that is extremely difficult", "start": 9826.319, "end": 9831.76}, {"text": "to roll out anywhere in the province and as you heard we have not had a commitment on the infrastructure funding", "start": 9831.76, "end": 9838.56}, {"text": "which was announced almost two years ago so uh that is a challenge for us the", "start": 9838.56, "end": 9843.84}, {"text": "workforce you know we at the city of Toronto support uh the workforce and would like to see the compensation", "start": 9843.84, "end": 9850.439}, {"text": "improved um including salary scales and a well-planned compensation method for employees", "start": 9850.439, "end": 9857.8}, {"text": "however the province is a Approach at this time is to put in place a wage floor so um there may be some", "start": 9857.8, "end": 9865.319}, {"text": "opportunities through this new model for operators to reinvest money into salaries but it's certainly not the", "start": 9865.319, "end": 9872.64}, {"text": "fullon uh Workforce plan that we have all asked for meeting ourselves and the community", "start": 9872.64, "end": 9879.359}, {"text": "yeah the the workers are the care really so um the the on so the ont the Ontario", "start": 9879.359, "end": 9886.479}, {"text": "funding formula uh won't provide ch your funding to Senators outside of of quel", "start": 9886.479, "end": 9892.68}, {"text": "um senators were asked to rejoin quel within a timeline how many senators applied and were accepted both profit", "start": 9892.68, "end": 9897.88}, {"text": "and not for profit um through through the chair or through your speaker the uh", "start": 9897.88, "end": 9903.279}, {"text": "the application or the we reached out to 75 locations in Toronto that were not", "start": 9903.279, "end": 9909.439}, {"text": "participating in the program and I'll just give you some rational for that these are programs that are not in", "start": 9909.439, "end": 9915.92}, {"text": "Canada wide but they are currently receiving uh government funding for fee subsidies for families in some cases and", "start": 9915.92, "end": 9923.279}, {"text": "compensation for staff so um if they didn't join the program th that funding", "start": 9923.279, "end": 9929.8}, {"text": "is now not going to be available meaning salaries would potentially be impacted and those families would with a fee", "start": 9929.8, "end": 9936.6}, {"text": "subsidy would not have care so we reached out 75 27 have agreed of in yeah", "start": 9936.6, "end": 9944.479}, {"text": "okay so 2 75 27 27 and out of those few", "start": 9944.479, "end": 9949.52}, {"text": "more questions so as fast as possible go ahead um based on the cost based funding", "start": 9949.52, "end": 9955.72}, {"text": "model um which uses the provincial medium to plan cost do you anticipate", "start": 9955.72, "end": 9960.8}, {"text": "that additional Regional cost adjustments are going to be needed for centers in Toronto where obviously costs", "start": 9960.8, "end": 9966.68}, {"text": "are greater um quickly I'll just say that Toronto did receive the highest Regional Adjustment across the province", "start": 9966.68, "end": 9973.04}, {"text": "to recognize that costs are higher here and in addition to the Benchmark funding there is legacy topup funding that", "start": 9973.04, "end": 9980.24}, {"text": "ensures that whatever cost structures were in place in 2023 will continue to be supported and would you be doing any", "start": 9980.24, "end": 9987.439}, {"text": "exit interviews with Senators who are leaving qual I don't know if you already answered absolutely we've already been", "start": 9987.439, "end": 9992.52}, {"text": "doing those and in fact trying to influence um some of those operators to", "start": 9992.52, "end": 9998.56}, {"text": "with better information to make better decisions excellent and the last question is um the Ministry of Education", "start": 9998.56, "end": 10004.64}, {"text": "canceled those 48 School Board childcare projects that means a loss of 3,000 spaces um and say saying that 115", "start": 10004.64, "end": 10012.72}, {"text": "million would be reallocated to the community in quotes has any of this funding been re allocated to the city of", "start": 10012.72, "end": 10018.359}, {"text": "Toronto do we have any indications about how those funds will be dis dispersed to Capital exp expansion projects um the um", "start": 10018.359, "end": 10027.72}, {"text": "the change in the targets for the city of Toronto the cancellation of the projects uh we have not received any", "start": 10027.72, "end": 10034.04}, {"text": "information The Province resent out a sort of an application across the", "start": 10034.04, "end": 10039.52}, {"text": "province to ask people how they were doing and uh I suspect will'll realign", "start": 10039.52, "end": 10045.12}, {"text": "spaces across the province but at this point there's been no commitment um in", "start": 10045.12, "end": 10050.479}, {"text": "writing that they'll continue to be in Toronto thank you and funded thank you", "start": 10050.479, "end": 10055.6}, {"text": "any other qu questions uh no and when I will go to speakers anyone else Children's Services during any consultations in", "start": 10135.479, "end": 10141.399}, {"text": "2025 um and during uh the provincial budget um and any renewal of the Canada Ontario action plan I I comments with you in a collaborative vein um so a healthy", "start": 10880.04, "end": 10888.319}, {"text": "night economy requires a responsive Municipal framework that enables nighttime business and culture to thrive", "start": 10888.319, "end": 10893.399}, {"text": "while B balancing the needs of All City residents and visitors so I like to get information", "start": 10893.399, "end": 10899.76}, {"text": "from people and um so I want to know what how Amplified sound bothers people we have a survey out there we've got 33", "start": 10899.76, "end": 10906.2}, {"text": "responses so far and um basically how many nights do people hear Amplified", "start": 10906.2, "end": 10911.279}, {"text": "sound between 11:00 p.m. and 7:00 a.m. over 80% hear that over 3 to 4 times a", "start": 10911.279, "end": 10916.479}, {"text": "week during the summer um they usually hear it between 11: a p.m. and 2: a.m.", "start": 10916.479, "end": 10921.52}, {"text": "and Thursday Friday and Saturday nights are the most common nights the health impacts of this noise though are", "start": 10921.52, "end": 10927.52}, {"text": "significant um the big in the bottom right the question is have you been unable or to work or not perform your", "start": 10927.52, "end": 10933.96}, {"text": "activities of daily living due to this noise 80% answer yes so to me we do not", "start": 10933.96, "end": 10939.279}, {"text": "have a balance in this in the in the night economy at the moment I'll leave the others ones for you to see at your", "start": 10939.279, "end": 10946.479}, {"text": "leisure so a picture of sound I take measurements and this is what Amplified sound looks like on my meters and this", "start": 10946.479, "end": 10952.72}, {"text": "was an inside measurement that um the the location was 62 meters away by the hypotenuse and the leq for this event", "start": 10952.72, "end": 10960.12}, {"text": "was 52.4 over 37 minutes so this would have been in contravention of the noise", "start": 10960.12, "end": 10966.319}, {"text": "bylaw so my big recommendation here is to look at the Amplified sound reporting", "start": 10966.319, "end": 10971.359}, {"text": "process because this is what it looks like right now across the top is the eating and drinking establishments that", "start": 10971.359, "end": 10976.52}, {"text": "are having a really good time the person at 12:30 in the morning gets woken up and doesn't know what to do they call", "start": 10976.52, "end": 10982.16}, {"text": "311 they don't know what kind of process they're getting into apparently this is where there's going to be it there", "start": 10982.16, "end": 10988.64}, {"text": "there's a priority action approach of three different priority levels does the person know what priority level they are", "start": 11101.279}, {"text": "it's been here forever it's evolving um you know as you see in the report it's kind of looked at from 6:00", "start": 11101.279, "end": 11108.2}, {"text": "p.m. to 6:00 a.m. um and it has many different aspects I like to say to it", "start": 11108.2, "end": 11114.279}, {"text": "you know there's the daytime and the night time in the city of Toronto it's really a 24-hour economy it's not just", "start": 11114.279, "end": 11120.92}, {"text": "around um what happens at our nightclubs and bars and restaurants uh when I was", "start": 11120.92, "end": 11127.479}, {"text": "first appointed as the night economy Champion I had a lot of people coming to me um at the 6 P p.m and 6 a.m. their", "start": 11127.479, "end": 11134.6}, {"text": "biggest concern was how to get to work how am I getting home from work um how", "start": 11134.6, "end": 11139.76}, {"text": "am I going to get my shopping done how am I going to meet my family's needs um", "start": 11139.76, "end": 11145.2}, {"text": "because they work all night or they work into the night night um so you know what the night economy were really looking at", "start": 11145.2, "end": 11151.92}, {"text": "doing is making sure that we have that 24-hour economy in the city of Toronto", "start": 11151.92, "end": 11157.399}, {"text": "that we're supporting all of our residents that we finding that balance and needs you can see the the membership", "start": 11157.399, "end": 11164.439}, {"text": "in the attached report of all of the different Services a broad range of", "start": 11164.439, "end": 11169.92}, {"text": "services within the internal working group uh and then the external working group once again it's not just about uh", "start": 11169.92, "end": 11177.6}, {"text": "restaurants and bars it's uh it's a wide range of you know destination Toronto", "start": 11177.6, "end": 11183.239}, {"text": "the Bia um no more noise Toronto um you know", "start": 11183.239, "end": 11189}, {"text": "the Scarboro Arts it's a range of people and representing organizations and the", "start": 11189, "end": 11195.16}, {"text": "Departments right across this city as we try to make our night economy 24-hour", "start": 11195.16, "end": 11201.12}, {"text": "economy work properly right across the city and find this balance so we ensure", "start": 11201.12, "end": 11206.92}, {"text": "that the city Toronto succeeds from one end to the other and I'd ask everybody", "start": 11206.92, "end": 11212.6}, {"text": "for uh their support on the reports that are before us today thank you very much", "start": 11212.6, "end": 11218.64}, {"text": "thank you any other speakers um I think I'll just uh say", "start": 11218.64, "end": 11224.439}, {"text": "thank you uh to the working group um I think I I concur with my colleague that", "start": 11224.439, "end": 11230.68}, {"text": "night mayor um councelor anley that the night economy um um is a lot", "start": 11230.68, "end": 11238.8}, {"text": "more than just um nightclubs and bars so people are ma working in manufacturing", "start": 11238.8, "end": 11245.12}, {"text": "all night they're working in care work significantly in shifts in a number of different Industries print printing um", "start": 11245.12, "end": 11252.88}, {"text": "things that happen 24 hours a day and Sh and and the concerns around are around", "start": 11252.88, "end": 11258.359}, {"text": "Transit and safety and access uh but we spent a lot of time here on the management of uh liquor essentially and", "start": 11258.359, "end": 11266.279}, {"text": "how we're um how we're doing that we're spending a lot of time on the on the", "start": 11266.279, "end": 11271.6}, {"text": "noise implications and I just want to highlight that there are a number of different reports on noise coming in", "start": 11271.6, "end": 11277.84}, {"text": "2025 and 2026 um we have um more night economy", "start": 11277.84, "end": 11283.92}, {"text": "licensing reports coming um in in 2025 um in two different quarters and I", "start": 11283.92, "end": 11291.6}, {"text": "think that I would love to see and and expect to see um as a counselor with", "start": 11291.6, "end": 11297.52}, {"text": "with a thriving night economy um and and as chair of this committee that we are going up one level and looking across", "start": 11297.52, "end": 11304.439}, {"text": "the board at all of the intersecting questions here particularly when it comes to um nighttime activity that", "start": 11304.439, "end": 11311.239}, {"text": "requires uh bylaw enforcement and um you know we there's a significant Gap in not", "start": 11311.239, "end": 11317.72}, {"text": "having overnight bylaw enforcement um and there's an reasonable expectation by", "start": 11317.72, "end": 11323.279}, {"text": "residents uh that they will be able to report Bon infractions and at the same same time um the management of liquor is", "start": 11323.279, "end": 11330.8}, {"text": "really important because um selling alcohol gives great returns and uh", "start": 11330.8, "end": 11338.8}, {"text": "places that can sell alcohol and sell it longer are going to have a comparative", "start": 11338.8, "end": 11343.92}, {"text": "economic advantage over places that can't what happens as a result is that", "start": 11343.92, "end": 11349.16}, {"text": "um areas or places where alcohol is sold and profits are greater ends up driving up lease costs and and the cost of", "start": 11349.16, "end": 11356.96}, {"text": "commercial has a huge impact on on a local economy so we can't divorce these things and I", "start": 11356.96, "end": 11364.279}, {"text": "know there's a lot more work to do and that will be continue to be done by the public service and um and the with the", "start": 11364.279, "end": 11369.96}, {"text": "engagement of council those are my remarks and um I see no other speakers on this coun to speak thank you thanks", "start": 11369.96, "end": 11378.8}, {"text": "go ahead um I just want to follow up uh with what you said councelor anley and", "start": 11378.8, "end": 11384.72}, {"text": "this people that uh there is a 24 our economy not I that goes all the way across BL at night takes people out", "start": 11401.439, "end": 11407.04}, {"text": "there's certain Transit routes that are all night routes and there was a", "start": 11407.04, "end": 11412.16}, {"text": "discussion at one point that they should be cut I think that councelor an you'll remember remember that because we were", "start": 11412.16, "end": 11418.52}, {"text": "together at that time on city council and I just want to underscore the importance of public transit for the", "start": 11418.52, "end": 11426.359}, {"text": "night economy and that we make sure that we don't cut those services that allow", "start": 11426.359, "end": 11432.12}, {"text": "people to get to work and we're careful when we're thinking about saving money", "start": 11432.12, "end": 11437.76}, {"text": "that we're also thinking about saving a good work environment for people that", "start": 11437.76, "end": 11442.84}, {"text": "have to work at night which councelor n you
