camera enforcement to improve Street Car customer safety can you just briefly", "start": 1293.08, "end": 1300.799}, {"text": "describe what that looks like uh through the chair so uh councilor Pastor neck", "start": 1300.799, "end": 1306.44}, {"text": "there's a a suite of automated enforcement tools that we are looking at we talked a bit about it in the congestion management plan just recently", "start": 1306.44, "end": 1313.44}, {"text": "and we are working with the TTC to look at dash cam technology that would be placed in uh street cars in particular", "start": 1313.44, "end": 1320.64}, {"text": "but also could be placed in buses to help with automated enforcement in those dedicated Lanes uh that would be very", "start": 1320.64, "end": 1327.039}, {"text": "relevant related to um our rapid to installations but also on areas where", "start": 1327.039, "end": 1332.52}, {"text": "the street car uh travels and PE and where TTC sees um continued violations of cars um moving", "start": 1332.52, "end": 1341.72}, {"text": "through the Zone where the um people the the station boarding platforms they", "start": 1341.72, "end": 1346.799}, {"text": "would like to have automated enforcement to help enforce those penalties so that's what we're looking at we would", "start": 1346.799, "end": 1353}, {"text": "need additional um approval from The Province to be able to use automated enforcement for those two use cases and", "start": 1353, "end": 1360.48}, {"text": "so we we are reaching out to try to get that to work when it comes to uh Watcher speed", "start": 1360.48, "end": 1368.44}, {"text": "technology there seems to be a reference of the mobile units uh but we also have", "start": 1368.44, "end": 1374.32}, {"text": "fixed uh units now when we look at the to toal number is that mobile only or is", "start": 1374.32, "end": 1380.84}, {"text": "that fixed and mobile I think it was 188 so there's 188 mobile signs in", "start": 1380.84, "end": 1390.44}, {"text": "Toronto how many fix do we have through the chair uh the number the 188 is for", "start": 1390.44, "end": 1396.039}, {"text": "mobiles only the fixed ones are part of the uh School Safety Zone Program so each school safety zone uh receives a", "start": 1396.039, "end": 1403.2}, {"text": "number of uh fixed ones uh in the approach to the school zones um I don't", "start": 1403.2, "end": 1409.32}, {"text": "have the the total number uh but it's um two to three per zone so does do we have", "start": 1409.32, "end": 1416.08}, {"text": "enough capacity here or the demands exceed our ability to meet all these", "start": 1416.08, "end": 1421.32}, {"text": "requests I would say at the moment the um capacity meets demand and because partly we we are", "start": 1421.32, "end": 1427.919}, {"text": "limited to where we can place the mobile or any kind of Watcher speed unit they're not suitable for multi-lane", "start": 1427.919, "end": 1433.84}, {"text": "roads because they can't pick up the speed of um multiple vehicles moving at", "start": 1433.84, "end": 1439}, {"text": "different speeds uh so the application is more suitable for uh lower volume", "start": 1439, "end": 1445.2}, {"text": "narrower roadways when it comes to uh the review of warrants uh that is that highway", "start": 1445.2, "end": 1452.64}, {"text": "traffic act the process for warrants is outlined", "start": 1452.64, "end": 1459.2}, {"text": "in the Ontario traffic manual um and then the the city has um has engineering", "start": 1459.2, "end": 1464.24}, {"text": "guidelines and site specific concerns that we add on to that process so when you refer to a review of the", "start": 1464.24, "end": 1471.159}, {"text": "warrants for Traffic Control measures are you trying to make it is is the goal here to make it easier to get these", "start": 1471.159, "end": 1477.559}, {"text": "safety measures or we have to hit a higher threshold to get these safety measures if we're reviewing for a", "start": 1477.559, "end": 1484.52}, {"text": "Toronto context we use a higher um we have a we make it easier to achieve the", "start": 1484.52, "end": 1490.36}, {"text": "threshold because we have a context with a significant amount of pedestrians and road safety concerns that we're trying", "start": 1490.36, "end": 1495.88}, {"text": "to address through a vision zero lens so are we on track for our our school", "start": 1495.88, "end": 1501.159}, {"text": "safety zones uh are we still doing about 80 a", "start": 1501.159, "end": 1506.399}, {"text": "year through the chair yes we are and we're on track uh expecting to complete the program by the end of", "start": 1506.399, "end": 1513.76}, {"text": "2027 so um whenever I get my list in my ward I notice private schools are last", "start": 1513.76, "end": 1519.08}, {"text": "do we stack private schools last um through the chair uh we um rank", "start": 1519.08, "end": 1528.44}, {"text": "the order in which the schools get implemented uh based on a datadriven approach that looks at uh both Collision", "start": 1528.44, "end": 1535.159}, {"text": "history and the um volume of children walking and biking to school to schools", "start": 1535.159, "end": 1541.279}, {"text": "that data is uh available through the public school boards but not from the private schools the other factor is that", "start": 1541.279, "end": 1548.279}, {"text": "more children are driven or bused to private schools um so there's less active Transportation activity happening", "start": 1548.279, "end": 1555.559}, {"text": "in the vicinity of private schools than public schools but there on the list and as we are near the completion uh of the", "start": 1555.559, "end": 1561.159}, {"text": "school safety zone program uh they'll be completed in the in the next two years so we're not we're not deliberately", "start": 1561.159, "end": 1567.72}, {"text": "putting private schools last no counselor okay so when it comes", "start": number of different data resources to um mostly speed related though uh to", "start": 2064.72, "end": 2072.52}, {"text": "look at where we prioritize automated enforcement cameras as you know the program I believe there are three", "start": 2072.52, "end": 2078.878}, {"text": "cameras per Ward uh and we move them around every 90 days so we keep kind of", "start": 2078.879, "end": 2084.24}, {"text": "a running list we also work with the police on spot locations that they've identified so those are locations that", "start": 2084.24, "end": 2089.72}, {"text": "are um that that we we've identified through the data that we use and uh and", "start": 2089.72, "end": 2095.358}, {"text": "we don't typically provide that list uh but we also do meet with counselors", "start": 2095.359, {"text": "speed uh signs have been shown to reduce traffic speeds by 34% um do we have data on how effective", "start": 2124.68, "end": 2132.72}, {"text": "the automated speed enforcement cameras are at reducing speed vehicle or vehicle speeds", "start": 2132.72, "end": 2141.079}, {"text": "rather uh through the speaker we do I don't have it in front of me that's why I'm hesitating but we absolutely do and", "start": 2141.079, "end": 2147.16}, {"text": "I um the the deeper dive on that was the article that was published by sick kids", "start": 2147.16, "end": 2152.24}, {"text": "uh hospital they did a a very um comprehensive review of automated", "start": 2152.24, "end": 2157.68}, {"text": "enforcement cameras in the program for the first few years and that information demonstrated I don't know the percentage", "start": 2157.68, "end": 2163.319}, {"text": "of reduction but that there was uh an ongoing percentage of reduction in the locations where automated enforcement", "start": 2163.319, "end": 2169.52}, {"text": "cameras were present and so we've continued to pursue that as a strategy are we able to monitor whether", "start": 2169.52, "end": 2176.2}, {"text": "the speed reductions that are achieved are um sustainable or sustained once the", "start": 2176.2, "end": 2182.04}, {"text": "camera is moved is that something that we're tracking what are you going say", "start": 2182.04, "end": 2189.44}, {"text": "um I I think that this answers your question Deputy Mayor but the um the with the evaluation found that um 80% of", "start": 2189.44, going to be implemented uh we have a pretty robust cycling Network plan uh", "start": 2857.599, "end": 2865.24}, {"text": "and we are still sort of in the conversations about what that means for 3311}, {"text": "multi-millionaire hockey players who had to walk two blocks uh because of congestion and uh poor Woe Is them the", "start": 3311, "end": 3319.48}, {"text": "poor hockey players had to walk a block or two to the game but anyways so I mean", "start": 3319.48, "end": 3325.599}, {"text": "this is and I'm just going to move a quick motion that ask that all counselors share this with slowing people down across the city we reduced speed limits uh brought in speed enforcement cameras uh which by", "start": 3634.319, "end": 3641.96}, {"text": "the way to coun morle I suspect that take take in far more than they cost because I remember Mike Harris one of", "start": 3641.96, "end": 3648.2}, {"text": "the reasons he got rid of forto radar in the early 90s was it's a money grab it's not about you know slowing people down", "start": 3648.2, "end": 3655.2}, {"text": "or safety or any of that stuff right money grab so the more money in than", "start": 3655.2, "end": 3660.559}, {"text": "money out on on those things um but um so so we've done all of that markings", "start": 3660.559, "end": 3667.24}, {"text": "and and flags and signage and all the rest of it but you still have a lot of a", "start": 3667.24, "end": 3672.92}, {"text": "lot of uh people dying a lot of accidents on the street and I think that", "start": 3672.92, "end": 3679.68}, {"text": "what when you mine down in those statistics it'd be really interesting to", "start": 3679.68, "end": 3684.839}, {"text": "see uh because I believe that what what's far more effective from a safety", "start": 3684.839, "end": 3692.44}, {"text": "perspective is keeping people in their Lanes you see in all those statistics", "start": 3692.44, "end": 3699.96}, {"text": "and I don't believe that there's a single statistics there where stupid didn't meet", "start": 3699.96, "end": 3705.4}, {"text": "stupid because that's that's when can't fix stupid exactly yeah and to some", "start": 3705.4, "end": returned following a horrific", "start": 3904.319, "end": 3911.799}, {"text": "incident and will never be the same but in the context of what we're talking about today I think it's important that", "start": 3911.799, "end": 3917.279}, {"text": "we do talk about the statistics uh Vision zero was approved by Council in", "start": 3917.279, "end": 3924.16}, {"text": "2016 and it was year when Toronto experienced the highest number of traffic fatalities since 2002 so in 2016", "start": 3924.16, "end": 3932.72}, {"text": "there were 78 fatalities 337 people that were seriously injured", "start": 3932.72, "end": 3938.68}, {"text": "uh last year the last year of full statistics we had 45 fatalities and 294", "start": 3938.68, "end": 3945.48}, {"text": "injuries so the statistics are moving in the right direction despite an increase", "start": 3945.48, "end": 3951.599}, {"text": "in population that we're seeing and and also an increase in the number of cars that are on the road as well because uh", "start": 3951.599, "end": 3958.48}, {"text": "we know that there has been an increase in the number of single occupancy vehicles in particular over that same", "start": 3958.48, "end": 3963.92}, {"text": "time span and this is trending in the right direction because of the incredible work of the Toronto police", "start": 3963.92, "end": 3971.559}, {"text": "and you heard just this year enforcement tickets issued 42929 tickets it's an enormous number of", "start": 3971.559, "end": 3977.799}, {"text": "tickets and it's actually sad that that many people are disobeying the rules of the road and it's a result of the very", "start": 3977.799, "end": 3984.68}, {"text": "hard work of our transportation services staff and I think we should celebrate those accomplishments since the creation", "start": 3984.68, "end": 3991.76}, {"text": "of or since we developed our vision zero plan City staff have installed 1,465", "start": 3991.76, "end": 3998.359}, {"text": "pedestrian Head Start signals 604 school safety zones 296 red light cameras 188", "start": 3998.359, "end": 4006.44}, {"text": "mobile Watcher speed signs 75 automated speed automat automated speed", "start": 4006.44, "end": 4011.92}, {"text": "enforcement cameras 1,128 Community safety zones and 524 accessible", "start": 4011.92, "end": 4017.24}, {"text": "pedestrian signals and those are just a few of the many initiatives they have underway and so despite this progress", "start": 4017.24, "end": 4023.72}, {"text": "though unfortunately we do continue to see fatalities on our road and vision zero is about a goal of having zero", "start": 4023.72, "end": 4031.599}, {"text": "people seriously injured or killed on our roads and so we need to continue to", "start": 4031.599, "end": 4036.76}, {"text": "make those Investments to make sure that things are moving in the right direction so it's great that next year the", "start": 4036.76, "end": 4042}, {"text": "proposed budget is 99.1 million the largest single investment ever en Vision", "start": 4042, "end": 4047.64}, {"text": "zero to date and it will include installation of 75 new automated speed", "start": 4047.64, "end": 4054.44}, {"text": "enforcement cameras um they're coming in q1 creation of 21 new community safety zones continued reduction of speed", "start": 4054.44, "end": 4061.48}, {"text": "limits we're now making our way to the 40s down to the 30s we've done the 60s to the 50s and the 50s to the 40s we", "start": 4061.48, "end": 4067.599}, {"text": "need to continue to roll out the 30 kilm and changes to stopping and parking", "start": 4067.599, "end": 4072.76}, {"text": "restrictions at pedestrian crossovers to make sure that people are more visible and protected 52 new red light cameras", "start": 4072.76, "end": 4081.039}, {"text": "um that will come in 2027 uh 150 new pedestrian and bicycle Head Starts daily patrols by", "start": 4081.039, "end": 4088.24}, {"text": "Transportation standards officers and uh 80 new school zones next year towards our goal of having them all complete by", "start": 4088.24, "end": 4094.96}, {"text": "2027 so um that is a huge amount of work um that is being undertaken it is some", "start": 4094.96, "end": 4101.4}, {"text": "of the most meaningful and the most important work that our city staff do because it ensures that people can get", "start": 4101.4, "end": animal Agriculture and carbon emissions as many", "start": 4634.04, "end": 4640.8}, {"text": "of you know uh the process of uh photosynthesis is where we we take um carbon from the", "start": 4640.8, "end": 4648.96}, {"text": "air and trees convert that to oxygen when the city enacts its strategy", "start": 4648.96, "end": 4655.84}, {"text": "like I think it's called the zero um transform to Net Zero", "start": 4655.84, "end": 4662.76}, {"text": "strategy what I'm suggesting is is counselors and the city", "start": 4662.76, "end": 4667.96}, {"text": "staff go for the low dangling fruit animal agriculture is a third", "start": 4667.96, "end": 4674.52}, {"text": "leading in cause of carbon emissions it says one study says or many", "start": 4674.52, "end": 4681.199}, {"text": "studies actually you can Google say that beef production is the number one cause of carbon", "start": 4681.199, "end": 4689}, {"text": "emissions so it's a pleasure to be here and share one of my passions and see", "start": 4689, "end": 4694.76}, {"text": "that the city is working so vigorously to try to curb carbon emissions and enact some bylaws to deal with this", "start": 4694.76, "end": 4702.4}, {"text": "major problem which is a major economic problem too as everyone knows last last", "start": 4702.4, "end": 4708.239}, {"text": "summer when the when there was a flood that cost probably as the mayor estimated a billion", "start": 4708.239, "end": 4714.4}, {"text": "dollars not dealing with the climate crisis or with carbon emissions is an", "start": 4714.4, "end": 4719.56}, {"text": "absolute is is an ostrich sticking its head in the ground and hoping that when it pops its head back out the sun will", "start": 4719.56, "end": 4725.92}, {"text": "be shining it's not going to be the case um every day", "start": 4725.92, "end": 4732.84}, {"text": "uh the animal AG ulture industry causes about 100 acres of trees", "start": 4732.84, "end": 4740.88}, {"text": "cut down in the Amazon rainforest now many of the counselors here many people may be saying chair that uh what does", "start": 4740.88, "end": 4748.12}, {"text": "the Amazon forest have to do with carbon climate emissions here in Toronto or in", "start": 4748.12, "end": 4753.48}, {"text": "major North American cities well then you proba many of you probably know I'm gathering by the reaction that many", "start": 4753.48, "end": 4760.04}, {"text": "people know that destruction of the Amazon forest the destruction of the", "start": 4760.04, "end": 4765.36}, {"text": "the life bred that that brings oxygen to our world is an absolute", "start": 4765.36, "end": 4771.4}, {"text": "shortsighted um and negligent attack and will not get us to reach those carbon", "start": 4771.4, "end": 4778}, {"text": "goals that the city would like to achieve so what I'm here to recommend is", "start": 4778, "end": 4784}, {"text": "that um city councilors and City staff produce a report and take the the uh", "start": 4784, "end": 4792.719}, {"text": "cache or power that you have to influence public policy and speak out", "start": 4792.719, "end": 4798.92}, {"text": "and call for the federal government to over time", "start": 4798.92, "end": 4804.52}, {"text": "dismantle and Absol and close the animal agriculture", "start": 4804.52, "end": 4809.88}, {"text": "industry now as a conservative to tell other people that the meat and dairy industry the cattle and dairy industry", "start": 4809.88, "end": 4816.56}, {"text": "should be closed is a tough battle for me however it's lot of climate emissions that farmer went and transformed his farm to a plant-based and Industry and produced", "start": 4846.52, "end": 4853.6}, {"text": "oat milk so many of you who drink silk with your morning coffee here and uh", "start": 4853.6, "end": 4858.96}, {"text": "over at the City Cafe or almond milk will know that that that farmer is doing", "start": 4858.96, "end": 4864.12}, {"text": "very well producing a product that does not cause any carbon", "start": 4864.12, "end": 4869.4}, {"text": "emissions animal agriculture Federal is under Federal Regulation um as I said", "start": 4869.4, "end": 4875.52}, {"text": "it's the third leading cause of climate change and it's also let me let me refer", "start": 4875.52, "end": 4880.719}, {"text": "to a report written by a colleague of mine a colleague of mine named Salish row if you know the name he went to Stanford", "start": 4880.719, "end": 4887.679}, {"text": "for system analytics that's his PhD and he helped develop the internet he wrote", "start": 4887.679, "end": 4893.96}, {"text": "the programs that transformed some of the um technical", "start": 4893.96, "end": 4899.36}, {"text": "um uh I'm not sure the technical stuff but he basically helped create the internet sish row is involved in an", "start": 4899.36, "end": 4906.28}, {"text": "organization called climate change healers and he like myself can uh both make progress in those areas and then other opportunities for the city to influence uh scope 3", "start": 5062.96, "end": 5069.12}, {"text": "emissions okay so for the many of my different locations coming to park in the same area but in a residential area where", "start": 5195.88, "end": 5202.159}, {"text": "we're talking about accommodating cargo bikes on residential streets do you have anything smaller than a fullsize 14 bike", "start": 5202.159, "end": 5210.4}, {"text": "Corral that you can offer that would fit better into a residential street through the chair yes
