of commercial space at grade in this", "start": 1620.039, "end": 1625.559}, {"text": "proposal the application before you is for a combined official plan and Zoning bylaw Amendment with the official I think perhaps what you mean by amenities is the existing commercial uses is that", "start": 1708.44, "end": 1715}, {"text": "correct yeah that is correct there there's a bank there there's other provide something that is relatively Urban in scale and approach and so of course in", "start": 1751.919, "end": 1759.519}, {"text": "order to accommodate that the site access for vehicles has changed in that the existing access from Islington will", "start": 1759.519, "end": 1766.64}, {"text": "no longer be there in instead what the developer has provided is a pedestrian access that will uh that will be able to", "start": 1766.64, "end": 1773.519}, {"text": "go actually through the existing building and into the interior of the site so that allows for a bit of", "start": 1773.519, "end": 1779.48}, {"text": "paracity while also recognizing that these are people's homes um and that this is a different sort of development", "start": 1779.48, "end": 1786}, {"text": "than what you have there today but existing vehicle access is more or less aligned with um what we have on Elmhurst", "start": 1786, "end": 1794.08}, {"text": "and that is for uh Vehicles primarily but also it should be beds for patient care uh part of our project was to demolish three of", "start": 2477.68, "end": 2483.88}, {"text": "the existing buildings on the site we have demolished two and currently the main hospital building is retained and", "start": 2483.88, "end": 2490.92}, {"text": "that is a result of the Ministry of Health requesting that we retain that building for additional patient care", "start": 2490.92, "end": 2497.359}, {"text": "services so uh when it's completely uh renovated and and ready to go we'll be", "start": 2497.359, "end": 2503}, {"text": "able to uh care for another 188 {"text": "the old hospital not to be demolished and and uh then West Park can work on", "start": 2615.88, "end": 2622.599}, {"text": "the um on renovating I guess the ministry of powerful paper all that right because it's not in good shape um", "start": 2622.599, "end": 2630.24}, {"text": "but it's a beautiful it's a beautiful Hospital beautiful site and there's been a number of consultation shortage but primarily because housing is treated as", "start": 3495.599, "end": 3500.68}, {"text": "a commodity for large companies to own and sell for maximum profit rather than help address the housing affordability", "start": 3500.68, "end": 3506.88}, {"text": "crisis companies such as Forest Gate worsen it by seeking to extract as much profit as possible while providing as", "start": 3506.88, "end": 3512.88}, {"text": "little as possible we have already seen the results of allowing these companies to run rampant across Toronto worsening", "start": 3512.88, "end": 3519.16}, {"text": "and emptying our communities countless reports and articles have revealed the surplus of condos in Toronto that remain", "start": 3519.16, "end": 3525.119}, {"text": "too small and too expensive for people to live comfortable lives we see more the same in this proposal over 50% of", "start": 3525.119, "end": 3531.96}, {"text": "the units are one-bedroom units the exact same type of overpriced units that sit empty across Toronto instead of", "start": 3531.96, "end": 3538.52}, {"text": "providing affordable accessible housing to help alleviate the housing crisis this proposal would instead offer small", "start": 3538.52, "end": 3543.799}, {"text": "subpar units to be sold off at the highest possible price this would only exacerbate the housing shortage by", "start": 3543.799, "end": 3550}, {"text": "pushing the people who live here into an inaccessible rental market in order to build units that remain unaffordable to", "start": 3550, "end": 3555.76}, {"text": "those who are in the most desperate need of housing people will lose their homes see their communities emptied and", "start": 3555.76, "end": 3561.28}, {"text": "struggle even more to live in this area only so a large company can try to extract more profit from a housing", "start": 3561.28, "end": 3566.88}, {"text": "crisis it's extremely unethical increased in unsafe laneway traffic unsafe to fester in the elevators not cutting the", "start": 3703.48, "end": 3711.359}, {"text": "grass not answering our calls to the superintendent oh the list goes on and", "start": 3711.359, "end": 3716.52}, {"text": "on and on and we have become more and more worried upset and uncomfortable in", "start": 3716.52, "end": 3723.039}, {"text": "what should be our place of Refuge the report that you are considering and hopefully rejecting", "start": 3723.039, "end": 3730.48}, {"text": "today uh raises concerns about the shadow of the development will cast Over the streetscape the neighboring are already living under for example another growing concern is a", "start": 3743.799, "end": 3751.52}, {"text": "airbnb's longer term or Shadow rental market Shadow rentals involve renting", "start": that these rentals", "start": 3763.76, "end": 3770.359}, {"text": "represent more than 75% of airbnb's total inventory of Toronto when", "start": 3770.359, "end": 3779}, {"text": "it used to be 15% before Toronto passed its short-term rental", "start": 3779, "end": 3785.599}, {"text": "bylaw um and after once that bylaw was passed", "start": 3785.599, "end": 3791}, {"text": "only properties that were someone's principal residents could be rented short term on platforms like", "start": 3791, "end": 3798.119}, {"text": "Airbnb so that meant that uh property managers H I wonder if Forest Gate's a", "start": 3798.119, "end": 3804.24}, {"text": "property manager couldn't no longer use these units for this purpose the", "start": 3804.24, "end": 3809.44}, {"text": "solution oh it was easy just Skirt the Rules by making the rental just a little bit longer than the city regulates and", "start": 3809.44, "end": 3817.24}, {"text": "use airnb Airbnb as the deao property manager to avoid all those nasty", "start": 3817.24, "end": 3824.92}, {"text": "complications uh like you know requirements under the residential", "start": 3824.92, "end": 3829.96}, {"text": "tencies act or by the city bylaws themselves", "start": 3829.96, "end": 3836.52}, {"text": "and after watching piles of piles of boxes land in day after day in the lobby", "start": 3836.52, "end": 3842.839}, {"text": "of our building for the last few months we thought we needed to do some digging to see what was going on which is when", "start": 3842.839, "end": 3849.68}, {"text": "we learned that uh Forest Gate was running airbn B chadow rentals in this", "start": 3849.68, "end": 3856.48}, {"text": "building um I there is another speaker after me", "start": 3856.48, "end": 3862.319}, {"text": "who will give some details about the fun and games we had related to this Shadow", "start": 3862.319, "end": 3868.279}, {"text": "rental situation yesterday so she can give you a better update but anyway um", "start": 3868.279, "end": 3874.64}, {"text": "why would they operate these things well it simply is a lot easier to get rid of", "start": 3874.64, "end": 3880.079}, {"text": "people who are on a short-term lease who don't really were not sure what their", "start": 3880.079, "end": 3886.88}, {"text": "protections are under you know any of the legislation um it's a lot easier to deal", "start": 3886.88, "end": 3894.359}, {"text": "with those people than to deal with people like me who have invested decades", "start": 3894.359, "end": 3899.559}, {"text": "and decades uh living contributing volunteering and paying taxes in this", "start": 3899.559, "end": 3906.599}, {"text": "community but I don't think these shortterm rentals should be allowed in the first place in a purpose-built", "start": 3906.599, "end": 3913.279}, {"text": "long-term building like ours uh a quick scan of the Forest Gate", "start": 3913.279, "end": 3919.72}, {"text": "website and various apartment marketing websites shows that no apartments are", "start": 3919.72, "end": 3925.039}, {"text": "currently available here even though several families have moved out", "start": 3925.039, "end": 3930.44}, {"text": "primarily because they were unhappy with the state of the building but if you check out Airbnb", "start": 3930.44, "end": 3936.68}, {"text": "you'll see a whole different story at least six apartments and likely", "start": 3936.68, "end": 3942.599}, {"text": "more because we're still kind of checking are being used as Shadow rentals this means in the middle of our", "start": 3942.599, "end": 3949.92}, {"text": "housing crisis Forest Gate is not increasing or at the very least maintaining modern L priced rental", "start": 3949.92, "end": 3956.96}, {"text": "housing and excuse me for a select few the exact type of housing we need in", "start": 4132.44, "end": 4140.199}, {"text": "the middle of an affordable crisis is being demolished at sites like 4875 dund", "start": 4140.199, "end": 4145.96}, {"text": "Street West are are being replaced by expensive condominiums that are bought", "start": 4145.96, "end": 4152.4}, {"text": "by investors and sold back to tenants at a premium without rent control the only", "start": 4152.4, "end": 4157.44}, {"text": "beneficiary of this development is the developers who will sell the new units and the investors who will purchase", "start": 4157.44, "end": 4163.56}, {"text": "these units if we care about preserving The Limited supply of purpose-built", "start": 4163.56, "end": 4170.159}, {"text": "rental buildings excuse me in this city we would not allow applications like", "start": 4170.159, "end": 4175.679}, {"text": "this to be approved because after 20 years the 56 rental replacement units at", "start": pressure on an already overheated rental market in the middle of a housing crisis", "start": 4899.96, "end": 4907.12}, {"text": "as a resident I am concerned about the lack of a proper relocation and assistance plan for tenants it's unclear", "start": 4907.12, "end": 4913.92}, {"text": "what we're entit to in terms of rent Gap assistance if our moving expenses will be covered and if we'll be sewage issues months later William", "start": 4976.84, "end": 4983.6}, {"text": "matters published a new article stating that surprise Forest Gate had a bunch of apartments available for rent they", "start": 4983.6, "end": 4990.36}, {"text": "claimed they had undergone a change of management and that things were getting better but things haven't gotten better", "start": 4990.36, "end": 4995.44}, {"text": "Forest Gate has been dropping the ball hard when it comes to cleaning a maintenance and Security in our building", "start": 4995.44, "end": 5000.88}, {"text": "they ignore maintenance requests until you call 311 and then if someone does they're more likely to make a mess than", "start": 5000.88, "end": 5006.04}, {"text": "they are to fix the problem they don't consistently send proper written notice of Entry they hire unqualified", "start": 5006.04, "end": 5011.719}, {"text": "contractors they don't send anyone to supervise those contractors and then they claim they're not responsible for", "start": 5011.719, "end": 5017.239}, {"text": "the damage caused by any work that they do rotting garbage standing water in the garage railings not up to code workers", "start": yesterday we had a security incident which we believed was caused by a renter of an Airbnb", "start": 5029.84, "end": 5036.719}, {"text": "unit and this isn't the first security incident we've had since forestgate has taken over I must ask if forestgate", "start": 5036.719, "end": 5042.679}, {"text": "can't manage a 10 story building with basic confidence or Integrity if they don't feel a need 5199.6, "end": 5205.44}, {"text": "this will be the first thing that you see coming in from the East it is an", "start": 5205.44, "end": 5210.679}, {"text": "inappropriate structure Toronto is pushing really hard for midrise buildings this building does not qualify", "start": 5210.679, "end": 5217.48}, {"text": "for that this is an mtsa area I know we are looking for higher density in the", "start": 5217.48, "end": 5222.679}, {"text": "area but we do have to consider how many buildings are you going to propose in", "start": 5222.679, "end": 5228}, {"text": "this Village this is just one more gigantic building that is out of place for pedestrian scale development there's", "start": 5228, "end": 5235.719}, {"text": "been a commitment in the secondary plan for the village to have space that is proposed for pedestrian scale and safety", "start": 5235.719, "end": 5242.92}, {"text": "this building does not fulfill F that obligation at all yes they have some retail in the bottom they {"text": "city counselor the same thing uh but we have to work within what's before us and", "start": 6157.599, "end": 6163.44}, {"text": "we have a proposal that's put before us for a massive building in in the community uh on that very Point alone I", "start": 6163.44, "end": 6171.04}, {"text": "have tremendous concerns I asked a couple of questions about you know what our vision is not a city council not as", "start": 6171.04, "end": 6176.92}, {"text": "a councelor not as a planning department but as a city itself owns the the official plan and the secondary plans", "start": 6176.92, "end": 6184}, {"text": "and this thing is far beyond what that contemplates and we know we've talked about it this community council that", "start": 6184, "end": 6191.119}, {"text": "these proposals and that plan isn't necessarily static and that in time there's some small changes that occur", "start": 6191.119, "end": 6198}, {"text": "but this is far apart so I'm I'm very comfortable to to support the staff recommendations and that case um but I", "start": 6198, "end": 6204.84}, {"text": "didn't want to leave the impression that it was although I can vote any way um", "start": 6204.84, "end": 6210.48}, {"text": "it's hard for me to be at Liberty to refuse something on the very basis of Dem", "start": 6210.48, "end": 6215.719}, {"text": "eviction and that's because it's a planning question before us and it's about built form as important as those", "start": 6215.719, "end": 6221.32}, {"text": "conversations are should I do that and the owner of", "start": 6221.32, "end": proposal and knowing that there's nothing in this that guarantees whether it would be condo or rental that just it", "start": 6251.56, "end": 6258}, {"text": "just doesn't speak to that it's the built traffic impact um we heard about Islington", "start": 6318, "end": 6324.48}, {"text": "junior middle school in the area a school that's very well used and and I believe at capacity as well um so my", "start": 6324.48, "end": 6331.04}, {"text": "colleague uh Mr chair spoke about this as the the built form proposal before us", "start": 6331.04, "end": 6336.159}, {"text": "and I was very clear in my conversations with the applicant from the very beginning that this was not going to be", "start": 6336.159, "end": 6341.8}, {"text": "an application that we'd likely be able to support due to the height and density proposed because it does not fit in in", "start": 6341.8, "end": 6348.44}, {"text": "the village uh as it is we know we had a big fight across the street um with a 26", "start": 6348.44, "end": 6353.719}, {"text": "story building and even that um you know feels out of scale for the community so coming in at over 40 stories uh in in a", "start": 6353.719, "end": 6361.08}, {"text": "village community is not something that is in keeping with the vision that the city has uh for this neighborhood and", "start": 6361.08, "end": 6367.4}, {"text": "it's not something that I could support um so again I want to just uh thank you all so much for the time and effort and", "start": 6367.4, "end": 6374.199}, {"text": "also a quick note on the issues around Property Maintenance my team has been engaged and we have heard from folks", "start": 6374.199, "end": 6380.36}, {"text": "we've been working closely with MLS as well and as was mentioned that is a separate issue from The {"text": "tribunal but I'm also here to speak on behalf of those of us living at the lake", "start": 6523.8, "end": 6528.96}, {"text": "prom buildings who already are not covered by any potential tenant relocation assistance plan I know there", "start": 6528.96, "end": 6536.08}, {"text": "are other deputations from our property addressing those people who've been long-term tenants there and against the", "start": 6536.08, "end": 6542.88}, {"text": "destruction of a very Vibrant Community which is at the heart of Long Branch but", "start": 6542.88, "end": 6548.119}, {"text": "we newcomers are also part of this community and in fact are even more vulnerable to the displacement and", "start": 6548.119, "end": 6553.52}, {"text": "disruption that will occur depriving us of our human as well as our tenants", "start": 6553.52, "end": 6558.719}, {"text": "rights to housing and this is something that I believe City Council should be addressing and taking up we estimate", "start": control perpetuity as they do now", "start": 6619.92, "end": 6625.36}, {"text": "they will join us in complete vulnerability as tenants within in 10 years later people ask why move into", "start": 6625.36, "end": 6633.119}, {"text": "Lake prom if you know what slated for Dem eviction in short as many other tenants have said here there's a housing", "start": 6633.119, "end": 6640.44}, {"text": "crisis vacancy rates in Toronto are 1 to 1.2% what choice do renters have I can", "start": 6640.44, "end": 6648.199}, {"text": "tell you that there is little if any suitable rental housing in the community that I've lived in for the last 30 years", "start": 6648.199, "end": 6655.119}, {"text": "I spent four months looking for a new place after being evicted from my home of 19 years before settling on Lake prom", "start": 6655.119, "end": 6663.92}, {"text": "the housing crisis is going to deepen as more people are displaced in this way there is nowhere for them to go in Long", "start": 6663.92, "end": 6670.88}, {"text": "Branch or south of tobico or in the Lake Shore last night on every rental site", "start": 6670.88, "end": 6676.96}, {"text": "most of the vacancies were for Lake prominade buildings meaning that this 18% that I'm talking about today the 100", "start": 6676.96, "end": 6684.04}, {"text": "units at least that have been vacated will only increase by the time", "start": 6684.04, "end": 6689.119}, {"text": "construction starts affordable rental units don't exist now and if somehow enough rentals", "start": 6689.119, "end": 6696.719}, {"text": "come on stream in the next three 5 10 years Again by definition there will be", "start": 6696.719, "end": 6702.199}, {"text": "no rental controls on these new builds when the first there are two tranches of", still see the elements of Cottage Country um I visit Long Branch Arena fairly often and um one", "start": 8485.24, "end": 8494.319}, {"text": "thing you have to realize is that when you approach that arena in the park it it it opens up from within a community", "start": 8494.319, "end": 8501.479}, {"text": "within a neighborhood you can't see it from Lakeshore you have to find your way through site appears sometime in the the mid to late 50s or early 60s by by the mid-60s it's there but then as you click", "start": 8556.24, "end": 8563.64}, {"text": "through the layers right up until the 2000s there not much has changed around it and it's beautiful um and a lot of", "start": 8563.64, "end": 8570.96}, {"text": "the policy discussion we've had about Long Branch has been you know really at the site level and about the ne", "start": 8570.96, "end": 8576.52}, {"text": "neighborhood character and we've talked about that uh so the first the first thing that came to mind when I I saw", {"text": "and bushy tailed we thought we might be able to be successful in conducting and facilitating a thoughtful inclusive", "start": 8660.399, "end": 8668}, {"text": "community process with the applicant at the table to get to something that could", "start": 8668, "end": 8673.2}, {"text": "be acceptable and could be in more in better keeping with the existing neighborhood characteristics uh permissions along long Lakeshore Boulevard West due to concerns about Public Safety noise", "start": 9167.8, "end": 9174.279}, {"text": "and lack of effective enforcement from the city these concerns have not been", "start": 9174.279, "end": 9179.52}, {"text": "addressed and the Long Branch neighborhood association objects to the recommendations in this report to", "start": 9179.52, "end": 9185.16}, {"text": "proceed with per permitting nightclubs in Long Branch having a night economy in Toronto", "start": 9185.16, "end": 9191.08}, {"text": "is a good idea uh but where it is located is critical for", "start": 9191.08, "end": 9196.6}, {"text": "Success there is not a one-size fits-all Long Branch has a few entertainment", "start": 9196.6, "end": 9202.399}, {"text": "venues Sloppy Joe's Legion 101 Southside Johnny and Timothy's uh that support live music and", "start": 9202.399, "end": 9209.64}, {"text": "they are an important part of the community and also patronized by the local community but the establishments that", "start": 9209.64, "end": 9216.52}, {"text": "have live music are not nightclubs operating until 2: a.m. or even up to 4:00 a.m. through requests for", "start": 9216.52, "end": 9222.439}, {"text": "Extensions by club Owners permitting nightclubs of 400 square meters which is over 4,300 square", "start": 9222.439, "end": 9229.2}, {"text": "feet is not a small venue these establishments would be permitted uh", "start": 9229.2, "end": 9235.279}, {"text": "outdoor patios and Amplified sound until 2 a.m. or potentially even later just", "start": 9235.279, "end": 9240.72}, {"text": "6.1 MERS from local residences that is not compatible with people who need to get up and and for", "start": 9240.72, "end": 9248.16}, {"text": "work or school at establishment to make the list available upon request um", "start": 9499.24, "end": 9506.04}, {"text": "there's also a level two noise control plan that has to be approved by Municipal licensing and "end": 9583.8}, {"text": "there's only been five investigations um there were no charges laid uh there are 17 noise complaints", "start": 9583.8, "end": 9591.52}, {"text": "within the study area all of which were for restaurants and bars not nightclubs or dance halls um and we are not uh", "start": 9591.52, "end": 9599.96}, {"text": "aware of any illegally operating unlicensed nightclubs in this area thank", "start": 9599.96, "end": 9605.359}, {"text": "you that's helpful um the deput mentioned 85 buildings within the study area would be eligible potentially to", "start": 9605.359, "end": 9612.76}, {"text": "apply for um this kind of uh permission do can you um let us know what", "start": 9612.76, "end": 9617.96}, {"text": "percentage of the overall study stud area that represents uh
