presenting here tonight on behalf of the Consulting team", "start": 151.959, "end": 157.04}, {"text": "for the comprehensive zoning bylaw project um members of our Consulting team include hurdle planning fredman", "start": 157.04, "end": 164.56}, {"text": "Urban Solutions code Studio and Laura Consulting and all members of our team", "start": 164.56, "end": 169.92}, {"text": "are monitoring online um this evening as well to um listen in on comments and", "start": 169.92, "end": 175.68}, {"text": "questions too we have been working with staff since earlier this year on the city's", "start": 175.68, "end": 182.239}, {"text": "comprehensive zoning bylaw um let's", "start": 182.239, "end": 188.239}, {"text": "just see here so this evening I'm going to provide uh a presentation covering a", "start": 188.239, "end": 194.959}, {"text": "little bit of the project background for those who are new to the project um", "start": 194.959, "end": 200.84}, {"text": "covering this particular phase of the zoning bylaw and the draft bylaw which", "start": 200.84, "end": 206.04}, {"text": "is available online and that's phase 1A of the comprehensive zoning bylaw and", "start": 206.04, "end": 211.76}, {"text": "this phase addresses four areas so the Young Street and Carville 16th key", "start": 211.76, "end": 217.439}, {"text": "Development Area The Village local Center Newkirk local Center Oak Ridges", "start": 217.439, "end": 222.84}, {"text": "local Center and then I'll talk a little bit about next steps and how the public can continue to be involved in this", "start": 222.84, "end": 230.2}, {"text": "process as well so for those um either this is a", "start": 230.2, "end": 236}, {"text": "refresher or um those new to the project the objective of the comprehensive zoning bylaw project um is three-fold", "start": 236, "end": 243.72}, {"text": "and so it's to consolidate and simplify um into a userfriendly easy to", "start": 243.72, "end": 249.079}, {"text": "administer enforce and understand document to update so that it's reflective of current and emerging", "start": 249.079, "end": 256.12}, {"text": "Planning Development practices and Trends and to modernize so making sure that the end result um is a fully", "start": 256.12, "end": 263.04}, {"text": "accessible online um bylaw and that it's in an interactive format as well", "start": 263.04, "end": 270.88}, {"text": "so this project is being completed in four separate phases so the background", "start": 270.88, "end": 275.919}, {"text": "research uh phase has been completed and that involved a series of technical background reports as well and those are", "start": 275.919, "end": 282.759}, {"text": "available on the Zone Richmond Hill website for viewing um that phase also", "start": 282.759, "end": 288.039}, {"text": "involved um extensive public consultation too and then the phase most", "start": 288.039, "end": 293.199}, {"text": "recently completed was the Strategic directions phase where strategic", "start": 293.199, "end": 298.8}, {"text": "directions were presented um to council as well which will guide the drafting of", "start": 298.8, "end": 304.24}, {"text": "the new comprehensive zoning bylaw and now we are currently in phase three uh which is actually the drafting of the", "start": 304.24, "end": 311.28}, {"text": "new comprehensive zoning bylaw and then the fourth phase after um", "start": 311.28, "end": 318.12}, {"text": "after these phases of the bylaw will be the final approval and then appeals of", "start": 318.12, "end": 324.039}, {"text": "um if there are any of the bylaw as well so so as I mentioned the drafting", "start": 324.039, "end": 331.8}, {"text": "of the bylaw is taking place in phases so the current phase as I mentioned deals with the one key Development Area", "start": 331.8, "end": 338.199}, {"text": "and the three local centers as well as sets in a comprehensive zoning bylaw", "start": 338.199, "end": 344.24}, {"text": "structure uh and provides Associated parking and loading regulations for", "start": 344.24, "end": 349.44}, {"text": "those areas future phases include phase 1B which uh involves neighborhoods in", "start": 349.44, "end": 356.36}, {"text": "the city uh the lesie street institutional area and of course Associated parking and loading and then", "start": 356.36, "end": 362.8}, {"text": "a future phase two will involve the remaining centers and corridors including local development areas", "start": 362.8, "end": 369.919}, {"text": "Regional mixed use corridors local mixed use corridors employment areas and employment corridors Greenway system", "start": 369.919, "end": 377.599}, {"text": "utility corridors and Associated parking and loading for those areas as well and", "start": 377.599, "end": 383.039}, {"text": "this um phasing is aligned with the city's official plan review process as", "start": 383.039, "end": 388.639}, {"text": "well so leading up to this public meeting", "start": 388.639, "end": 395}, {"text": "there have been several consultation and engagement initiatives throughout the", "start": 395, "end": 400.039}, {"text": "year um starting with the public openhouse which was held earlier this year in June for the Strategic", "start": 400.039, "end": 405.88}, {"text": "directions reports the Strategic directions reports are available on the Zone Richmond Hill web page as well um", "start": 405.88, "end": 412.759}, {"text": "followed by as I mentioned the committee of the whole meeting in September on the Strategic directions reports and that", "start": 412.759, "end": 418.56}, {"text": "also included a project engagement strategy as well for the project and that received Council endorsement in", "start": 418.56, "end": 425.479}, {"text": "September as well in October um we held a virtual open house which was focused", "start": 425.479, "end": 432.919}, {"text": "on Gathering input on phase the drafting of phase 1A of the zoning bylaw", "start": 432.919, "end": 439.759}, {"text": "addressing the one key Development Area and then the three local centers as well", "start": 439.759, "end": 444.919}, {"text": "there has been engagement initiated with First Nations including the Mrs Mrs", "start": 444.919, "end": 450.12}, {"text": "sagas of skoog Island um and that will continue to be ongoing throughout the project as well", "start": 450.12, "end": 457.199}, {"text": "as ongoing communication and notifications to the interested parties list for the", "start": 457.199, "end": 464.039}, {"text": "project so at our October virtual openhouse meeting we had a good", "start": 465.8, "end": 471.879}, {"text": "attendance and we received comments and questions regarding these areas including um things like the impact of", "start": 471.879, "end": 479.159}, {"text": "the recent provincial legislative changes transition of uses and compatibility with adjacent low density", "start": 479.159, "end": 486.199}, {"text": "residential areas the importance of preserving The Village local Center the", "start": 486.199, "end": 491.24}, {"text": "Heritage character uh desire to restrict drive-throughs in these areas", "start": 491.24, "end": 496.52}, {"text": "feasibility of applying regulations to govern contextually appropriate built", "start": 496.52, "end": 501.96}, {"text": "form as well as development and urban design standards so things like building Heights angular planes and setbacks um", "start": 501.96, "end": 509.599}, {"text": "um also raised was the impacts of the future Subway extension in the Young Street and Carville 16th Avenue KDA uh", "start": 509.599, "end": 517.719}, {"text": "location of parking areas and uh site specific exceptions and how those will", "start": 517.719, "end": 523.399}, {"text": "be treated in the bylaw as well so um through this first draft of", "start": 523.399, "end": 530.399}, {"text": "the comprehensive zoning bylaw a general structure has been uh proposed for the", "start": 530.399, "end": 536.08}, {"text": "entire city however only those regulations which are General and those", "start": 536.08, "end": 541.68}, {"text": "which pertain to these four areas specifically are being brought forward at this time and so those are the areas", "start": 541.68, "end": 550.36}, {"text": "which are shown um in green on the list on the presentation there and noting", "start": 550.36, "end": 558.079}, {"text": "that the overall structure is subject to change and there are placeholders within", "start": 558.079, "end": 564.04}, {"text": "the document for the um the items on here which are shown in Black", "start": 564.04, "end": 571.12}, {"text": "that are to come at a at a later date so upfront sections of the draft", "start": 571.12, "end": 577.839}, {"text": "comprehensive zoning bylaw address things like Administration so the purpose and the intent of the bylaw", "start": 577.839, "end": 584.16}, {"text": "compliance with the bylaw and enforcement interpretation as well as um lists out", "start": 584.16, "end": 590.399}, {"text": "the zones and the Zone categories it also includes regulations", "start": 590.399, "end": 595.959}, {"text": "which are applicable to all zones and this includes General regulations related to things like", "start": 595.959, "end": 602.2}, {"text": "holding Provisions temporary construction and sales uses non-complying Lots building structures", "start": 602.2, "end": 609.079}, {"text": "and lot conditions as well as non-conforming uses further division of", "start": 609.079, "end": 614.12}, {"text": "lots or blocks common element Condominiums Municipal Services Public Authority uses accessory building and", "start": 614.12, "end": 621.839}, {"text": "structure requirements that relate to all of the various different zones and then projection regulations for all", "start": 621.839, "end": 628.8}, {"text": "zones the comprehensive zoning bylaw also proposes permitted uses for the zones", "start": 628.8, "end": 636.56}, {"text": "within these areas so a permitted uses chart is proposed in the draft zoning bylaw outlining which uses will be", "start": 636.56, "end": 644}, {"text": "permitted in each Zone category and so it's important to note that the list of permitted uses will differ across the", "start": 644, "end": 651.36}, {"text": "different Zone categories and a series of two or three different Zone", "start": 651.36, "end": 656.839}, {"text": "categories are proposed in each of the areas and these are differentiated to", "start": 656.839, "end": 661.92}, {"text": "implement the official plan policies permitted uses in the zoning", "start": 661.92, "end": 667.32}, {"text": "bylaw must align with the city's official plan policies for these", "start": 667.32, "end": 672.8}, {"text": "areas as well um and some permitted uses also have Associated conditions and so", "start": 672.8, "end": 680.8}, {"text": "just to give you an idea of the difference between um the zones are generally things like limiting gross", "start": 680.8, "end": 687.72}, {"text": "floor area as as well as the range of non-residential uses adjacent to", "start": 687.72, "end": 692.8}, {"text": "neighborhoods for example um establishing is directed through built form things like height density angular", "start": 692.8, "end": 700.36}, {"text": "plane regulations which provide appropriate transitions as well and then", "start": 700.36, "end": 706.56}, {"text": "um the permitted uses also allow for a greater mix of uses as of right to", "start": 706.56, "end": 712.12}, {"text": "create a more walkable and Transit supportive um communities along the", "start": 712.12, "end": 717.8}, {"text": "Young Street corridor as well um and that includes a variety of housing types", "start": 717.8, "end": 723.44}, {"text": "and um those which support Aging in place as well so including things like", "start": 723.44, "end": 729.76}, {"text": "um Assisted Living Medical Offices smaller sized dwellings um as", "start": 729.76, "end": 737.72}, {"text": "well so I'm just going to give you a rundown of the different Zone categories", "start": 738.639, "end": 744.48}, {"text": "in each of the areas So within the village local Center there are two Zone Cate ories proposed with the first um", "start": 744.48, "end": 751.639}, {"text": "pertaining to the lands which directly front on to Young Street and then the second Zone pertaining to the lands", "start": 751.639, "end": 759.44}, {"text": "which don't directly front on to Young Street for Oak's local Center there are", "start": 759.44, "end": 765.959}, {"text": "also two different Zone categories proposed with again um the first Zone", "start": 765.959, "end": 772.399}, {"text": "category pertaining to mostly those lands which are fronting along Young", "start": 772.399, "end": 778.16}, {"text": "Street um and then the uh second Zone category relates to um some of the lands", "start": 778.16, "end": 786.079}, {"text": "you'll see in the South End of the area uh that are not immediately adjacent to", "start": 786.079, "end": 792.199}, {"text": "the corridor um and those which are in the furthest south area of the", "start": 792.199, "end": 798.6}, {"text": "corridor the new Kirk local Center has three different Zone categories proposed", "start": 798.6, "end": 804.48}, {"text": "so um the first being in the Northeast quadrant the second being in the Southeast and then um the third Zone", "start": 804.48, "end": 812.279}, {"text": "category which is to the west of the rail Corridor in that", "start": 812.279, "end": 817.32}, {"text": "area and then the young and Carville 16th Avenue Key Development Area has two", "start": 817.32, "end": 824.04}, {"text": "um different proposed Zone categories and these again with the first fronting on Young and the second Zone category", "start": 824.04, "end": 832.399}, {"text": "capturing the lands which are further away from Young Street too", "start": 832.399, "end": 838.959}, {"text": "so in accordance with the recommendations of the Strategic directions reports the comprehensive zoning bylaw will also consider", "start": 840.88, "end": 847.759}, {"text": "Provisions with respect to both lot and building standards so lot standards are", "start": 847.759, "end": 853.72}, {"text": "proposed to address elements such as you know things like maximum lot coverage", "start": 853.72, "end": 859.6}, {"text": "minimum soft Landscaping which is something that we heard through our consultation that was", "start": 859.6, "end": 865}, {"text": "desired um minimum setbacks as well lot Frontage", "start": 865, "end": 870.839}, {"text": "minimum lot area and then from a building standards", "start": 870.839, "end": 876.519}, {"text": "perspective building standards are proposed to address elements including height limits density um Tower", "start": 876.519, "end": 884.6}, {"text": "separation Base building Heights ground floor Heights amenity space requirements", "start": 884.6, "end": 890.72}, {"text": "and Tower floor plates and it's important to note that um these standards will vary in some cases by", "start": 890.72, "end": 898.199}, {"text": "Zone category and also that these regulations and standards will continue to be reviewed", "start": 898.199, "end": 904.12}, {"text": "and refined as the drafting of the zoning bylaw progresses based on feedback from the public as well as", "start": 904.12, "end": 912.519}, {"text": "agencies and then section 15 of the draft comprehensive zoning bylaw", "start": 912.959, "end": 918.36}, {"text": "provides suggested regulations that are proposed to apply to specific uses such", "start": 918.36, "end": 924.56}, {"text": "as short-term accommodations home occupations outdoor patio and live work", "start": 924.56, "end": 929.959}, {"text": "units so where the permitted use chart allows for these types of uses um they", "start": 929.959, "end": 936.319}, {"text": "are also subject to the specific use regulations contained in this section of", "start": 936.319, "end": 941.72}, {"text": "the bylaw the bylaw also includes a section", "start": 941.72, "end": 949.639}, {"text": "related to regulations on automobile parking bicycle parking Transportation demand management and loading", "start": 949.639, "end": 956.68}, {"text": "regulations and the proposed transport related regulations are based on the city's parking um and transportation", "start": 956.68, "end": 963.759}, {"text": "demand management strategy for developments which was prepared by HDR and that is also available on the Zone", "start": 963.759, "end": 970.56}, {"text": "Richmond Hill website under the Strategic directions report number four", "start": 970.56, "end": 975.88}, {"text": "uh is where people can find those and this includes things like automobile parking space rates by different parking", "start": 975.88, "end": 983.24}, {"text": "strategy area across the city for just these uh four areas parking space", "start": 983.24, "end": 988.92}, {"text": "Dimensions accessible parking space requirements bicycle parking rates and regulations Transportation demand", "start": 988.92, "end": 995.839}, {"text": "management regulations are also proposed um and then loading space rates electric", "start": 995.839, "end": 1001.72}, {"text": "vehicle and ebike minimum requirements definitions are um also", "start": 1001.72, "end": 1011.319}, {"text": "proposed to be included within the bylaw and these are bolded to clearly articulate various components within the", "start": 1011.319, "end": 1017.519}, {"text": "regulations so the slide shows just a few examples of the different types um", "start": 1017.519, "end": 1023.44}, {"text": "of definitions that are contained within the draft bylaw that are actually defined terms and certain definitions", "start": 1023.44, "end": 1030.438}, {"text": "may also have accompanying illustrations in the final draft uh which is brought forward for", "start": 1030.439, "end": 1037.48}, {"text": "approval and then as part of phase 1A of the comprehensive zoning bylaw a series of draft Maps were prepared for the four", "start": 1037.48, "end": 1044.438}, {"text": "intensification areas and these include a zoning map so the images that I showed", "start": 1044.439, "end": 1049.559}, {"text": "earlier on in the presentation were um images of the zoning maps for the areas", "start": 1049.559, "end": 1056.48}, {"text": "uh density overlay height overlay parking areas overlay natural features", "start": 1056.48, "end": 1063.16}, {"text": "overlay um as well as uh High aquifer vulnerability and well head protection", "start": 1063.16, "end": 1068.919}, {"text": "area overlays identifying um you know in the case of the last couple where um", "start": 1068.919, "end": 1075.64}, {"text": "different features might exist and then additional regulation that would apply in those areas and then um the following", "start": 1075.64, "end": 1083.72}, {"text": "schedules also remain under consideration so one of them being um a", "start": 1083.72, "end": 1089.72}, {"text": "schedule related to angular planes and the other being um that related to site", "start": 1089.72, "end": 1095.4}, {"text": "specific zoning exceptions as", "start": 1095.4, "end": 1100.24}, {"text": "well and these are just some examples of um the draft maps showing things like", "start": 1100.919, "end": 1107.039}, {"text": "density so you'll see a range of density there expressed in floor space index and then on the right hand", "start": 1107.039, "end": 1115.52}, {"text": "side um is an example of a height schedule um both being for Newkirk local", "start": 1115.52, "end": 1121.28}, {"text": "Center showing a range of permitted", "start": 1121.28, "end": 1126.08}, {"text": "Heights and then next steps so the purpose of the staff report and the", "start": 1127.2, "end": 1133.08}, {"text": "presentation tonight is to receive comments from Council and the public with respect to the first draft of phase", "start": 1133.08, "end": 1139.76}, {"text": "1A of the comprehensive zoning bylaw certain aspects of the official plan uh", "start": 1139.76, "end": 1145.799}, {"text": "which remain under consideration include but are is not limited to the minimum", "start": 1145.799, "end": 1151.24}, {"text": "percentage of units in high density residential development containing three or more bedrooms regulations to address", "start": 1151.24, "end": 1159.12}, {"text": "proximity of residential uses within Newkirk local Center to existing", "start": 1159.12, "end": 1164.32}, {"text": "employment uses regulations specific to the Hill Crest small site with respect", "start": 1164.32, "end": 1170.24}, {"text": "to retention of gross leasable floor area facilities related to plan transit", "start": 1170.24, "end": 1176.32}, {"text": "services in the young and Carville 16th key Development Area the interface of", "start": 1176.32, "end": 1181.96}, {"text": "non-residential with residential uses in the village local Center and then as I", "start": 1181.96, "end": 1188.08}, {"text": "mentioned there are certain technical matters which are also still under consideration including how best to", "start": 1188.08, "end": 1193.44}, {"text": "convey angular plane requirements and how to present um site specific spe ific", "start": 1193.44, "end": 1199.64}, {"text": "Exceptions there will also be inclusion of transition regulations to govern the", "start": 1199.64, "end": 1204.799}, {"text": "transition from the current zoning structure to the comprehensive zoning bylaw as well so any general comments or", "start": 1204.799, "end": 1212.88}, {"text": "questions can be directed to staff to the manager of development zoning and Committee of adjustment and so the", "start": 1212.88, "end": 1218.96}, {"text": "contact information is provided there on the slide contact information is also provided on the Zone Richmond Hill", "start": 1218.96, "end": 1226.159}, {"text": "website any site specific question questions or comments are encouraged and should also be directed to staff staff", "start": 1226.159, "end": 1234.24}, {"text": "and the city's Consulting team will review consider and incorporate 1247.919}, {"text": "future versions of the bylaw that come forward um and then um we expect to", "start": 1247.919, "end": 1254.559}, {"text": "finalize phase 1A of the comprehensive zoning bylaw and then present it at a", "start": 1254.559, "end": 1260.039}, {"text": "future Committee of the whole meeting for consideration and approval or for another Council public meeting as deemed", "start": 1260.039, "end": 1266.919}, {"text": "appropriate or as required under the planning act so we are looking forward to public", "start": 1266.919, "end": 1273.84}, {"text": "input and further discussion um with staff and with agencies as well thank", "start": 1273.84, "end": 1279.72}, {"text": "you very much thank you actually before you uh finish could I just ask you to briefly", "start": 1279.72, "end": 1287.32}, {"text": "uh give me everybody that's listening uh an outline of what is the relationship", "start": 1287.32, "end": 1293.559}, {"text": "between uh an official plan and a zoning bylaw because I think I I want I want", "start": 1293.559, "end": 1299.159}, {"text": "that to happen because with the comments that we're going to be making here tonight I want to make sure that we're focusing on the zoning bylaw that kind", "start": 1299.159, "end": 1306.919}, {"text": "of sits on top of the official plan but you're going to say it better than I can so it would be great if you could do", "start": 1306.919, "end": 1313.24}, {"text": "that sure um absolutely so the city's official plan policies actually guide", "start": 1313.24, "end": 1321.039}, {"text": "what goes into the zoning bylaw and the zoning bylaw um presents regulations so", "start": 1321.039, "end": 1327.64}, {"text": "whereas the policies are broader um and maybe not as prescriptive", "start": 1327.64, "end": 1333.96}, {"text": "the zoning bylaw which implements the policies can actually be a bit more", "start": 1333.96, "end": 1339.559}, {"text": "prescriptive it has to be in Conformity with the official plan policies but it", "start": 1339.559, "end": 1344.799}, {"text": "can provide more detailed direction for example the official plan may allow for a broad range of uses in a", "start": 1344.799, "end": 1353.159}, {"text": "particular land use designation and through the zoning bylaw um as you saw", "start": 1353.159, "end": 1359.08}, {"text": "with the zoning map and the different um the different Zone categories um you can", "start": 1359.08, "end": 1365.36}, {"text": "actually provide more prescriptive you know which uses within that area are", "start": 1365.36, "end": 1370.84}, {"text": "most appropriate in you know this location versus that location based on", "start": 1370.84, "end": 1376.72}, {"text": "the site specific condition as well of those areas um and so that's like the real", "start": 1376.72, "end": 1384.88}, {"text": "differentiator I would say between the official plan and the zoning bylaw of", "start": 1384.88, "end": 1389.96}, {"text": "the city okay I think that's that's good so we can just kind of keep that in mind as we're going forward I mean that the", "start": 1389.96, "end": 1395.799}, {"text": "Heights and the densities that are already in the official plan are not really the discussion for tonight it's", "start": 1395.799, "end": 1402.72}, {"text": "the details of implementing the Heights and the densities it it's not the building permissions that are are that", "start": 1402.72, "end": 1409.679}, {"text": "are already there yeah so the framework is there the broad land use framework", "start": 1409.679, "end": 3309}, {"text": "correctly this is going to be in a specifically some specific kind of area", "start": 3309, "end": 3315.96}, {"text": "certain kind of criteria or limitation restriction it would be Direction um that is proposing is it correct in terms of", "start": 3330.839, "end": 3337.2}, {"text": "regulating or limiting or whatever the right term is uh for the um short-term", "start": 3337.2, 3651.64}, {"text": "don't reflect in any way shape or form modern standards and modern um things that people are thinking about", "start": 3651.64, "end": 3658.96}, {"text": "when they're proposing a use Andor a built form on that property so in areas", "start": 3658.96, "end": 3664.079}, {"text": "like that almost nothing that is proposed whether it's reasonable or whether it's not reasonable
