Georgia Square is of course located in the trfa road Heritage Conservation", "start": 569.12, "end": 575.76}, {"text": "District it uh features a number of uh structures um of monuments and memorials", "start": 575.76, "end": 582.88}, {"text": "however it also includes uh this replica historic Bandstand which is located in", "start": 582.88, "end": 589.16}, {"text": "the aerial map within the um yellowish um octagon I guess um so what we're", "start": 589.16, "end": 598.399}, {"text": "looking at today is a reconstruction of this non-historic Bandstand so it's", "start": 598.399, "end": 603.6}, {"text": "important to note that when the district bylaw was passed in 1994 this Bandstand did not exist I", "start": 603.6, "end": 610.959}, {"text": "think as I included in the um section of the Trafalga Road uh Heritage", "start": 610.959, "end": 616.12}, {"text": "Conservation District plan and guidelines the plan did State at that time that a Bandstand would be quite", "start": 616.12, "end": 621.839}, {"text": "appropriate for the park and uh the town undertook such a uh construction", "start": 621.839, "end": 628.04}, {"text": "activity um and constructed the Bandstand somewhere around 1996 1997 and", "start": 628.04, "end": 634.44}, {"text": "so it is town-owned um uh Georgia Square is Town owned and", "start": 634.44, "end": 639.8}, {"text": "as I noted is part of the trafag road Heritage Conservation District so the reason why we're looking at um a", "start": 639.8, "end": 646.2}, {"text": "replacement of the structure is due to its existing condition um I'm not sure if anyone has been out to the park", "start": 646.2, "end": 652.6}, {"text": "recently uh but you can certainly tell when you are out there that the uh roof of the Bandstand", "start": 652.6, "end": 659.399}, {"text": "um is suffering from a deterioration you know as is uh normal I guess for wood uh", "start": 659.399, "end": 666.639}, {"text": "shingles um however there's uh been a significant enough deterioration that it is leaking into the interior Roof System", "start": 666.639, "end": 674}, {"text": "so you can see some of the staining and likely mold that's on the interior of the band and on the ceiling", "start": 674, "end": 681.04}, {"text": "now in addition there are a number of different pieces that have been um uh", "start": 681.04, "end": 688.72}, {"text": "either uh I guess forcibly removed or have fallen out over uh the the past um 30", "start": 688.72, "end": 696.92}, {"text": "years or so um these are just a couple of examples there are more photographs", "start": 696.92, "end": 702}, {"text": "in your agenda package um you can also see that especially the top railings", "start": 702, "end": 707.959}, {"text": "have been subject to a bit of graffiti as well and so uh the town uh parks", "start": 707.959, "end": 714.519}, {"text": "department has applied to reconstruct uh the replica Band Stand and so we're", "start": 714.519, "end": 720.92}, {"text": "looking at um a structure that is almost identical to what is existing it will be", "start": 720.92, "end": 726.6}, {"text": "built um hopefully on the same concrete pad we're hoping that there is not", "start": 726.6, "end": 732.48}, {"text": "damage to that and it can be reused um there are a few minor changes", "start": 732.48, "end": 737.68}, {"text": "as I've noted in the staff report there is a slightly different um curve to the roof at the bottom of the cupula to and", "start": 737.68, "end": 744.68}, {"text": "this is to prevent water pooling on those uh cedar shingles which hopefully will extend their", "start": 744.68, "end": 750.72}, {"text": "lifespan um they're also proposing staining instead of painting the wood using the same Shades as as as is", "start": 750.72, "end": 757.76}, {"text": "currently existing um and hopefully that staining will extend the life of the", "start": 757.76, "end": 762.92}, {"text": "wood and it also requires less maintenance so um you don't have to reapply stain obviously as often as you", "start": 762.92, "end": 769.199}, {"text": "do uh paint coats we're also looking at using a copper final at the peak of the cupula instead of a wood final and there", "start": 769.199, "end": 776.44}, {"text": "are some minor adjustments to the entrance ramp just to meet current OBC uh", "start": 776.44, "end": 782.519}, {"text": "requirements and so you do have a full set of drawings in the agenda package", "start": 782.519, "end": 788.24}, {"text": "just going to kind of uh note some of the highlights here as you can see we are really looking at a a rebuild of the", "start": 788.24, "end": 795.92}, {"text": "existing structure you can see the uh curved roof line is slightly less", "start": 795.92, "end": 800.959}, {"text": "pronounced and again that's to promote better uh water runoff um we are looking at high quality", "start": 800.959, "end": 807.12}, {"text": "materials uh Cedar Shakes uh for the uh Roofing and again copper final for the", "start": 807.12, "end": 814.279}, {"text": "uh replacement of the wood final uh this is just an interior", "start": 814.279, "end": 819.48}, {"text": "ceiling finish plan um showing again that they are matching the uh tongue and", "start": 819.48, "end": 825.36}, {"text": "groove ceiling that currently exists we're looking at uh Douglas fur that's", "start": 825.36, "end": 830.56}, {"text": "been stained uh with a white color as well to match the existing paint", "start": 830.56, "end": 835.839}, {"text": "color and here we have just a view of the overhang of the cupula where it", "start": 835.839, "end": 841.639}, {"text": "meets the um uh sorry the pillars that of course go down to the railing system", "start": 841.639, "end": 847.88}, {"text": "um so that you can see that obviously we're meeting all modern building code requirements but we are paying uh quite", "start": 847.88, "end": 854.24}, {"text": "a lot of attention to detail in terms of matching those uh historic um details on", "start": 854.24, "end": 860.759}, {"text": "the structure again Douglas fur is proposed for the railing materials which is a", "start": 860.759, "end": 866.72}, {"text": "quite hard hardwood hopefully will cut down on some of the um graffiti uh", "start": 866.72, "end": 873.44}, {"text": "carved into these structures and uh stained in the green color to match as", "start": 873.44, "end": 878.639}, {"text": "closely as possible what's there right now so as the existing bandand is a", "start": 878.639, "end": 886}, {"text": "replica and it fits the character of the park um replacement of the structure is generally in keeping with the district", "start": 886, "end": 892.48}, {"text": "plan so normally we always encourage uh repair when possible and especially", "start": 892.48, "end": 898.04}, {"text": "repair when we're dealing with historic materials in this case we're not dealing with any historic materials as all of", "start": 898.04, "end": 904.68}, {"text": "the structure dates from about 1996 and and they are facing some", "start": 904.68, "end": 910.12}, {"text": "significant deterioration and so therefore Heritage planning staff are not opposed to the replacement um and we", "start": 910.12, "end": 916.68}, {"text": "would like to see the Band Stand continue to uh be located in Georgia Square so the staff recommendation", "start": 916.68, "end": 923.04}, {"text": "before you is to approve the Heritage permit application and of course we've got our typical 2-year for", "start": 962.72, "end": 969.079}, {"text": "example um a design for flexibility maintenance easy access the inner and", "start": 969.079, "end": 974.48}, {"text": "outer relationships to the square and the broader context of community", "start": 974.48, "end": 980.16}, {"text": "Greenery what's the plan like what is what is the plan in the town for this uh", "start": 980.16, "end": 985.56}, {"text": "precious little spot of land which this Band Stand sits right thank", "start": 985.56, "end": 991.88}, {"text": "you through you Mr chair so I did actually pull up the Heritage permit um", "start": 991.88, "end": 996.92}, {"text": "application for the uh Lauren Scotts Memorial which was the last significant change made to this park that was in uh", "start": 996.92, "end": 1004.199}, {"text": "May of 2016 um because I I was hoping that we had such a plan at that point in time", "start": 1004.199, "end": 1009.56}, {"text": "because I know there was quite a bit of discussion um between the committee members um and the applicants about", "start": 1009.56, "end": 1016.04}, {"text": "where uh where the memorial should be located and how to best balance things off I don't actually have a full copy of", "start": 1016.04, "end": 1023.199}, {"text": "uh such a plan for all the structures in the park but uh we do have Park staff", "start": 1023.199, "end": {"text": "reorganize uh any elements within Georgia Square I know that in particular", "start": 1161.28, "end": 1166.919}, {"text": "over the years we've done Garden improvements walkway improvements um", "start": 1166.919, "end": 1172.799}, {"text": "this particular project is obviously another Improvement uh for the square um", "start": 1172.799, "end": 1179.72}, {"text": "just given its nature and uh cultural uh component there is really no plans at", "start": 1179.72, "end": 1186.039}, {"text": "this time to uh redevelop or make any significant changes to the", "start": 1186.039, "end": 1193.399}, {"text": "park okay um uh and then to answer through you Mr chair the additional", "start": 1194.32, "end": 1201.36}, {"text": "questions uh the budget for this project to replace the Bandstand the capital", "start": 1201.36, "end": 1207.6}, {"text": "budget was approved at $140,000 we went through an RFP process", "start": 1207.6, "end": 1214.28}, {"text": "and retained a uh very skilled carpentry company their bid came in at", "start": 1214.28, "end": 1222.039}, {"text": "$108,000 so there's a bit of savings there and then in regards to um the", "start": 1222.039, "end": 1229.159}, {"text": "question you had regarding maintenance um this structure is a a a 30 plus year", "start": 1229.159, "end": 1235.6}, {"text": "old structure um we have over 200 minor structures within our Park system so", "start": 1235.6, "end": 1242.48}, {"text": "it's it's certainly very difficult to um continue to maintain and be on top of", "start": 1242.48, "end": 1249.08}, {"text": "that program um so what we've decided very strategically is to improve the", "start": 1249.08, "end": 1255.679}, {"text": "materials and the methods of construction for this particular Bandstand so using Douglas fur in lie of", "start": 1255.679, "end": 1264.2}, {"text": "of cedar or pine um using a copper Final", "start": 1264.2, "end": 1269.36}, {"text": "in lie of of wood and then in addition the um there is going to be some", "start": 1269.36, "end": 1278.24}, {"text": "protection against Leaf litter and the mold and the Moss we're going to be adding a very nice um steel uh gutter", "start": 1278.24, "end": 1287.24}, {"text": "treatment around the perim of the roof to capture um water and just", "start": 1287.24, "end": 1292.919}, {"text": "to avoid any water from getting below {"text": "Oakville and it's a designated property part 4 uh it was designated in 1993 and", "start": 1647.159, "end": 1653.919}, {"text": "what's considered to be part of the Heritage value is the original uh 1866 two-story Italian at stucco house as", "start": 1653.919, "end": 1661}, {"text": "well as the 1910 sun room uh to the east of the original house so the previous", "start": 1661, "end": 1666.559}, {"text": "Heritage permit which was completed in 2023 was to remove rear wings of the house and to construct new rear wings", "start": 1666.559, "end": 1673.519}, {"text": "and side wings um where the garage currently is so during the construction", "start": 1673.519, "end": 1678.84}, {"text": "of those um rear additions there were significant structural issues found with the 1910 sun room Wing which was", "start": 1678.84, "end": 1686.24}, {"text": "proposed to be retained and restored as is originally um so this structure was originally constructed as a one-story", "start": 1686.24, "end": 1693.44}, {"text": "porch possibly even an open porch at the time and it was built with no Foundation or footings um currently it's really", "start": 1693.44, "end": 1699.799}, {"text": "just standing on um sand and some loose bricks without mortar that were underneath um the walls of it and then", "start": 1699.799, "end": 1707.039}, {"text": "around the 1950s the second story was added and of course there was no proper support um so over the years the", "start": 1707.039, "end": 1712.88}, {"text": "structure has pulled away from the main Heritage structure um previous Heritage permit it's difficult to see behind the tree but you can see", "start": 1811.24, "end": 1817.279}, {"text": "the sun room Wing just to the left uh of the main house and then the Garage the", "start": 1817.279, "end": 1823}, {"text": "Contemporary garage you can see to the right uh the new addition was to come out in front of that garage and then", "start": 1823, "end": "end": 2004.88}, {"text": "important we think it'll allow the Heritage House to retain its historic presence along long Lakeshore Road which of course for you know over 100 years", "start": 2004.88, "end": 2011.919}, {"text": "has included The Original Italian house and then the sun room Wing to the", "start": 2011.919, "end": 2018.08}, {"text": "east so staff's recommendation is uh to approve the deconstruction of", "start": 2018.08, "end": 2023.559}, {"text": "reconstruction of the sun room Wing we do have a couple conditions uh the first is just confirming that the 1860s", "start":
