"dwellings occupied on a full-time basis by the owner and an on premise permanent", "start": 894.959, "end": 900.839}, {"text": "resident that has been declared and continues to be declared as a homestead as a homestead by the property appraiser", "start": 900.839, "end": 908.079}, {"text": "now I don't think that the owner operator uh should be exempt from the uh", "start": 908.079, "end": 915}, {"text": "the enforcement of the rules of what we're trying to do from a public safety perspective uh but I do believe that the", "start": 915, "end": 922.519}, {"text": "uh person limit to how many people can stay in the home I know councilwoman or", "start": 922.519, "end": 927.6}, {"text": "vice mayor uh pontier is you know has been pretty set on the number 10 I think", "start": 927.6, "end": 933.199}, {"text": "that if there's an owner operator that lives in the home the the the number the Personnel or however many people uh that", "start": 933.199, "end": 941.12}, {"text": "are wanting to stay in in the home should not apply they have to live the owner has to", "start": 941.12, "end": 947.24}, {"text": "live in the home so so that's what I'm proposing as a compromise to quality of life in our neighborhoods are relevant uh if the", "start": 1280.52, "end": 1285.64}, {"text": "issue is uh you want to own a true bed and breakfast uh whatever a hotel buy a", "start": 1285.64, "end": 1292.12}, {"text": "hotel but you were living in a residential neighborhood and during the last city council meeting we agreed I'm", "start": 1292.12, "end": 1298.559}, {"text": "sorry Mr uh Stevens you were not here but we agreed during that last meeting that the limit would be at 10 to control", "start": 1298.559, "end": 1305.36}, {"text": "the number of people that are in and out of these neighborhoods I had a gentleman before before the meeting came up to", "start": 1305.36, "end": 1310.88}, {"text": "approach me that lives in a C-section and he said Mike he said I we really need this pass because we had 18 people", "start": 1310.88, "end": 1317.08}, {"text": "in the house next to to us over the weekend and and that that is not a reasonable amount and and personally I", law the Ada the Americans with Disability", "start": 5092.679, "end": 5097.8}, {"text": "Act which is a comprehensive civil rights law prohibiting the Discrimination on the basis of", "start": 5097.8, "end": 5103.56}, {"text": "disability under this law people with disabilities are entitled to the rights privileges advantages and opportunities", "start": 5103.56, "end": 5110.88}, {"text": "that several nonprofit organizations that rent out rooms uh for", "start": 5400, "end": 5407.44}, {"text": "their private events Vincent's Clubhouse yes you're invited Cedar Bridge", "start": 5407.44, "end": 5413.52}, {"text": "foundation and the Special Olympics has always been a great asset partner for us", "start": 5413.52, "end": 5419.76}, {"text": "over the years as well can can you go back to that slide quick this is uh for the people that are", "start": 5419.76, "end": 5427.239}, {"text": "remaining in the audience I'd like to the note that this is one of the compromises we made in the that we program and develop it uh so to", "start": 5525.679, "end": 5532.8}, {"text": "get started um we currently develop and maintain two public facing websites in house uh that need to meet ADA", "start": 5532.8, "end": 5539.84}, {"text": "compliance uh one being pal co.gov and then the other one being Economic Development website select pom coast.com", "start": 5539.84, "end": 5547.32}, {"text": "even um before the Mandate uh we would um have to work hard to follow best", "start": 5547.32, "end": 5554.719}, {"text": "practices to make sure our website um access is accessible for those with disabilities uh the federal mandate", "start": 5554.719, "end": 5561.719}, {"text": "doesn't just pertain to websites we've created but also sites created by Third parties that the city displays to the", "start": 5561.719, "end": 5567.119}, {"text": "public um some of these examples are uh our online pering portal as well as our", "start": 5567.119, "end": 5574.28}, {"text": "um where public can go and pay their utility bill um we also um started the", "start": 5574.28, "end": 5579.96}, {"text": "process of reaching out to these vendors uh to make sure that they are aware that this requirement um of this requirement", "start": 5579.96, "end": 5587.239}, {"text": "and that they have plans to keep their sites ADA Compliant I'd also like to point out", "start": 5587.239, um roughly about 850 documents on Palm", "start": 5666.88, "end": 5673.239}, {"text": "co.gov that need to be reviewed to ensure in compliance and then documents that aren't ADA compliance by the", "start": 5673.239, "end": 5679.44}, {"text": "deadline of April 20 uh 26 may be placed on archive website um but we have to be", "start": 5679.44, "end": 5686.199}, {"text": "removed from the we it has to be removed from the main website the Departments uh are aware of this and it is supplying", "start": 5686.199, "end": 5692.36}, {"text": "each department with a list of their documents that are currently on the website last year uh it purchased a ada8", "start": 5692.36, "end": 5700.4}, {"text": "auditing software uh that will provide us constant reports and audits uh for", "start": 5700.4, "end": 5705.76}, {"text": "our websites this will help us continually Monitor and ensure our websites are compliant to wayag 2.2 we", "start": 5705.76, "end": 5712.239}, {"text": "have uh been running scans on our uh two sites for several months and the tool has only identified three uh pages of", "start": 5712.239, "end": 5719.36}, {"text": "having medium to high priority to fix uh which we believe is a positive reflection on our commitment to best", "start": 5719.36, "end": 5726.36}, {"text": "practices on top of that we've also recently embedded a Ada accessibility budget to our sites um that provide", "start": 5726.36, "end": 5733.44}, {"text": "various tools to help individuals with accessibility needs so transfer it back to Virginia thank you so the city as I", "start": 5733.44, "end": 5741.08}, {"text": "said earlier falls under title two which applies to all programs Services um and", "start": 5741.08, "end": 5746.36}, {"text": "activities that the City offers and provides and the city does have the obligation to make sure those City", "start": 5746.36, "end": 5752.6}, {"text": "contracts are third party vendors do not discriminate against those with disabilities so title two applies to all", "start": 5752.6, "end": 5759.199}, {"text": "state and local governments all departments agencies special purpose districts and other instrumentalities of", "start": 5759.199, "end": 5765.28}, {"text": "state and local government in other words public entities it applies to all programs services and activities of all", "start": 5765.28, "end": 5772.44}, {"text": "public entities from adoption services to zoning regulations", "start": 5772.44, "end": 5778.52}, {"text": "so title 2 um also states that the contract with other entities that provide these Public "Administration administrative requirements under title two uh that is to have the city designate a responsible", "start": 5799.719, "end": 5805.88}, {"text": "employee as the Ada coordinator and currently I take on that responsibility as well to have a grievance policy um", "start": 5805.88, "end": 5813.92}, {"text": "published on our website have the notice to our public which we do as well for both of those and conduct evaluations", "start": 5813.92, "end": 5821.199}, {"text": "every three years so we're going to be taking it one step further um and not doing it just for our uh 5862.599}, {"text": "will do under our uh three-year evaluations and when do we need to be", "start": 5862.599, "end": 5867.76}, {"text": "compliant by as soon as possible but the federal government mandate is April 202", "start": 5867.76, "end": 5874.239}, {"text": "for the city's website so we need to make sure everything that is public facing is ADA Compliant on our City's", "start": 5874.239, that would also have to be compliant itself so for the past at least five or six years the", "start": 5903.159, "end": 5909.239}, {"text": "city clerk's office has been publishing the agenda and the achieve compliance we will Implement transition plans that include dollars in the budget", "start": 5920.8, "end": 5928.52}, {"text": "identify the current issues and problems timeline for each issue of when it will be completed completed conduct Audits", "start": 5928.52, "end": 5934.88}, {"text": "and the self- evaluation Citywide every 3 years and then we will also create that transition plan for each department", "start": 5934.88, "end": 5941.119}, {"text": "to make sure that we're all compliant so the benefits to compliance", "start": 5941.119, "end": 5946.92}, {"text": "um I have them listed out but I want to point out one thing is when you get a", "start": 5946.92, "end": 5953.44}, {"text": "complaint against you and the doj finds that it is valid it's", "start": 5953.44, "end": said won't be disrupted it builds Goodwill and positive reputation it", "start": 5984.28, "end": 5991.159}, {"text": "expands your appeal to a significant segment of the population it levels the playing field for all and accessibility", "start": 5991.159, "end": 5998.599}, {"text": "makes life easier for everyone it's the right thing to do so the other thing it helps with is it helps with our understandable and robust and", "start": 6055.679, "end": 6061.28}, {"text": "what are the standards versions and levels you have wayag 2.0 2.1 2.2 2.3", "start": 6061.28, "end": 6067.44}, {"text": "and wayag 3 and they all build upon each other so if you're at 2.0 and and you're doing great they", "start": 6067.44, "end": 6075.8}, {"text": "really want you to bump that up to at least 2.2 and if disabilities can still use the experience as successfully as people without disabilities Alternatives may be", "start": 6150.639, "end": 6157.8}, {"text": "provided such as accessible versions of an program service or activity for example moving a beach volleyball program into a", "start": 6211.92, "end": 6219.239}, {"text": "gymnasium so a player with a disability could play really fundamentally Alters", "start": 6219.239, "end": 6224.679}, {"text": "it um but that doesn't mean we can't provide an in program you know an", "start": 6224.679, "end": 6230.96}, {"text": "in-house program in a gym so that the floor is level for a person in a wheelchair to participate we can", "start": 6230.96, "end": 6237.28}, {"text": "absolutely do that we just can't take that volleyball on the beach and and budgeted dollars software and training dollars the dedicated", "start": 6374.199, "end": 6380.84}, {"text": "departmental staff and vendor assist assistance with converting certain documents those budget books are mainly", "start": 6380.84, "end": 6386.679}, {"text": "the ones that I'm I'm speaking of they have uh a lot of it's an Excel spreadsheet and it pulls in different", "start": 6386.679, "end": 6393.48}, {"text": "information from different areas uh so it's going to be one of those types that we would need to hire out", "start": 6393.48, "end": 6400.84}, {"text": "for so here's my
