of all types and many came thousands uh", "start": 1146, "end": 1153.679}, {"text": "weekly I'd say thousands came people came because they found peace they found", "start": 1153.679, "end": 1160.32}, {"text": "healing they found a place of Solace um and it is still there even though the", "start": 1160.32, "end": 1166.28}, {"text": "structures are down the actual ual feeling of peace and the presence of God", "start": 1166.28, "end": 1172.919}, {"text": "and the healing is still in the area so we have continued", "start": 1172.919, "end": 1178.559}, {"text": "praying since it was sold and now have permission from Samuel with Ain", "start": 1178.559, "end": 1185.52}, {"text": "Corporation to continue praying there the thousands that are petitioning are", "start": 1185.52, "end": 1192.48}, {"text": "all hoping to regain a piece of property to pray again I'm talking healings of", "start": 1192.48, "end": 1200.36}, {"text": "terminal cancer blindness uh people who couldn't walk", "start": 1200.36, "end": 1206.28}, {"text": "and there are hundreds um some of them are here today some have written into", "start": 1206.28, "end": 1212.4}, {"text": "you and many are crying out hoping that this piece of land be considered", "start": 1212.4, "end": 1219.64}, {"text": "Heritage and sacred land for the community so we are here to really", "start": 1219.64, "end": 1227.2}, {"text": "petition that this is considered it started with a priest who lived in the", "start": 1227.2, "end": 1232.48}, {"text": "house on October 4th 2004 who had a", "start": 1232.48, "end": 1237.559}, {"text": "perforated retina and there was medical evidence that he was blind on the same", "start": 1237.559, "end": 1243.6}, {"text": "day October 4th 2004 he prayed and his sight was", "start": 1243.6, "end": 1250.28}, {"text": "restored till he died had 220 Vision among others my mother had colon", "start": 1250.28, "end": 1258.039}, {"text": "cancer and after going there praying with Father she was completely cancer free at", "start": 1258.039, "end": 1265.039}, {"text": "the age of 85 and lived till she was 98 I personally rented at the Carmine", "start": 1265.039, "end": 1272.52}, {"text": "Stefano from 2000 the year 2000 till", "start": 1272.52, "end": 1278.84}, {"text": "2018 and I I stayed at The Shrine daily I held many people who were in Desperate", "start": 1278.84, "end": 1286.44}, {"text": "situations some terminally some suicidal and many came back with a", "start": 1286.44, "end": 1292.72}, {"text": "smile finding hope as you're all aware Canada is in a very dark place right now", "start": 1292.72, "end": 1300.279}, {"text": "many people are looking for Hope and many people are taking their own lives", "start": 1300.279, "end": 1306.279}, {"text": "so this is something so it's a gift from God and it's a gift of Hope and when I", "start": 1306.279, "end": 1313.08}, {"text": "was there one of the priests told me when times get very very difficult God", "start": 1313.08, "end": 1319.279}, {"text": "sends a place like this to the community and God gave us a place like Lords in", "start": 1319.279, "end": 1327.96}, {"text": "Toronto and I pray that we don't lose it I've done everything in my power to try", "start": 1327.96, "end": 1334.48}, {"text": "to save it I've worked with hundreds of people who constantly call me to this", "start": 1334.48, "end": 1340.36}, {"text": "day begging me to keep it open trying to get this place back we're hopeful that", "start": 1340.36, "end": 1346.72}, {"text": "Samuel is listening to us now I think he realizes this is real because otherwise", "start": 1346.72, "end": 1353.36}, {"text": "people wouldn't continue knocking and people haven't stopped in the last week", "start": 1353.36, "end": 1358.84}, {"text": "alone 200 people signed the petition people are calling night and", "start": 1358.84, "end": 1365}, {"text": "day wanting this place to be back and in this dark time this is a gift to Toronto", "start": 1365, "end": 1372.08}, {"text": "and if you look at places like Lords Fatima it brings tons of Tourism and", "start": 1372.08, "end": 1378.84}, {"text": "tons of love and tons of Hope for the community so I really pray that you", "start": 1378.84, "end": 1384.44}, {"text": "consider how precious this placees and what a gift it is for everyone I can't", "start": 1384.44, "end": 1391.919}, {"text": "turn my back on it because I've held so many people that were healed and so many", "start": 1391.919, "end": 1398.4}, {"text": "people with a smile after they came was in a coma for 2 months I was my whole left side was", "start": 1502.52, "end": 1508.96}, {"text": "paralyzed I see can I can function normally right now at this point because of Western the miracle place and I", "start": 1508.96, "end": 1515.84}, {"text": "wasn't able to walk or communicate for approximately 5 months and I had three", "start": 1515.84, "end": 1520.88}, {"text": "brain skull surgeries on the right side and that's the main injury and then two", "start": 1520.88, "end": 1526.6}, {"text": "like surgeries on my fract Dr freemer the doctors told my family members that", "start": 1526.6, "end": 1532.039}, {"text": "I'll be nonfunctional and not communication my whole life so why keep me alive right however my dad had hope", "start": 1532.039, "end": 1540.44}, {"text": I had to take my right hand and pick it up to raise it so and then my parents", "start": 1603.84, "end": 1612.64}, {"text": "drove me to Weston the Marine Trine of gratitude after I left the hospital and a battle with alcoholism and I was attracted to the shrine immediately and felt the presence of uh", "start": 2390.319, "end": 2396.76}, {"text": "Mother Mary and the Holy Spirit uh at that time I was in desperate need for help in my life and by God's grace my", "start": 2396.76, "end": 2404.24}, {"text": "life began to be transformed uh through many visits and many hours of prayer and meditation my life was", "start": 2404.24, "end": 2411.48}, {"text": "transformed and uh I now have a wonderful marriage with a loving wife and three beautiful children a close", "start": 2411.48, "end": 2418.119}, {"text": "connection with my Catholic Church at St Timothy's in Orangeville and a successful career in real real estate um", "start": 2418.119, "end": 2425.079}, {"text": "I was able to beat my battle with alcoholism all this was given to me as a gift from", "start": 2425.079, "end": 2430.119}, {"text": "God and the mar and Shrine was one of the key places where I develop excuse told him I was going to the shrine I just wanted him to know cuz I have a bad heart and I'm at high risk", "start": 3333.839, "end": 3339.4}, {"text": "for stroke um so just in case I didn't come back he could walk down the the", "start": 3339.4, "end": 3344.559}, {"text": "path to find me it wasn't far from the the house and uh I told him my intent was just to go", "start": 3344.559, "end": "randomly opening a Bible that shows the the Lord's going to restore the temple", "start": 3378.319, "end": 3384.16}, {"text": "and bring back the laws um I saw it like it was divine nature speaking why this light's not coming on and and I just kind of ignored it", "start": 3411.4, "end": 3417.52}, {"text": "kept walking around and I walked to every little plaque there and one light kept shining Trin of gratitude and I've always gone to Fatima and I've always gone uh to many different uh", "start": 3669.4, "end": 3675.319}, {"text": "religious places like Midland and uh when I went there I was completely amazed and how beautiful this place was", "start": 3675.319, "end": 3682.72}, {"text": "right in the heart of of the city Wester Ronan Shepherd no need to travel far away when I", "start": 3682.72, "end": 3688.16}, {"text": "learned more about the place to hear that Cardinal Collins visited that place", "start": 3688.16, "end": 3694.24}, {"text": "and had Mass there many priests have had Mass there schools have had trips where", "start": 3694.24, "end": 3701}, {"text": "they brought their kids there and spent half a day there there's people that come from outside of Toronto outside of", "start": 3701, "end": 3708.359}, {"text": "Ontario and outside of Canada there's people that's been documented from the states where they came to visit this", "start": 3708.359, "end": 3713.72}, {"text": "place here and um for myself when I would go there praying", "start": 3713.72, "end": 3718.799}, {"text": "for many people I found it as a place of Solace a place where I can just sit back", "start": 3718.799, "end": 3723.88}, {"text": "and just you know borderl meditate and just be with my thoughts and many people", "start": 3723.88, "end": 3729.92}, {"text": "would say this is a religious site specifically for Catholics or Christians it's not because when I was there one", "start": 3729.92, "end": 3736.52}, {"text": "night it was around 9:00 at night I saw a mother and a daughter who are Muslim", "start": 3736.52, "end": 3743.24}, {"text": "visually you can see them and they came and that was a little bit you know saying oh wow like I never really seen", "start": 3743.24, "end": 3748.92}, {"text": "anybody other than you know from an outside religion visually that you can see CU you're at the end of the day you don't know what denomination people are", "start": 3748.92, "end": 3756.039}, {"text": "and um I had the courage to talk to them and they basically said they said whether we think Jesus is the son of God", "start": 3756.039, "end": 3761.24}, {"text": "or whether we think he's a prophet it doesn't matter to us what we feel when we come here is something that we don't", "start": 3761.24, "end": 3767.119}, {"text": "feel anywhere else and it really hit me so this is a place that brings many", "start": 3767.119, "end": 3772.76}, {"text": "people different religions together and we have to remember what this means to the action taken against me and this property the property", "start": 4510.08, "end": 4515.52}, {"text": "question located at 3100 Western Road has been at the center of this controversy for eight years the city", "start": 4515.52, "end": 4522.719}, {"text": "refrained from designating this property Heritage desperate ample of opportunity to do so why it is evident that the", "start": 4522.719, "end": 4530.84}, {"text": "closing relationship between the city and the previous owner of the church influenced this delay conveniently", "start": 4530.84, "end": 4538.28}, {"text": "ensuring no impact on the church property prior to closing on of the", "start": 4538.28, "end": 4543.8}, {"text": "property the city is well aware had this property been designated earlier prior", "start": 4543.8, "end": 4549.84}, {"text": "to closing it would affect the sellability and the value of the property", "start": 4549.84, "end": 4555.84}, {"text": "the Clos the relationship between the city and the church goes back in time starting with the city leased the", "start": 4555.84, "end": 4561.36}, {"text": "community center on the property 20 years ago and another property at 23", "start": 4561.36, "end": 4568}, {"text": "View Lane edes to the city's property at 60 STV Lane which is the city which the", "start": 4568, "end": 4574.36}, {"text": "city purchased in 2015 in March 2024 the city entered into", "start": 4574.36, "end": 4579.84}, {"text": "an easement agreement on the church property at 20 star bill Bill Lane", "start": 4579.84, "end": 4585.88}, {"text": "paying a sum of $1.7 million plus additional $700,000 to use part of the", "start": 4585.88, "end": 4591.92}, {"text": "church land for park for parking spaces yet desperate the significant", "start": 4591.92, "end": 4597.679}, {"text": "transaction the city's clear involvement with the church the property at 3100", "start": 4597.679, "end": 4603.239}, {"text": "Western Road remained undesignated as Heritage for years why was this designation suddenly pursued after my", "start": 4603.239, "end": 4610.36}, {"text": "involvement this is this this this timeline raises serious concerns about racial motivations and unequal treatment", "start": 4610.36, "end": 4618.199}, {"text": "under the law on August 22nd 2023 a close on the", "start": 4618.199, "end": 4623.84}, {"text": "property astonishingly two days later August 24th 2023 the city the the", "start": 4623.84, "end": 4630.04}, {"text": "Toronto Cathy School Board sent out an email urging government agencies both", "start": 4630.04, "end": 4635.44}, {"text": "provincially and Municipal to support the Heritage designation of the property", "start": 4635.44, "end": 4641.28}, {"text": "by September 1st 2023 the multilingual news paper published a note claiming", "start": 4641.28, "end": 4647.8}, {"text": "that a motion to designate this property had already been introduced however this", "start": 4647.8, "end": 4653.6}, {"text": "information was inaccurate as the motion was officially introduced on September 6", "start": 4653.6, "end": 4659.48}, {"text": "2023 this action may this actions make it evident that the city and the council", "start": 4659.48, "end": 4665.92}, {"text": "man had predetermined the outcome before my closing on August 22nd I was misled", "start": 4665.92, "end": 4673.36}, {"text": "throughout this process due to lack of transparency at no point prior to", "start": 4673.36, "end": 4678.56}, {"text": "closing was this critical information disclosed to me this failure to disclose", "start": 4678.56, "end": 4683.96}, {"text": "constitute a lack of honesty and transparency and fairness more disturbingly this reveals lack of equal", "start": 4683.96, "end": 4691.159}, {"text": "application of the law potentially influenced my racial potentially influenced by my racial background I'm", "start": 4691.159, "end": 4698.08}, {"text": "black this is not only unjust but also breach of principles of "I did prickle a little and felt I had to rebut a little um this is a property", "start": 5582.88, "end": 5588.159}, {"text": "that was listed since 2005 so for an owner to say they were", "start": part because we had already had", "start": 6192.199, "end": 6198.8}, {"text": "substantial work done uh research and evaluation when we did the list uh at the uh report in", "start": 6198.8, "end": 6206.239}, {"text": "2016 and uh the dialogue with the University of Toronto as a very good", "start": 6206.239, "end": 6211.36}, {"text": "Steward of these properties um it wasn't our intent to um extend the designation", "start": 6211.36, "end": 6217.88}, {"text": "further into the interior itself um it's not to say that that couldn't happen at", "start": 6217.88, "end": 6222.92}, {"text": "a a future date um but we are working with the university on on the sites in", "start": 6222.92, "end": 6228.96}, {"text": "particular and one of the things that we're also uh looking at is that some new information came about one of the", "start": 6228.96, "end": 6235.76}, {"text": "previous owners a longtime owner a professor of this and so uh there we we", "start": 6235.76, "end": 6241.239}, {"text": "do have the opportunity for us at least on the historical or Associated value uh", "start": 6241.239, "end": 6246.52}, {"text": "to have uh that material updated in time for a council decision so just saying", "start": 6246.52, "end": 6252.119}, {"text": "that that material is pending um I I would say at this point or at this time", "start": 6252.119, "end": 6257.599}, {"text": "um "High Park is the large green space to the south on that map uh property at 1778 blur Street West is located on the", "start": 6408.719, "end": 6416.52}, {"text": "northeast corner of blur Street West and Mount View Avenue and then the four", "start": 6416.52, "end": 6422.239}, {"text": "other properties at 1908 1914 1920 and 1926 BL Street West are located on the", "start": 6422.239, "end": 6428.4}, {"text": "north side of War Street West between High Park Avenue to the East and Quebec", "start": 6428.4, "end": 6434.48}, {"text": "Avenue to the West all five properties were constructed between Circa 1927 and", "start": 6434.48, "end": 6440.159}, {"text": "1930 and contain early 20th century walk up apartment buildings staff have undertaken research", "start": 6440.159, "end": so there's been a history of evaluation on these", "start": 6478.36, "end": 6484.08}, {"text": "properties and they they were identified through the hcd study uh and is", "start": 6484.08, "end": 6489.56}, {"text": "contributing to the character of this portion of blur Street West which fronts on the High Park through the blur West", "start": 6489.56, "end": 6495.56}, {"text": "Village Avenue study uh so previously identified through two other studies as having contextual value and staff bring", "start": 6495.56, "end": 6502.08}, {"text": "that forward today next slide and we'll go through meeting in November about the cultural heritage value along this corridor from the from the bridge", "start": 6685.84, "end": 6692.8}, {"text": "all the way over uh to um The Old Mill Bridge all the way over to the um uh", "start": 6692.8, "end": 6700.079}, {"text": "kill Street um and uh so that is out on a public record the hcd at this uh study", "start": 6700.079, "end": 6707.719}, {"text": "at this point uh we're will bringing forward our recommendations on that study as part of the final Direction on", "start": 6707.719, "end": 6715.199}, {"text": "the planning framework itself and in particular for us it's an area that is", "start": 6715.199, "end": 6720.28}, {"text": "under great transition um because of these mtsa um and variety of things um but", "start": 6720.28, "end": 9886.68}, {"text": "have some concerns about a couple things in the uh uh in the policies um and", "start": 9886.68, "end": 9892.6}, {"text": "they're specifically uh for larger properties so I'm going to be speaking to uh 239 and 241 austa but U there are", "start": 9892.6, "end": 9902.24}, {"text": "other family properties that are large as well uh looking back at gos Atlas in", "start": 9902.24, "end": 9908.84}, {"text": "1884 um I highlighted the uh property and uh shows that it is spanning uh two", "start": 9908.84, "end": 9917.56}, {"text": "municipal addresses uh and it is contained within the uh uh the district", "start": 9917.56, "end": 9923.399}, {"text": "uh and I also note that in the uh in the report in section 55 uh it's acknowledged that the", "start": 9923.399, "end": 9930.16}, {"text": "buildings uh within the district are diverse in character size and age and even in the Victorian area uh that we're", "start": 9930.16, "end": 9937.04}, {"text": "trying to preserve that Heritage uh there are larger properties that span multiple", "start": 9937.04, "end": 9943.359}, {"text": "Lots so uh the property I'm speaking to uh from 1912 in", "start": 9944, "end": 9949.92}, {"text": "1955 uh uh was the building on the left uh and it it was the Beth Lita synagogue", "start": 9949.92, "end": 9956.96}, {"text": "from 1959 uh to 2016 uh there were multiple Grocery and clothing stores uh mostly", "start": 9956.96, "end": 9963.76}, {"text": "run by my family uh at that time they determined that grossly was no longer revivable and it was vacant for over", "start": 9963.76, "end": 9970.12}, {"text": "three years uh due to delivery and parking challenges a um an event venue", "start": 9970.12, "end": 9976.08}, {"text": "wanted to take it over but then they determined it wasn't viable because of some of the liquor license restrictions", "start": 9976.08, "end": 9982.64}, {"text": "um but a cannabis store uh uh has been ATT tenant since 2019 and I am concerned", "start": 9982.64, "end": 9988.279}, {"text": "about their continued viability because it is a very large store that normally is not required for for uh for a", "start": 9988.279, "end": 9996.439}, {"text": "cannabis location uh and I I'm concerned that the hcd policies uh would you know", "start": 9996.439, "end": 10003.319}, {"text": "impact Redevelopment that might be necessary uh in order to attct future tenants and there's a", "start": 10003.319, "end": 10009.359}, {"text": "of future uh vacancies like we've had for you know three plus years uh", "start": 10009.359, "end": 10015.24}, {"text": "specifically section 7.6.3 um and uh U it talks about", "start": 10015.24, "end": 10021.319}, {"text": "storefronts being less than nine meters and no higher than one story um and you", "start": 10021.319, "end": 10026.479}, {"text": "know fundamentally uh uh number one if we redevelop uh I would like", "start": 10026.479, "end": 10032.16}, {"text": "acknowledgement that we can you know our current uh configuration which is a 133", "start": 10032.16, "end": 10038.319}, {"text": "uh 1 3 meter wide store uh could be allowed to continue uh because splitting", "start": 10038.319, "end": 10043.8}, {"text": "it into two stores and by the time you put in staircases going up and down an access Corridor you get very very narrow", "start": 10043.8, "end": 10051.2}, {"text": "uh deep Stores um and you know they that would be 5.2 times deeper than the frontage", "start": 10051.2, "end": 10057.76}, {"text": "and that's not operationally viable for most uh {"text": "our refinement of our understanding of the cultural heritage value and Heritage attributes of the", "start": 10385.04, "end": 10391.84}, {"text": "hcd um if if we are speaking specifically I I believe you mentioned", "start": 10391.84, "end": 10397.68}, {"text": "vadina and dundes Adam sad and Bathurst sad and BST although certainly dundes as", "start": 10397.68, "end": 10403.56}, {"text": "well maintains that fine grain retail that we see in the market sure so on Bathurst Street we found that uh the", "start": 10403.56, "end": 10410.52}, {"text": "properties on the east side of Bathurst are part of a very highly evolved streetcape along bther Street and the", "start": 10410.52, "end": 10417.399}, {"text": "properties no longer are experienced as part of the interior of the market area", "start": 10417.399, "end": 10424.239}, {"text": "um on Spadina we found that the built form character along the west side of Spadina is very consistent with two to", "start": don't demonstrate any of the visible layering", "start": 10437.2, "end": 10442.399}, {"text": "or patterns of adaptation that we identified as being uh defining", "start": 10442.399, "end": 10447.6}, "viewed as part of the market especially within the cultural considerations I was speaking to long-term stakeholders who", "start": 10471.319, "end": 10476.68}, {"text": "have grown up in the market and they've been there over 60 years and they all view that seious Pine Avenue as intrinsically part of kenson", "start": 10476.68, "end": 10484.239}, {"text": "Market um we did speak to a number of community stakeholders throughout the process of developing the hcd plan uh we", "start": 10484.239, "end": 10492.08}, {"text": "also spoke to uh representatives of uh Chinatown understanding that the", "start": 10492.08, "end": 10497.479}, {"text": "boundary between Kensington Market and Chinatown is quite porous um Spadina", "start": 10497.479, "end": 10502.6}, {"text": "Avenue is being considered as part of the Chinatown planning study by the city um and I I think it's also important to", "start": 10502.6, "end": 10509.84}, {"text": "acknowledge that uh Kensington Market as an hcd um includes policies and", "start": 10509.84, "end": 10516.439}, {"text": "guidelines that are developed based on the the characteristics the key Heritage", "start": 10516.439, "end": 10521.64}, {"text": "attributes that we identified rather than uh kind of making an overall", "start": 10521.64, "end": 10527.08}, {"text": "statement about who is and isn't within Kensington Market it's "start": 10559.6, "end": 10564.92}, {"text": "house at 27 Oxford in the 1980s and there's been contemporary TOS lgbtq businesses such as video at 187", "start": 10564.92, "end": 10571.84}, {"text": "Augusta Avenue in the early to mid 2010s I'm just wondering if any consideration was given to the 2s LGBT history and if", "start": 10571.84, "end": 10579.56}, {"text": "so why was it admitted and if not can we included in the", "start": 10579.56, "end": 10584.199}, {"text": "study let Tamara speak to that through the", "start": 10585.16, "end": 10589.96}, {"text": "chair again it's uh tar Sy cart are things that are actually not under the provincial criteria reg", "start": 10618.96, "end": 10624.6}, {"text": "906 and when I'm hearing uh the team the project team identifying what are the", "start": 10624.6, "end": 10629.88}, {"text": "strong Community Values um my my response is that there are many", "start": 10629.88, "end": 10636.16}, {"text": "interesting historical information that we hear about uh sites throughout a", "start": 10636.16, "end": 10642.319}, {"text": "district study what what really I think is important for us is to to sort of uh", "start": 10642.319, "end": 10648.399}, {"text": "sift and decide or determine whether those are representative or really", "start": 10648.399, "end": 10654.399}, {"text": "reflect the full understanding of the cultural heritage value um and we certainly saw that ourselves with West", "start": 10654.399, "end": 10661.68}, {"text": "Queen West of having uh the importance of lgbtq as similarly for cabbage town", "start": 10661.68, "end": 10668.96}, {"text": "um certainly we could always supplement or document uh history of diversity and", "start": 10668.96, "end": 10675}, {"text": "inclusion and and if there's an opportunity we we uh we could we could see I I would say this information is", "start": 10675, "end": 10682.319}, {"text": "now coming very late to us um I would just just to say um th this social and", "start": 10682.319, "end": 10689.319}, {"text": "Community value is something that we take uh very uh very close to our our", "start": 10689.319, "end": 10696.239}, {"text": "work and and we are as in you've heard also from today the indigenous community", "start": 10696.239, "end": 10702.64}, {"text": "and engagements piece that we've really been trying to deal with and and I would just say
