very difficult time in planning and and a difficult time you know in many Industries uh in", "start": 661.92, "end": 669.68}, {"text": "and around covid uh there was a lot of turnover uh there was people working", "start": 669.68, "end": 675.2}, {"text": "remotely um there was a lot of change in the workplace and there was still a lot of pressure um for work to get done in", "start": 675.2, "end": 682.399}, {"text": "the city and business to go on and Michael joined the planning department as as the head uh and had to sort things", "start": 682.399, "end": 690.48}, {"text": "out and you know there's wonderful people in the planning department but many of them were all new and didn't", "start": 690.48, "end": 696.12}, {"text": "know each other so imagine being a manager at that time trying to build a a", "start": 696.12, "end": 701.16}, {"text": "team in the office a functioning team and having to cope with all of those external uh factors and I I I think he's", "start": 701.16, "end": 709.6}, {"text": "been very successful at that and you've got a great team before you and uh you", "start": 709.6, "end": 714.639}, {"text": "have set things into a really good place but also Michael has been in an individual that I know as a collaborator", "start": 714.639, "end": 721.68}, {"text": "and somebody that truly cares about the community and uh that is seen in much of", "start": 721.68, "end": 726.88}, {"text": "the planning work and the decisions that have come through Community Council and through the quality of the projects that", "start": 726.88, "end": 732.76}, association as the co-president um specifically as it relates to the neighborhood we obviously", "start": 1418.72, "end": 1424.88}, {"text": "have had a number of recent development applications and have worked closely with staff and developers recognizing", "start": 1424.88, "end": 1433.159}, {"text": "that bolstering housing Supply is a responsibility of everyone across the city in terms of this particular", "start": 1433.159, "end": 1439.6}, {"text": "application the applicant has uh been great to work with um has certainly been open to conversation and discussion and", "start": 1439.6, "end": 1448.48}, {"text": "we are largely supportive of the development as proposed the issue we", "start": 1448.48, "end": 1453.6}, {"text": "have relates to specifically building a um for those who aren't familiar with", "start": 1453.6, "end": 1458.679}, {"text": "Markland um it's a neighborhood largely of single family homes on this particular site Silverthorn Bush um is", "start": 1458.679, "end": 1467.12}, {"text": "basically right now largely um vacant land that is either part of the park or", "start": 1467.12, "end": 1473.24}, {"text": "part of the um apartment building that's part of the Redevelopment and then has", "start": 1473.24, "end": 1478.48}, {"text": "single family residential homes on the other side of the street we would request that the building be reduced", "start": 1478.48, "end": 1484.12}, {"text": "from nine stories to eight stories um from a overall site and", "start": 1484.12, "end": 1489.44}, {"text": "density perspective we would be supportive of that level of uh gross floor area as part of the overall", "start": 1489.44, "end": 1495.799}, {"text": "development we would request however that four of those eight stories from a", "start": 1495.799, "end": 1500.919}, {"text": "a gross floor area perspective be transferred over to Building C um staff", "start": 1500.919, "end": 1507.52}, {"text": "has expressed some concern about a slightly higher um height on Building C", "start": 1507.52, "end": 1513.279}, {"text": "based on it neighboring a park and creating additional shadowing um the", "start": 1513.279, "end": 1518.64}, {"text": "concern of the community is basically the effect on the", "start": 1518.64, "end": 1524.52}, {"text": "individual homeowners um who live immediately abiding building a so again no issue", "start": 1524.52, "end": 1530.96}, {"text": "with the density if it's brought down to eight stories but we would appreciate", "start": 1530.96, "end": 1536.399}, {"text": "that density being transitioned to Building C which would be least impactful on the community in terms of", "start": 1536.399, "end": 1543.559}, {"text": "changing the overall nature of uh the streets and neighborhood context", "start": 1543.559, "end": 1548.64}, {"text": "similarly at 4340 uh bler which was a development U", "start": 1548.64, "end": 1554.24}, {"text": "application that went through um this same council at milroad and bl um we", "start": 1554.24, "end": 1561.679}, {"text": "were able to work with the applicant to reduce the density that immediately Abed", "start": 1561.679, "end": 1567.279}, {"text": "the residential street um creating similar animation to single family homes", "start": 1567.279, "end": 1572.96}, {"text": "mimicking um the overall streetscape um and we feel that this would be a much better application um", "start": 1572.96, "end": 1580.12}, {"text": "for building a and would relate much better to the community and would be development that ultimately is", "start": 1580.12, "end": 1585.88}, {"text": "respectful which obviously with this City needing to uh increase housing", "start": 1585.88, "end": 1591.24}, {"text": "units and bring additional density um part of that Balancing Act from the city's perspective and the city's", "start": 1591.24, "end": 1597.32}, {"text": "responsibility is to ensure that development is respectful of the context the community it's in and that would be", "start": 1597.32, "end": 1604.12}, {"text": "our submission thank you Mr crigger um I uh", "start": 1604.12, "end": 1610.6}, {"text": "I will ask U my colleagues if there are any questions of you as the speaker", "start": 1610.6, "end": 1617.279}, {"text": "uh seeing none uh if I can take a moment I'll ask you a couple myself um I'll be brief on", "start": 1618.48, "end": 1624.44}, {"text": "it if you can take the chair councelor nunziata councelor holiday", "start": 1624.44, "end": 1629.48}, {"text": "questions uh Mr crier could you just tell me generally the sentiment in the neighborhood um as being the the", "start": 1629.48, "end": 1636.24}, {"text": "president and and um and part of the homeowners", "start": 1636.24, "end": 1641.32}, {"text": "association I I suppose you hear all sorts of things uh but could you tell the community council how people feel", "start": 1641.32, "end": 1649.32}, {"text": "yeah I think that you know we as a a community have had lots of conversation around the high level of development in", "start": 1649.32, "end": 1657.159}, {"text": "the neighborhood it's a a very tight-knit Community we're one of the oldest neighborhood associations uh in", "start": 1657.159, "end": 1663.08}, {"text": "the city of Toronto and have a very active um homeowners association part of", "start": 1663.08, "end": 1670.08}, {"text": "our job as the homeowners association really has been to educate our neighbors", "start": 1670.08, "end": 1675.679}, {"text": "and um our members around Trends within City you know", "start": 1675.679, "end": 1682.279}, {"text": "intensification additional development uh is a reality in communities across the city and you know we've talked about", "start": 1682.279, "end": 1689.76}, {"text": "what respectful development would look like um and that sort of balancing of", "start": 1689.76, "end": 1695.08}, {"text": "density versus changing nature of community feel um so I would say that", "start": 1695.08, "end": 1701.72}, {"text": "residents overall are quite well informed um and generally supportive of", "start": 1701.72, "end": 1707.6}, {"text": "development that is reasonable in the context of what our community's overall planning", "start": 1707.6, "end": 1713.36}, {"text": "and design was in your deputation and and even in your answer you you mentioned some of the other things that", "start": 1713.36, "end": 1719.32}, {"text": "have happened but I wondered if you could remind Council uh just the level of change that's happened fairly", "start": 1719.32, "end": 1725.519}, {"text": "recently uh within uh the marklin Wood Community um I know that this is not the", "start": 1725.519, "end": 1731.08}, {"text": "only development to touch the neighborhood and it it perhaps could be read in context of several other", "start": 1731.08, "end": 1737.399}, {"text": "decisions most definitely we in the context of one", "start": 1737.399, "end": 1743.36}, {"text": "block of BL Street um from milroad to Markland Drive uh", "start": 1743.36, "end": 1750.08}, {"text": "going uh West have basically had three very large scale development projects", "start": 1750.08, "end": 1757}, {"text": "brought forward um we in all cases have worked with the applican um have", "start": 1757, "end": 1763.24}, {"text": "certainly worked with the incredible planning staff at the city um and generally have come to a resolution for", "start": 1763.24, "end": 1770.039}, {"text": "at least the first two developments um that was a a place", "start": 1770.039, "end": 1775.84}, charged and more concerning to what the context of the community could", "start": 1810.96, "end": 1817}, {"text": "potentially look like um the applicant's original proposal till now is obviously a", "start": 1817, "end": 1823.72}, {"text": "substantial Improvement the original proposal probably would have made more sense young and bler than at um Markland", "start": 1823.72, "end": 1831.48}, {"text": "and um bler but certainly we've come to a point where the applicant has worked", "start": 1831.48, "end": 1837.88}, {"text": "with us the one area where we are requesting Council intervene is in terms", "start": 1837.88, "end": 1843.559}, {"text": "of moving the density from a to c um that certainly I think would be", "start": 1843.559, "end": 1849.039}, {"text": "something that the majority of the neighborhood would be supportive of based on our sort", "start": 1849.039, "end": 1854.279}, {"text": "of conversations around concerns okay and I guess my final question and just be mindful of time", "start": 1854.279, "end": 1861.039}, {"text": "marklin wood uh if anyone visits it um people may notice that it's a very", "start": 1861.039, "end": 1866.88}, {"text": "stable neighborhood and even at the level that if you look at the original houses there uh they're all well kept uh", "start": 1866.88, "end": 1874.6}, {"text": "but they're not massively renovated or changed so there's a there's a there's a sense of stability in the neighborhood", "start": 1874.6, "end": 1881.639}, {"text": "um the sense I get is people are happy they haven't asked for change uh but", "start": 1881.639, "end": 1887.279}, {"text": "they've embraced the change uh that's occurred specifically along places like BL Street and um would you say that the", "start": 1887.279, "end": 1896.12}, {"text": "homeowners association um has done well to represent their needs", "start": 1896.12, "end": 1903.48}, {"text": "and aspirations uh but also has is able to approach these projects and and work", "start": 1903.48, "end": 1910.44}, {"text": "with developers with a sense of credibility and Authority in the neighborhood and you know the work that", "start": 1910.44, "end": 1916}, {"text": "you've put into it has resulted in and better outcomes most definitely we're a", "start": 1916, "end": 1922.44}, {"text": "voluntary um membership based Association uh so the fact that we have", "start": 1922.44, "end": 1928.24}, {"text": "you know greater than 80% of residents who happily pay a membership fee uh on", "start": 1928.24, "end": 1934.12}, {"text": "an optional basis to join I think speaks to the value of the the work that's done", "start": 1934.12, "end": 1939.24}, {"text": "uh by the Markland wood Home Owners Association in terms of the development side we publish a a monthly um", "start": 1939.24, "end": 1947.24}, {"text": "publication that delivered doorto door to every home in the community and we have included a number of articles with", "start": 1947.24, "end": 1954.48}, {"text": "information that the city's made available planning's made available um and the applicants made available so it", "start": 1954.48, "end": 1960.72}, {"text": "provides a great opportunity for us to uh interface with our neighbors and", "start": 1960.72, "end": 1965.799}, {"text": "provide them very detailed context uh on certainly what's happening I think when", "start": 1965.799, "end": 1972.2}, {"text": "you're you know a member of society you have a a responsibility to participate", "start": 1972.2, "end": 1977.519}, {"text": "um and some of that participation involves embracing things that don't", "start": 1977.519, "end": 1982.76}, {"text": "necessarily meet your preferences on a day-to-day basis Markland was designed", "start": 1982.76, "end": 1987.799}, {"text": "as a neighborhood largely of single family homes uh with apartment buildings", "start": 1987.799, "end": 1993.32}, {"text": "that were built based on the sort of building in the park planning ethos so huge Green Space around um all of the", "start": 1993.32, "end": 2000.399}, {"text": "buildings which is one of the reasons we've been a a key opportunity for um", "start": 2000.399, "end": 2005.799}, {"text": "development applications as of late um as the city looks to intensify and bring", "start": 2005.799, "end": 2010.88}, {"text": "housing Supply on board but I would say that as part of that process we've done a great job in educating our neighbors", "start": 2010.88, "end": 2019.559}, {"text": "um on our responsibility to also accept part of that responsibility for bolstering housing Supply um and I think", "start": 2019.559, "end": 2028.159}, {"text": "you know our work with the city and our work with the developer certainly has led to better outcomes um and better", "start": 2028.159, "end": 2035.559}, {"text": "outcomes that ultimately will be long lasting within the community will", "start": 2035.559, "end": 2042.279}, {"text": "ensure that the you know unique attributes of the neighborhood that um", "start": 2042.279, "end": 2048.158}, {"text": "we all love and enjoy um continue but at the same time meet the city's need for", "start": 2048.159, "end": 2055.8}, {"text": "additional housing for residents um and specifically in this case this is", "start": 2055.8, "end": 2060.878}, {"text": "probably the most concerning of the developments that has come forward thus far just based on again size and impact", "start": 2060.879, "end": 2067.32}, {"text": "but um the sort of key points we're coming forward with today are informed by you", "start": 2067.32, "end": 2074.839}, {"text": "know extensive consultation uh lot of discussion interfacing with the applicant uh", "start": 2074.839, "end": 2081.599}, {"text": "interfacing with the city all of whom have been very supportive and very open to conversation um but this is also", "start": 2081.599, "end": 2087.8}, {"text": "where we're relying on Council to really sort of lean in um there's a", "start": 2087.8, "end": 2094.358}, {"text": "reason that we have these opportunities for discussion there's a reason that variances exist um in this particular", "start": 2094.359, "end": 2102.2}, {"text": "instance it may be unique that we're asking for a variance of moving a large", "start": 2102.2, "end": 2108.24}, {"text": "portion of density from one building to another um but as residents as", "start": 2108.24, "end": 2113.359}, {"text": "homeowners we certainly feel that this will be the best possible outcome while still respecting the city's "start": 2147.8, "end": 2153.92}, {"text": "president of a baseball league that has operated out inside the Markland area since", "start": 2153.92, "end": 2158.96}, {"text": "1964 uh we've been in we've been um involved in these discussions because", "start": 2158.96, "end": 2164.8}, {"text": "it will directly impact our program that we run mostly through out of uh Milwood Park uh just I I did send in a written", "start": 2164.8, "end": 2172.28}, {"text": "submission but I want to put some um some numbers to things so people have an idea of what we're talking about uh we", "start": 2172.28, "end": 2178.92}, {"text": "have a program of about 500 families uh coming and playing baseball as I say Melwood Park is our number one park that", "start": 2178.92, "end": 2185.599}, {"text": "we use and we're very concerned about the parking and safety issues that this construction is going to cause to access", "start": 2185.599, "end": 2192.359}, {"text": "to that Park um Silverthorn bush is the only street that people can come and", "start": 2192.359, "end": 2197.72}, {"text": "drop off Park to to attend Games and Things uh right now it's not much", "start": 2197.72, "end": 2203.72}, {"text": "parking available on there and on a typical night as I counted this morning when I was leaving the area there's 10", "start": 2203.72, "end": 2208.8}, {"text": "10 overnight cars almost typically parked on that street illegally every single night on a", "start": 2208.8, "end": 2215.68}, {"text": "typical weekend we have over 100 20 families accessing Milwood Park these families are running in to drop their", "start": 2215.68, "end": 2222.72}, {"text": "kids off for baseball it creates a huge amount of traffic around the neighborhood I know it's frustrating for", "start": 2222.72, "end": 2227.8}, {"text": "people who live close to the park but it's also a big safety concern and uh that's not going to be improved by by", "start": 2227.8, "end": 2235}, {"text": "this construction I don't know where these people are going to be parking during the construction period", "start": 2235, "end": 2240.8}, {"text": "what accommodations are going to be made for all the surface parking and underground parking but we're very", "start": 2240.8, "end": 2245.839}, {"text": "concerned about our our access to the park so as I said on Saturdays there's about 120 families accessing on any", "start": 2245.839, "end": 2252.599}, {"text": "typical week night we have about 70 to 100 families accessing that Park to attend the to uh participate in our", "start": 2252.599, "end": 2259.64}, {"text": "baseball programs when construction is finished it's going to be bad but during", "start": 2259.64, "end": 2264.839}, {"text": "construction I just can't even imagine how people are going to get to that Park it's the only Park in Mark in Markland", "start": 2264.839, "end": 2270.76}, {"text": "Woods there's BL blur Dale Park just outside but this is the only park with these kinds of facilities so this is", "start": 2270.76, "end": 2276}, {"text": "going to create a big problem um the another is another issue is", "start": 2276, "end": 2281.16}, {"text": "capacity of our program like the schools in the neighborhood who have no capacity to take any of these new residents we", "start": 2281.16, "end": 2286.8}, {"text": "have no capacity to take anyone we can't offer these children the families any participation in our programs we're at", "start": 2286.8, "end": 2293.24}, {"text": "capacity we've run a weight list for the last number of years so I I I think", "start": 2293.24, "end": 2298.68}, {"text": "people need to know that when they move into Markland they won't be able to attend schools and there won't be much for them to do to be able to participate", "start": 2298.68, "end": 2305.359}, {"text": "in we're we're at capacity uh as I said the construction we're very", "start": 2305.359, "end": 2311.28}, {"text": "concerned about the construction the safety to our participants the dust the Airborne", "start": 2311.28, "end": 2318.76}, {"text": "pollutants I don't know if you're familiar but the this construction site will be about 40 feet away from the", "start": 2318.76, "end": 2325.16}, {"text": "fencing of our baseball dime and it's very close I can only imagine people are accessing through a very narrow walkway", "start": 2325.16, "end": 2333.079}, {"text": "to get from Silverthorn Bush to the baseball dime and now that's going to be on one side side um a construction fence", "start": 2333.079, "end": 2340.48}, {"text": "I guess of of some nature and then they're they're going to be very confined into a a very small area we're", "start": 2340.48, "end": 2347.319}, {"text": "really concerned about the um safety of our participants these are little kids", "start": 2347.319, "end": 2352.92}, {"text": "under 11 years old and their families and their siblings it's a very busy Park", "start": 2352.92, "end": 2358.2}, {"text": "on a Saturday and and kids are running around and now they're going to be running around squeezed between the", "start": 2358.2, "end": 2363.76}, {"text": "construction site and the baseball diamond this it's a it's a very big concern for our for our uh", "start": 2363.76, "end": 2371.119}, {"text": "organization um we've already been in discussion about the sun shade issues and whatever Mr creger has proposed to", "start": 2371.119, "end": 2377.319}, {"text": "change um we had already identified some sun shade issues that were going to impact our program especially in the", "start": 2377.319, "end": 2383.72}, {"text": "fall months any changes um we'd need to have that whole sun and shade study done", "start": 2383.72, "end": 2390.56}, {"text": "again because uh right now will it will uh lessen the amount of hours we have on", "start": 2390.56, "end": 2396.64}, {"text": "week nights to run our program and that will have an impact on our abilities to", "start": 2396.64, "end": 2401.839}, {"text": "to to run our program so I want people to be aware BL orale makes a huge investment in these", "start": 2401.839, "end": 2408.48}, {"text": "Parks um besides the $20,000 average year that we spend on", "start": 2408.48, "end": 2414.2}, {"text": "our permit fees over the last number of years we've invested over 50,000 in Milwood Park M um councelor holiday is", "start": 2414.2, "end": 2421.2}, {"text": "aware of that he was there when we uh had a big Jay's Care Foundation that we got procurement from Jay's care", "start": 2421.2, "end": 2427.92}, {"text": "uh we're also planning to invest about 50,000 this year just to maintain the safety at these Parks so we're we're", "start": 2427.92, "end": 2433.839}, {"text": "very invested in this and if our program is impacted by people not wanting to come", "start": 2433.839, "end": 2439.04}, {"text": "to an active construction zone to play baseball we won't be able to have the funds to to invest uh back into our", "start": 2439.04, "end": 2446.04}, {"text": "community which we've been doing for the years um so I did want to you know we're", "start": 2446.04, "end": 2452.599}, {"text": "we're really invested in the Pro in the in the neighborhood we've been great stewards of the park we do all we can to", "start": 2452.599, "end": 2458.76}, {"text": "maintain it and safety and we run a great program that we're very proud of but we are very concerned this is going", "start": 2458.76, "end": 2465.04}, {"text": "to impact also on a number of fronts safety being a big one "through the Jay's Care Foundation because you just tell um the group a little bit about the league and how big", "start": 2494.96, "end": 2500.8}, {"text": "it is and how far it reaches and maybe the level of teams that you have come through there because it's not I would I", "start": 2500.8, "end": 2507.52}, {"text": "would characterize it's not just your average League it's it's a pretty 2531.76}, {"text": "beside the construction site it's the further it's further away from the construction site but it's a great Diamond it's one of the top diamonds in", "start": 2531.76, "end": 2538.2}, {"text": "the city uh we host a lot of provincial tournaments and City tournaments the high schools use that uh diamond for", "start": 2538.2, "end": 2545.44}, {"text": "their U their games and their tournaments there in um as I said on a typical day uh typical weekend we run", "start": 2545.44, "end": 2554}, {"text": "about 10 games at both of those Parks so almost almost 200 families coming and", "start": 2554, "end": 2560}, {"text": "going from the park on that day um the smaller Diamond that's going to be right", "start": 2560, "end": 2565.44}, {"text": "beside the construction site we use for our younger players so under 11 11 and", "start": 2565.44, "end": 2572.64}, {"text": "under so there'll be the smaller kids there typically the families come with two or", "start": 2572.64, "end": 2578.64}, {"text": "three other kids in tow so it's a busy that's a busy area around around that", "start": 2578.64, "end": 2583.72}, {"text": "baseball diamond but um sorry counselor "end": 2621.119}, {"text": "please uh begin as soon as you're", "start": 2621.119, "end": 2624.519}, {"text": "ready good morning uh I'm Dave chenko I'm a principal at B fields um we are", "start": 2627.76, "end": 2634.16}, {"text": "planning Consultants to the applicant uh for this development I just wanted to", "start": 2634.16, "end": 2639.8}, {"text": "spend a few minutes of your time this morning um talking about the process the", "start": 2639.8, "end": 2645.24}, {"text": "uh application review process that we've undertaken uh with City staff with the", "start": 2645.24, "end": 2650.88}, {"text": "community uh and other interested parties um for over two years now um", "start": 2650.88, "end": 2657.48}, {"text": "there's been substantial change in the development proposal and I'm happy to share the uh comparison of the original", "start": 2657.48, "end": 2663.839}, {"text": "proposal to the revised proposal each and every one of those revisions to the proposal as a result of um comments that", "start": 2663.839, "end": 2671.96}, {"text": "we received from Community consultation meetings um stakeholder consultation", "start": 2671.96, "end": 2677.2}, {"text": "meetings with um the homeowners association other interested parties and", "start": 2677.2, "end": 2683.64}, {"text": "uh most importantly every division uh of the city um with their staff so I I can", "start": 2683.64, "end": 2690.24}, {"text": "honestly say that this proposal that's being recommended for approval today has", "start": 2690.24, "end": 2695.359}, {"text": "gone through an extensive consultation process um and the applicant has been um", "start": 2695.359, "end": 2702.559}, {"text": "very open to making revisions to the proposal um a couple of things about um", "start": 2702.559, "end": 2709.44}, {"text": "the revisions to the proposal that uh specifically address some of the concerns that have been raised in the", "start": 2709.44, "end": 2715.76}, {"text": "previous comments uh first of all uh the original proposal had four 12 story", "start": 2715.76, "end": 2721.2}, {"text": "building surrounding the existing apartment building uh in the revised proposal we' reduced the proposed number", "start": 2721.2, "end": 2728.559}, {"text": "of buildings to three we've also reduced the height of two of the buildings to N9", "start": 2728.559, "end": 2734.48}, {"text": "and 10 stories respectively um remaining one at the prominent corner of Markland", "start": 2734.48, "end": 2740.359}, {"text": "and bler at 12 stories um also really important is that the building closest", "start": 2740.359, "end": 2746.48}, {"text": "to Milwood Park um which the baseball association was commenting about uh has", "start": 2746.48, "end": 2752}, {"text": "been carefully crafted uh with step backs and height variations um so that", "start": 2752, "end": 2758.76}, {"text": "there are limited Shadow impacts on the um baseball diamond number two uh and", "start": 2758.76, "end": 2764.76}, {"text": "secondly uh there's a substantial amount of outdoor amenity uh proposed as part", "start": 2764.76, "end": 2770.72}, {"text": "of the development that is adjacent to the park uh and then finally along Silverthorn Bush um probably the most", "start": 2770.72, "end": 2778.72}, {"text": "substantial revision that was made uh is to create a new park land dedication and", "start": 2778.72, "end": 2786.2}, {"text": "um publicly accessible open space along the south side of Silverthorn Bush uh", "start": 2786.2, "end": 2791.76}, {"text": "which totals over 3,000 square met of space combined and what that's going to", "start": 2791.76, "end": 2797.8}, {"text": "do is a ensure that um both the existing development and uh the proposals are all", "start": 2797.8, "end": 2805.68}, {"text": "well set back from Silverthorn Bush and the neighborhoods on the north side of Silverthorn Bush uh but most importantly", "start": 2805.68, "end": 2812.76}, {"text": "it's going to create a linkage between Markland drive and Milwood Park um along", "start": 2812.76, "end": 2818.319}, {"text": "Silverthorn Bush um a landscaped buffer uh so to speak that will create more", "start": 2818.319, "end": 2824.52}, {"text": "opportunities as a gasway uh to the park um secondly uh I think one of the most", "start": 2824.52, "end": 2831.72}, {"text": "important things to look at is um this is an apartment neighborhood site um", "start": 2831.72, "end": 2838.48}, {"text": "majority of the ground floor area of the site is consumed by surface parking all", "start": 2838.48, "end": 2845.079}, {"text": "of that parking will be moved move to below grade uh for existing residents and the um proposed uh residents uh and", "start": 2845.079, "end": 2854.119}, {"text": "the parking rate will be maintained um uh consistent with the existing parking", "start": 2854.119, "end": 2859.72}, {"text": "so all of those elements of um loading uh visitor parking resident parking will", "start": 2859.72, "end": 2867.4}, {"text": "all be uh below grade below uh the proposed buildings and uh will not be", "start": 2867.4, "end": 2872.92}, {"text": "impacting uh Silverthorn Bush Drive or Markland Drive drive or BL Street for", "start": 2872.92, "end": 2878.319}, {"text": "that matter um happy to answer any specific questions the committee might 2941.92, "end": 2947.599}, {"text": "if we just listen to what the blell baseball association said uh and personally uh I have concerns about", "start": 2947.599, "end": 2953.92}, {"text": "spillover parking into the neighborhood can you offer some assurances to council", "start": 2953.92, "end": 2959.079}, {"text": "that um although the bylaws don't require you to do it uh you and your", "start": 2959.079, "end": 2964.2}, {"text": "client have been thinking about what it is that is needed for a successful development and to internalize that", "start": 2964.2, "end": 2970.119}, {"text": "impact uh that is to keep the parking in the confines of the property certainly um so the proposed", "start": 2970.119, "end": 2978.2}, {"text": "parking rate is 0.6 bases per unit we took that rate um based on the existing", "start": 2978.2, "end": 2986.559}, {"text": "apartment uh buildings usage of parking um so we're replacing all of the", "start": 2986.559, "end": 2992.24}, {"text": "existing parking and adding at a rate of 0.6 the remainder of the parking for the", "start": 2992.24, "end": 2998.359}, {"text": "proposed development and as I mentioned all of those spaces will be below grade", "start": 2998.359, "end": 3003.76}, {"text": "um and they will all be combined in a Blow grade structure for all of the uh", "start": 3003.76, "end": 3008.839}, {"text": "existing building and the three proposed buildings that specific rate of 0.6", "start": 3008.839, "end": 3014.68}, {"text": "parking spaces per unit was derived from um a usability or a utilization standard", "start": 3014.68, {"text": "I will mention that um all of the revisions that were made from the original proposal to the revised", "start": 3087.16, "end": 3093.16}, {"text": "proposal address concerns that we heard at the community consultation meeting", "start": 3093.16, "end": 3098.2}, {"text": "concerns um or comments that we received from staff uh and as well as consultation with the homeowners", "start": 3098.2, "end": 3105.4}, {"text": "association um one of the principles of development or um considerations that we", "start": 3105.4, "end": 3112.359}, {"text": "uh made in revising The Proposal is ensuring that building a um which", "start": 3112.359, "end": 3117.48}, {"text": "currently is proposed at Nine Stories fits under a 45 degree angular plane", "start": 3117.48, "end": 3122.96}, {"text": "from the neighborhoods on the north side of Silverthorn Bush um so that was the reason why that building specifically", "start": 3122.96, "end": 3130.079}, {"text": "was located and um uh at that particular height", "start": 3130.079, "end": 3136.079}, {"text": "um I will mention that we spent a lot of time on building SE the building closest", "start": 3136.079, "end": 3142.16}, {"text": "to um Milwood Park um specifically a about um the height and the stepping", "start": 3142.16, "end": 3149.079}, {"text": "down of the height towards Silverthorn Bush um the principle of those changes", "start": 3149.079, "end": 3154.28}, {"text": "to Building C were to address some concerns about shadowing on the park uh", "start": 3154.28, "end": 3160}, {"text": "which we have completely addressed uh in that revised proposal I would say that that was our key focus in the uh revised", "start": 3160, "end": 3168.64}, {"text": "proposal however I I can appreciate that building a being the closest building um", "start": 3168.64, "end": 3175.44}, {"text": "principally to the neighborhoods to the north um can be a concern for the homeowners association I will add um", "start": 3175.44, "end": 3184.559}, {"text": "beyond that 45 degree angular plane um building a is over 15 M from the", "start": 3184.559, "end": 3191.64}, {"text": "sidewalk on the south side of Silverthorn Bush it's been brought into perfect alignment with the existing", "start": 3191.64, "end": 3198.4}, {"text": "building um so it's no closer to Silverthorn Bush than the existing building which is 13 {"text": "also appreciate the changes that the developer has made to the original proposal incorporating the work that the", "start": 3491.96, "end": 3497.16}, {"text": "city of Toronto staff has contributed in addition to the input of the Markland wood homeowners", "start": 3497.16, "end": 3503.44}, {"text": "association I have submitted a written summary of my input and questions about the project this morning I would like to", "start": 3503.44, "end": 3509.559}, {"text": "focus on a couple of key points and it's uh while other uh speakers have uh", "start": 3509.559, "end": 3514.96}, {"text": "touched on the surface I'd like to go beyond the surface let's go deeper let's talk about um Beyond uh underground um", "start": 3514.96, "end": 3525}, {"text": "and it's about uh the sanitary waste capacity calculations the existing", "start": 3525, "end": 3530.28}, {"text": "infrastructure in the engineering reports indicate that there are a number of Choke points where the capacity", "start": 3530.28, "end": 3537.4}, {"text": "utilization of the sanitary waste pipes will be over 100% And I'm unclear about what the city", "start": 3537.4, "end": 3545.64}, {"text": "of Toronto criteria is to expand that existing infrastructure uh I'd like to flag", "start": 3545.64, "end": 3551.559}, {"text": "certain sections that appear to be those choke points in their calculations MH", "start": 3551.559, "end": 3557.039}, {"text": "52a MH 53a those are along Silverthorn Bush and", "start": 3557.039, "end": 3562.359}, {"text": "then uh further south on Markland is MH 57 a and MH", "start": 3562.359, "end": 3568.359}, {"text": "58a uh that are impacted not only by 210 Markland but also 240", "start": 3568.359, "end": 3574.28}, {"text": "Markland I believe that the review of the sanitary waste capacity projections is a critical exercise given the", "start": 3574.28, "end": 3579.96}, {"text": "flooding and backup of sanitary pipes in Markland wood that have happened multiple times in the last decade and in", "start": 3579.96, "end": 3586.16}, {"text": "particular this past summer and the tying of the sanitary capacity for", "start": 3586.16, "end": 3591.319}, {"text": "buildings A and C into Silverthorn bushes 250 Mill meter diameter pipe and", "start": 3591.319, "end": 3598.079}, {"text": "there's a 0.4% grade of that tributary pipe buildings A and C represent 344", "start": 3598.079, "end": 3604.92}, {"text": "units or more than 70% of the new units being added to 210", "start": 3604.92, "end": 3610.76}, {"text": "Markland and they are ex uh planned to be tied into Silverthorn Bush uh at the", "start": 3610.76, "end": 3617.16}, {"text": "250 millimeter diameter pipe um that also goes into the Markland wood", "start": 3617.16, "end": 3622.44}, {"text": "sanitary pipe uh sections at a 90 degree angle um and the current engineering indicates", "start": 3622.44, "end": 3630.559}, {"text": "that it's already at 100% capacity under wet conditions so unless the design is", "start": 3630.559, "end": 3635.599}, {"text": "changed to have both buildings A and C tie into the wider diameter Markland Drive sanitary waste pipe directly uh", "start": 3635.599, "end": 3642.799}, {"text": "and not the Silverthorn Bush um those are you know questions that I have in", "start": 3642.799, "end": 3648.68}, {"text": "terms of that uh I'd also like to Echo and underline that there should be attention and consideration given to", "start": 3648.68, "end": 3654.2}, {"text": "expanding What's called the critical leg of sewer at m57a and MH 58a on Markland", "start": 3654.2, "end": 3661.64}, {"text": "drive that was uh flagged by the engineers themselves um again impacted", "start": 3661.64, "end": 3667}, {"text": "by 210 Markland and 240 Markland that they are at 120% capacity of the", "start": 3667, "end": 3673.119}, {"text": "calculations in wet weather currently and um and very concerned that", "start": 3673.119, "end": 3678.68}, {"text": "the overc capacity is only going to be um enhanced uh with the addition of 210", "start": 3678.68, "end": 3684}, {"text": "um Markland uh um separately but also related is the impact of storm water and", "start": 3684, "end": 3690.28}, {"text": "groundwater the groundwater quality Engineers did not satisfy the storm sewer criteria so that's total suspended", "start": 3690.28, "end": 3697.68}, {"text": "solids and chloroform concentrations were noted in the report and it's unclear to me how this is going to be", "start": 3697.68, "end": 3704.48}, {"text": "handled both in the construction phase as well as the post-development phase I don't know whether the intention is to", "start": 3704.48, "end": 3710.599}, {"text": "disperse this groundwater through the sanitary waste pipes which was noted as an option in the engineering report", "start": 3710.599, "end": 3716.72}, {"text": "but therefore should also be included in the calculations of the sanitary waste capacity if that's going to be the", "start": 3716.72, "end": 3722.4}, {"text": "intended plan in closing I would like greater Clarity on the sanitary waste capacity projections uh that the city of", "start": 3722.4, "end": 3729.72}, {"text": "Toronto uses to expand uh existing infrastructure to make sure that we don't have any troubles uh in the", "start": 3729.72, "end": 3735.559}, {"text": "neighborhood house", "start": 3912.24, "end": 3918.16}, {"text": "and I have already been the recipient of one of the overrun of the sanitary", "start": 3918.16, "end": 3923.4}, {"text": "system uh back into the house I have no my question is how are they going to", "start": 3923.4, "end": 3929.68}, {"text": "manage the additional uh sanitary concerns that are coming with these", "start": 3929.68, "end": 3935.559}, {"text": "buildings um as evidence by the building that's across the street there doesn't", "start": 3935.559, "end": 3941.16}, {"text": "seem to be a lot of thought going into some of the architectural Integrity of these buildings to blend in with the", "start": 3941.16, "end": 3947.039}, {"text": "neighborhood we are single family dwellings they're increasing the density of the neighborhood exponentially with", "start": 3947.039, "end": 3954.52}, {"text": "no infrastructure to support it so uh I need to at least voice that concern that", "start": 3954.52, "end": 3961.279}, {"text": "there be some consideration in consultation with the people who did the work on my house recently it appears", "start": 3961.279, "end": 3968.559}, {"text": "that we're not doing any work on the main thorough fars for all this water surface water uh and drainage so the", "start": 3968.559, "end": 3976.799}, {"text": "tributaries are coming and they're hitting a bottleneck where the work has not been done to the receptacle that", "start": 3976.799, "end": 3983.319}, {"text": "needs to get the water out of the city um the 210 building across or the one", "start": 3983.319, "end": 3990.92}, {"text": "across from 210 is just a wall of glass now we see it it's up it's constructed", "start": 3990.92, "end": 3997}, {"text": "and the footprint is much larger in real life than we quite frankly were", "start": 3997, "end": 4002.88}, {"text": "expecting so the 210 Markland and the other uh buildings that are up for", "start": 4002.88, "end": 4009.799}, {"text": "development in our neighborhood changes the complexion of marklin wood", "start": 4009.799, "end": 4015.72}, {"text": "and also changes the uh quality of life of the people in", "start": 4015.72, "end": 4022.4}, {"text": "the neighborhood who has spent their lives and I'm a long-term resident taxpayer and I don't think I'm uh", "start": 4022.4, "end": 4031.68}, {"text": "there's enough thought going into how by Denise and Cynthia in terms of safety um and parking concerns", "start": 4085.039, "end": 4093.16}, {"text": "because as Cynthia already mentioned in terms of parking 210 Markland has already had issues with parking where", "start": 4093.16, "end": 4100.238}, {"text": "there's not enough underground parking people are on weight list this is why people are parking on the streets as she mentioned", "start": 4100.239, "end": 4106.159}, {"text": "um and in terms of safety concerns I'm highly concerned because the population", "start": 4106.159, "end": 4112.6}, {"text": "here a lot of it is retirees and I have you know been observing that a lot of families have been moving in a lot of", "start": 4112.6, "end": 4118.64}, {"text": "families with young children so that kind of goes back to Denise's concerns with safety in terms of", "start": 4118.64, "end": 4124.318}, {"text": "construction um sorry give me a second and so with that um two main themes that I'm seeing", "start": 4124.319, "end": 4132.199}, {"text": "here um are the qual quality of life for the residents and overburdened", "start": 4132.199, "end": 4137.798}, {"text": "infrastructure um because as we know with global warming we have been experiencing the city has been", "start": 4137.799, "end": 4143}, {"text": "experiencing a lot more flooding and so my question is what are they planning to", "start": 4143, "end": 4148.278}, {"text": "do because high density areas are prone to flooding due to the density of the buildings and infrastructure um and so", "start": 4148.279, "end": 4156.12}, {"text": "in addition to that it's the strain on the services um as um Cynthia touched on", "start": 4156.12, "end": 4162.238}, {"text": "in terms of the the transit system there's already enough issues with the", "start": 4162.239, "end": 4167.4}, {"text": "49 Markland um line not being reliable um and so in terms of the rapid", "start": 4167.4, "end": 4173.278}, {"text": "population growth with these three buildings it can already it will cause", "start": 4173.279, "end": 4179.159}, {"text": "extra strain on existing services like Transportation um the current capacity", "start": 4179.159, "end": 4184.798}, {"text": "uh nearby schools you know we're going to need a much more efficient reliable public transit system and if we don't", "start": 4184.799, "end": 4190.238}, {"text": "people more people are going to continue to drive and that's been noted of course many people need to drive in the area", "start": 4190.239, "end": 4195.84}, {"text": "there are no walk there are no supermarkets that are walking distance we also we need to be um", "start": 4195.84, "end": 4202.28}, {"text": "thinking about are there going to be any clinics for the amount of people that are going to be coming in and moving into the area so just kind of like the", "start": 4202.28, "end": 4208.8}, {"text": "necessary services that are not walking distance and so with more people driving to access these Services that's going to", "start": 4208.8, "end": 4215.48}, {"text": "then cause a lot more burden to the roads and we've like I as a resident", "start": 4215.48, "end": 4221.36}, {"text": "have you know observed when there's construction on here there's quite quite", "start": 4221.36, "end": 4226.4}, {"text": "a bit of traffic because you know it's already a narrow area um so hopefully", "start": 4226.4, "end": 4231.84}, {"text": "that makes sense so far um and also in going back to the quality of life for residents um with a", "start": 4231.84, "end": 4238.32}, {"text": "high density planning um there's going to be more noise less privacy and with", "start": 4238.32, "end": 4244.28}, {"text": "these noise disturbances um and just kind of like population growth there's", "start": 4244.28, "end": 4250.199}, {"text": "also the psychological health concerns especially considering the retirees and Children and Families families that are", "start": 4250.199, "end": 4256.36}, {"text": "working hard to um you know make me men mens meet and caring for young children", "start": 4256.36, "end": 4263.12}, {"text": "um and so the health concerns more noise no you know disturbances less privacy", "start": 4263.12, "end": 4268.159}, {"text": "all making it difficult for them to relax at home um no relaxing you know we know higher rate of anxiety and so we", "start": to be happening at 210 um with regards specifically to the parking issue um we", "start": 4499.84, "end": 4508.239}, {"text": "have tenants in our building who pay a monthly fee for parking and are not", "start": 4508.239, "end": 4513.679}, {"text": "provided parking whatsoever and are forced to park on the street so in terms of talking about the capacity of what", "start": 4513.679, "end": management um I", "start": 4582.8, "end": 4588.88}, {"text": "personally have complained numerous times with regards to manholes flooding on Markland Drive I've complained to", "start": 4588.88, "end": 4596}, {"text": "Toronto water I've complained to Toronto baa I've complained to 311 and nothing's", "start": 4596, "end": 4601.76}, {"text": "been done um in addition we're already at capacity for the storm water", "start": 4601.76, "end": 4606.96}, {"text": "management uh with regards to that neighborhood well what's happened is the developer at 240 Markland drive and I", "start": 4606.96, "end": 4614.52}, {"text": "have mentioned this to Mr holiday in the past is they've illegally pumped", "start": 4614.52, "end": 4620.28}, {"text": "sediment loaded water straight into the street in the roadway and into the manholes so what happens is is I'm an", "start": 4620.28, "end": 4628.04}, {"text": "environmental biologist by trade and what happens is by pumping all this sediment loed water into the street and", "start": 4628.04, "end": 4635.6}, {"text": "into the manholes they've basically they've contributed to the the storm water", "start": 4635.6, "end": 4642.4}, {"text": "management not working at capacity not working properly so if we're already", "start": 4642.4, "end": 4647.8}, {"text": "above capacity the development itself is going to impede that not to mention the", "start": 4647.8, "end": 4654.56}, {"text": "current development that's going on there now have done absolutely nothing to follow the construction mitigation", "start": 4654.56, "end": 4660.56}, {"text": "and management plans they've done nothing to to mitigate any of these concerns and if if you guys think it's", "start": 4660.56, "end": 4668.239}, {"text": "bad now it's only going to get worse and the unfortunate part is uh the tenant", "start": 4668.239, "end": 4674}, {"text": "association of 240 Markland Drive we've repeatedly brought this up to bylaw to", "start": 4674, "end": for noise and like they'll literally stand there", "start": 4696.92, "end": 4702.04}, {"text": "and say with their hands behind their back and be like oh I don't see anything I don't see anything and "end": 4988.96}, {"text": "three children in Markland uh walkable to um both public and uh Catholic", "start": 4988.96, "end": 4996.239}, {"text": "schools uh as well as an amazing baseball league our children all played", "start": 4996.239, "end": 5001.32}, {"text": "at blur Dale baseball and walked to those games so um our biggest concern about this", "start": 5001.32, "end": 5007.84}, {"text": "development first off um just to be clear there has not been a marklin wood", "start": 5007.84, "end": 5014.199}, {"text": "homes association meeting to discuss the specific development so while I um I'm a member", "start": 5014.199, "end": 5021.56}, {"text": "of the marklin wood homes Association I value Kevin Ker's um volunteerism and uh", "start": 5021.56, "end": 5028.84}, {"text": "communication on this issue directly with the developer as well as Council here um it is not reflective of our", "start": 5028.84, "end": 5037.04}, {"text": "neighborhood position on this um uh development and frankly the commu Comm", "start": 5037.04, "end": 5044}, {"text": "uh cumulative uh effect of the three developments within this one block of", "start": 5044, "end": 5049.96}, {"text": "blur street so you've got 210 you've got 240 and you've got the uh one right at", "start": 5049.96, "end": 5056.08}, {"text": "BL and Mill Road and so the cumulative effect of those three developments is", "start": 5056.08, "end": 5061.88}, {"text": "you know I'll give you some rough numbers because I found it very difficult to find numbers and all the documentation but there's roughly 10,000", "start": 5061.88, "end": 5069.76}, {"text": "residents in marklin Wood there's roughly uh 4500 H households and these", "start": 5069.76, "end": 5077.639}, {"text": "three developments add up to over 950 residents so about a 23% increase in the", "start": 5077.639, "end": 5085.159}, {"text": "number of residents in the entire Markland wood homes area that will be", "start": 5085.159, "end": 5090.8}, {"text": "represented in in all of these tall buildings fronting BL Street as well as", "start": 5090.8, "end": 5096.199}, {"text": "fronting against um residential um it feels like the quality", "start": 5096.199, "end": 5102.52}, {"text": "of life is going to be affected and not in a good way we don't have the infrastructure as you've heard we don't", "start": 5102.52, "end": 5108.36}, {"text": "have the storm water management uh Markland Wood Golf Course was closed over three weeks last summer um in two", "start": 5108.36, "end": 5115.28}, {"text": "consecutive periods because of flooding uh we don't have the the sewer waste um", "start": 5115.28, "end": 5121.8}, {"text": "capacity we don't have the transit frequency that will enable all of these", "start": 5121.8, "end": 5126.84}, {"text": "residents to get to Kipling Station to go uh go downtown there's just not", "start": 5126.84, "end": 5132.8}, {"text": "enough infrastructure to support the kind of growth that is being planned in this Corridor I think we all support", "start": 5132.8, "end": 5140}, {"text": "growth I would I you know I want more residents to be able to experience the quality of life that we have in Markland", "start": 5140, "end": 5146.4}, {"text": "but unfortunately what's going to happen is none of these families are going to be able to go to the Local Schools their", "start": 5146.4, "end": 5152.199}, {"text": "kids aren't going to be walking to school because there's no capacity at any of those schools and that's in the", "start": 5152.199, "end": 5157.44}, {"text": "report and that's against this one development not accounting for the three", "start": 5157.44, "end": 5162.6}, {"text": "they're not going to be playing at blur wood or blur Dale uh baseball league because they won't be able to register", "start": 5162.6, "end": 5169.159}, {"text": "there's just not going to be the kind of support that we need for this kind of growth in this highly residential area", "start": 5169.159, "end": 5177.8}, {"text": "so I really do ask Council to look at not only this development but the", "start": 5177.8, "end": 5182.84}, {"text": "cumulative of the three and ask yourself do we have the kind of infrastructure necessary to support this and if not I", "start": 5182.84, "end": 5190.719}, {"text": "think we have to do this in a more measured way so okay blur street is has been designated by the city as a major", "start": 5190.719, "end": 5198.76}, {"text": "uh thorough Fair fine buildings along blur Street okay got it keep the height", "start": 5198.76, be supported and if uh the development triggers any", "start": 5801.04, "end": 5806.08}, {"text": "infrastructure upgrades the developer or the applicant is required to implement", "start": 5806.08, "end": 5811.96}, {"text": "those uh so in in the case of this development they would have submitted an", "start": 5811.96, "end": 5817.159}, {"text": "FSR along with the planning act application and my team would review that to confirm uh the findings and", "start": 5817.159, "end": 5823.8}, {"text": "determine if upgrades are required uh so in that report I know there have been some comments on touch on those quickly uh in terms of sanitary sewer capacity when they complete an analysis they look at", "start": 5836.199, "end": 5842.239}, {"text": "two different scenarios one is called the design flow or dry weather flow which focuses um only on sanitary flow", "start": 5842.239, "end": 5850.04}, {"text": "so it doesn't include any uh it's like during exactly what it says dry weather there's no rain happening and during the", "start": 5850.04, "end": 5857.719}, {"text": "wet weather scenario uh it could be various storm events that we look at um", "start": 5857.719, "end": 5862.88}, {"text": "the one that we focus on is called the May 12th 2000 event which was a historic very large storm that happened in the", "start": 5862.88, "end": 5869.44}, {"text": "city uh so when we look at uh dry weather flow the sewers are designed to", "start": 5869.44, "end": 5875.199}, {"text": "operate within capacity for the dry weather or the design flow scenario uh", "start": "percent capacity in the system is below 50% so well below 100 the exceedances", "start": 5887.88, "end": 5894.08}, {"text": "that were mentioned earlier are in the wet weather flow scenario and the "what we tried to do on those applications is with the greatest sensitivity ensure that we have", "start": 6301.44, "end": 6307.32}, {"text": "appropriate setbacks that the scale of that the surrounding new proposal does", "start": 6307.32, "end": 6312.76}, {"text": "not impact the existing older apartment building in this case I would say that", "start": 6312.76, "end": 6319.88}, "opportunity for a little bit of adjustment um ensuring that we don't go so far that the Integrity of what's", "start": 6398.4, "end": 6404.88}, {"text": "before us is is is broken okay so so that not all of them a number of developers in my ward and it was held at City Hall we had about 30 of", "start": 8808.68, "end": 8815.6}, {"text": "them that attended the meeting we invited the housing Secretariat we invited cmhc and we also invited co-op", "start": 8815.6, "end": 8823.88}, {"text": "housing on uh giving information to various developers on on the process and", "start": 8823.88, "end": 8831.08}, {"text": "as their development goes through and and and gets approval and when they're starting to build that we are looking", "start": 8831.08, "end": 8837.439}, {"text": "for a {"text": "uh the community it it is possible to get a lot more affordable housing and", "start": 8875.2, "end": 8880.319}, {"text": "co-op housing and some of the developments that are happening now and I think that if you if you have that", "start": 8880.319, "end": 8886.24}, {"text": "communication with developers and that you know you get the interest from them", "start": 8886.24, "end": co-op housing if they understand the process because as you know we are and the mayor has advocated", "start": 8897.92, "end": 8904.52}, {"text": "for more affordable housing in the city where there's
