"Heritage resource review with a focus on the designation and recognition of important historic sites the review was", "start": 230.36, "end": 237.439}, {"text": "initiated following the significant impacts of the recent passing of Bill 23 the more the more homes built faster act", "start": 237.439, "end": 244.68}, {"text": "the town has seen significant change over the last decade and as such the town is proactively working towards", "start": 244.68, "end": 250.92}, {"text": "securing the future of our most important sites uh prior to Bill 23 the more homes built faster act uh a", "start": 250.92, "end": 258.28}, {"text": "building could be listed indefinitely on the municipal register providing long-term demolition protection in the", "start": 258.28, "end": 264.24}, {"text": "interm until Des designation could be pursued currently the new legislation uh", "start": 264.24, "end": 270.28}, {"text": "has changed the um has changed this and now buildings can only be listed", "start": 270.28, "end": 276.88}, {"text": "um for or sorry buildings that were listed prior to January 1st 2023 can", "start": 276.88, "end": 282.759}, {"text": "only be listed until January 1st 2027 once a building has been removed from the list a municipality cannot", "start": 282.759, "end": 289.6}, {"text": "relist that building until January 1st 2032 this will leave over 500 historic", "start": 289.6, "end": 295.84}, {"text": "buildings in the town without any kind of demolition protection or um Heritage protection in general um this will also", "start": 295.84, "end": 303.72}, {"text": "affect over 30,000 properties across the province these changes will have a significant impact to grimsby's unique", "start": 303.72, "end": 310.36}, {"text": "character um unique um historic built character um so that's just a summary", "start": 310.36, "end": 318.919}, {"text": "remind everyone why we're doing this townwide review and the designations um I also wanted to", "start": 318.919, "end": 325.6}, {"text": "acknowledge the property owners of the recent designated properties um wanted to share that it had been such a", "start": 325.6, "end": 331.24}, {"text": "positive experience meeting all of you and working with you on the protection of your significant properties um staff wanted to thank all", "start": 331.24, "end": 338.479}, {"text": "the property owners for taking the time to meet with us and for being a part of the designation process many property", "start": 338.479, "end": 344.72}, {"text": "owners were directly involved in the development of their individual designation bylaws we have since met", "start": 344.72, "end": 350.039}, {"text": "with many of the recently designated Property Owners to discuss various Heritage related items such as our new", "start": 350.039, "end": 356.08}, {"text": "grant program uh restoration questions we've provided support in Property", "start": 356.08, "end": 361.24}, {"text": "Owners obtaining insurance and a few have reached out to us and we've helped them um through the process of selling a", "start": 361.24, "end": 368.12}, {"text": "heritage site uh we look forward to continue to working with all of the property owners and supporting them um", "start": 368.12, "end": 374.4}, {"text": "and as owners of the town's history secondly I wanted to acknowledge Wayne Mullins and his team at the", "start": 374.4, "end": 380.28}, {"text": "Grimsby Historical Society their expertise and efforts Have Been instrumental to the success of this", "start": 380.28, "end": 385.759}, {"text": "initiative uh we've been meeting with Wayne to talk about some of the properties we're going to be looking at in 2025 and we look forward to working", "start": 385.759, "end": 392.88}, {"text": "with them again and all the accomplishments we will have together so uh since the town rde", "start": 392.88, "end": 399.72}, {"text": "townwide review commenced in January of 2023 46 properties have now been", "start": 399.72, "end": 405.28}, {"text": "formally designated under part four of the Ontario Heritage act 44 of those properties were designated without an", "start": 405.28, "end": 411.96}, {"text": "appeal to the Ontario land tribunal two properties did appeal to the land tribunal one was a part of a large", "start": 411.96, "end": 418.639}, {"text": "planning application um and the Ontario land tribunal agreed with Council and the property was uh the", "start": 418.639, "end": 426.56}, {"text": "decision was given that we are to designate the building and so that building has uh since been formally", "start": 426.56, "end": 433}, {"text": "designated um to the date that Council pass the initial bylaw um subject to a", "start": 433, "end": 438.879}, {"text": "few amendments which we will be working on um and then the other um appeal we", "start": 438.879, "end": 444.4}, {"text": "did receive um the property owners had uh submitted appeal to the ENT land", "start": 444.4, "end": 449.759}, {"text": "tribunal but they have since uh withdrawn their appeal and we've been working with them on Heritage related", "start": 449.759, "end": 455.84}, {"text": "matters and um that site is also designated to the date that Council passed the bylaw so that's 46 in total", "start": 455.84, "end": 465}, {"text": "um I also wanted to share that since January of 2023 the town launched a brand new", "start": 465, "end": 470.24}, {"text": "Heritage Property grant program to replace the previous program to better suit the needs of the Heritage Property", "start": 470.24, "end": 475.599}, {"text": "Owners and with the ending of the regional contributions um the new program was developed in", "start": 475.599, "end": 482.72}, {"text": "consultation with 17 municipalities and over 50 Heritage Property Owners uh the", "start": 482.72, "end": 488.36}, {"text": "town also investigated a heritage tax rebate program and that will be considered by Council during the 2025", "start": 488.36, "end": 495.24}, {"text": "budget process the town also developed tools for Heritage Property Owners including how to sell a Heritage", "start": 495.24, "end": 501.68}, {"text": "Property um how to obtain property insurance and those have both been put", "start": 501.68, "end": 507.72}, {"text": "into toolkits that we've been developing for the homeowners we also created a letter um to share with insurance", "start": 507.72, "end": 513.8}, {"text": "companies prepared by the municipality and this letter is intent is to support Heritage homeowners in obtaining", "start": 513.8, "end": 519.839}, {"text": "affordable insurance and we've also updated Our Heritage trade toolkit and", "start": 519.839, "end": 525.36}, {"text": "we've been sharing that with many Property Owners um and the town has also", "start": 525.36, "end": 530.88}, {"text": "developed a new process to support Heritage Property Owners with on-site conservation recommendations and those", "start": 530.88, "end": 536.64}, {"text": "are um completed with the property owners and Heritage professionals on St on staff so some of the next steps as we", "start": 536.64, "end": 544.72}, {"text": "come into the um New Year um the designations on each committee agenda", "start": 544.72, "end": 549.8}, {"text": "will continue as we work with the Heritage Property Owners to secure the future of the town's most important", "start": 549.8, "end": 555.32}, {"text": "sites I wanted to note that a small break was taken Midway through 2024 to enable the designation processes for the", "start": 555.32, "end": 562.44}, {"text": "46 sites to be completed to enable us to launch the new grant program and to", "start": 562.44, "end": 567.48}, {"text": "award all of the grants it also enabled us to have Rob robust Community uh sorry", "start": 567.48, "end": 573.92}, {"text": "robust consultation with the Heritage Property Owners within the Heritage Conservation District on Main Street", "start": 573.92, "end": 580.6}, {"text": "East and we um completed about 40 um", "start": 580.6, "end": 585.88}, {"text": "one-on-one um consultations with the property owners and an update um on some", "start": 585.88, "end": 592.399}, {"text": "of that feedback received will be coming in the coming will be coming in the coming months um and then it also", "start": 592.399, "end": 598.16}, {"text": "allowed us to accommodate for the Canada Post strike so the notification to the", "start": 598.16, "end": 603.88}, {"text": "homeowners has now resumed and then I also wanted to share that we have some themes um that we will be looking at as", "start": 603.88, "end": 611.72}, {"text": "a part of the designation process for this year and then into 2027 uh those themes include the", "start": 611.72, "end": 619.04}, {"text": "downtown Main Street Grimsby Beach um establish historic", "start": 619.04, "end": 624.839}, {"text": "neighborhoods uh properties on Ridge Road and along the escarment", "start": 624.839, "end": 630.88}, {"text": "um and important buildings linked to notable families farming industrial history and um other important", "start": 630.88, "end": 638.72}, {"text": "communities um and that's the update thank", "start": 638.72, "end": 643.92}, {"text": "you thank you very much for sharing Bianca it's exciting to see all of the work that was done over the fruit and farming so these are points of interest are properties that have been designated", "start": 827.839, "end": 835.36}, {"text": "as well as a public art and landmarks um so the committee saw those in December", "start": 835.36, "end": 841.32}, {"text": "and now we will be um creating the interpretation for these points of", "start": 841.32, "end": 847.68}, {"text": "interest so I've been in communication with the working group to set up um a couple working meetings for us to to do", "start": 847.68, "end": 853.32}, {"text": "this work together and we plan to launch the map in on inh Heritage week which is", "start": 853.32, "end": 858.8}, {"text": "February 17th I begin I think it begins so that's coming up in about a", "start": 858.8, "end": 864.759}, {"text": "month yes so uh so lots of work to to be done but I I'm hopeful that we'll be", "start": 864.759, "end": 870.04}, {"text": "able to have at least the beginnings of a map to to share on Heritage week and something that we can grow and build out", "start": 870.04, "end": 876.839}, {"text": "as as the year continues H so that's my my update for the working group any questions regarding that yes Council", "start": {"text": "strategy exercise and from my perspective the heritage of Grimsby is", "start": 904.12, "end": 909.8}, {"text": "one of the key features along with the escarment in the lake those are the three things that I think of the most", "start": 909.8, "end": 915.519}, {"text": "when it you know the trails the the lake the Waterfront and Heritage are the three things that come to mind when I", "start": 915.519, "end": 921.32}, {"text": "think of of reasons for people to stop in Grimsby so making that map live and", "start": 921.32, "end": 927.24}, {"text": "getting it out there uh from tourism perspective I think is a great way to get people to stop along the way so", "start": 927.24, "end": 933}, {"text": "thank you for those who are doing it and I I'll bring it up but I suggest staff also uh bring it up when it comes to", "start": 933, "end": 939.6}, {"text": "that discussion about tourism because I think what you're doing is important and I think it's going to be a a really {"text": "accordance with the approved Heritage permit the subdivision agreement for the council approved subdivision uh located", "start": 1170.52, "end": 1177}, {"text": "behind Nixon Hall has now been registered uh following the registration", "start": 1177, "end": 1182.12}, {"text": "of the agreement the internal process to me to amend designation bylaw", "start": 1182.12, "end": 1187.84}, {"text": "202 sorry 2004 uh 70 start has commenced", "start": 1187.84, "end": 1193.84}, {"text": "um as a part of this um amending process staff compl completed a uh designation", "start": 1193.84, "end": 1201.32}, {"text": "research report um so that all the history can now be Consolidated in one", "start": 1201.32, "end": 1206.6}, {"text": "place um and as a part of that um process we also did the full evaluation", "start": 1206.6, "end": 1212.32}, {"text": "again against the onter regulation 906 um and we came up with a new", "start": 1212.32, "end": 1217.88}, {"text": "statement of significance for the property we also um have within that", "start": 1217.88, "end": 1223.2}, {"text": "report the complete list of character defining elements and so those two pieces will help to make up the new bi", "start": 1223.2, "end": 1228.799}, {"text": "law um and then now that the subdivision uh agreement has been registered the", "start": 1228.799, "end": 1234.72}, {"text": "parcels have now divided so we have the new uh legal description for the remnant", "start": 1234.72, "end": 1240.84}, {"text": "parcel that holds the Heritage resource and so the Bon needs to be updated to", "start": 1240.84, "end": 1246.2}, {"text": "reflect where the Heritage House will be um as a part of this process we also um", "start": 1246.2, "end": 1254.12}, {"text": "look at the Ontario Heritage act legislative process for amending a bylaw so that's kind of a new process uh to", "start": 1254.12, "end": 1260.88}, {"text": "this committee so I provided an overview um so first steps is we consult with the", "start": 1260.88, "end": 1266}, {"text": "committee that's happening here tonight we make the recommendation to council Council um approves the process and then", "start": 1266, "end": 1274}, {"text": "we will uh provide notice to the property owners stating um the intent", "start": 1274, "end": 1279.76}, {"text": "and the reason for the amendment there is then an appeal period of 30 days once", "start": 1279.76, "end": 1284.919}, {"text": "the 30-day appeal period is up we will bring the draft by law to council for", "start": 1284.919, "end": 1290.12}, {"text": "their consideration at that meeting Council can also consider any appeals that were received um and then they can", "start": 1290.12, "end": 1297.48}, {"text": "pass the bylaw that bringing that bylaw to council must be done within 90 days", "start": 1297.48, "end": 1302.679}, {"text": "of issuing the original notice um so if Council does pass the bylaw that evening", "start": 1302.679, "end": 1308.32}, {"text": "then there'll be an appeal period of 30 days if there's any appeals they'll go", "start": 1308.32, "end": 1313.52}, {"text": "to the Ontario land tribunal or the designation bylaw will come into effect after the appeal period um and then the", "start": 1313.52, "end": 1323.36}, {"text": "uh bylaw will be amended to uh the date that Council uh passed the bylaw um and", "start": 1323.36, "end": 1330.52}, {"text": "then I also wanted to note that the property owner at 262 Main Street West has entered into an agreement which is", "start": 1330.52, "end": 1336.559}, {"text": "the subdivision agreement and they have agreed to not appeal the designation bylaw so we're not expecting an appeals but we still have to follow the", "start": 1336.559, "end": 1343.039}, {"text": "legislative process um so that's my update on the process", "start": 1343.039, "end": 1350.279}, {"text": "and kind of how we got here today and how we're at this step um and then Garrett's going to provide an overview", "start": 1350.279, "end": 1356.08}, {"text": "of the uh evaluation we have completed for Nixon Hall thank", "start": 1356.08, "end": 1362.32}, {"text": "you thank you through you chair staff would like to note that all property owners have been informed of the", "start": 1365.64, "end": 1371.08}, {"text": "proposed designation and redesignation of their properties to to make it more", "start": 1984.159, "end": 1990.159}, {"text": "visible because of its historic importance like those are the kinds of questions that I had that came forward when I saw the", "start": 1990.159, "end": 1997.84}, {"text": "report uh through the chair I just um for this one was a little tricky because", "start": 1998.279, "end": 2003.6}, {"text": "we always take our pictures from the public realm so we have reached out to the property owner hoping through those consultations we can actually take some", "start": 2003.6, "end": 2010.08}, {"text": "pictures on the property um but it's almost entirely intact every original", "start": 2010.08, "end": 2015.96}, {"text": "element is still there um it's in fantastic condition all the original", "start": 2015.96, "end": 2021.88}, {"text": "pieces are there and so I think it's like an important time to protect those attributes why we while they're there um", "start": 2021.88, "end": 2028.88}, {"text": "and like we do have the plaza in front of the building that occurred over time", "start": 2028.88, "end": 2034.159}, {"text": "and we do expect change to continue to happen so I think it's important that that building is protected so that if", "start": 2034.159, "end": 2040.36}, {"text": "change does occur on that site that building is taken into consideration and hopefully whatever that change looks",
