Spirit of the constitution for the State of Florida city of pal", "start": 1162.679, "end": 1168.88}, {"text": "Coast adopted the fair housing code to promote fair housing orderly and lawful", "start": 1168.88, "end": 1174.64}, {"text": "procedures and opportunities for people Desiring to obtain housing in this jurisdiction without", "start": 1174.64, "end": 1180.76}, {"text": "discrimination this enabled the city in 2005 to apply for the available Federal", "start": 1180.76, "end": 1185.88}, {"text": "grant funding the Community Development block grant program through the", "start": 1185.88, "end": 1191.4}, {"text": "20053 city of Palm Co Fair Housing code the Fair Housing Act of 1968 and", "start": 1191.4, "end": 1198.72}, {"text": "Community Development block grant program are connected in several ways first of all we have to affirmatively", "start": 1198.72, "end": 1204.76}, {"text": "further fair housing in the city of Palm Coast the cdbg guarantee which would be", "start": 1204.76, "end": 1210.08}, {"text": "us must airly further fair housing which means that we must make action to overcome barriers to fair housing and", "start": 1210.08, "end": 1216.88}, {"text": "promote inclusive communities second we must do um", "start": 1216.88, "end": 1221.919}, {"text": "non-discrimination as a guarantee we must ensure that housing assistance by cdbg funds is available without", "start": 1221.919, "end": 1228.159}, {"text": "discrimination we must be in compliance as a guarantee to ensure that the contractors and the", "start": 1228.159, "end": 1234.44}, {"text": "subcontractors also comply with the fair housing requirements then as a part of the cdbg program we have to do data", "start": 1234.44, "end": 1241.6}, {"text": "collection that means collect the demographics and the community conditions to understand disparities and", "start": 1241.6, "end": 1247.88}, {"text": "how they impact our residents we recently went through and", "start": 1247.88, "end": 1253.32}, {"text": "updated our fair housing code to make the changes as US Department of Housing and Urban Development Fair um Housing", "start": 1253.32, "end": 1259.88}, {"text": "Act has made changes recently there were two new 10 new definitions added to", "start": 1259.88, "end": 1266}, {"text": "provide clarification and the intent of the terms meaning Fair Housing Act that", "start": 1266, "end": 1271.88}, {"text": "was added to our ordinance also we did some updates by adding sections that", "start": 1271.88, "end": 1277.039}, {"text": "previously didn't exist in the ordinance like unlawful housing practices complaint and processing complaints", "start": 1277.039, "end": 1284.44}, {"text": "reports to the Florida Real Estate Commission education and public information as well as untruthful", "start": 1284.44, "end": 1291.6}, {"text": "complaints and testimony we created a penalty and updated the exemptions and exception sections for", "start": 1291.6, "end": 1299.279}, {"text": "compliance so at this time city of Palm Co is repealing and replacing the current fair housing ordinance to be", "start": 1299.279, "end": 1305}, {"text": "more consistent with the federal laws and state statutes required for compliance any", "start": 1305, "end": 1311.08}, {"text": "questions any question from questions from the Das um open up 1458.76}, {"text": "background and then we'll delve into the uh recommendations that the committee put forth for your consideration", "start": 1458.76, "end": 1467.4}, {"text": "um purpose of this presentation is to provide again context to the ah haack's work share their findings on community", "start": 1469.279, "end": 1476.72}, {"text": "housing needs and present actionable strategies that is a state Housing", "start": 1506.52, "end": 1512.44}, {"text": "Initiative Program partn partnership dang almost got it um the ahx review highlighted several", "start": 1512.44, "end": 1521.48}, {"text": "housing challenges in our community many renters and homeowners", "start": 1521.48, "end": 1527.52}, {"text": "are cost Bur bured with a significant number spending more than 35% of their income on housing 35% being the National", "start": 1527.52, "end": 1536.279}, {"text": "Standard for affordability thresholds the County's housing stock is aging and there is a lack of new", "start": 1536.279, "end": 1542.76}, {"text": "affordable rental and multif family developments in our community I'm sorry to interrupt has", "start": 1542.76, "end": 1549.399}, {"text": "that gone up because I was always under the impression it was 30% so it's 35% it", "start": 1549.399, "end": 1555.2}, {"text": "is yes it's you'll get a number in that range to 35 yeah I mean there's", "start": 1555.2, "end": 1560.88}, {"text": "differing perspectives but in general yes that's that's kind of the average 30 to 35 yes", "start": 1560.88, "end": 1566.96}, {"text": "um proposed state strategies such as permitting accessory dwelling units", "start": 1566.96, "end": 1572.559}, {"text": "refining Focus areas under the live local act streamlining development review processes for affordable housing", {"text": "recommendations to identify and assign relevant stat sta to carry out", "start": 1704.399, "end": 1709.519}, {"text": "implementation formalizing this process is critical as the relevant staff may span multiple departments and divisions", "start": 1709.519, "end": 1715.919}, {"text": "Beyond growth Management Department Community Development Department and Housing Services div division these", "start": 1715.919, "end": 1722.6}, {"text": "designated staff members shall provide ah Haack with an implementation plan and schedule by March allowing for the final", "start": 1767.559}, {"text": "light tou density adus can enhance housing availability within existing neighborhoods while preserving the", "start": 1767.559, "end": 1774.159}, {"text": "community's character like light touch density refers to modestly increasing", "start": 1774.159, "end": 1779.519}, {"text": "housing options within neighborhoods through small scale additions like adus", "start": 1779.519, "end": 1784.72}, {"text": "that fit seamlessly into existing residential areas without significantly altering the area's character or scale", "start": 1784.72, "end": 1791.919}, {"text": information um they asked to create a", "start": 1895.44, "end": 1901.12}, {"text": "dedicated hyperlink on both County and City websites that explain the processes and incentives available under the live", "start": 1901.12, "end": 1907.36}, {"text": "local act and they said that this page should provide developers and residents", "start": 1907.36, "end": 1912.6}, {"text": "with access to current guidelines application procedures and resources", "start": 1912.6, "end": 1918.72}, {"text": "the sixth recommendation was to provide a hyperlink to technical review options for expedited site plan approvals", "start": 1918.72, "end": 1927.039}, {"text": "provide a hyperlink on County and City websites and on digital forms to inform developers about the availability of", "start": 1927.039, Florida statute section 12537 n and section 1.", "start": 1986.6, "end": 1995.24}, {"text": "66451 um for municipalities um just a note on that", "start": 1995.24, "end": 2000.36}, {"text": "that under the live local act um there is a requirement that local governments", "start": 2000.36, "end": 2005.519}, {"text": "identify lands public lands suitable for affordable housing um the state does not", "start": 2005.519, "end": 2011.159}, {"text": "prescribe what they do with them um or what the process is for", "start": 2011.159, "end": 2017.88}, {"text": "that um the ninth recommendation was to prioritize affordable housing incentives for little to for Middle to low in or", "start": 2017.88, "end": 2025.2}, {"text": "low to Middle income households within the housing element of the comp plans um they wanted uh for the comprehens a plan", "start": 2025.2, "end": 2032.159}, {"text": "review to prioritize affordable housing for lower to Middle inome households and to prioritize mixed use", "start": 2032.159, "end": 2040.039}, {"text": "developments and skill building opportunities within the housing element of the comp plan during the", "start": 2040.039, "end": 2046.08}, {"text": "comprehensive plan process uh prioritize mixed use affordable housing developments that include space for", "start": 2046.08, "end": 2053.118}, {"text": "small businesses educational facilities or vocational training", "start": 2053.119, "end": 2059.679}, {"text": "centers and lastly um they are submitting a challenge to the building", "start": 2059.679, "end": 2066.118}, {"text": "departments um but they ask ask them to identify sustainable design principles", "start": 2066.119, "end": 2071.48}, {"text": "for affordable housing um identify current sustainable design principles for affordable housing", "start": 2071.48, "end": 2077.28}, {"text": "was their official recommendation for that and I will entertain any uh", "start": 2077.28, "end": 2082.919}, {"text": "questions thank you anyone have any", "start": 2082.919, "end": 2088.24}, {"text": "questions I certainly do uh I want to go I want you to go back to that first slide where you're where", "start": 2090.44, "end": 2096.638}, {"text": "you outlin the number the number of recommendations and this addition accessory dwelling units I don't think I", "start": 2096.639, "end": 2103.4}, {"text": "don't think I'm I much agree with this because it seems like", "start": 2103.4, "end": 2109.2}, {"text": "um we're we're going through our comprehensive plan and we're talking about additional dwellings on on um", "start": 2109.56, "end": 2115.92}, {"text": "single family housing um what what was the discussion along these lines talking", "start": 2115.92, "end": 2121.88}, {"text": "about this because uh it leads me to believe that someone could put uh", "start": 2121.88, "end": 2128.56}, {"text": "say for instance I lived in okanawa Japan and I I lived in a highrise eight story high-rise but I overlooked the", "start": 2128.56, "end": 2135}, {"text": "parking lot next to that parking lot was um Airbnb uh it was they took sealed", "start": 2135, "end": 2141.92}, {"text": "containers and they turned them into living spaces for people that were on the Move traveling the world and stuff", "start": 2141.92, "end": 2147.64}, {"text": "like that I don't want anything like this in our backyards at all and um this", "start": 2147.64, "end": 2153.599}, {"text": "I don't I can't say that I much agree with that at all do you can you elaborate on that a little", "start": 2153.599, "end": 2160}, {"text": "bit Yeah so it's talking about garage conversions we're not going to no in Palm Coast we're not going to have any", "start": 2160.359, "end": 2166.56}, {"text": "garages con con converted into Living Spaces no no this this uh request is for", "start": 2166.56, "end": 2173.599}, {"text": "it to be consistent with local codes and and accessory dwelling units are recommended at the state 2186.24}, {"text": "you say you have a split plan in your home yeah you can make part of that be like a studio apartment with a full", "start": 2186.24, "end": 2193.079}, {"text": "kitchen and an exterior door see then were running running into the same situation we just had talking about uh", "start": 2193.079, "end": 2199.92}, {"text": "Str Str short-term rentals um that's that's my perspective does anyone have", "start": 2199.92, "end": 2205.2}, {"text": "anything to to add to that do you see what I'm seeing yes yeah I do um if I", "start": 2205.2, "end": 2212.76}, {"text": "may mayor I think the recommendation of the committee is to consider accessory dwell units overall right and to have", "start": 2212.76, "end": 2219.04}, {"text": "the city determine what parameters uh restrictions you know if they were going", "start": 2219.04, "end": 2224.92}, {"text": "to look at adopting an accessory dwelling un ordinance to develop those restrictions and parameters um the city", "start": 2224.92, "end": 2231.359}, {"text": "may have looked at this in the past or not I'm not 100% sure um it looks like Mr Papa might what you got M Papa uh", "start": 2231.359, "end": 2239.079}, {"text": "good morning mayor members of city council Jose papa for the Community Development Department and I think I just would like to give you where staff", "start": 2239.079, "end": 2246.28}, {"text": "is staff perspective on uh accessory dwelling units and some of the other", "start": 2246.28, "end": 2251.839}, {"text": "recommendations that have been provided to you today as you mentioned mayor we are in the process of still uh going", "start": 2251.839, "end": 2258.48}, {"text": "through our updating our comprehensive plan and within the comprehensive plan there there are policies that discuss", "start": 2258.48, "end": 2265}, {"text": "about uh what we can do to add to the housing stock of of the", "start": 2265, "end": 2270.2}, {"text": "city very very uh high level 30,000 ft", "start": 2270.2, "end": 2276.88}, {"text": "um polic policies the the the things that you discussed mayor are those that", "start": 2276.88, "end": 2283.28}, {"text": "have the true impact on our community and with with their recommendation we", "start": 2283.28, "end": 2289.04}, {"text": "cannot blanket agree that uh we're going to have accessory dwelling units we need to know what kind of form that uh it", "start": 2289.04, "end": 2297.079}, {"text": "will take um there are considerations that we have existing codes such as you", "start": 2297.079, "end": 2302.48}, {"text": "mentioned the the garage conversions we have in our code a Rec a requirement of", "start": 2302.48, "end": 2308.76}, {"text": "a certain number of parking spaces to uh to be available to that home so yes it's", "start": 2308.76, "end": 2315.16}, {"text": "not going to be as simple as just converting that garage because you have considerations of other parts of the", "start": 2315.16, "end": 2321.48}, {"text": "code that need to be maintained and so and and if I I think staff's Duty", "start": 2321.48, "end": 2329.04}, {"text": "here is that uh one of the things in our proposed updated comprehensive plan is", "start": 2329.04, "end": 2334.64}, {"text": "is a is a study is is a more in-depth analysis is of what uh strategies and", "start": 2334.64, "end": 2340.24}, {"text": "tactics might work to improve the housing conditions in the city and um", "start": 2340.24, "end": 2348}, {"text": "without going through an analysis looking at the community what might work what might not work what are and then", "start": 2348, "end": 2354.68}, {"text": "probably more importantly what are its impacts to to the community we cannot uh provide", "start": 2354.68, "end": 2362.4}, {"text": "uh a yes or no on what what uh recommendation which would actually work", "start": 2362.4, "end": 2368.96}, {"text": "for the city so um given that I I think our comprehensive plan speaks that we", "start": 2368.96, "end": 2375.4}, {"text": "should look at different things but what those things are well it's part of that analysis and", "start": 2375.4, "end": 2383.4}, {"text": "review of uh the community uh conditions well my issue one of my issues I I just", "start": 2383.4, "end": 2390.44}, {"text": "went back through uh timeline for enacting key recommendations I.E uh Adu", "start": 2390.44, "end": 2396.04}, {"text": "ordinance by Q2 2025 that's what it that's what it's", "start": 2396.04, "end": 2401.76}, {"text": "saying right here sir yes sir you're right I believe that's just an example of a picking a date kind of randomly not", "start": 2401.76, "end": 2407.119}, {"text": "necessarily a Target goal to have that completed uh sir yeah yes go ahead go", "start": 2407.119, "end": 2412.4}, {"text": "right ahead so um you know we just want an award the city did for our", "start": 2412.4, "end": 2419.119}, {"text": "comprehensive plan does our comprehensive plan not address the these issues and and and and", "start": 2419.119, "end": 2426.119}, {"text": "are we bound to accept or to do we have to pass a resolution to tackle these", "start": 2426.119, "end": 2431.599}, {"text": "issues um you know what I mean I know we're trying to to to work cooperatively with", "start": 2431.599, "end": 2438.68}, {"text": "with um with the community and certainly the board of County Commissioners but um", "start": 2438.68, "end": 2444.319}, {"text": "does does our comprehensive plan not meet the standard of what we're trying what we're trying to go I guess is my", {"text": "comprehens plan certainly directs us to move forward with um re looking at these", "start": 2456.76, "end": 2462.48}, {"text": "things it it doesn't say that we we shall or must adopt a an we talked about uh accessory dwelling units is that going to work for the city public C we don't know so what", "start": 2565.2, "end": 2572.2}, {"text": "the comp plan calls one of our first steps is to do kind of a a study whether", "start": 2572.2, "end": 2577.52}, {"text": "consultant that is going to be looking at Palm Co specifically and coming up", "start": 2577.52, "end": 2583}, {"text": "with potentially uh ideas that could work specifically for the city and and", "start": 2583, "end": 2589.2}, {"text": "mayor you mentioned you know uh your experiences overseas and that wouldn't", "start": 2589.2, "end": 2594.559}, {"text": "work in Palm Coast right uh there's things that may work and there's things that won't work so there will be an", "start": 2594.559, "end": 2601.04}, {"text": "ongoing dialogue and a and a study to determine what would work for the city", "start": 2601.04, "end": 2606.28}, {"text": "and that's kind of what what we're looking forward to uh once the comp plan is adopted uh doing that study but I", "start": 2606.28, "end": 2612.04}, {"text": "wanted to highlight that was one of the policies could you please tell me not", "start": 2612.04, "end": vote as a group on which recommendations to put forth to the county and the city um", "start": 2640.52, "end": 2648.52}, {"text": "I will add you'd asked do we have to adopt all There's an opportunity for adopting all the recommendations some or", "start": 2648.52, "end": 2656.04}, {"text": "none um at at your choice and discretion of the council um so who who has been", "start": 2656.04, "end":
