"for intensification it's a large lot it's located along a major Street as", "start": 1083.6, "end": 1089.36}, {"text": "council's aware uh the city recently conducted and uh Council approved the uh", "start": 1089.36, "end": 1095.679}, {"text": "ehon major streets initiative which would allow buildings up to six stories in height along major streets that is", "start": 1095.679, "end": 1102.64}, {"text": "under appeal but it was the council direction to approve that um it's adjacent to the parking lot", "start": 1102.64, "end": 1109.6}, {"text": "a large parking lot for the place of worship it abuts a Middlefield um Milan", "start": 1109.6, "end": 1115.12}, {"text": "Park to the north um and also a forested area we have the employment uses to the", "start": 1115.12, "end": 1121.24}, {"text": "west and it will not have Shadow impacts on the detached homes to the South um", "start": 1121.24, "end": 1126.559}, {"text": "due to the uh sight's orientation and uh it'll allow for we're proposing to redevelop the site with a fivestory um um apartment", "start": 1140.76, "end": 1148.24}, {"text": "building uh it contains 48 residential units there they consist of one two and", "start": 1148.24, "end": 1153.799}, {"text": "three bedroom units um it's actually Four stories of apartment units and", "start": 1153.799, "end": 1159.2}, {"text": "there's a small indoor amenity area uh that you can see on uh the site plan", "start": 1159.2, "end": 1165.52}, {"text": "that will be at the fifth floor um and that's located at the the Northerly limit of the site we are proposing uh 55", "start": 1165.52, "end": 1173.4}, {"text": "parking spaces and 36 bicycle spaces um there's a ground floor retail", "start": 1173.4, "end": 1180.52}, {"text": "component of 199 Square met um and beside that there's a proposed public", "start": 1180.52, "end": 1186.72}, {"text": "Plaza and we're also proposing to um relocate a bus um shelter for the", "start": 1186.72, "end": 1195.12}, {"text": "area um the proposed development will improve the street scape along this area", "start": 1195.12, "end": 1200.44}, {"text": "um which currently does has an um inadequate sidewalk along Middlefield Road and we're going to improve the um", "start": 1200.44, "end": 1208.24}, {"text": "public realm as well as the um Transit infrastructure so the city of tono", "start": 1208.24, "end": 1214.88}, {"text": "official plan um designates the property neighborhoods and we're asking for an", "start": 1214.88, "end": 1220.64}, {"text": "official plan amendment to allow for the proposed development um up to five", "start": 1220.64, "end": 1225.84}, {"text": "stories and uh the site is z zoned commercial local and we need a zoning", "start": 1225.84, "end": 1231.039}, {"text": "bylaw amendment to rezone it to a multiple residential Zone with site specific performance", "start": 1231.039, "end": 1238.559}, {"text": "standards um when looking at compatibility um the uh the site is an", "start": 1238.559, "end": 1244.919}, {"text": "excellent candidate for intensification there's a place of worship um next door", "start": 1244.919, "end": 1250.28}, {"text": "as I mentioned the milikan park um they're residential to the South the building is completely within a 45\u00b0", "start": 1250.28, "end": 1256.48}, {"text": "angular plane and because those buildings are to the South there's no Shadow impacts on them", "start": 1256.48, "end": 1261.96}, {"text": "whatsoever um the fifth Story amenity area is located at the North limit of the site and um as I mentioned it's um", "start": 1261.96, "end": 1270.52}, {"text": "in alignment with the ehon major Street study uh furthermore the employment area", "start": 1270.52, "end": 1276.6}, {"text": "to the east um we prepared a land use compatibility assessment as well as a", "start": 1276.6, "end": 1283.039}, {"text": "noise study those studies were peer-reviewed and found that the development would be compatible we are", "start": 1283.039, "end": 1289.12}, {"text": "within the area of influence of the uh some of the industries within the", "start": 1289.12, "end": 1294.72}, {"text": "employment area um but where we meet the required setbacks and um so today we", "start": 1294.72, "end": 1301.159}, {"text": "only have the official plan Amendment and Zoning bylaw Amendment approvals coming forward and this development will", "start": 1301.159, "end": 1307.919}, {"text": "be subject to a future site plan Control process where um we would be required to", "start": 1307.919, "end": 1315.279}, {"text": "uh enter into a site plan agreement and items would be um required to be placed", "start": 1315.279, "end": 1320.36}, {"text": "on title such as um the necessary warning Clauses that would indicate uh", "start": 1320.36, "end": 1326.64}, {"text": "to purchasers that there are employment area uh uses within the", "start": 1326.64, "end": 1332.64}, {"text": "area um so again i' I'd just quickly like to go over the key considerations", "start": 1333.159, "end": 1338.52}, {"text": "um so uh staff City staff are recommending approval of the applications um it has regard for", "start": 1338.52, "end": 1344.559}, {"text": "matters of the plan um within the planning act we are consistent with the provincial policy statement uh", "start": 1344.559, "end": 1351.4}, {"text": "consistent with previous Council Direction with respect to the ehon major Street", "start": 1351.4, "end": 1357.039}, {"text": "studies it's uh gentle intensification we're consistent with the city's Urban", "start": 1357.039, "end": 1362.12}, {"text": "Design guidelines uh we have small scale retail which supports the local community we're compatible with the", "start": 1362.12, "end": 1368.32}, {"text": "surrounding uses um we're making improvements to the streetscape the and the public realm as", "start": 1368.32, "end": 1375.08}, {"text": "well as trans Transit infrastructure we have a range of unit", "start": 1375.08, "end": 1380.2}, {"text": "sizes um where um the development will allow for the efficient use of public services and facilities and will have", "start": 1380.2, "end": 1387.679}, {"text": "minimal impact to traffic operations in the area we're proposing uh new", "start": 1387.679, "end": 1393.12}, {"text": "landscaping and tree planting on the site and it will provide for necessary housing in an appropriate location and", "start": 1393.12, "end": 1400.679}, {"text": "again I'd like to point out that the development will require a future application for site plan control I know", "start": 1400.679, "end": 1406.88}, {"text": "that there was um a submiss made yesterday requesting deferral of this", "start": 1406.88, "end": 1412.279}, {"text": "application um to um their concern was with respect to warning Clauses and um I", "start": 1412.279, "end": 1419.88}, {"text": "respectfully ask that uh the item not be deferred today and that uh Council", "start": 1419.88, "end": 1425.08}, {"text": "consider approval um because the necessary warning Clauses can be implemented at", "start": 1425.08, "end": 1430.919}, {"text": "the site plan approval stage and if uh Council have any questions on that they", "start": 1430.919, "end": 1435.96}, {"text": "can certainly um ask staff um um for their opinion on that as", "start": 1435.96, "end": 1441.44}, {"text": "well thank you very much okay thank you very much uh", "start": 1441.44, "end": 1448.2}, {"text": "question to the deputy Council Myers thank you uh through you chair um thank", "start": 1448.2, "end": 1453.48}, {"text": "you for your deputation uh a few quick questions so I guess my first question", "start": 1453.48, "end": 1460.24}, {"text": "is in the noise studies did you take into account trucks vehicles that that", "start": 1460.24, "end": 1468.76}, {"text": "service the employment area the noise studies I believe did take into consider um uh the", "start": 1468.76, "end": 1475.76}, {"text": "compatibility studies that were prepared would have considered noise um uh and", "start": 1475.76, "end": 1481.039}, {"text": "odor um and um other issues of compatibility and uh they were", "start": 1481.039, "end": 1487.279}, {"text": "peer-reviewed by the city's um peerreview consultant it's a requirement of the official plan and we were found", "start": 1487.279, "end": 1495.12}, {"text": "um the the peer reviewer uh agreed with the conclusions of our studies okay um", "start": 1495.12, "end": 1501.399}, {"text": "does the proposal contain any affordable housing", "start": 1501.399, "end": 1506.6}, {"text": "units um through you Mr chair uh no it doesn't contain any affordable housing it has a range of uh unit sizes uh which", "start": 1506.6, "end": 1514.88}, {"text": "would have different price points but there's no um affordable housing proposed okay uh there", "start": 1514.88, "end": 1522.72}, {"text": "is currently on in the commercial building there is an ethnic grocery", "start": 1522.72, "end": 1527.799}, {"text": "store that is is quite important to the community have you made have you had any discussions with the owner about making", "start": 1527.799, "end": 1535.12}, {"text": "sure that those types of amenities and services are available uh in the new", "start": 1535.12, "end": 1540.44}, {"text": "developments so the new development has um uh 1999 square meters of commercial", "start": 1540.44, "end": 1546.44}, {"text": "space we could enter into some discussions with the current tenant um", "start": 1546.44, "end": 1552.559}, {"text": "to um have space within the new development um but we have not uh", "start": 1552.559, "end": 1559.48}, {"text": "entered into any agreements with them they're currently renting sort of their space month by month there is quite a", "start": 1559.48, "end": 1565.32}, {"text": "bit of um commercial space within the area um to the north at Steels and", "start": 1565.32, "end": 1571.159}, {"text": "Middlefield there's a large commercial Plaza um but we can certainly investigate whether there's the", "start": 1571.159, "end": 1576.559}, {"text": "opportunity for that tenant to move into the new building once it's", "start": 1576.559, "end": 1582.2}, {"text": "constructed thank you and how do you eni how do you envision your traffic", "start": 1582.2, "end": 1587.559}, {"text": "construction mitigation strategy because as I'm sure you know there's a Temple that's being built uh it was built the", "start": 1587.559, "end": 1595.559}, {"text": "entrance for the construction site was on Ingleton Boulevard which was quite disruptive to the neighbors uh this has", "start": 1595.559, "end": 1601.88}, {"text": "been going on for a year and a half I'd say and now we would start another project right beside that so through the", "start": 1601.88, "end": 1610.679}, {"text": "chair um through the site plan approval process we'll have to prepare a construction
