public health and the Toronto police services", "start": 1102.84, "end": 1109.159}, {"text": "the downtown core team will proactively connect vulnerable individuals to services such as Primary Care by a team of Public Health nurses and will be supported by a primary health care", "start": 1121.679, "end": 1127.679}, {"text": "specialist the primary role of uh officers from the Toronto police services is to support and enhance the", "start": 1127.679, "end": 1134}, {"text": "safety of public health professionals when identifying and interacting with vulnerable community members in the", {"text": "program oversight and coordination it has a lead rule role for nutrition and", "start": 1147.08, "end": 1152.36}, {"text": "food safety expertise in addition to coordinating the annual government grant application process in 2024 Toronto", "start": 1152.36, "end": 1159.88}, {"text": "Public Health championed the first public school expansion of the program since 2018 resulting in "end": 1879.12}, {"text": "of health uh to take urgent action and establishing an emergency table with a", "start": 1879.12, "end": 1885.2}, {"text": "mandate to plan for and respond to the public health emergency crisis the uh", "start": 1885.2, "end": 1890.44}, {"text": "overdose crisis that we're in um as these will be escalated due to", "start": 1890.44, "end": 1896.48}, {"text": "these site closures um this table we'd like them we want the table to be", "start": 1896.48, "end": 1902.44}, {"text": "established by the end of January uh to be co-chaired by commun by", "start": 1902.44, "end": 1907.679}, {"text": "City And Community Representatives involve the perspectives uh and experiences of", "start": 1907.679, "end": 1914.24}, {"text": "people who use drugs every step of the way and meet on a regular weekly basis", "start": 1914.24, "end": 1920.279}, {"text": "to reflect the scale and urgency of the crisis that we'll be facing uh we're also asking uh for an", "start": 1920.279, "end": 1928.76}, {"text": "reassembly of the emergency task force specifically for addressing the drug the", "start": 1928.76, "end": 1933.799}, {"text": "toxic drug poisoning crisis uh we'd like to make sure that uh", "start": 1933.799, "end": 1939.919}, {"text": "you guys go forward with uh the intervening uh in the uh Charter CH", "start": 1939.919, "end": 1945.399}, {"text": "upcoming Charter challenge as well and if there's injunction we'd like a commitment to uh providing support for", "start": 1945.399, "end": 1953.2}, {"text": "safe consumption sites at either the works new location or uh any other like", "start": 1953.2, "end": 1958.919}, {"text": "if there's any spaces like sites that are with outside of the 200 meter Zone", "start": 1958.919, "end": 1967.32}, {"text": "services are uh that will be impacted is get broadened because uh in the report there", "start": 1998.6, "end": 2005.24}, {"text": "were only the only service providers that were included were police uh emergency responders and uh", "start": 2005.24, "end": 2013.6}, {"text": "firefighters but there's a lot of other services that will be impacted by this and they're not necessarily emergency", "start": 2013.6, "end": 2019.799}, {"text": "services but they are services that people depend on and will be overburdened such as the", "start": 2019.799, "end": 2025.48}, {"text": "TTC uh places like I mean food banks will be uh overwhelmed as even though", "start": 2025.48, "end": 2032.12}, {"text": "they already are um as well as drop-ins and even the shelters which", "start": 2032.12, "end": 2038.24}, {"text": "are going to be the first places that are overwhelmed supposed to say that that's", "start": 2038.24, "end": 2044.48}, {"text": "pretty much everything uh in terms of the "end": 2090.8}, {"text": "is a disproportionate impact of the toxic drug crisis on people without housing and people who are Street", "start": 2090.8, "end": 2096.638}, {"text": "involved so in 2023 525 torontonians died as a result of toxic drugs that's a", "start": 2096.639, "end": 2103.24}, {"text": "lot of people 42 of those deaths occurred in the Shel in a shelter or a 247 respit and based on what I have", "start": 2103.24, "end": 2110.64}, {"text": "surmised from the city of Toronto's data at least 60 homeless individuals died of toxic drugs in 2023 meaning at least 18", "start": 2110.64, "end": 2117.64}, {"text": "people died outside of a shelter or respit setting now there are another 57", "start": 2117.64, "end": 2123.04}, {"text": "deaths that have no attributable cause but many of them likely were also the result of", "start": 2123.04, "end": 2128.88}, {"text": "Overdose we have no numbers as to how many people who are low-income and Street involved and who have previously", "start": 2128.88, "end": 2134.68}, {"text": "and even recently been homeless have died from toxic drugs this is all to say that we don't know the full scope of the", "start": 2134.68, "end": 2142.359}, {"text": "impact more specifically we don't know who is dying in the population of people that I work with in the city of", "start": 2142.359, "end": 2148.44}, {"text": "Toronto's daytime drop-ins our spaces are the only Social Service used exclusively by homeless people in", "start": 2148.44, "end": 2154.48}, {"text": "shelters encampment residents and unsheltered people people as well as lowincome and Street involved people we", "start": 2154.48, "end": 2160.359}, {"text": "are a net that catches that entire population and before we had safe consumption sites daytime drop-ins were", "start": 2160.359, "end": 2167.56}, {"text": "safe consumption sites I say this because I lived it as a Frontline worker before safe consumption sit existed", "start": 2167.56, "end": 2174.4}, {"text": "reversing overdoses was a central part of my work in a drop in but unlike a staff person in an SCS it wasn't my", "start": 2174.4, "end": 2181.96}, {"text": "dedicated role where I could closely monitor people using drugs and instead it's something I would catch while", "start": 2181.96, "end": 2187.76}, {"text": "making my rounds or when a Community member would run to come get me this means that I often found people too late", "start": 2187.76, "end": 2194.079}, {"text": "to prevent Serious injury to their organs including to their brains through oxygen deprivation and I have to say", "start": 2194.079, "end": 2201.319}, {"text": "when you find somebody who's blue in the face and you're scraping the vomit out of the inside of their nose to spray in", "start": 2201.319, "end": 2207.44}, {"text": "lock Zone it's it's unpleasant it's very very unpleasant and the worst moment of", "start": 2207.44, "end": 2213.8}, {"text": "my life was having to perform CPR on one of my own peer workers he lived but I", "start": 2213.8, "end": 2219.96}, {"text": "was forced to break his rib cage and feel what it's like to push directly down on his organs through the floating", "start": 2219.96, "end": 2226.16}, {"text": "bones of his chest you have to know that it isn't", "start": 2226.16, "end": 2231.24}, {"text": "just dedicated emergency responders who will be impacted it's people like me workers who will have to take on saving", "start": 2231.24, "end": 2238}, {"text": "lives at the sides of their desks with no supports for the trauma that this", "start": 2238, "end": 2243.16}, {"text": "will entail no resources for community members who witness these events and who", "start": 2243.16, "end": 2248.2}, {"text": "themselves are often First Responders so when supervised consumption sites close drop-ins will once again become your", "start": 2248.2, "end": 2255.76}, {"text": "deao overdose prevention sites I know this because I've experienced it the city needs to do more than request", "start": 2255.76, "end": 2262.48}, {"text": "policy reversal from The Province we need a comprehensive plan to support this inevitable transition and this is", "start": 2262.48, "end": 2269.56}, {"text": "why we need as per deput Callum Houston's request the reestablishment of the emergency task force and the", "start": 2269.56, "end": 2275.92}, {"text": "creation of an emergency table thank", "start": 2275.92, "end": 2280.799}, {"text": "you thank you Diane any questions for the deput seeing none thank you", "start": 2281.079, "end": 2290.28}, {"text": "um John Su former mayor of", "start": 2290.72, "end": 2296.8}, {"text": "Toronto five", "start": 2296.8, "end": 2300.079}, {"text": "minutes thank you Mr chairman this is an issue that I've been", "start": 2302.2, "end": 2307.599}, {"text": "involved in for the last 10 years in 2015 David cromby and I got together", "start": 2307.599, "end": 2315.52}, {"text": "because we thought that Toronto needed uh some safe consumption sites we", "start": 2315.52, "end": 2321.92}, {"text": "brought together a group of about 40 prominent torontonians to argue that", "start": 2321.92, "end": 2327.92}, {"text": "case and in fact we got the city to in fact establish its first um uh", "start": 2327.92, "end": 2335.599}, {"text": "consumption sites um and since then I've been very interested in the issue and of course as", "start": 2335.599, "end": 2341.24}, {"text": "soon as I heard that the province is coming in with legislation I got together at David cromby again and again", "start": 2341.24, "end": 2348}, {"text": "we brought together a bunch of people who who made some public statements at the beginning of October uh more", "start": 2348, "end": 2354.16}, {"text": "recently David and I sponsored a public meeting a week ago today actually um Mr", "start": 2354.16, "end": 2361.04}, {"text": "chair you you spoke at that meeting uh a very well attended meeting to try and argue that we have to reverse the", "start": 2361.04, "end": 2368.44}, {"text": "provincial legislation in my mind the first thing", "start": 2368.44, "end": 2374.24}, {"text": "the board has to do is agree to be an intervenor in the court challenge", "start": 2374.24, "end": 2379.52}, {"text": "against the legislation the legislation has two impacts first it has a devastating", "start": 2379.52, "end": 2387.92}, {"text": "impact on the lives of people in Toronto and in fact in Ontario getting rid of consumption sites", "start": 2387.92, "end": 2395.599}, {"text": "is just a major blow it's going to cause a lot more people to unnecessarily", "start": 2395.599, "end": 2401.599}, {"text": "die and obviously as Board of Health that's something you have to be concerned about I mean I one of the", "start": 2401.599, "end": 2408.119}, {"text": "points that was made at the meeting um on on last Monday was that", "start": 2408.119, "end": 2415.599}, {"text": "more people have died of drug overdoses in Canada than died of covid and think", "start": 2415.599, "end": 2423.28}, {"text": "of all the resources we put into Co so that's one but the second aspect", "start": 2423.28, "end": 2429.64}, {"text": "is that the city's Powers about address addressing health concerns are actually", "start": 2429.64, "end": 2435.319}, {"text": "being taken away by this legislation so it's a direct attack on the City's power", "start": 2435.319, "end": 2440.96}, {"text": "to actually deal with issues just the the one issue that that's in the the uh", "start": 2440.96, "end": 2447.76}, {"text": "the the board of the staff report is is not being allowed to give out clean", "start": 2447.76, "end": 2454.16}, {"text": "needles absolutely astounding that a government would do that so what I want", "start": 2454.16, "end": 2460.28}, {"text": "the board to do is to agree today that you're going to intervene in", "start": 2460.28, "end": 2465.76}, {"text": "the court challenge I will say that the judge had", "start": 2465.76, "end": 2470.88}, {"text": "set last Tuesday as the day for interventions Barbara Hall and I as", "start": 2470.88, "end": 2478.119}, {"text": "former mayors have both intervened I'm not sure the court has allowed our intervention at the moment", "start": 2478.119, "end": 2484.56}, {"text": "but our lawyer has argued the case because the city hadn't taken a position", "start": 2484.56, "end": 2490.839}, {"text": "the court said okay I'll put it off until the 24th for the city to make a", "start": 2490.839, "end": 2495.92}, {"text": "decision so it's really important that the board today say we're going to", "start": 2495.92, "end": 2501.52}, {"text": "intervene in that legislation if the board does not intervene in my opinion that's a real", "start": 2501.52, "end": 2508.04}, {"text": "black mark against the city in not responding to a very very serious health", "start": 2508.04, "end": 2514.64}, {"text": "concern so that's the key recommendation I'd make with you today agree to", "start": 2514.64, "end": 2520.2}, {"text": "intervene in the court challenge instruct the city solicitor to do that", "start": 2520.2, "end": 2525.68}, {"text": "or if you don't want to do that in instruct the city solicitor to to get outside counsel in order to do that I", "start": 2525.68, "end": 2533.72}, {"text": "think I find it interesting that the provincial government in this case are not using its own lawyers and they've", "start": 2533.72, "end": 2539.72}, {"text": "gone out and get outside councel to to to work with them the city could do that if you don't want our own legal staff to", "start": 2539.72, "end": 2546.68}, {"text": "do it so that's my recommendation I certainly", "start": 2546.68, "end": 2551.88}, {"text": "agree with the arguments about an emergency table but the key thing right now is to get rid of that legislation as", "start": 2551.88, "end": 2558.8}, {"text": "we know the likelihood of a fellow peers have said before me I've sat before this board multiple", "start": 2632.16, "end": 2637.64}, {"text": "times over the last few months along with many community members and peers for the last few months we including", "start": 2637.64, "end": 2643.319}, {"text": "members of this board have talked about and acknowledge the emergency that we are in we have agreed that the", "start": 2643.319, "end": 2648.48}, {"text": "negligence we agreed on the negligence of Bill 223 putting thousand more lives at risk a risk we cannot afford as we", "start": 2648.48, "end": 2655.44}, {"text": "have lost far too many we emphasized how vital and imperative safe consumption sites are and Har ruction services are", "start": 2655.44, "end": 2661.76}, {"text": "across our city we have set motions made recommendations and shared stories yet here we are once again with little to no", "start": 2661.76, "end": 2667.92}, {"text": "action I acknowledge the recommendations made by the Board of Health for today's meeting and their urges to the Ontario", "start": 2667.92, "end": 2673.559}, {"text": "to the government of Ontario however this is not enough we have little to no answers about how the board of health is", "start": 2673.559, "end": 2679.44}, {"text": "going to fight and stret forward amidst the D the drug toxics crisis the province's war against people who use", "start": 2679.44, "end": 2685.96}, {"text": "drugs and the surfaces that meet them where they are at we have no insight to how the Board of Health is ensuring that", "start": 2685.96, "end": 2691.48}, {"text": "their own safe consumption sites continues to run we've had no explanation on how the board board of", "start": 2691.48, "end": 2696.52}, {"text": "health will support report safe consumption sites that will remain open in our city past March 31st and the", "start": 2696.52, "end": 2701.8}, {"text": "surge in services that will come a news that will come we have no clarification", "start": 2701.8, "end": 2707.68}, {"text": "of what happens to the remaining of har reduction programs such as access to sterile equipment and Drug checking Services we are quite literally feeling", "start": 2707.68, "end": 2715.72}, {"text": "like we are blind at this moment in time at last we find ourselves completely at a loss of action and", "start": 2715.72, "end": 2722.64}, {"text": "understanding of how the board of health is going to hold itself accountable at a time of complete negligence from from the provincial government so as a", "start": 2722.64, "end": 2729.2}, {"text": "community member we have gathered here to present you with the following demands one reassemble the emergency", "start": 2729.2, "end": 2735.2}, {"text": "task force for addressing toxic drug poisoning crisis two move forward with being an intervenor in the charter", "start": 2735.2, "end": 2740.72}, {"text": "Challenge and three full support and advocacy for resource to be put into keeping the Works open and all harm", "start": 2740.72, "end": 2746.119}, {"text": "reduction distribution flowing if the injunction is successful again I would like to", "start": 2746.119, "end": 2751.24}, {"text": "highlight that this is that today's item is all about anticipated and impacts to", "start": 2751.24, "end": 2757.68}, {"text": "emergency responders duee to the closure of safe consumption sites we know that over 11,000 overdoses were reversed in", "start": 2757.68, "end": 2764.96}, {"text": "safe consumption sites across Toronto Just Between the years of 2020 and 2024 Evan thousand a number that I know", "start": 2764.96, "end": 2773.359}, {"text": "we're all quite familiar with um we know that the scale back of farm", "start": 2773.359, "end": 2779.359}, {"text": "reduction services including distribution of NE sterile kits and needle exchange programs will result in an increase of chronic and blood bu", "start": 2779.359, "end": 2786.48}, {"text": "infection for an allra vulnerable community outreach workers dropin community health centers service service", "start": 2786.48, "end": 2793.24}, {"text": "providers across the C the sector of mental health and substance use are unders sourced and underf founded our", "start": 2793.24, "end": 2798.8}, {"text": "hubs will be no different we need funding that acknowledges and supports the evidence gathered for decades about", "start": 2798.8, "end": 2803.88}, {"text": "already existing and life-saving Healthcare First Responders and hospitals are going to be inundated once these sites close Board of Health has", "start": 2803.88, "end": 2811.04}, {"text": "provided all the information outlining just how dangerous this will be as a community again we call on the Board of", "start": 2811.04, "end": 2817.319}, {"text": "Health in Toronto Public Health to one take urgent action to establish an emergency table with a mandate plan and", "start": 2817.319, "end": 2823.64}, {"text": "four to respond to the going to become unsupervised consumption sites public", "start": 2856.44, "end": 2861.559}, {"text": "bathrooms aren't equipped with sharp boxes and possibility and in Need for fose response among those staff", "start": 2861.559, "end": 2868}, {"text": "responsible in these spaces City of Toronto staff people working in cafes public spaces such as Transit libraries", "start": 2868, "end": 2873.88}, {"text": "do not have the tools that safe consumption sites and workers within du this decision is going it's forcing the", "start": 2873.88, "end": 2880.76}, {"text": "public to become First Responders because the First Responders will not have the capacity to respond to every", "start": 2880.76, "end": 2885.839}, {"text": "call and an overdose every second every minute it's vital closures uh at the last meeting uh", "start": 2954.04, "end": 2959.359}, {"text": "the December 19th meeting I'm also a member of the um our health our city implementation panel uh who Dr Dilla", "start": 2959.359, "end": 2967.52}, {"text": "mentioned at the December 19th meeting um as potentially an Avenue to you know", "start": 2967.52, "end": 2974.079}, {"text": "deal with this urgent issue that's coming up of the closures um that committee is for", "start": 2974.079, "end": 2980.4}, {"text": "implementing the new mental health and substance use strategy not an an emergency response but there are many", "start": 2980.4, "end": 2985.92}, {"text": "members who have lots of expertise around that table um and in fact many of", "start": 2985.92, "end": 2991.44}, {"text": "the members of that implementation panel have voiced concerns about the the concern about the lack of response by", "start": 2991.44, "end": 2998.599}, {"text": "the city uh I don't think I need to speak about the impacts uh the board", "start": 2998.599, "end": 3004.079}, {"text": "will hear the report from uh Toronto Public Health uh you know um and some of", "start": 3004.079, "end": 3011.04}, {"text": "the other speakers have talked about that one point someone just brought up is around drug checking and that that", "start": 3011.04, "end": 3016.68}, {"text": "service that uh comes uh out of St Mike's is a a key place where we receive", "start": 3016.68, "end": 3023.24}, {"text": "information about what is in the toxic Supply on the street and actually can", "start": 3023.24, "end": 3028.48}, {"text": "direct uh you know treatment prescriptions all these kind of things", "start": 3028.48, "end": 3033.52}, {"text": "that are around uh you know reducing the impacts of the uh crisis that we're", "start": 3033.52, "end": 3041.16}, {"text": "facing um so again I'm here to say you", "start": 3041.16, "end": 3046.359}, {"text": "know our city needs critically and urgently an emergency response planning", "start": 3046.359, "end": 3051.52}, {"text": "table this planning table needs to include not only emergency responders but emergency department representatives", "start": 3051.52, "end": 3059.68}, {"text": "from hospitals Community organizations as some of uh my fellow speakers have have mentioned housing", "start": 3059.68, "end": 3066.72}, {"text": "providers um and people who use substances others who are deemed as", "start": 3066.72, "end": 3073.359}, {"text": "appropriate um you know as many people have said there's going to be much more public use cafes public bathrooms all of", "start": 3073.359, "end": 3081.4}, {"text": "these things essentially we need to have people at that table who are most likely to be respons responding uh to these", "start": 3081.4, "end": 3088.359}, {"text": "increased overdoses today is 10 weeks until the", "start": 3088.359, "end": 3094.04}, {"text": "closure of these sites 10 weeks that is 70 days from today until every single", "start": 3094.04, "end": 3101.28}, {"text": "overdose that was prevented in those consumption sites will not be reversed", "start": 3101.28, "end": 3106.76}, {"text": "70 days until we {"text": "exactly the plan is to manage the very real Public Health Emergency that is about to occur when SCS is Clos the", "start": 3238.88, "end": 3245.599}, {"text": "22,000 overdoses that have been responded to by scss in Ontario resulting in Zero fatalities will not", "start": 3245.599, "end": 3253.359}, {"text": "magically stop happening when the clock strikes midnight on April 1st heart hubs will not cure the problem by simply", "start": 3253.359, "end": 3259.52}, {"text": "referring out to public detox and treatment services that barely exist to begin with and for which Ford has message we are sending about who we are as a", "start": 3309.4, "end": 3315.359}, {"text": "society when we sidestep our way around caring for other people's lives no one comes to an SCS because their favorite", "start": 3315.359, "end": 3322.319}, {"text": "way to get high is in a medicalized environment under the watchful supervision of a team of Overdose prevention workers RNs and health", being alive is valued in these spaces removing scss with no plan for the Fallout tells", "start": 3334.16, "end": 3340.72}, {"text": "everyone who uses drugs that it's okay if they die even encouraged you've heard my comrades refer to this negligence at", "start": 3340.72, "end": 3347.599}, {"text": "these meetings and elsewhere as social murder I'll remove the qualifier and call it murder plain and simple if Ford", "start": 3347.599, "end": 3354.039}, {"text": "Jones and their allies were being honest with us they would admit this plan amounts to the desire to kill off those", "start": think I met you it was absolute pleasure to meet you at an event where Dr Marcus Garvey Jr was speaking at the", "start": 4187.679, "end": 4193.88}, {"text": "North York Library and I recently got to meet councelor Cole at James pastx Hanukkah event at City Hall pleasure to", "start": 4193.88, "end": 4200.4}, {"text": "meet all of you and the members and public attendees my concern and my recommendations uh around Health uh in", "start": 4200.4, "end": 4207.52}, {"text": "the city of Toronto um I have a positive example stem from my own experience", "start": 4207.52, "end": 4212.719}, {"text": "where uh in 1998 I was diagnosed with diabetes and I managed to reverse my", "start": 4212.719, "end": 4219.36}, {"text": "diabetes by going on a plant-based diet um I didn't grow up in a community", "start": 4219.36, "end": 4225.36}, {"text": "Willowdale or in a family where plant-based diet was very popular however uh after reversing diabetes uh I", "start": 4225.36, "end": 4233.56}, {"text": "obviously stand uh wholeheartedly in support of the city taking measures to", "start": 4233.56, "end": 4239.199}, {"text": "improve and increase the uh let me make it simply uh having kids and and the", "start": 4239.199, "end": 4244.84}, {"text": "population eat more veggies um I'm currently a candidate for the Toronto District School Board in Dawn Valley", "start": 4244.84, "end": 4251.239}, {"text": "West uh I also uh married a register", "start": 4251.239, "end": 4256.32}, {"text": "nutritionist and I've studied CPR and I've been studying nutrition for the last 20 years just independently uh one", "start": 4256.32, "end": 4263.28}, {"text": "of the books that uh and uh Toms that uh influenced me greatly was written by", "start": 4263.28, "end": 4269.96}, {"text": "John Robbins uh the nephew of the Basin Robins Empire and he turned down the", "start": 4269.96, "end": 4276.64}, {"text": "entire dairy industry and a billion doll inheritance to end up in California uh", "start": 4276.64, "end": 4283.6}, {"text": "going vegan going PL and preaching or proz plant-based diets Across America", "start": 4283.6, "end": 4290.239}, {"text": "and if um I believe very strongly their plant-based diet uh and encouraging the", "start": 4290.239, "end": 4296.56}, {"text": "city's institutions to move in that direction uh is absolutely essential for", "start": 4296.56, "end": 4302.32}, {"text": "the health of our community the federal government in the last few years managed to change the Canada Health guide and", "start": 4302.32, "end": 4309.8}, {"text": "shift uh away from meat and dairy as uh main items of nutrition and increase the", "start": 4309.8, "end": 4316.36}, {"text": "amount of plant-based vegetable uh foods that we should be eating in our diet", "start": 4316.36, "end": 4321.52}, {"text": "really you know I could could I can cite the hypocrates Health Institute a group of doctors in the US and academic", "start": 4321.52, "end": 4328.6}, {"text": "literature but I think it's it I I like the examples of common sense and and uh the sort of low dangling fruit examples", "start": 4328.6, "end": 4335.199}, {"text": "that teach us why a plant-based diet is so healthy gorillas whose DNA are", "start": 4335.199, "end": 4340.32}, {"text": "similar to humans uh are vegan elephants are completely plant-based", "start": 4340.32, "end": during the wh's pandemic including the enforcement of", "start": 4439.12, "end": 4444.239}, {"text": "unsafe and ineffective covid-19 injections unfortunately in a letter", "start": 4444.239, "end": 4449.52}, {"text": "dated January 13 20125 from Toronto Public Health to parents and Guardians", "start": 4449.52, "end": 4454.56}, {"text": "it's clear that covid-19 injections continue to be pushed onto children at the last Board of Health", "start": 4454.56, "end": 4460.679}, {"text": "meeting councelor Thompson asked Dr Eileen Dilla if she had concerns regarding ing the safety of vaccines "the public complains and some of the issues as to the problems that members of the", "start": 4771.719, "end": 4778.12}, {"text": "broader Community have with respect to these locations um to the chair I'll I'll", "start": 4778.12, "end": 4785.04}, {"text": "start and then I'll um perhaps include uh some respond from our wider", "start": 4785.04, "end": 4790.199}, {"text": "team if I understand the question correctly you're asking about what restate it yes please okay what are the", "start": 4790.199, "end": 4798.36}, {"text": "problems associated with the harm reduction facilities that people are complaining", "start": 4798.36, "end": 4805.678}, {"text": "about so again to the chair um our understanding is that in some", "start": 4805.8, "end": 4811.76}, {"text": "neighborhoods um there are residents um near uh safe consumption sites who are", "start": 4811.76, "end": 4818.48}, {"text": "concerned about uh visible um items um in public places", "start": 4818.48, "end": 4825.96}, {"text": "associated with substance use um also concerned about", "start": 4825.96, "end": 4834.08}, {"text": "um uh people congregating to use substances and we encourage people not to use alone because that is a risk", "start": 4834.08, "end": 4841.12}, {"text": "factor for fatal uh overdoses and um also concern um because", "start": 4841.12, "end": 4849.84}, {"text": "people might uh choose to congregate together uh just you know crowding around a public entry ways those are", "start": 4849.84, "end": 4856}, {"text": "some of the concerns that have been expressed um by members of the", "start": 4856, "end": 4861.239}, {"text": "public and um those uh are some of the reasons", "start": 4861.239, "end": 4866.8}, {"text": "why there are uh tight regulations around the operations of supervised consumption facilities put in place by", "start": 4866.8, "end": 4874.159}, {"text": "the provincial government I see some nods from my colleagues I'll just ask our director of", "start": 4874.159, "end": 4879.76}, {"text": "Clinical Services um if there's anything she would like to add", "start": 4879.76, "end": 4886}, {"text": "thank you sir the chair I think um Dr lamby you you did Cover a lot of um of what we hear and and as Dr lampi shared", "start": 4887.12, "end": 4894.639}, {"text": "we do have a process in place where the sites are regularly reviewed and inspected to ensure that they're following the compliance standards um", "start": 4894.639, "end": 4902.159}, {"text": "I'm going to pass it over to our associate medical officer of Health as she has some thoughts as", "start": 4902.159, "end": 4908.159}, {"text": "well thank you through the chair um in addition to what uh Dr lamd and and my", "start": 4908.159, "end": 4913.52}, {"text": "colleague sah have ated is that uh through this process where we do receive", "start": 4913.52, "end": 4918.76}, {"text": "uh complaints from the community I do want to stress that um many of them actually don't meet the criteria under", "start": 4918.76, "end": 4924.92}, {"text": "uh sort of our regulatory purview um so uh as Dr lampy had", "start": 4924.92, "end": 4930.239}, {"text": "mentioned um things like loitering or or gathering in front of the site uh you", "start": 4930.239, "end": 4936.679}, {"text": "know there's not much Public Health can do we uh enforce more of an infection uh prevention control standard uh so so um", "start": 4936.679, "end": 4945.639}, {"text": "I haven't looked at the latest data but uh at one point for example we had received over 100 complaints and I think", "start": 4945.639, "end": 4952}, {"text": "only one or two of those complaints had actually met the criteria for which uh", "start": 4952, "end": 4957.159}, {"text": "we can actually um you know support so there is a criteria that exists for", "start": 4957.159, "end": 4963.44}, {"text": "public health in terms of dealing with these issues but there are broader concerns that the community has so is", "start": 4963.44, "end": 4969.44}, {"text": "there a mitigation plan for safety for example concerns that the public has as", "start": 4969.44, "end": 4975.52}, {"text": "well as you mention about um lering and so on while it is may not be the issue", "start": 4975.52, "end": 4981.56}, {"text": "for public health whose responsibility is that because the issue that we're", "start": 4981.56, "end": 4988.28}, {"text": "dealing with here is that large groups of members of the public are not in support of these facilities because of", "start": 4988.28, "end": 4994.96}, {"text": "some of the things that's been described yet we rely on public health to ensure that the um you know the injection", "start": 4994.96, "end": 5001.36}, {"text": "facilities are in place the pro the province is reacting to the public complaints and we don't have a mechanism", "start": 5001.36, "end": 5007.639}, {"text": "to deal with it from a city perspective so should there not be a plan and if not", "start": 5007.639, "end": 5013.48}, {"text": "can we have a plan even though we want to ensure that these facilities are are open for the importance of the people", "start": 5013.48, "end": 5019.84}, {"text": "who came into to speak about people are dying so there needs to be a a plan and", "start": 5019.84, "end": 5025.08}, {"text": "it doesn't appear to be that there is a mitigation plan so what's the plan to", "start": 5025.08, "end": 5030.92}, {"text": "the chair I think there are two components to your question so certainly", "start": 5030.92, "end": 5036.36}, {"text": "um each supervised consumption site is expected to have its own safety plan as", "start": 5036.36, "end": 5043.199}, {"text": "well as um tables or um meetings with", "start": 5043.199, "end": 5048.76}, {"text": "members of the public um surrounding their site that's part of their operational", "start": 5048.76, "end": 5055.08}, {"text": "obligations of course Toronto Public Health um has that for its own site The Works um including a security plan and", "start": 5055.08, "end": 5063.12}, {"text": "regular meetings with many constituents including uh neighborhood businesses um", "start": 5063.12, "end": 5069.04}, {"text": "and other institutions in the area in terms of the coordination of all of the heart hubs that actually falls um", "start": 5069.04, "end": 5076.8}, {"text": "as a clinical service under the purview of Ontario Health Ontario health is responsible for coordinating Clinical", "start": 5076.8, "end": 5083.4}, {"text": "Services um whether it's Hospital Services paramedics um Community Care um so they", "start": 5083.4, "end": 5092.159}, {"text": "really have the the responsibility for ation of clinical", "start": 5092.159, "end": 5097.4}, {"text": "sites thank you we time uh any further", "start": 5098.52, "end": 5103.719}, {"text": "questions uh counselor changen go ahead five minutes thank you um through the chair I", "start": 5103.719, "end": 5112.84}, {"text": "I'm just wondering uh as the heart hubs are going to be implemented and the province would have", "start": 5112.84, "end": 5121.119}, {"text": "perview of The Clinical Services and the operators would then have the safety", "start": 5121.119, "end": 5127.8}, {"text": "plans in place but what is the role of Toronto Public Health especially when", "start": 5127.8, "end": 5136.199}, {"text": "public it it sounds you know from the public outcry that has resulted in this", "start": 5136.199, "end": 5141.52}, {"text": "provincial direction that people have not felt heard that perhaps there have", "start": 5141.52, "end": 5146.96}, {"text": "been worries that have not been addressed in a meaningful way", "start": 5146.96, "end": 5154.719}, {"text": "to the chair I I can begin um so first I think uh if you look at the essential", "start": 5157.239, "end": 5163.199}, {"text": "functions of of Public Health one of the key roles um we have played and will continue to play is to provide the", "start": 5163.199, "end": 5170.199}, {"text": "epidemiology and surveillance data that lets us diagnose the um severity of the issue and how the trends are changing so", "start": 5170.199, "end": 5177.28}, {"text": "you'll see a lot of the information sources around the impacts of the drug", "start": 5177.28, "end": 5182.6}, {"text": "toxicity epidemic are conveyed through regular um", "start": 5182.6, "end": 5187.76}, {"text": "Publications um and releases from Toronto public he so we'll continue to pay that role and share it with sorry", "start": 5187.76, "end": 5194.04}, {"text": "just to because I want to keep to time with regard to safety because I think", "start": 5194.04, "end": 5199.159}, {"text": "that's been what people have been talking about safety drug paraphernalia", "start": 5199.159, "end": 5204.56}, {"text": "in playground nearby playgrounds these issues what is are we tracking data on", "start": 5204.56, "end": 5211.199}, {"text": "those pieces uh or only on the health specific", "start": 5211.199, "end": 5217.04}, {"text": "data uh to the chair our sorry Dr L just want to remind uh my colleagues that", services um as well as um Waste", "start": 5262.76, "end": 5269.6}, {"text": "Management so when we have a safe injection", "start": 5269.6, "end": 5275.119}, {"text": "site and you know for good purposes as we heard from many deput we don't actually track the data", "start": 5275.119, "end": 5283.679}, {"text": "on the impact that is a responsibility of the police or who", "start": 5283.679, "end": 5289.639}, {"text": "would be overseeing the integration of these services to ensure a positive", "start": 5289.639, "end": 5296.76}, {"text": "outcome for everyone uh to the chair um so if you're", "start": 5296.76, "end": 5303.36}, {"text": "talking about super provis consumption uh services and heart hubs they are funded and mandated by the provincial", "start": 5303.36, "end": 5309.88}, {"text": "government so in terms of the implementation of the roll out of the change uh that's a provincial", "start": 5309.88, "end": 5315.8}, {"text": "responsibility including many parts of the Ministry of Health um such as um the", "start": 5315.8, "end": 5321.159}, {"text": "branch that involves mental health and addictions okay so", "start": 5321.159, "end": 5327.159}, {"text": "where going to hope that the province has a plan in the implementation of the", "start": 5327.159, "end": 5333.199}, {"text": "new model but even still there will still be some safe injection sites that will continue and the overall Community", "start": 5333.199, "end": 5340.84}, {"text": "impact from a higher level to oversee that uh to ensure positive outcome for", "start": 5340.84, "end": 5347.639}, {"text": "everyone that is the responsibility of the provin is that what I'm hearing to the chair", "start": 5347.639, "end": 5354.04}, {"text": "yes great uh my other question is regarding the fifth uh priority about", "start": 5354.04, "end": 5359.679}, {"text": "nurturing a positive workplace and I know that a lot of Tron Public Health", "start": 5359.679, "end": 5365.4}, {"text": "did a lot of heavy lifting through the pandemic and maybe there was some burnout from that and there's some", "start": 5365.4, "end": 5371.159}, {"text": "turnover people are kind of needing to transition and I'm just wondering um", "start": 5371.159, "end": 5379.48}, {"text": "what can we learn is there anyone who's done an analysis of the employment", "start": 5379.48, "end": 5384.719}, {"text": "learnings that we've had from combating a huge pandemic that can be applied if", "start": 5384.719, "end": 5391.48}, {"text": "something else happens what can we do to mitigate that impact on the", "start": 5391.48, "end": 5397.92}, {"text": "workforce to the chair actually there's been many analyses that we've done um", "start": 5397.92, "end": 5403.08}, {"text": "across our teams on many aspects uh of our covid response including hearing", "start": 5403.08, "end": 5408.84}, {"text": "from employees and noting um the opportunities for improvement and in", "start": 5408.84, "end": 5414.8}, {"text": "fact um some of the lessons uh from those conversations and and evaluations", "start": 5414.8, "end": 5421.199}, {"text": "informed for example the way we responded to the respiratory season uh 2023 to 2024 and this year 2024 to 2025", "start": 5421.199, "end": 5430.52}, {"text": "in terms of being able to uh respond to surges um in a way that", "start": 5430.52, "end": 5437.239}, {"text": "also uh incorporates uh thinking about staff uh resilience and um energy levels", "start": 5437.239, "end": 5446.199}, {"text": "so uh yes as a whole organization we're looking at youth any updates on", "start": 5484.8, "end": 5493.04}, {"text": "that on um on vaping uh to the chair I don't have any", "start": 5493.04, "end": 5498.8}, {"text": "updates uh right at my finger tapes I'll just fingertips I'll just ask my colleague um our acting director of", "start": 5498.8, "end": 5503.96}, {"text": "Community Health and wellbeing if there's any uh updates on you", "start": 5503.96, "end": 5509.28}, {"text": "vaping hi thank you thank you for the question uh we were very excited to launch launch our vaping uh resource Hub", "start": 5509.28, "end": 5516.76}, {"text": "in September of last year so it's only been a few months but we've seen close to uh 10,000 um people access the", "start": 5516.76, "end": 5524.28}, {"text": "resources online we've been working uh closely with our school Partners in terms of the uptake of the resources", "start": 5524.28, "end": 5531.679}, {"text": "working with uh administrations and uh teachers to um get the information out", "start": 5531.679, "end": 5537.6}, {"text": "uh and we continue to monitor uh the data and hopefully we can report back on um the outcomes of that", "start": 5537.6, "end": 5545.84}, {"text": "thank of concern about uh potential uh severity if the virus", "start": 5676.639, "end": 5685.08}, {"text": "evolves to be able to transmit efficiently between humans um if Dr feline has any other uh we are are um focused on one is of in fact the reemergence of", "start": 5698.36, "end": 5704.56}, {"text": "diseases which uh are vaccine preventable um that we are contining to", "start": 5704.56, "end": 5709.96}, {"text": "track and respond to um the pandemic has impacted the uptake of vaccines and and", "start": 5709.96, "end": 5715.84}, {"text": "our vaccine preventable disease program is responding to that but we are uh tracking um diseases which uh like me", "start": 5715.84, "end": 5724.04}, {"text": "which are uh in our environment and which are been reduced by vaccines because okay thank you Mr chair so of", "start": 5761.28, "end": 5766.6}, {"text": "course Toronto public Health's um work is first to make sure that um our own Clinical Services have a plan um to be", "start": 5766.6, "end": 5775.04}, {"text": "able to continue their operations um after April 1st uh as Allowed by the", "start": 5775.04, "end": 5781.8}, {"text": "community care and Recovery Act and um some of that includes working", "start": 5781.8, "end": 5787.679}, {"text": "with other partner uh divisions because some of our services are actually delivered um in the sites of other", "start": 5787.679, "end": 5794.76}, {"text": "divisions like the uh Toronto shelter and support um services division so of", "start": 5794.76, "end": 5800.8}, {"text": "course those conversations um have been some of the closest ones um in addition because the", "start": 5800.8, "end": 5810.6}, {"text": "transition necessarily involves partnership with other clinical um", "start": 5810.6, "end": 5816.159}, {"text": "agencies um that those discussions have been gone been ongoing so that we can", "start": 5816.159, "end": 5821.88}, {"text": "begin operations as soon as we get more details from the provincial government around", "start": 5821.88, "end": 5827.559}, {"text": "funding in addition I would say that um but I also want you to ca a comment on", "start": 5827.6, "end": 5834}, {"text": "coordinating with other City divisions though not only external divisions external bodies but within the city", "start": 5834, "end": 5839.639}, {"text": "itself right so I think some of the opportunities for that um um will occur as the social services", "start": 5839.639, "end": 5847.92}, {"text": "cluster um meets um some of the probably most affected divisions would be", "start": 5847.92, "end": 5855.48}, {"text": "uh Social Development and finance Administration tsss um and tral Paramedic Services so", "start": 5855.48, "end": 5863.92}, {"text": "that will that will continue I will say that um right now the intense", "start": 5863.92, "end": 5869}, {"text": "respiratory season I think is top of mine for many of our", "start": 5869, "end": 5874.04}, {"text": "responding um divisions and um as that proceeds uh attention will shift um in", "start": 5874.04, "end": 5881.4}, {"text": "addition to planning for um the changes in", "start": 5881.4, "end": 5887.36}, {"text": "April and my first question was around um 277 and the move and also to Staffing", "start": 5888, "end": 5897.28}, {"text": "retention so I'm pleased to say that um the very Mr chair I'm pleased to say", "start": 5897.28, "end": 5903}, {"text": "that the very very concerted diligent planning efforts of many people in our operations Business Services has meant", "start": 5903, "end": 5910.44}, {"text": "that our move is on track um and um although any kind of change can be", "start": 5910.44, "end": 5917.44}, {"text": "stressful um we did plan to make sure that uh employees knew what was going to", "start": 5917.44, "end": 5923.48}, {"text": "be involved and that there were resources for them uh when they move locations uh in terms of retention", "start": 5923.48, "end": 5932.638}, {"text": "um I'm perhaps going to ask um our director of operations Business Services", "start": 5943.44, "end": 5949.32}, {"text": "uh myin to make any um statements around that from what I can recall grossly our", "start": 5949.32, "end": 5955.48}, {"text": "um exit rate is not substantially higher than uh previous year but Marin um would you like to add", "start": 5955.48, "end": 5962.48}, {"text": "anything further thank you and to the chair as you may be aware there are multiple programs that", "start": 5962.48, "end": 5969}, {"text": "are in place within our our division to ensure just want to focus specifically on the you know consumption", "start": 6005.08, "end": 6011.4}, {"text": "sites and harm reduction Focus we've heard time and time again the complaints from the public as to the", "start": 6011.4, "end": 6019.04}, {"text": "challenges that they're having within their respective areas where these facilities are in place and these", "start": 6019.04, "end": 6025.88}, {"text": "facilities are extremely important because they are there to help those who are in need and to save lives and that", "start": 6025.88, "end": 6032.36}, {"text": "is something that's a priority for us I mean safety is always a priority and everyone's life is important but it", "start": 6032.36, "end": 6038.96}, {"text": "appears that we tend not to listen and I don't think it's the fault of Public Health it's a", "start": 6038.96, "end": 6045}, {"text": "collaboration um opportunity that we have missed and why is the province", "start": 6045, "end": 6051.08}, {"text": "involved because they're getting a lot of complaints from the public about the", "start": 6051.08, "end": 6056.119}, {"text": "fact that the city isn't doing its um share and taking on the appropriate", "start": 6056.119, "end": 6062.199}, {"text": "responsibility to ensure that they themselves in neighborhoods feel safe now this doesn't fall simply on public", "start": 6062.199, "end": 6069.119}, {"text": "health and and as a as a primary issue it is a collaborative approach I know", "start": 6069.119, "end": 6075.36}, {"text": "that it's been mentioned in terms of varying department fdfa and tests and so on and so forth but I think Mr chair", "start": 6075.36, "end": 6082.36}, {"text": "perhaps this is an opport for you and the vice chair to fully engage with respect to collaboration with staff um", "start": 6082.36, "end": 6089.36}, {"text": "in order to ensure that the political lens is put on this prior to it coming in a report so that there could be", "start": 6089.36, "end": 6095.719}, {"text": "further discussions and the Public's concern can be taken into strong", "start": 6095.719, "end": 6101.28}, {"text": "consideration not to suggest that staff wouldn't take it into consideration it", "start": 6101.28, "end": 6106.32}, {"text": "is just that the way it's um purported to us as political leaders is perhaps", "start": 6106.32, "end": 6112.599}, {"text": "quite different in terms of the um expression by the public um and how we", "start": 6112.599, "end": 6119.639}, {"text": "perceive it it may be different from what uh staff may view uh this particular concerns from the public I", "start": 6119.639, "end": 6126.159}, {"text": "think more needs to be done a mitigation uh Public Safety plan has to be in place", "start": 6126.159, "end": 6132.76}, {"text": "I have in my ward a number of issues and concerns that have come up um which I won't get in too involv in at this point", "start": 6132.76, "end": 6140.159}, {"text": "in terms of expressing concerns that I have but broader concerns from members of the community we have facilities in", "start": 6140.159, "end": 6146.48}, {"text": "the community where we have put people in my area that are specifically", "start": 6146.48, "end": 6153.28}, {"text": "suffering from specific conditions severe conditions and they're all in the", "start": 6153.28, "end": 6158.52}, {"text": "same place there is a dependency with respect to need for drugs and so on to", "start": 6158.52, "end": 6164.48}, {"text": "maintain I guess the the the the viability of these individuals but it has tremendous impact on the community", "start": 6164.48, "end": 6172.719}, {"text": "and the Community concerns and it's brought out it appears that there is a", "start": 6172.719, "end": 6177.84}, {"text": "disregard of Interest by those who are in uh position to make decisions I'm not", "start": 6177.84, "end": 6185.36}, {"text": "saying it is but that's the perception that the public has and those are concerns that are extremely important", "start": 6185.36, "end": 6192.8}, {"text": "people are also concerned about their safety and the impact that um some of", "start": 6192.8, "end": 6198.159}, {"text": "these facilities and individuals using these facilities pose to the community Comm and that's the reason why we have", "start": 6198.159, "end": 6206.239}, {"text": "this outcry that's the reason why people are going to The Province to say", "start": 6206.239, "end": 6212.08}, {"text": "Province you do something about it that's the reason why the province is responding so I know we talk about the", "start": 6212.08, "end": 6219.44}, {"text": "province here and there's a perception that they are the bad people quite", "start": 6219.44, "end": 6224.679}, {"text": "frankly what are they doing they're responding to complaints that we appear", "start": 6224.679, "end": 6230.8}, {"text": "not to be addressing as a city and I think that we've failed the public", "start": 6230.8, "end": 6236.159}, {"text": "in that perspective and I think there's more that can be done and should be done", "start": 6236.159, "end": 6241.199}, {"text": "I don't think it's question of just simply moving a motion that suggests more collaboration takes place I think", "start": 6241.199, "end": 6248.199}, {"text": "it's really common sense to recognize that if you put one of these facilities", "start": 6248.199, "end": 6253.52}, {"text": "in a specific area there are huge challenges that arises from it if you", "start": 6253.52, "end": 6259.56}, {"text": "may if you don't think about it um in advance obviously ly we get the effects that we actually having now in varying", "start": 6259.56, "end": 6267}, {"text": "communities across the city and the complaints that come forward and so now we're dealing with this we have to look", "start": 6267, "end": 6273.4}, {"text": "at potentially intervening in court actions and spending lots of resources", "start": 6273.4, "end": 6278.84}, {"text": "to address those issues whereas perhaps had we have approached it differently we would have had different outcome so", "start": 6278.84, "end": 6285.92}, {"text": "because we've taken the positions because we have not looked at it in a sort of collaborative way we are where", "start": 6285.92, "end": 6292.08}, {"text": "we are and so so I you know thank the staff for everything that's been presented but this is a huge issue uh", "start": 6292.08, "end": 6298.599}, {"text": "overall in the city and that's part of the reason while we're having these challenges we need to fix it thank "end": 6334.599}, {"text": "departure uh moving from 277 Victoria Street which is a home you've known", "start": 6334.599, "end": 6340.36}, {"text": "for decades I'm going to say um and changes hard but uh you know they always", "start": 6340.36, "end": 6347.92}, {"text": "say the one constant in life is change and change continues", "start": 6347.92, "end": 6354.639}, {"text": "um I I I heard what council Thompson said I don't disagree with him but I do", "start": 6354.639, "end": 6361.719}, {"text": "want to say though that we know that mental health is Health Care addiction", "start": 6361.719, "end": 6368.119}, {"text": "is Health Care there seems when the province doesn't come to a table in a way that is", "start": 6368.119, "end": 6377.119}, {"text": "in Partnership it falls on the city to actually pick up the slack we see that", "start": 6377.119, "end": 6383.36}, {"text": "when it comes to even encampments in our city right now a lot of the people that", "start": 6383.36, "end": 6388.96}, {"text": "are en camps and also in our shelters I think I heard 53% of people in our shelters are", "start": 6388.96, "end": 6394.8}, {"text": "refugees that's because the feds didn't come to the table in a substantive way", "start": 6394.8, "end": 6400}, {"text": "and as a result the lowest hanging fruit is the city and we're always having to", "start": 6400, "end": 6406.199}, {"text": "pick up the slack every step of the way I've had health care Summits with my", "start": 6406.199, "end": 6414.48}, {"text": "federal and provincial counterparts talking about these issues um the mayor has had meetings", "start": 6414.48, "end": 6422.36}, {"text": "with her counterparts uh about this issue this is this is ongoing discussion we've had as", "start": 6422.36, "end": 6430.08}, {"text": "recently as Friday we had a meeting with various um Healthcare leaders across the", "start": 6430.08, "end": 6438.599}, {"text": "city talking about some of the challenges they're facing", "start": 6438.599, "end": 6444.32}, {"text": "including um what will happen in our emergency departments when safe", "start": 6444.32, "end": 6450.44}, {"text": "consumptions close right I mean everyone is concerned and the system is becoming", "start": 6450.44, "end": 6456.84}, {"text": "overwhelmed our staff is overwhelmed I'm overwhelmed I'm being totally honest", "start": 6456.84, "end": 6462.719}, {"text": "so we are doing all we can with the resources that we have with the limited", "start": 6462.719, "end": 6468.96}, {"text": "resources that we have and so I think we need could need to continue", "start": 6468.96, "end": 6475.4}, {"text": "um working with and and and trying to bring the province to the table even in", "start": 6475.4, "end": 6482.679}, {"text": "the deputations we've had today and in our special meetings we had before Christmas depents came here to tell us", "start": 6482.679, "end": 6489.88}, {"text": "how they felt about safe consumption sites because the province decided that they were not going to have any public", "start": 6489.88, "end": 6495.04}, {"text": "meetings on that so it's not a lack of trying on our", "start": 6495.04, "end": 6501.36}, {"text": "parts we're doing doing all we can and I don't blame torontonians and people", "start": 6501.36, "end": 6506.76}, {"text": "across this uh Province for being frustrated they are frustrated they have", "start": 6506.76, "end": 6512.96}, {"text": "the right to be frustrated and uh I hope as this next", "start": 6512.96, "end": 6518.88}, {"text": "provincial election approaches {"text": "from the table was to establish a collaborative group that would be led by the Fed Federal and provincial", "start": 6767.599, "end": 6773.32}, {"text": "governments that would address the needs of individuals experiencing", "start": 6773.32, "end": 6778.92}, {"text": "homelessness this group would integrate the feedback provided by the working table and prioritize a Health Equity", "end": 6932.88}, {"text": "the framework that guided our discussions which was proposed by one of our table members be so this framework", "start": 6932.88, "end": 6939.679}, {"text": "helped us to keep front of mind that in order to address the health impacts of homelessness we need to be working at", "start": 6939.679, "end": 6945.079}, {"text": "multiple levels before I move in to sharing some of the specifics of our discussions I", "start": 6945.079, "end": 6950.88}, {"text": "want to emphasize two key points that we Revisited across all of our meetings first the foundational cause of", "start": 6950.88, "end": 6957.88}, {"text": "the health impacts of homelessness is the lack of safe and affordable housing in the city alongside the social and", "start": 6957.88, "end": 6964.639}, {"text": "political conditions that have produced and continued to reproduce the situation", "start": 6964.639, "end": 6969.84}, {"text": "Downstream interventions to address the specific Health impacts of homelessness while essential are wholly inadequate on", "start": 6969.84, "end": 6976.8}, {"text": "their own we must also address these foundational causes second we acknowledge that", "start": 6976.8, "end": 6983.48}, {"text": "homelessness and its impacts are inequitably distributed and that they disproportionately impact black", "start": 6983.48, "end": 6989.599}, {"text": "indigenous and people of color refugees and Asylum claimants TOS lgbtq plus", "start": 6989.599, "end": 6995.199}, {"text": "people and people with disabilities amongst others any interventions to address homelessness and its Health", "start": 6995.199, "end": 7001.719}, {"text": "impacts will need to be taken up through an anti-oppression lens to ensure that the interventions do not further widen", "start": 7001.719, "end": 7008.32}, {"text": "existing inequities next slide please", "start": 7008.32, "end": 7013.4}, {"text": "moving on to some of the specifics of our discussions as was shared the health and homelessness working table discussed", "start": 7013.4, "end": 7019.32}, {"text": "an array of topics spanned over eight meetings and on the following three slides I'll share a very brief overview", "start": 7019.32, "end": 7025.28}, {"text": "of some of these discussions starting with healthy environments it's clear that environmental conditions like air", "start": 7025.28, "end": 7031.88}, {"text": "quality and extreme weather significantly affect Health people experiencing homelessness or at higher", "start": 7031.88, "end": 7037.28}, {"text": "risk of hypothermia heat stroke and worsened health conditions due to limited protection from the", "start": 7037.28, "end": 7043.199}, {"text": "elements our working table emphasized the importance of coordinated efforts during extreme weather events with clear", "start": 7043.199, "end": 7049.52}, {"text": "and accessible communication to ensure that individuals know where to access support free public transportation", "start": 7049.52, "end": 7056.48}, {"text": "access to warming centers and cooling spaces was identified as a critical Gap that needs to be", "start": 7056.48, "end": 7062.639}, {"text": "addressed another area that was often highlighted in our discussions was Service delivery communication and", "start": 7062.639, "end": 7069.52}, {"text": "accessibility these discussions highlighted the need for for walk-in availability in mobile services as well", "start": 7069.52, "end": 7075.159}, {"text": "as integration of multiple services within a single location for ease of access embedded services in City run", "start": 7075.159, "end": 7082.159}, {"text": "shelters were seen as highly beneficial in reaching individuals where they are we emphasize that trauma informed", you for the report uh was uh great to see the robust", "start": 7360.199, "end": 7367.56}, {"text": "participation and um I guess my questions are are focused around the", "start": 7367.56, "end": 7373.56}, {"text": "particular population that's been identified as um in need of support did the the the table deliberate", "start": 7373.56, "end": 7381.32}, {"text": "uh Beyond uh Refugee claimants and Asylum Seekers um on people without", "start": 7381.32, "end": 7387.119}, {"text": "status I point out be the fact that once your Refugee claim has been accepted you", "start": 7387.119, "end": 7392.639}, {"text": "have status or you're in a different situation um and this board um and has", "start": 7392.639, "end": 7398.88}, {"text": "long had a policy around um documented uh uh people documented", "start": 7398.88, "end": 7406.239}, {"text": "workers thank you for the question uh at uh the working tables conversation uh", "start": 7408.4, "end": 7414.44}, {"text": "did choose as a particular Focus to to uh speak to the concerns of refugee and Asylum claimants um particularly because", "start": 7414.44, "end": 7421.719}, {"text": "at the moment that the table was coming together there was a lot of concern about um uh inadequate housing for", "start": 7421.719, "end": 7429.32}, {"text": "Refugee and Asylum claimants in the city and and the concerns around the federal government's UH responsibilities related", "start": 7429.32, "end": 7435.76}, {"text": "to that and how that was being negotiated between federal government and municipal government having said", "start": 7435.76, "end": 7441.719}, {"text": "that I think many of the interventions that we're proposing are also uh certainly relevant to individuals who", "start": 7441.719, "end": 7448.599}, {"text": "are undocumented uh and so uh I would hope that as these recommendations are taken up that they would also um uh", "start": 7448.599, "end": 7457.119}, {"text": "consider the specific concerns of undocumented individuals as well thanks um in in terms terms of the uh because", "start": 7457.119, "end": 7464.159}, {"text": "of our obligations we have a policy here um around it's it's called access too", "start": 7464.159, "end": 7471.119}, {"text": "now but it's really the access to city services for undocumented torontonians um do you agree that it's", "start": 7471.119, "end": 7478.239}, {"text": "important to hold that tension and that's some it's very likely that or there's a good possibility that a person", "start": 7478.239, "end": 7483.92}, {"text": "who's presently seeking Asylum could end up undocumented in the longer term", "start": 7483.92, "end": 7488.96}, {"text": "absolutely I agree that um and in terms of the um thank you for uh pointing to the federal government's responsibility", "start": 7488.96, "end": 7495.719}, {"text": "and and obviously the provincial government's responsibility to in the call for a health action plan um that", "start": 7495.719, "end": 7503.44}, {"text": "includes um a trauma informed approach for uh Refugee claimants and Asylum", "start": 7503.44, "end": 7509.4}, {"text": "Seekers and the whole range of you know you can in you can be a sponsored Refugee you have your claim is", "start": 7509.4, "end": 7516.639}, {"text": "recognized you make a claim at the airport or you register it once it it", "start": 7516.639, "end": 7521.719}, {"text": "you know once it's certified then you become you get a certain status you can make an inland claim there's all kinds", "start": 7521.719, "end": 7528.76}, {"text": "of different pieces here but we're singling here that this is a federal and provincial government responsibility is", "start": 7528.76, "end": 7535.04}, {"text": "that correct so we're as a working table we're signaling that addressing the", "start": 7535.04, "end": 7541.84}, {"text": "impacts of homelessness including for Refugee and Asylum claim Seekers will require cooperation across all three", "start": 7541.84, "end": 7547.32}, {"text": "levels of government given that there are um important responsibilities within the jurisdiction of all three does that", "start": 7547.32, "end": 7553.719}, {"text": "address your yeah I mean thank you I just it's just because it's um wanted to make clear that it's not a", "start": 7553.719, "end": 7559.76}, {"text": "responsibility for Toronto public health or a municipal order of government to", "start": 7559.76, "end": 7565}, {"text": "develop a specific plan for um uh Refugee claimants uh refugees Asylum", "start": 7565, "end": 7571.84}, {"text": "Seekers and I just wanted to uh highlight that certainly and I think what the", "start": 7571.84, "end": 7577.28}, {"text": "working table is suggesting is that we would like to see within the services that are provided by tonal Public Health", "start": 7577.28, "end": 7583.119}, {"text": "attention specifically to the considerations of these thank you any further questions", "start": 7583.119, "end": 7590}, {"text": "councelor Thompson thank you very much uh through Mr chair and thank you so much for your uh presentation I I did", "start": 7590, "end": 7598.159}, {"text": "get the latter portion of it in my office because I have said meeting and the TVs are on in there I just wanted to", "start": 7598.159, "end": 7604.239}, {"text": "ask um specifically around the refugee peace and I know some questions been", "start": 7604.239, "end": 7609.719}, {"text": "asked already and I understand the substance of your report that wasn't necessarily the focus but you didn't", "start": 7609.719, "end": 7615.44}, {"text": "It's Not absent of that either we had a situation A couple of years ago at 129", "start": 7615.44, "end": 7621.8}, {"text": "Peter Street the refugees that came in from Africa and they were basically on", "start": 7621.8, "end": 7627.199}, {"text": "the road on the sidewalk for many many many many days um subsequent to that there was a", "start": 7627.199, "end": 7634.52}, {"text": "report that was produced by the edsman of the city of Toronto it was submitted uh to through the process to City city", "start": 7634.52, "end": 7642}, {"text": "council uh the city manager decided not to take any actions not to address any", "start": 7642, "end": 7648.239}, {"text": "of the recommendation in fact the very first time in the history of the city of Toronto any of the accountability", "start": 7648.239, "end": 7654.48}, {"text": "officers that report through Council that their recommendations were not taken into consideration and or were not", "start": 7654.48, "end": 7661.96}, {"text": "really addressed at all I'm wondering with respect to your", "start": 7661.96, "end": 7668.679}, {"text": "report did you take a look at the issues affecting those individuals did you take", "start": 7668.679, "end": 7674.8}, {"text": "a look at the report that was produced by the edsman and did you take a look at the recommendations and whether or not", "start": 7674.8, "end": 7681.8}, {"text": "that would be you know instructive as part of your recommendations here not to", "start": 7681.8, "end": 7687.679}, {"text": "fight with the federal government not to say these are your responsibility not to say that the city can't afford it but", "start": 7687.679, "end": 7694.559}, {"text": "you have people who were basically left to suffer the elements and we're all", "start": 7694.559, "end": 7700.36}, {"text": "passing the Bucks just wondering did that report formed any sort of input", "start": 7700.36, "end": 7706.96}, {"text": "both in terms of the edsman report itself or the specific unique situation that occurred in our city during that", "start": 7706.96, "end": 7714.159}, {"text": "period of time I can say that the working table did certainly consider the", "start": 7714.159, "end": 7720.84}, {"text": "particular issues around um uh Refugee assignment claimants lacking access to", "start": 7720.84, "end": 7727.44}, {"text": "housing within the city uh I honestly don't recall whether that's specific report was part of the uh materials that", "start": 7727.44, "end": 7735.199}, {"text": "the working table was um given to consider uh in the specific meeting where we discussed issues uh particular", "start": 7735.199, "end": 7741.88}, {"text": "to Refugee and asignment claims I'm happy to jump in there too so uh Toronto Public Health worked with uh", "start": 7741.88, "end": 7749.04}, {"text": "SDF and the access to uh newcomer office in the development of the presentation", "start": 7749.04, "end": 7755.199}, {"text": "that was brought forward to the working table and that didn't form the basis of the presentation so maybe that's um", "start": 7755.199, "end": 7762.04}, {"text": "something that I'm sorry that did inform or didn't not and I'm wondering about", "start": 7762.04, "end": 7767.88}, {"text": "um uh yeah I think I'll leave it there then so through you Mr chair do you not", "start": 7767.88, "end": 7774.599}, {"text": "think that would be helpful and instrumental and be effective as part of", "start": 7774.599, "end": 7780.239}, {"text": "the consideration now you say that didn't form it was that because you didn't think about it just because it", "start": 7780.239, "end": 7787.32}, {"text": "wasn't important just because it wasn't something that came to mind I mean what was the rationale because that was such", "start": 7787.32, "end": 7793.52}, {"text": "an important matter that that affected the city although we have basically", "start": 7793.52, "end": 7800.84}, {"text": "drastically abrogated our responsibility in terms of dealing with these people I'm just curious that this is", "start": 7800.84, "end": 7808.559}, {"text": "such an important thing and you had such an example would that not have formed part", "start": 7808.559, "end": 7814.48}, {"text": "of your sort of analysis to help us to be more informed as to federal", "start": 7814.48, "end": 7821.04}, {"text": "government you need to do more City you need to do more provincial government you need to do more we all need to do more I'm just wondering why is that", "start": 7821.04, "end": 7827.36}, {"text": "absent I don't think I can answer why it was absent but uh you know we do rely on our colleagues to help us inform the", "start": 7827.36, "end": 7834.599}, {"text": "conversations so you know we take that as feedback and thank you counselor and just my final question", "start": 7834.599, "end": 7840.52}, {"text": "then so you rely on your colleagues so would that have been City agency SD sdfa", "start": 7840.52, "end": 7847.199}, {"text": "and others to help you to formulate or some of the issues that are affecting the city and its um Challenge and the", "start": 7847.199, "end": 7854.76}, {"text": "complexity in terms of dealing with these issues so that would not that did not sort of germinate and rise to your", "start": 7854.76, "end": 7861.199}, {"text": "level as part of input from City departments that's right so each time", "start": 7861.199, "end": 7866.559}, {"text": "that the working table met we covered different topics So based on the topics we would invite the experts to help us", "start": 7866.559, "end": 7873.599}, {"text": "inform the conversation thank you thank you Mr chair and just to follow I think the table met four times last year they", "start": 7873.599, "end": 7881.639}, {"text": "met eight times in total eight times okay thank you I see that uh director o", "start": 7881.639, "end": 7887.76}, {"text": "has a question go ahead thank you so much for your work", "start": 7887.76, "end": 7893.159}, {"text": "can see behind this um yeah this is a really uh cool report", "start": 7893.159, "end": 7899.92}, {"text": "and findings uh I guess we're all synchronized on the board with regards to the refugee and I say loan claim and", "start": 7899.92, "end": 7907.44}, {"text": "so that's one of my questions would be on um I see for the second point on", "start": 7907.44, "end": 7913.159}, {"text": "refugees and asyl asy Asylum claimants he calls for a targeted Health action", "start": 7913.159, "end": 7919.559}, {"text": "plan what what would this look like because in in my own words um uh", "start": 7919.559, "end": 7927.88}, {"text": "just like uh councelor uh Thompson was saying we had", "start": 7927.88, "end": 7933.04}, {"text": "a situation two years ago where we had a lot of these refugees and as Asylum", "start": 7933.04, "end": 7938.679}, {"text": "claimant in a church and a restaurant had to be converted to a shelter ended", "start": 7938.679, "end": 7944.719}, {"text": "up speaking with some folks at the city and they says things were done abouta so I'm just really curious on what um a", "start": 7944.719, "end": 7952.76}, {"text": "health action plan would look [Applause]", "start": 7952.76, "end": 7959.04}, {"text": "like um thank you for your question uh I uh I will say that um while I fully", "start": 7959.04, "end": 7969.04}, {"text": "agree the issues specific to Refugee and Asylum claimants are very significant part of this issue it actually formed", "start": 7969.04, "end": 7975.04}, {"text": "the basis of one of the eight meetings um So within that uh that one meeting we", "start": 7975.04, "end": 7981.159}, {"text": "didn't have time to um in a fome way discuss what specifically we would like", "start": 7981.159, "end": 7987.639}, {"text": "that Health action plan to look like um I think that uh our hope is that this", "start": 7987.639, "end": 7994.36}, {"text": "recommendation would be taken up um by Toronto Public Health in collaboration with other uh relevant partners", "start": 7994.36, "end": 8001.76}, {"text": "uh including Community organizations in order to develop the specifics of of", "start": 8001.76, "end": 8007.4}, {"text": "what the plan would look like okay thanks Dr Ross I'll also add", "start": 8007.4, "end": 8012.679}, {"text": "that uh the recommendation before you number two B um really directs Toronto", "start": 8012.679, "end": 8019.719}, {"text": "Public Health to work with other City divisions to implement the recommendations of the working table so if you can imagine that the working", "start": 8019.719, "end": 8026.119}, {"text": "table has met eight times and this is the first time the report is being presented and and um being shared", "start": 8026.119, "end": 8032.639}, {"text": "publicly now it's time after this to get to work to see how we can Implement all um accept the homelessness is one of those issues that", "start": 8043.52, "end": 8051.44}, {"text": "uh cuts across different sectors um different soci economic status um we may all have an idea of", "start": 8051.44, "end": 8058.88}, {"text": "what a homeless person looks like but in reality that's not the case so um for", "start": 8058.88, "end": 8064.88}, {"text": "the lack of collaboration across sectors I'm curious did you find in your report or in your", "start": 8064.88, "end": 8070.52}, {"text": "conversations why there's there's such a lack of collaboration or disjointed", "start": 8070.52, "end": 8075.599}, {"text": "efforts in in addressing this uh really important", "start": 8075.599, "end": 8080.84}, {"text": "issue thank you for your question I think one of the main issues that we felt was contributing to that lack of", "start": 8080.84, "end": 8086.8}, {"text": "collaboration is is simply that many of these services are underresourced um and so they have inadequate resources", "start": 8086.8, "end": 8094.079}, {"text": "to maintain the level of coordination and collaboration that they would like to have um so uh uh I would say that um", "start": 8094.079, "end": 8101.8}, {"text": "based on the experiences and perspectives of the members of the working table it was really more an issue of inadequate resourcing rather", "start": 8101.8, "end": 8108.559}, {"text": "than any kind of lack of will or um investment in making sure that these", "start": 8108.559, "end": 8113.96}, {"text": "folks needs were appropriately met okay is there peer navigation for people who are leing incarceration or just people who are on", "start": 8128.32, "end": 8135.52}, {"text": "uh on house um I believe that that program is for people who are unhoused", "start": 8135.52, "end": 8141.599}, {"text": "okay um I I know that people who are living incarceration tend to be at higher risk of um homelessness and I", "start": 8141.599, "end": 8150.159}, {"text": "think the pandemic really excitated a lot of that um was there something that", "start": 8150.159, "end": 8155.599}, {"text": "you found in your conversations on how to improve um housing or or reduce", "start": 8155.599, "end": 8162.48}, {"text": "homelessness for this uh vulnerable population I'm sorry can you repeat the", "start": 8162.48, "end": 8168.079}, {"text": "population so people who were previously incarcerated okay yeah um yes thank you", "start": 8168.079, "end": 8173.639}, {"text": "there was some discussion about that issue and that came up around thinking about coordination with Justice systems", "start": 8173.639, "end": 8179.559}, {"text": "uh and making sure that that there would be coordination for individuals uh at the time of leaving um incarceration to", "start": 8179.559, "end": 8187.199}, {"text": "consider uh uh what kinds of uh housing um options needed to be provided again", "start": 8187.199, "end": 8194.2}, {"text": "it's an issue that we didn't go into a lot of depth about but certainly that population was one that was recognized", "start": 8194.2, "end": 8200.719}, {"text": "uh as having particular considerations okay organizations can actually not simply accommodate but also um the", "start": 8994, "end": 9000.68}, {"text": "the the consideration to ensure that safety in foods for example is is just short so that 9047.399}, {"text": "organizations uh for example when you talk about the work to be done they", "start": 9047.399, "end": 9053.279}, {"text": "don't have enough resources is there um any proposal to lot", "start": 12297.72, "end": 12303.08}, {"text": "of challenges obviously in this area and", "start": 12303.08, "end": 12308.319}, {"text": "there are numerous elements associated with this um we've heard about um you", "start": 12308.319, "end": 12315.72}, {"text": "know refug refuges we've heard about Asylum Seekers and um a variety of", "start": 12315.72, "end": 12322.04}, {"text": "others and obviously local residents who are challenged with respect to needed", "start": 12322.04, "end": 12328.56}, {"text": "accommodation and so on what I find um", "start": 12328.56, "end": 12334.359}, {"text": "rather problematic and I know that the um the group", "start": 12334.359, "end": 12342.16}, {"text": "um the homeless working table group didn't spend much time in terms of", "start": 12342.16, "end": 12348.72}, {"text": "addressing the issue that we saw at 129 Peter Street a couple of years ago and a", "start": 12348.72, "end": 12355.88}, {"text": "matter that was uh at city council most recently where it was um essentially", "start": 12355.88, "end": 12363}, {"text": "buried um because folks didn't want to discuss the issue um the ombudsman's report itself", "start": 12363, "end": 12371.439}, {"text": "and its recommendation for the very first time in the history of this city an", "start": 12371.439, "end": 12376.84}, {"text": "accountability officer's report was basically not accepted by the city", "start": 12376.84, "end": 12383.76}, {"text": "manager and the recommendations were again not accepted strong recommendations as they", "start": 12383.76, "end": 12390.439}, {"text": "were and um I won't talk about the sequence of things that occurred at city", "start": 12390.439, "end": 12396.239}, {"text": "council and uh council's attempt to avoid discussion with respect to the", "start": 12396.239, "end": 12403.96}, {"text": "ombudsman's report but I will say that our own policies as", "start": 12403.96, "end": 12410.399}, {"text": "a council was not followed where the mayor moved a motion uh", "start": 12410.399, "end": 12416.319}, {"text": "indicating that two items would be discussed as the matter would be held", "start": 12416.319, "end": 12422.359}, {"text": "second day of council the matter um one of the two matters the", "start": 12422.359, "end": 12429.12}, {"text": "ombudsman's report itself was conveniently moved as a quick item in", "start": 12429.12, "end": 12435.56}, {"text": "violation of City council's own policy and I find that then and I find", "start": 12435.56, "end": 12441.76}, {"text": "that now to be acutely problematic in fact shameful so I'm asking the city manager", "start": 12441.76, "end": 12451.279}, {"text": "to look at the recommendations that have come through this um homeless working", "start": 12451.279, "end": 12458.399}, {"text": "table group for consideration and I'm hopeful that he will find it acceptable", "start": 12458.399, "end": 12465.279}, {"text": "to be added as part of the work that he and his uh staff are doing to address uh", "start": 12465.279, "end": 12473.8}, {"text": "this a particular issue I find it also rather interesting that given the media", "start": 12473.8, "end": 12481.84}, {"text": "as well as the challenge that existed uh for these", "start": 12481.84, "end": 12487.96}, {"text": "African um refugees who came to the city of Toronto and were essentially forced", "start": 12487.96, "end": 12495.04}, {"text": "to fend for them Elves and the Heat and the rain and the strain of the conditions at", "start": 12495.04, "end": 12501.84}, {"text": "the time that in fact information as it relates", "start": 12501.84, "end": 12507.199}, {"text": "to this group in terms of the effects and the challenges and the problems that we're having um and of course the city's", "start": 12507.199, "end": 12514.239}, {"text": "uh interaction in terms of trying to demonstrate to the federal government look what you've done it's not our fault", "start": 12514.239, "end": 12520.88}, {"text": "it's your responsibility it's your issue that this matter would not have been", "start": 12520.88, "end": 12526.12}, {"text": "brought forward to this group whether or not it's by the city manager's office or", "start": 12526.12, "end": 12532.08}, {"text": "anybody else quite frankly because this was a major issue in the city so while", "start": 12532.08, "end": 12537.76}, {"text": "we have acted not only as a council shamelessly we've acted as a city", "start": 12537.76, "end": 12543.12}, {"text": "shamelessly as well in terms of the effect on these particular individuals and so today I'm hoping that the city", "start": 12543.12, "end": 12550.8}, {"text": "manager will find the uh recommendations from this group accessible um and", "start": 12550.8, "end": 12556.72}, {"text": "acceptable for the work that he's doing so I'm moving this motion for that reason thank you thank you councilor", "start": 12556.72, "end": 12564.84}, {"text": "Bravo thank you chair I also have a motion um in reference to the questions", "start": 12564.84, "end": 12571.96}, {"text": "um or that that I made asked earlier around access too and um the city's", "start": 12571.96, "end": 12578.76}, {"text": "policy to not ask about status at point of entry um because of the numbers of", "start": 12578.76, "end": 12585.399}, {"text": "undocumented Ed people that are in our city on a continual basis um so this is", "start": 12585.399, "end": 12590.84}, {"text": "a request um that we affirm as a board that torontonians who are undocumented", "start": 12590.84, "end": 12597}, {"text": "without status experience unique vulnerabilities um and within the intersected intersection of health and", "start": 12597, "end": 12604}, {"text": "homelessness um under this uh policy um and I want to just highlight that this", "start": 12604, "end": 12610}, {"text": "is a population that is exceptionally vulnerable to exploitation of abuse um and has no", "start": 12610, "end": 12618.239}, {"text": "protections under the law and yet there are so many different ways to become undocumented um first of all people", "start": 12618.239, "end": 12625.72}, {"text": "whose Asylum um claim or is is denied um", "start": 12625.72, "end": 12630.76}, {"text": "may end up in Canada permanently um and the many changes that have been made by", "start": 12630.76, "end": 12636.72}, {"text": "the federal government to visa requirements for different countries to", "start": 12636.72, "end": 12642.16}, {"text": "um invitation to have international students come massively to pay high uh", "start": 12642.16, "end": 12647.68}, {"text": "tuition so that it can subsidize our postsecondary institutions to the policy", "start": 12647.68, "end": 12653.64}, {"text": "that was um Advanced by the business Community by um by big corporate", "start": 12653.64, "end": 12660}, {"text": "interest to have a massive influx of temporary foreign workers whose uh uh", "start": 12660, "end": 12665.04}, {"text": "visas were work uh work permits will now expire um and who have invested massive", "start": 12665.04, "end": 12670.76}, {"text": "amounts including through recruiters who brought them um only to find that here", "start": 12670.76, "end": 12675.96}, {"text": "they have no rights as workers so I think we're facing a really difficult conditions in the coming uh future and", "start": 12675.96, "end": 12682.56}, {"text": "we have to really hold firm on this policy and understand where its origin come is is found um I also want to um", "start": 12682.56, "end": 12691.72}, {"text": "just draw attention to the motion that Council adopted in December um which I", "start": 12691.72, "end": 12697.88}, {"text": "moved with respect to our uh our shelter plan um which essentially set out the", "start": 12697.88, "end": 12704.96}, {"text": "accelerated expand mention of a specialized Refugee shelter and housing um options um that would be", "start": 12704.96, "end": 12712.279}, {"text": "complimentary to the emergency emergency shelter system I want to um draw", "start": 12712.279, "end": 12718.6}, {"text": "attention to uh the imminent threat of the the changing rules that the federal", "start": 12718.6, "end": 12724.12}, {"text": "government is has brought in which will take it effect at the end of this month which essentially um starts to cut into", "start": 12724.12, "end": 12733.279}, {"text": "the available funds to compensate the city for operating a refugee serving", "start": 12733.279, "end": 12738.72}, {"text": "shelter system which is uh has historically been a federal and provincial responsibility but the city", "start": 12738.72, "end": 12744.72}, {"text": "of Toronto has uh agreements with the superior orders of government in this case of Federal Government the", "start": 12744.72, "end": 12751.239}, {"text": "proportion that they'll pay will increasingly be reduced at eventually to", "start": 12751.239, "end": 12756.68}, {"text": "50% and the numbers of people who will qualify for assistance will be drastically reduced as well um in", "start": 12756.68, "end": 12764}, {"text": "relation to uh whether they are um the refugee claim has been accepted where", "start": 12764, "end": 12769.319}, {"text": "they filed their Refugee claims so it's going to end up leaving um many many", "start": 12769.319, "end": 12775.199}, {"text": "thousands of people unprotected um and uh the the work that", "start": 12775.199, "end": 12780.72}, {"text": "has been ongoing with the refugee serving sector that certainly I was doing throughout the crisis when people", "start": 12780.72, "end": 12787.76}, {"text": "even before I people were sleeping on the street and I learned of the of the city's policy and the dangers that it", "start": 12787.76, "end": 12794.72}, {"text": "would bring um I think it's a it's I'll be supporting uh councelor Thompson's", "start": 12794.72, "end": 12800.359}, {"text": "motion uh because I think it there's important uh answers to be found uh", "start": 12800.359, "end": 12805.92}, {"text": "information to be brought forward and um I also I understand that the chair has a", "start": 12805.92, "end": 12811.04}, {"text": "motion on um the outcomes for incarcerated uh people post", "start": 12811.04, "end": 12817}, {"text": "incarceration um I I'm not going to move a motion on this but I would say that there's really important factors that", "start": 12817, "end": 12822.52}, {"text": "this table could consider including um the the impact of having been uh in the", "start": 12822.52, "end": 12828.76}, {"text": "Child Welfare um system which is a really important driver here that we", "start": 12828.76, "end": 12835.239}, {"text": "recognize and we see repeatedly um when at the age of 18 people who have been", "start": 12835.239, "end": 12840.72}, {"text": "under care of the state are essentially abandoned uh to their own devices um and", "start": 12840.72, "end": 12846.6}, {"text": "that most significant population that is currently unhoused or within the shelter", "start": 12846.6, "end": 12851.76}, {"text": "system have been are survivors of that system um so and I'm not sure about the other motions that are coming but I", "start": 12851.76, "end": 12858.239}, {"text": "appreciate the chance to to move this one thanks thank you thank you councelor Bravo uh Council", "start": 12858.239, "end": 12865.92}, {"text": "Chang thank you chair I have a motion and it's uh very simple it's just uh to", and", "start": 12888.319, "end": 12894.64}, {"text": "I think you know when we have such good recommendations uh sometimes they disappear into the many processes that", "start": 12894.64, "end": 12902.64}, {"text": "uh govern our city so just wanting a report back so that we can see how these", "start": 12902.64, "end": 12908.16}, {"text": "are progressing through our system thank you thank you councelor Chang and I do", "start": 12908.16, "end": 12914.16}, {"text": "have a motion as well as uh mentioned it's around", "start": 12914.16, "end": 12921.16}, {"text": "um the federal government or asking the federal government to look at", "start": 12921.16, "end": 12926.52}, {"text": "um proactively looking at discarding expunging convictions of people uh", "start": 12926.52, "end": 12933.68}, {"text": "who've had possession uh charges for cannabis um we know that black people", "start": 12933.68, "end": 12940.12}, {"text": "black men in particular and Indigenous uh men have been uh um affected by this", "start": 12940.12, "end": 12947.88}, {"text": "more so than any other group and we know that you know one former Tron police", "start": 12947.88, "end": 12953.359}, {"text": "chief who was all about Law and Order um made sure that every person that was", "start": 12953.359, "end": 12959.68}, {"text": "ever caught with with cannabis was charged and went before the courts and", "start": 12959.68, "end": 12964.88}, {"text": "of course we also know that the same former police chief have made probably", "start": 12964.88, "end": 12970.92}, {"text": "Millions from this uh when it became legal and I find this very vexatious quite frankly and just immoral in so", "start": 12970.92, "end": 12979.279}, {"text": "many ways and now the system as it is stands now says well if you proactively", "start": 12979.279, "end": 12984.84}, {"text": "go into the court and ask for your name to be expunged then you know that it", "start": 12984.84, "end": 12990.08}, {"text": "will happen well quite frankly I think the owner should be on on the courts on", "start": 12990.08, "end": 12996.08}, {"text": "the legal system to expunge people proactively um in some cases people", "start": 12996.08, "end": 13002.84}, {"text": "probably even forgot that they have a charge depending how young you were when you", "start": 13002.84, "end": 13008.239}, {"text": "first got charged many people who are under housed and on the streets and in", "start": 13008.239, "end": 13015.68}, {"text": "the Parks is a result of not getting employment that they are where they are", "start": 13015.68, "end": 13021.56}, {"text": "today this do have generational effects on people and", "start": 13021.56, "end": 13027.88}, {"text": "Trauma and so I feel that you know we owe it to those members of society to", "start": 13027.88, "end": 13035.199}, {"text": "actually to go out and and make this turn this wrong into a right I mean", "start": 13035.199, "end": 13040.56}, {"text": "quite frankly I think they should be compensated themselves uh but you know that's another story Al together maybe", "start": 13040.56, "end": 13046.399}, {"text": "that maybe that's be my next motion next month but uh for now I think um that is something", "start": 13046.399, "end": 13054.12}, {"text": "that we should we should look at and not only just send a letter to the federal agency providers um as well as", "start": 13860.92, "end": 13868.8}, {"text": "um some clinical Partners in the acute care system um including um addiction Medicine Specialists and um the center", as we get more information about our funding allocation going forward from", "start": 13905.96, "end": 13911.76}, {"text": "Ontario Health that we continue that engagement and expand it and how many hubs will be opening in", "start": 13911.76, "end": 13919.199}, {"text": "replacement of the five that are the five uh safe injection safe consumption", "start": 13919.199, "end": 13926.04}, {"text": "sites that are closing how many hubs are opening through the chair the", "start": 13926.04, "end": 13931.08}, {"text": "announcement of the time from the province in August had been that the sites that are slated to close would be", "start": 13931.08, "end": 13938.72}, {"text": "eligible to apply to transition into heart hubs at this time we've been told", "start": 13938.72, "end": 13944.479}, {"text": "that the five sites in Ontario have been approved um and we know that there's", "start": 13944.479, "end": 13950.279}, {"text": "other community health centers and partners that submitted an application outside of that model uh but we don't", "start": 13950.279, "end": 13956.319}, {"text": "have information yet on their application process where will people also to", "start": 13956.319, "end": 13963}, {"text": "there's only one pool of funds for x amount of sites so I think it's $378", "start": 13963, "end": 13970.399}, {"text": "million uh for all the hard hubs across the province", "start": 13970.399, "end": 13976.12}, {"text": "oh and so how many will be in Toronto do we know to the chair we don't have this", "start": 13976.12, "end": 13983.56}, {"text": "information confirmed at this time this would be the provincial decision and when are they slated to", "start": 13983.56, "end": 13990.159}, {"text": "open is it spring 2025 through the chair we've been told that they expect heart hubs to be", "start": 13990.159, "end": 13996.68}, {"text": "operational in April 2025 so would there be a gap upon the", "start": 13996.68, "end": 14004.359}, {"text": "closures of safe consumption sites and the opening of these sites is there expected to be a one month Gap or the", "start": 14004.359, "end": 14012.6}, {"text": "same the next day the next thing opens uh through the chair to answer", "start": 14012.6, "end": 14018.12}, {"text": "that question the services at safe consumption sites are are different to what would be offered in a heartb so it", "start": 14018.12, "end": 14023.88}, {"text": "wouldn't necessarily be a gap exactly um we do have plans at our location for", "start": 14023.88, "end": 14030.08}, {"text": "Trona Public Health to expand our Outreach and ensure our clients needs are being met through what is allowable", "start": 14030.08, "end": 14035.52}, {"text": "within our legislation at this time um but yeah so since the services are {"text": "operations we've also been working with our nearby agencies including St Mike's Hospital to understand their harm", "start": 14079.6, "end": 14085.479}, {"text": "reduction Supply strategy and ensure we can increase their stock as needed as they do have a vending machine and", "start": 14085.479, "end": 14091.64}, {"text": "sherbo Health Center so we're doing what we can to ensure clients are aware we're expanding our Outreach Services we'll", "start": 14091.64, "end": 14097.239}, {"text": "include needle exchange on Outreach um so those are some of the steps that we're taking to mitigate impacts to our", "start": 14097.239, "end": 14102.6}, {"text": "immediate clients and we will ensure um that there's regular Outreach right at 277 Victoria of course because we expect", they're at uh We've also", "start": 14318.439, "end": 14324.279}, {"text": "said from the very from day one that we support hubs that's one of the tools in", "start": 14324.279, "end": 14330.56}, {"text": "regards to addressing addictions supervised consum sites is", "start": 14330.56, "end": 14336.04}, {"text": "another tool that we use to address addictions we need to support people", "start": 14336.04, "end": 14341.08}, {"text": "where they're at I've mentioned many times that you know I started my career", "start": 14341.08, "end": 14346.64}, {"text": "as an addictions counselor at one of the local hospitals and I remember way back", "start": 14346.64, "end": 14351.96}, {"text": "when we actually had to educate people on the importance of not sharing needles", "start": 14351.96, "end": 14357.76}, {"text": "and show them that the the stats around increase hepc and HIV and that yes harm", "start": 14357.76, "end": 14367.68}, {"text": "induction kits they come with 10 or so needles so that people can actually use", "start": 14367.68, "end": 14374.239}, {"text": "in a group but in a safe way Dr Lamy alluded to that earlier as well because", "start": 14374.239, "end": 14380}, {"text": "we know the Habit is people use with with friends and so it's unfortunate you", "start": 14380, "end": 14387.52}, {"text": "know fast forward to 2025 we are in danger of removing that option", "start": 14387.52, "end": 14394.8}, {"text": "for people to use safely and indirectly saying to them go ahead and", "start": 14394.8, "end": 14402.239}, {"text": "share needles once again after years of building that trust", "start": 14402.239, "end": 14408.359}, {"text": "and relationship I've also learned to you know go into safe consumption sites and", "start": 14408.359, "end": 14414}, {"text": "speaking to the staff and the clients and even community that there is there", "start": 14414, "end": 14420.359}, {"text": "is community within Community these are the most marginalized people in our communities and they build relationships", "start": 14420.359, "end": 14428.84}, {"text": "with the staff at supervised consumption sites there's a relationship there there's a trust there and it's it's it's", "start": 14428.84, "end": 14438.359}, {"text": "quite sad to see that that that may be be broken because I think you know once you break that", "start": 14438.359, "end": 14444.56}, {"text": "trust then it's hard for them to actually engage again later on and this", "start": 14444.56, "end": 14450.319}, {"text": "is why we're trying so hard to actually to say to the province you know", "start": 14450.319, "end": 14455.92}, {"text": "this is not a good way forward let us continue to support those", "start": 14455.92, "end": 14460.96}, {"text": "that are in need and in crisis and it's a crisis I think to the degree that we've actually created as a society", "start": 14460.96, "end": 14468.04}, {"text": "right when it comes to uh homelessness right people who in this", "start": 14468.04, "end": 14473.92}, {"text": "should become uh underhouse are not usually addicted to drugs they", "start": 14473.92, "end": 14480.56}, {"text": "actually use drugs to keep stay warm and to overcome a lot of the challenges that", "start": 14480.56, "end": 14486.239}, {"text": "they experience outdoors and so we as a city are doing", "start": 14486.239, "end": 14493.04}, {"text": "all we can to build more housing and provide more supports but you know we", "start": 14493.04, "end": 14498.319}, {"text": "cannot do it alone we need I've always said follow the science", "start": 14498.319, "end": 14504.64}, {"text": "and we need the support of the province come on come on board and help us to actually help those who most marized I", "start": 14504.64, "end": 14510.319}, {"text": "think we succeed as a society together when we do that and we", "start": 14510.319, "end": 14516.279}, {"text": "also know that it's actually cheaper to House people than to actually have them go through the medical system through", "start": 14516.279, "end": 14521.8}, {"text": "the hospital system and the waight and the wait times and everything else and talking to", "start": 14521.8, "end": 14527.64}, {"text": "various agencies of the city and even our partners in the healthcare field", "start": 14527.64, "end": 14534.92}, {"text": "they are concerned as what's to come I am concerned that our Emergency", "start": 14534.92, "end": 14541.08}, {"text": "Services be paramedic um uh fire and police they will be inundated we'll see", "start": 14541.08, "end": 14548.92}, {"text": "more needles in our lanway and our school grounds and elsewhere um and not to mention what", "start": 14548.92, "end": 14556.52}, {"text": "will happen to our emergency departments and the weight times there it's a perfect storm quite frankly and so this", "start": 14556.52, "end": 14563.68}, {"text": "is is why we're trying to you know meeting there and I'm coming out of the place and there's this guy in this SUV right this uh you know really", "start": 14885.56, "end": 14891.439}, {"text": "really expensive vehicle pulls up in front and I and I was dressed I was on my bike I attended a meeting at one of", "start": 14891.439, "end": 14897.279}, {"text": "one of our shelters but but we do provide needles uh to to people there", "start": 14897.279, "end": 14902.68}, {"text": "and and this guy rolls down his window and he asks me for needles hey buddy you got some needles right to be to be able", "start": 14902.68, "end": 14910.479}, {"text": "to give so um what happens around these places that you is that you have all of this criminal element that swoops in uh", "start": 14910.479, "end": 14918.479}, {"text": "uh that that se you know and and they they pray on these folks and then what they do do is they they create uh a", "start": 14918.479, "end": 14926.239}, {"text": "problem in that neighborhood as as we had for example with one of these uh sites uh here downtown where uh where", "start": 14926.239, "end": 14934}, {"text": "there was you know there um I forget the name of the person who who was shot and", "start": 14934, "end": 14939.88}, {"text": "killed uh for example so so you have that activity that that that comes into", "start": 14939.88, "end": 14945.239}, {"text": "play and then all I'll be supporting um the chair's motion I I think that the", "start": 15090.04, "end": 15097.72}, {"text": "council appr raises raises really important questions of politics and administration of a policy", "start": 15097.72, "end": 15104.68}, {"text": "um and that's certainly something that politicians need to consider and also as", "start": 15104.68, "end": 15109.76}, {"text": "we reflect on the work that was done uh to uh study um the particular site um in", "start": 15109.76, "end": 15119.56}, {"text": "a Riverdale which there was ano The Province appointed someone to study what went wrong there and clearly there was", "start": 15119.56, "end": 15126.319}, {"text": "work that was needed that wasn't being done or supports that were needed that weren't provided um in that community", "start": 15126.319, "end": 15132.479}, {"text": "and that's important to remember and to lift up you know we um I think about", "start": 15132.479, "end": 15138.159}, {"text": "what this policy does what this position does for example a run harm reduction um", "start": 15138.159, "end": 15144.64}, {"text": "if I can be personal about it like I for my kids it say like 25 years ago going", "start": 15144.64, "end": 15152}, {"text": "to the playground to pick up needles in my neighborhood and my kids uh going to Parks all over in my ward um to pick up", "start": 15152, "end": 15159.64}, {"text": "needles um you know with insufficient gloves and having parent volunteers and", "start": 15159.64, "end": 15164.92}, {"text": "community volunteers do that I feel we're going back 30 years here um in", "start": 15164.92, "end": 15170.439}, {"text": "addition to uh grappling with the the changing situation of just the drug uh", "start": 15170.439, "end": 15177.04}, {"text": "the toxicity of the drug Supply um the lack of urgency around", "start": 15177.04, "end": 15182.8}, {"text": "handling that um I think the having the um the community-based response is how", "start": 15182.8, "end": 15189.399}, {"text": "we got here it was uh in the city of Toronto largely um in other cities uh", "start": 15189.399, "end": 15194.56}, {"text": "where people were tired of seeing or couldn't tolerate anymore the numbers of", "start": 15194.56, "end": 15199.6}, {"text": "deaths um and and and I think that our lens and Our obligation as", "start": 15199.6, "end": 15206.52}, {"text": "members of the Board of Health just no matter how politically complicated and", "start": 15206.52, "end": 15211.6}, {"text": "unpalatable it could be for all of us um and who are accountable to large", "start": 15211.6, "end": 15217.8}, {"text": "constituencies is that we have a very specific mandate here there's a uh a", "start": 15217.8, "end": 15223.159}, {"text": "vision and a mission and a mandate to protect people at a population level and if you consider um what we've heard", "start": 15223.159, "end": 15231.52}, {"text": "already which is that uh you can't even compare how many people are are dying", "start": 15231.52, "end": 15236.92}, {"text": "from overdoses compared to uh the impact and the ravages of covid and yet we had an all of government response around", "start": 15236.92, "end": 15243.92}, {"text": "covid and protected people and young people's sacrifice to protect Elders um", "start": 15243.92, "end": 15250.08}, {"text": "it's we've gone through a big trauma around that and there's real uh consequences particularly when it comes", "start": 15250.08, "end": 15255.359}, {"text": "to youth in this situation um we have Community Partners constituents who live", "start": 15255.359, "end": 15262.64}, {"text": "in all WS every W in the city who are looking to us um to use every tool that", "start": 15262.64, "end": 15268.72}, {"text": "we have to make sure that uh the health of people the best possible outcomes", "start": 15268.72, "end": 15275.96}, {"text": "reducing the inequalities among um among the people who are most impacted um is", "start": 15275.96, "end": 15282.04}, {"text": "something that we have to take take up and in this situation I think supporting the chair's motion um uh to intervene", "start": 15282.04, "end": 15289.159}, {"text": "and to if that is deemed acceptable by the courts is what we need to do H thank", "start": 15289.159, "end": 15295}, {"text": "you councelor Bravo councelor", "start": 15295, "end": 15298.76}, {"text": "Thompson so uh Mr chair I I'll be supporting your motion but I'm not", "start": 15301.72, "end": 15308.64}, {"text": "supporting your motion um with respect to the perspective of pointing a finger at the", "start": 15308.64, "end": 15316.6}, {"text": "Province I'm supporting your motion because um there's a necessity clearly", "start": 15316.6, "end": 15323.6}, {"text": "to ensure that we protect people who need to be protected and that we know that there is", "start": 15323.6, "end": 15331.239}, {"text": "an epidemic of individuals who for whatever reasons require the use of", "start": 15331.239, "end": 15338.92}, {"text": "varying psychedelic um uh drugs and um we certainly want to ensure that", "start": 15338.92, "end": 15347.119}, {"text": "they're protected in this process of their", "start": 15347.119, "end": 15353.04}, {"text": "utilization I do think we need to remember and there's a big outcry in the", "start": 15353.08, "end": 15358.439}, {"text": "city where a beautiful woman was killed in", "start": 15358.439, "end": 15365.52}, {"text": "this city through no fault of her own simply doing what most of us would", "start": 15365.52, "end": 15371.199}, {"text": "naturally do Walking With a Friend going for lunch or having just finished lunch and there's a huge outcry from the", "start": 15371.199, "end": 15379.399}, {"text": "community about this incidents and of course we had had other", "start": 15379.399, "end": 15385.92}, {"text": "situations uh in our city where neighborhoods and members in community have reached out to the city not to the", "start": 15385.92, "end": 15394.359}, {"text": "province to say hey there's a variety of things that are taking place in my community and I'm very very concerned", "start": 15394.359, "end": 15401}, {"text": "I'm concerned about the safety for myself personally as the individual Express themselves I'm concerned about", "start": 15401, "end": 15407.239}, {"text": "the safety of my community I'm concerned the safety of my children I'm not aware that the city", "start": 15407.239, "end": 15414.84}, {"text": "produced a mitigation Public Safety plan to assure", "start": 15414.84, "end": 15421.6}, {"text": "members of the public of their efforts or the efforts to ensure", "start": 15421.6, "end": 15426.76}, {"text": "that they're safe and their communities are safe and so we've had the outcry of", "start": 15426.76, "end": 15432.52}, {"text": "the Community to say look I don't feel safe these facilities while it's all", "start": 15432.52, "end": 15438.399}, {"text": "good and well that they're designed to help and respond to a need and to provide safety and protect individuals", "start": 15438.399, "end": 15445.319}, {"text": "and so on and and you know we think that's a good thing however the impact", "start": 15445.319, "end": 15452.119}, {"text": "of that and the sort of dichotomy of that situation in", "start": 15452.119, "end": 15458.92}, {"text": "which people who are not participating in these facilities are finding that their own", "start": 15458.92, "end": 15465.84}, {"text": "safety is at risk and in fact lives are being lost and we've heard about the", "start": 15465.84, "end": 15472.479}, {"text": "criminality associated with respect to the annexing and the connection with", "start": 15472.479, "end": 15478.119}, {"text": "respect to these facilities and what have you councilor peruto has uh has expressed that and you um deduce that to", "start": 15478.119, "end": 15487.239}, {"text": "other elements and other conditions and other situations that are taking place in our city where we have placed", "start": 15487.239, "end": 15493.04}, {"text": "facilities shelters and so on without any consultation we have seen the impact I", "start": 15493.04, "end": 15499.88}, {"text": "can tell you my w alone our we have a facility there it's one of the um", "start": 15499.88, "end": 15505.56}, {"text": "modular homes that we have put in place where I was told that there was going to be four women only and uh that turned", "start": 15505.56, "end": 15513.92}, {"text": "out not to be true and in fact we have seen a situation where the residents who", "start": 15513.92, "end": 15520.159}, {"text": "are there their level of um uh mental and other challenges that", "start": 15520.159, "end": 15527.88}, {"text": "they're experiencing are so acute that they're all simply in one place now", "start": 15527.88, "end": 15533.88}, {"text": "think of the burden of that on the community and the things that we've actually seen in the response uh through", "start": 15533.88, "end": 15539.88}, {"text": "my office in terms of reacting to the complaint not one", "start": 15539.88, "end": 15545.04}, {"text": "time was there an effort posed by either", "start": 15545.04, "end": 15550.399}, {"text": "housing or the operator the this facility to understand the impact to the", "start": 15550.399, "end": 15556.64}, {"text": "broader neighborhood in fact their statement to me was our responsibility", "start": 15556.64, "end": 15562.88}, {"text": "is only internally we're not even responsible for an extension of 20 ft or", "start": 15562.88, "end": 15569.84}, {"text": "three or four meters outside of the building imagine that and so people turn", "start": 15569.84, "end": 15575.56}, {"text": "to the province and ask the province to intervene and to help and they've made", "start": 15575.56, "end": 15581.96}, {"text": "these decisions maybe not the right ones and we we that's the response here and the provins has said look we're doing", "start": 15581.96, "end": 15588.279}, {"text": "what we have to do because of all of these things that you city has failed to do so let's not blame the province for", "start": 15588.279, "end": 15595.239}, {"text": "our own inefficiency let's take some of the blame on ourselves and yes do uh", "start": 15595.239, "end": 15600.6},
